HBA of F-M President’s Message HBA welcomes fall with Habitat Build celebration, consumer events
Moving into fall, your HBA of F-M looks forward to wrapping up the Home Builders Care Build with Habitat and hosting three first-class Carlita Dietz public events: Fall Parade of Homes, Jay Dietz Remodeled Home Tour and Fall Home Construction, Inc. Show. As of press time, a date was not set for the Home Builders Care Sept. 6-7 & 13-14 Build house blessing ceremony. This ceremony will be our chance to celebrate the build with everyone from Lake Agassiz Habitat for Humanity, our membership and, of Sept. 13-14 course, home owner Sonia Greer and her daughter, Madison. Please watch your mail and email for more details on this event. The Fall Parade of Homes will Sept. 26-27 be Sept. 6-7 and 13-14 featuring 48 homes by 29 Builders. Our third annual Remodeled Home Tour will be Sept. 13-14 featuring ten homes by eight HBA members. These two wonderful events allow our members to showcase their work to consumers. We are incredibly excited to bring you a fantastic full-home renovation that is our “featured remodel project” with a $5 charge donated to Home Builders Care Foundation. Check out pages ten and 27 for details on the entries and look for magazines Sept. 2 at all Hornbacher’s. The magazine encompasses both events; we encourage you to get out and say hello to your fellow members showing these great homes! They will appreciate seeing you. We end the month with the Fall Home Show Sept. 26-27 featuring seminars from Brian Santos, “The Wall Wizard.” He is a nationally recognized painting and wall coverings expert. With over 25 years of experience, Santos is a best-selling author, fourth-generation decorative artist and licensed contractor whose past clients include Clint Eastwood, Joe Montana and George Lucas. He has appeared on HGTV, TLC and the Discovery Channel. Santos uses household items to create professional painting results. Special thanks to Gold sponsors Budget Blinds of Fargo and Luxury Bath of Fargo and Silver sponsor CenturyLink for sponsoring the Fall Home Show. We appreciate your support and commitment.
Who do you work with that could be (and should be) a member?
Your HBA office is always bustling, dealing with the
6
daily regulatory and legislative issues that come up. This month, we will be traveling to Arizona to take part in the National Association of Home Builders’ Fall Board of Directors meeting, along with our usual calendar of meeting with local officials and governmental staff. We are the voice of the industry, and I thank you for supporting this Association! Members are what make the HBA great. Bottom line: It’s hard to put a dollar amount on “advocacy,” government relations and our representation of your industry. One example of costs savings to you as a direct result of the HBA’s efforts is our success in sustaining the 2009 IRC energy code last year. A $5,500 to $10,000 cost increase on new homes was averted! It’s impossible to make advocacy a members-only benefit. Everyone in the local home building industry benefits from the HBA’s actions on your behalf. If you support the HBA, your building industry associates should, too! It’s amazing how many HBA members aren’t even aware that the vendors and trade contractors they work with are non-members. Conversely, if you are an Associate member, check the list of Builders and remodelers that you work with who should become members. Check out our Membership Directory and Consumer Guide and then invite them to join the Association. Not sure how to start the conversation? The HBA staff is here to help. Contact the office at (701) 232-5846 or info@hbafm.com.
September is Associate Appreciation Month
Associate members make up the majority of our great HBA, and every fall we make a point to highlight them. September is designated by the National Association of Home Builders to pay tribute; Builder members, please thank the Associates you work with every day. At the Family Picnic in August, the HBA honored them by giving away prizes and by featuring dessert served by the Builders. Plus, all Associates in attendance were entered in a drawing for a half-page ad in the Plains Builder and a gift card for “lunch on the HBA.” See page 20 for a recap.
Annual Meeting/Awards Gala slated for Oct. 30 We are excited to unveil a new look and format for our Annual Meeting this fall. The Association will host its Annual Meeting and Awards Gala Oct. 30 at the Courtyard by Marriott, Moorhead. It will include the same highquality production and atmosphere as January’s New Year Celebration and May’s Parade of Homes Celebration. During the evening, we’ll honor all 25-year members, present the Extra Mile Award, BEAM Award, and the HBA’s highest honors, Builder and Associate of the Year. Please plan now to join us for a fun-filled evening to socialize with your peers and honor some amazing members. See page 22 for more information.

Public Issues Report of Area Affairs Stop the tax: Vote yes on Measure 2 by Roz Leighton, Public Affairs Coordinator
The Nov. 4 election is fast approaching, and with an expected 40 percent of ballots to be cast early by mail, we are even closer to the end of September when voters will begin receiving their ballots. Measure 2 is a non-controversial constitutional measure preventing the state and any country, township, city or any other political subdivision of the state from imposing any mortgage taxes or any sales or transfer taxes on the mortgage or transfer of real property. Due to the confusion of voting yes to no taxes, we encourage you to use grass roots education methods and speak one-on-one with clients, employees and peers. The largest obstacle this measure faces is voters not understanding the wording, and what their vote will do. The HBA of F-M encourages you to vote yes to stop the tax. We already pay property taxes in North Dakota, why add another tax? For more information, visit www.voteyesonmeasure2.com or contact Roz Leighton at (701) 232-5846 or roz@hbafm.com.
HBA opposes Clean Water, Wildlife and Parks measure by Roz Leighton, Public Affairs Coordinator
The HBA of F-M continues to be active among the North Dakotans for Common Sense Conservation Coalition that opposes the Clean Water, Wildlife and Parks measure that is to be added to the Nov. 4 ballot. Supporters of the measure, which is largely funded by out-of-state special interest groups, turned in signatures to the Secretary of State to have the measure added to the ballot; those signatures are currently going through a verification process. If passed, the measure will allocate 5 percent of the oil extraction tax to a massive conservation fund for 25 years, currently projected to total approximately $150 million a year, but growing as oil production increases. The language of the measure mandates that 75 percent of the fund be spent each year, regardless of projects requesting funding or not. The coalition that opposes the measure and the fund is comprised of organizations ranging from agriculture groups to the North Dakota League of Cities, illustrating the merit that the group has. The HBA encourages you to vote no on this measure that is primarily funded by out-of-state interest groups, and share information about the effects it would have not only on the building industry, but also on the state. If you have any questions regarding the measure or how to share information with your employees or peers, please contact Roz Leighton at (701) 232-5846 or roz@ hbafm.com.

HBA participates in Greater N.D. Chamber of Commerce event by Roz Leighton, Public Affairs Coordinator
The Greater North Dakota Chamber of Commerce recently hosted its second annual policy summit in Bismarck. HBA of F-M Public Affairs Coordinator, Roz Leighton attended the informationpacked day. The panels featured controversial topics coming up for the legislative session ranging from conservation to common core standards. The event was very interactive with a live feed of audience comments and questions streaming throughout the day, as well as polls for the audience. Common Sense Conservation Coalition members provided strong arguments to vote against the massive conservation fund that will be on the ballot in November. Taxation was a hot topic during “Show Me the Money: State Finances session with audience members posing questions about property, income and corporate taxes in the state. Panel members hinted at the potential for changes to taxation in the 2015 session. For more information on the Greater North Dakota Chamber or to view recordings of the day, visit www.ndchamber.com.

Building a quality home does not always equate into running a sound business Your product may be top notch, but that doesn’t mean your business operations are. Tom Stephani, MIRM, president of Custom Construction Concepts Inc. based in Crystal Lake, Ill., identified ten business mistakes even experienced builders can make and how to avoid them: 1. Fail to see a collapse coming. All markets are local, and they all go through an up-and-down cycle. Builders need to keep tabs on warning signs by monitoring the number of starts in their area, being prudent with their specs and examining fluctuations in the cost of land. 2. Don’t ask for help. Too often, builders stubbornly cling to the notion that they have all the answers and that the competition is their enemy, Stephani says. The best way for builders to find answers to improve their business is to become actively involved in their local and national builders associations. Some of the benefits of membership include advocacy, education, networking and joint marketing resources. “Through NAHB, I have a network of hundreds of people I’ve met over the past years,” he says. “That knowledge sharing is immense. The 20 Clubs provide that opportunity as well.” 3. Alienate Realtors. The purpose of Realtors is to sell homes, and builders are being penny wise and pound foolish when they try to work around them and avoid the commission fee. What often results, is that Realtors will bypass the builder’s properties when showing prospective clients homes to sell. Stephani says it is wise to use Realtors because they are professional at marketing and sales, provide better access to pre-qualified clients and can help to manage client expectations. 4. Fail to set realistic expectations. To remedy this, Stephani says that the builder must make it clear to their clients that they are in charge of the project. The customer must make selections on time, be able to afford what they want and must not attempt to supervise subcontractors or suppliers. The builder must communicate to the client that changes to the job requires time and money, that delays during construction are common and that workers will not necessarily be on the job eight hours every day. “Let the client know there could be bumps in the road but that they
September
will be happy in their home when they move in,” he says. 5. Ignore customer service. Those who ignore this item because there is no money in it, or because they are too busy, do so at their own peril. Good customer service is essential, Stephani says, and the best way to provide it is to see issues from the customer’s perspective. Builders who have a willingness to exceed customer expectations and to do what is promised often reap great rewards through word-of-mouth referrals. 6. Fail to price for profit. Builders often fail to price their homes properly due to competition, market conditions, inaccurate appraisals and pressure from Realtors. As a result, their cash flow becomes critical and they try to compensate by increasing volume. To fix this problem, Stephani suggests that builders better manage their specs, tighten financial controls and reporting, and develop a pricing approach based not just on cost but also on location. 7. Don’t update the business plan. “If you don’t put a plan in writing it can guarantee you won’t reach your goals,” Stephani says. Builders should update their business plans on an annual basis. 8. Fail to manage conflict effectively. Too often, builders do not recognize the emotional state of owners during construction and are not committed to win-win agreements with them, Stephani says. Most builder/ client conflicts arise from disagreements about what was promised and what was delivered. Clear and concise wording of the contract, a complete set of plans and specifications and good documentation of all communication are essential. 9. Don’t manage design and budget. Too often, builders fail to properly manage their clients’ expectations, fail to control the architect and let clients take control over their subcontractors and suppliers. Builders must be up front with their clients, let them know what to expect during the building process and work with the architect. 10. Take on the client from hell. A true client from hell often displays wild mood swings, obsesses over minor details, invites conflict, demands perfection, creates problems for subcontractors and employees, berates the builder, refuses to pay until sued and is never happy. To avoid this situation, Stephani recommends that builders go with their gut feeling when interviewing a client. This article was reprinted from www.nahb.org. News from the National Association of Home Builders The three components are then averaged to Housing recovery continues at comparison. provide an overall score for each market; a national score is slow pace according to latest calculated based on national measures of the three metrics. An index value above one indicates that a market has leading markets index advanced beyond its previous normal level of economic Aug. 7, 2014 - Markets in 56 of the approximately 350 metro areas nationwide returned to or exceeded their last normal levels of economic and housing activity, according to the National Association of Home Builders/First American Leading Markets Index (LMI), released today. This represents a year-over-year net gain of seven markets. The index’s nationwide score moved up slightly to .89, meaning that based on current permit, price and employment data, the nationwide average is running at 89 percent of normal economic and housing activity. Meanwhile, 78 percent of markets have shown an improvement year-over-year. “Things are gradually improving,” said NAHB Chairman Kevin Kelly, a home builder and developer from Wilmington, Del. “As the job market grows, we expect to see a steady release of pent up demand of home buyers.” Baton Rouge, La., continues to top the list of major metros on the LMI, with a score of 1.39 – or 39 percent better than its last normal market level. Other major metros leading the list include Honolulu; Oklahoma City; Houston and Austin, Texas. Rounding out the top ten are Los Angeles; San Jose, Calif.; Salt Lake City; Des Moines; and New Orleans. “With the national tally only reaching 43 percent of normal, single-family housing permits continue to be the lagging component of the index,” said NAHB Chief Economist David Crowe. “The big bright spot is employment, where the number of metro areas having reached or exceeded their norms grew from 26 to 46 in a year.” “In the 22 metros where permits are at or above normal, the overall index indicates that these markets have fully recovered,” said Kurt Pfotenhauer, vice chairman of First American Title Insurance Co., which co-sponsors the LMI report. “This finding shows the impact that an uptick in permits can have on the overall health of markets.” Looking at smaller metros, both Odessa and Midland, Texas, boast LMI scores of 2.0 or better, meaning their markets are now at double their strength prior to the recession. Also leading the list of smaller metros are Bismarck, N.D.; Grand Forks, N.D.; and Casper, Wyo., respectively. The LMI shifts the focus from identifying markets that have recently begun to recover, which was the aim of a previous gauge known as the Improving Markets Index, to identifying those areas that are now approaching and exceeding their previous normal levels of economic and housing activity. More than 350 metro areas are scored by taking their average permit, price and employment levels for the past 12 months and dividing each by their annual average over the last period of normal growth. For singlefamily permits and home prices, 2000-2003 is used as the last normal period, and for employment, 2007 is the base

Builder confidence in the 55+ housing market shows positive signs in the second quarter
Aug. 7, 2014 - Builder confidence in the singlefamily 55+ housing market for the second quarter is up year-over-year, according to the National Association of Home Builders’ 55+ Housing Market Index (HMI) released today. Compared to the second quarter of 2013, the single-family index increased three points to a level of 56, which is the highest second-quarter reading since the inception of the index in 2008 and the 11th consecutive quarter of year-over-year improvements. “We have seen steady improvement in the 55+ housing sector as buyers and renters are attracted to new homes that offer many of the luxuries and conveniences they desire,” said Steve Bomberger, chairman of NAHB’s 50+ Housing Council and president of Benchmark Builders Inc. in Wilmington, Del. “55+ buyers are very selective and have high expectations, and new construction can meet their needs and discerning tastes.” There are separate 55+ HMIs for two segments of the 55+ housing market: single-family homes and multifamily condominiums. Each 55+ HMI measures builder sentiment based on a survey that asks if current sales, prospective buyer traffic and anticipated sixmonth sales for that market are good, fair or poor (high, average or low for traffic). An index number below 50 indicates that more builders view conditions as poor than good. Two of the components of the 55+ single-family HMI posted increases from a year ago: present sales climbed seven points to 61 and expected sales for the next six months rose one point to 61. Meanwhile, traffic of prospective buyers dropped six points to 42. Although the 55+ multifamily condo HMI dipped five points to 38, it is still the second highest reading for the second quarter since the inception of the index. All three components of the index decreased for the second quarter: present sales dropped five points to 39, expected sales for the next six months fell four points to 42 and traffic of prospective buyers dropped three points to 35. The indices tracking production and demand of 55+ multifamily rentals moved in different directions in the second quarter. Present production rose three points to 53, expected future production increased one point to

PAC Spotlight: Don Dabbert, Jr. Don Dabbert, Jr., Dabbert Custom Homes, is a $2,500 Platinum level contributor to BUILD-PAC, the National Association of Home Builders’ Political Action Committee. Don Dabbert, Jr. Dabbert Custom Homes
Why do you contribute to PAC?
“I contribute to PAC because I believe in supporting like-minded people that help support us. Our industry is very regulated and we need builderfriendly and pro-housing people in office to help keep housing on track.”
Why are NDAB-PAC and BUILD-PAC important to your business? “Every person should support PAC. Every year new legislation is introduced that can negatively affect our industry. We need people on The Hill lobbying for our best interests and have a seat at the table when it comes to negotiating on our behalf.”
What is the most important benefit of having a PAC?
“The most important benefit is our relationship with our Congressional Delegation. We have a wonderful relationship that we can call upon when we need action to help defeat or promote an issue that will impact our industry. I feel very fortunate to be part of the best industry in the United States and I want to help whatever I can to ensure this industry continues on to be the best it can be. I enjoy the challenge and opportunity being involved in PAC has to offer.”
HBA sets dates for lead renovator refresher courses
Next year marks the five-year anniversary since many local contractors received their Certified Renovator designation from the Environmental Protection Agency to comply with the Renovation, Repair and Painting rule. It is required for contractors disturbing six square feet or more in structures built in 1978 or earlier. Larry Leadhead EPA Lead Enthusiast Contractors must take a four-hour refresher course every five years to keep the certification active. Here are the HBA of F-M’s dates for next year (morning and afternoon four-hour sessions each day): • March 9, 16 and 26 • May 13 and 15 The classes and exam must be completed and passed before your initial renovator date or you will have to retake the full eight-hour Certified Renovator class. If you took the class through the HBA of F-M in 2010 and are unsure of your five-year anniversary date, contact Jenny Erickson at (701) 232-5846 or jenny@hbafm.com to determine the most appropriate date to take your refresher. The HBA of F-M has also slated an eight-hour full certified renovator course for March 10.
Back your PAC BUILD-PAC is the National Association of Builders’ Political Action Committee. It is a non-partisan political action committee that provides support for candidates who are friends of the building industry. The advocacy services that NAHB provides through PAC donations are invaluable to our industry. In 2013 alone, NAHB services and advocacy victories saved the typical builder member roughly $6,200 per housing start. To make donating easy, there are several contribution levels available, from a $100 Century Club contributor up to a Capitol Club $5,000 contribution. To donate, or if you have questions please contact Roz Leighton at (701) 232-5846 or roz@hbafm.com. Give to BUILD-PAC and support housing!

Your company’s focus/ specialty:
“Our focus is to enhance the lives of others by promoting family fun and personal health. We will make others smile today!”
What is the latest trend in your business/industry?
“The water therapy industry has seen many new products and technologies. Troy Durheim “The trends have been customers buying more advanced systems to take away maintenance and increase benefits. Many new advancements have come in play the last few years including: heat pumps reducing energy costs by 75 percent, multi-speed pumps (again reducing costs by 75 percent), jet packs for spas making the hot tubs completely customizable, and new spa technologies offering a wholespa operation instead of many who only offer a half-spa operation. “We are seeing many customers buy more advanced products to reap the benefits. Hot tubs are no longer about just sitting, relaxing in warm water. Pools, spas, and hot tubs are now a key ingredient to physical therapy, rehabilitation, and even helping with autism.”
The HBA thanks members who are involved with this industry:

What do you think is the biggest challenge facing the industry today and how are you dealing with it?
“I think the biggest challenge is finding employees and industry training. You cannot go to a tech school and get a degree in swimming pool or spa repair. It is always a struggle training technicians and finding resources for staff to continue their education. “We are dealing with it by committing to providing the best possible service in the area. We have implemented a training program to assure our staff is top of their class. We work with all our vendors having them provide training sessions throughout the year to grow our technician’s knowledge. “We have also found having the most advanced equipment helps the technicians avoid pitfalls and waste customers’ time.”

Remodeler confidence regains momentum
July 24, 2014 - The National Association of Home Builders’ Remodeling Market Index (RMI) rose three points to 56 in the second quarter of 2014, regaining the momentum built in 2013. This is the fifth consecutive quarter for an RMI reading above 50. An RMI above 50 indicates that more remodelers report market activity is higher (compared to the prior quarter) than report it is lower. The overall RMI averages ratings of current remodeling activity with indicators of future remodeling activity. “With many home owners on better financial footing, home remodeling has become more popular,” said NAHB Remodelers Chair Paul Sullivan, CAPS, CGR, CGP, of Waterville Valley, N.H. “The completion of postponed work has helped remodelers in all regions regain confidence in the remodeling market.” The RMI’s future market conditions index rose to 56 from 52 in the previous quarter, under the strength of an increase in all four of its subcomponents: calls for bids, amount of work committed for the next three months, backlog of jobs and appointments for proposals. The current market conditions component of the RMI increased three points to 56 this quarter. Remodeling jobs valued at $25,000 or more rebounded to 54, the same level as the end of 2013. Smaller remodeling jobs and maintenance and repair components performed well this quarter with readings of 56 and 58, respectively. “The recent improvement in the job market has helped restore remodelers’ confidence after a dip in the first quarter that was probably in part weatherrelated. As homeowners feel more secure about their economic situation, they become more willing to undertake remodeling projects—especially larger, discretionary projects,” said NAHB Chief Economist David Crowe. “In addition, fewer new home builders are looking to remodeling as a way supplement their revenue, and this has somewhat reduced competition for remodeling projects.” For more information about remodeling, visit nahb.org/remodel.

The foundation, created in 1993 by the Home Builders Association of FargoMoorhead, is a local 501(c)3 nonprofit charitable organization. It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction, and remodeling. The HBA of F-M handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work.
September is scholarship season for Home Builders Care
Home Builders Care has awarded $167,688 in scholarships to 204 students since 1993! Applications for our 2014 scholarships are available for high school and post-secondary students at www.hbcfm.com and have been mailed to area high schools as well as Minnesota State Community and Technical CollegeMoorhead, Minnesota State University - Moorhead, North Dakota State College of Science - Wahpeton and North Dakota State University. High school students interested in pursuing degrees in construction-related programs at M State Moorhead or NDSCS are eligible to apply. Post-secondary scholarships are available to students who join the NAHB Student Chapter at M State Moorhead, MSUM, NDSCS or NDSU. One of the goals of the Home Builders Care strategic plan is to support students in pursuit of post-secondary education, specifically at trade schools. The Home Builders Care board of trustees is interested in expanding scholarship opportunities, specifically for those students at local trade schools. If you are interested in helping to support students pursuing degrees, please consider making a donation specifically through our Trades for Grades program. Your Trades for Grades donation will be earmarked for scholarships and will support local students. Thank you to Jason Eid, Eid-Co Buildings, Inc. and John Gunkelman, Dakota Construction of Fargo, Inc., for making Trades for Grades donations.
Workforce Development
Home Builders Care and the HBA of F-M are organizing a career fair to be held in conjunction with the North Dakota Building Officials Association conference Sept. 11. The career fair will be held from 1:45 - 3 p.m. Seniors in construction program from schools in Fargo, West Fargo and Wahpeton will be attending. Please see the contract insert included in this issue. We would like to showcase a wide variety of careers that are available. Coming up Dec. 4 is the 12th annual Health, Tech & Trades Career Expo. The Expo is for area ninth graders and promotes a wide variety of careers that only need a two-year degree. Home Builders Care and the HBA are major sponsors. We would like to promote as many industry sectors as possible.
Habitat Build
Our 2014 Home Builders Care Build with Habitat is starting to wrap up and, soon, we will participate in the house blessing ceremony. This ceremony welcomes Sonia and Madison Greer to their new home. Sonia has been working hard to complete her 250 “sweat equity” hours and is very excited to have a safe home for Madison. Please watch your email and mailbox for invitations.
Year-End Donations
The end of the year is still a few months away, but we would like to encourage you to consider Home Builders Care when making year-end donations. Instead of giving Christmas gifts to your vendors and suppliers, consider making a donation to Home Builders Care in their name. We will gladly provide any information, brochures or thank you cards.
Support Your Foundation
HBA members have many ways to support Home Builders Care. The HBC board challenges you to find at least one way that works for you to give back to your Foundation. • Monetary donations are always appreciated and we have numerous recognition programs (see page 30 for levels). HBC hopes to become self-sustaining while also increasing its impact on the industry and community. • Triple Players: HBA recognition program that donors can join when they have, in addition to paying HBA membership dues, invested in BUILD-PAC as a dollar-a-day contributor and made a donation to HBC for at least $365. • Trades for Grades donors: Allows donors to name scholarships and designate schools to which the funds must be given. • Builders Club: Exclusive group of donors who
pledge at least $500 per year for five years or a total of $2,500+. • Bronze donors: $1-$499.99 • Silver donors: $500-$1,999.99 • Gold donors: $2,000 plus • Consider making your donation today and supporting HBC’s efforts in 2014. Cash and checks are always welcome. Become a legacy donor and remember HBC in your will. Talk to your attorney today. See the facing page for 2014 HBC donors.
HBC promotes construction careers by Jenny Erickson, Director of Development & Education
Across the construction industry, jobs are available and our members are looking for quality employees. Home Builders Care and HBA of F-M are working to promote available careers and jobs in many different ways. • Participate in the North Dakota Building Officials Association Career Fair from 1:45-3 p.m. Sept. 11. Seniors in construction classes at public schools in Fargo, West Fargo and Wahpeton will attend. Located at the Doublewood Inn, this will be a great place to let students interested in construction know of the wide variety of careers available. All attendees will be seniors, so they may be considered for hire immediately. See the contract inserted in this issue to sign up to attend. • Provide the HBA with your construction-related job opening and the staff will post information on CareerFargo.com for free! HBA staff will be attending local job fairs and to promote open job opportunities, including the Job Service North Dakota fall job fair Sept. 30. This job fair is sponsored by Jobs HQ and Midwest Communications and held at the Ramada. Staff would like to promote as many available jobs as possible. • Support your local trade schools, Minnesota State Community and Technical College and North Dakota State College of Science. • Provide your logo to illustrate your support of the wide variety of construction programs at these two schools. The schools will be able to demonstrate the wide variety of support and possible careers available to potential students and program graduates. • Serve as a guest speaker. All programs bring in guest speakers and this is a great opportunity to make contact with potential employees. • HBA staff is working with M State and NDSCS to develop student sponsorship programs. We want to encourage students to pursue degrees while guaranteeing a skilled workforce for members. • Participate in the Health, Tech & Trades Career Expo. Coming up Dec. 4. This Expo provides area ninth-graders a hands-on look at a variety of careers. Home Builders Care and HBA try to bring as many sectors to the Expo as possible.

All bubbles are not created equal In early 2000, the S&P 500 hit 1,553 and the tech-
heavy NASDAQ surpassed 5,000. Two years later the S&P was at 768 and the NASDAQ was at 800! In the process, $6 trillion in household wealth was wiped out. We now call that period the dot-com bubble. About half a decade later, we experienced the housing market bubble. Interestingly, the value of residential real estate destroyed during that crisis was also about $6 trillion. Yet, the dot-com bubble resulted in a mild recession while the housing bust lead to the Great Recession. What was different? It turns out that a major culprit was which households suffered the destruction of wealth. To set the table, ponder this: during the housing bust, Elliot Eisenberg, Ph.D., retail spending fell 8 percent from 2007 to 2009, one the GraphsandLaughs, LLC largest drops ever. By contrast, retail spending increased by 5 percent between 2000 and 2002. Clearly, the losses sustained during the dot-com bust had minimal impacts on household spending decisions and, thus, on the overall economy. Here is why. The decline in home prices that began in 2007 was highly concentrated among households with very limited financial resources. As a result, these now much-poorer households dramatically pulled back on spending and in the process unwittingly helped usher in the Great Recession. Remember, retail spending is about a quarter of GDP, so a decline of 8 percent over two years reduces GDP by 2 percent -- a huge amount. It is as if these poorer households were the transmission mechanism through which the Great Recession got its energy. Exacerbating and reinforcing this downward spiral was the role of debt or leverage. Remember, by 2004 or 2005 a large percentage of first-time home buyers had low FICO scores, sketchy employment histories and limited assets. To compensate, these Alt-A and subprime buyers borrowed heavily with their now highly levered house being their major financial asset. For example, among the poorest quintile of the population, 80 percent of their net worth is in their house. Even among the middle quintile, home equity is still 60 percent of their net worth. By borrowing so much, just a small decline in house prices could put these buyers upside down and wipe them out. Which is exactly what happened and is what turned a recession into the Great Recession. Between 2007 and 2010 the bottom 20 percent of the population saw their net worth fall from about $30,000 to zero. By contrast, the financial losses sustained during the dot-com bubble were essentially walled off and had relatively little effect on the overall economy. This is because stock ownership is concentrated among the wealthy. As the wealthy have less debt and more assets, they could essentially shrug off the much larger financial losses they sustained yet not have them alter their day-to-day spending decisions. Among the wealthiest 20 percent of the population, home equity represents just 25 percent of their net worth. Moreover, depression-era federal laws make it hard to borrow more than 50 percent of the cost of stock purchases, thereby limiting the potentially negative role of leverage. In short, the home buyers who bought in 2004 and 2005 had limited wealth and had more of it at risk than earlier home buyers. When the music stopped they were highly levered and wholly unable to protect themselves. That quickly resulted in (among other things) reduced spending, which shrank GDP and quickly cascaded into the Great Recession. 53, while current demand for existing units dropped three points to 59 and future demand fell two points to 61. “One of the factors contributing to the positive signs in the 55+ housing market is the slow but steady increase in existing home sales in the last three months,” said NAHB Chief Economist David Crowe. “The 55+ market is strongly driven by consumers being able to sell their existing homes at a favorable price in order to buy or rent in a 55+ community.”
