The North Dakota Legislative Session is in full swing and your HBA of F-M and the North Dakota Association of Builders are actively monitoring legislation impacting your homebuilding business. Bills of interest include: If this legislation passes in its current form, the property tax exemption on new construction will disappear. The first version of North Dakota House Bill 1277 intended to extend the property tax exemption from 2 years to 5 years and its limit from $150,000 to $250,000. This encourages families to purchase homes. However, it was amended in a way that would end the exemption. This version would require the exemption to be approved by a local public election, not just a resolution by local government. Bonding Proposal: CTE and Diversion (HB 1431), NDAB Supports Career and Technical Education: Funding Removed

The original version of HB 1431 proposed $92.5 million in bonded funding to support career and technical education statewide. The $9 million proposed for the Cass County Career Workforce Academy would have been enough to complete the project. HBA of F-M submitted testimony supporting this version. However, all CTE funding was removed from the bill. Despite that disappointment, SB 2019 includes $45 million in grant funding for career academies. F-M Area Diversion Funding Remains

The original $435.5 million proposed for the F-M Area Diversion remains in the version that the House will discuss. The bill also includes funding for other water and infrastructure-related projects.

Pre-apprenticeship/Workforce (HB 1478)

The House has passed legislation that would “allow students enrolled in grades six through twelve to earn course credit through educational opportunities with a sponsoring entity.” This is exciting news for the workforce development in the state. The North Dakota Association of Builders is surveying builders about their interest in sponsoring students.

Minnesota Border Cities Legislation

Legislation that would allow Minnesota enterprise zone cities like Moorhead to match its frost footing depth requirement to borderline cities like Fargo is forthcoming. Local data reveals that one discrepancy adds about $3,000 to the price of a newly constructed home. That amount is enough to push homebuyers away from Moorhead and Dilworth and into Fargo.

Horace Is On The Grow

HBA of F-M leaders met with Horace Mayor Kory Peterson and City Administrator Brenton Holper recently to hear their perspectives about planning review and permit fees and to share concerns that we hear from members.

Holper mentioned that stormwater maintenance will be a top priority this spring, and HBA will be helping the city educate builders and trade partners about expectations and accountability. Issues will continue arising and discussions will continue.

There are four seats on Horace city council and three are up for election in the next two months. A recall will be held March 9 when five candidates will be on the ballot for two council seats. HBA of F-M is keeping a close eye on this race and invited all candidates to a panel discussion and complete a candidate survey. A special election will be held April 20 when two candidates will face off for one seat.

Building Officials Roundtable

The event is slated for 11:30 a.m.-1 p.m. March 23. Inspectors from all local jurisdictions have been invited to participate. This 90-minute forum allows builders to hear about the most recent, essential and unforeseen changes and information regarding inspections.
