Published six times per year in addition to the Plains Builder, Permits Plus aims to provide a concise report on building permit numbers and a timely update on Association advocacy efforts.

Overall Building Permits Dip, Commercial Construction and Residential Remodeling Values Climb in 2017 Considering all sectors of construction, building permit numbers were down about 7 percent in 2017 compared to 2016. Total permit value was down about 14 percent compared to 2016. This is according to the HBA of F-M’s year-end building permit report encompassing the F-M metro area, plus eight outlying communities. Numbers include single-family and attached housing, multi-family housing, residential remodeling, new commercial, commercial remodeling, public and miscellaneous permits. The F-M metro includes Dilworth, Fargo, Moorhead and West Fargo. Outlying communities include Barnesville and Hawley in Minnesota, and Casselton, Harwood, Horace, Kindred, Mapleton and Oxbow in North Dakota. When considering all communities, values for new commercial permits saw a 19 percent increase and residential remodeling saw a 6 percent increase. HBA of F-M President Dustin Murray, Dustin Murray Construction, says, “Fluctuations in construction activity is common as markets adjust. Speaking specifically about housing, indications from our national association shows that our market is still very strong. With our robust job market, low unemployment rate, diverse economy, banks that are willing to lend, and efforts to attract people to our communities, I believe we will continue to have growth.”

March 28: Do’s & Don’ts of Deck Construction Code officials in the F-M area echo a common concern: faulty deck construction on new and existing homes. As a result, the HBA of F-M will host an industry training session “Do’s & Don’ts of Deck Construction” 9 - 11 a.m. March 28 at Cass County Electric Cooperative, 3312 42nd St. S. in Fargo. Cost is $35 for HBA members and $70 for non-members. Rules governing decks have grown from a paragraph to several pages in the 2015 International Residential Code. This course introduces basic design and construction methods for single-story residential wood decks. It has been tailored to address specific local concerns, including: • New codes and how they pertain to each area • Frost-protected foundations required in Minnesota, but not North Dakota • Attachment to the house (the main failure seen by code officials) • Vertical and lateral loads • Footing sizes and materials (new provisions) • Stairways, guardrails and handrails • Hazards created by windows, water or electricity Deck Class continued on back page
