Building Officials Share Latest Updates, Problem Areas

Did you miss the Building Officials Virtual Roundtable earlier this month? Good news! A recording is available: https://bit.ly/3d7dFzT. Hear the latest updates, problem areas, and plans for increased enforcement from Dilworth, Fargo, Moorhead and West Fargo. Topics covered included braced wall construction in Fargo, Minnesota’s newly adopted building code, West Fargo’s transition to a stand-alone inspections department and how all departments are functioning during COVID-19. Fargo • Remote inspections work very well through the city’s LAMA software. • Be prepared for COVID-19 questions: answering one question incorrectly will cancel inspection. • Permits of all sorts issued increased significantly since 2019 • Having approved plans available on site will resolve concerns about inconsistent enforcement. Moorhead • Minnesota has a new code which the inspections office is still becoming familiar with and working with contractors to enforce. • The new code has a complicated table regarding footings which the HBA of F-M may assist with engineering and finding an alternate solution. • The state’s new energy code will mandate R-5 wall insulation in the name of energy cost savings but will substantially increase building costs. It has not yet been formally adopted. • Minnesota deck codes are more strict than North Dakota, resulting in some contractors opting out of building there. HBA plans to meet with area legislators to address the issue. • Enforcement of property line setbacks, 5’ from line with foundation and 2’ overhang (the overhang must be rated) may cause frustrations. • Payments will be required before a permit is issued and permits will be invalid if not paid. • Continuous handrails are required on stairs. West Fargo • The inspections department has separated from Moore Engineering. • Developers will be responsible for grading because West Fargo will no longer have survey crew.

OSHA Reverses Course, Requires Employers To Track COVID-19 Cases

From NAHB Now - May 22, 2020 The U.S. Occupational Safety and Health Administration this week announced a significant reversal of previous policy on an employer’s obligation to record work-related cases of COVID-19 on OSHA injury and illness logs. The new requirements go into effect Tuesday, May 26. As with the previous guidance, OSHA acknowledged that it will be difficult to establish that a particular COVID-19 case is “work-related.” But the new guidance does place additional obligations on most employers to conduct an investigation and to make a reasonable determination as to whether the illness was transmitted on the job. It should be noted that the new guidance applies only to employers currently subject to OSHA’s recordkeeping requirements. Due to employee size limitations, many home builders are exempt from most of the new requirements.

In A Positive Sign, New Home Sales Hold Steady In April

From NAHB Now - May 26, 2020 In a sign that the housing market is stabilizing in the wake of the COVID-19 pandemic, sales of newly built, single-family homes rose 0.6% to a seasonally adjusted annual rate of 623,000 units in April, according to newly released data by the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. The April rate is 6.2% lower than the April 2019 pace. “The April data for new home sales show the potential for housing to lead any recovery for the overall economy,” said NAHB Chairman Dean Mon. “Because the housing industry entered this downturn underbuilt, there exists considerable pent-up housing demand on the sidelines. The experience of the virus mitigation has emphasized the importance of home for most Americans.” “The April estimates from Census came in better than forecast, so there is a possibility of a downward revision in the next release,” said NAHB Chief Economist Robert Dietz. “Nonetheless, the data matches recent commentary from builders and reflects recent gains in mortgage applications. Despite significant challenges in overall economic conditions, the months’ supply held steady at a reasonably healthy level of 6.3.”
