Building Industry Connect will be Sept. 22 at HBA of F-M and Moorhead Mayor Shelly Carlson will be the guest. Cost is $25 and includes lunch. HBA of F-M launched Building Industry Connect events to provide members and public officials the opportunity to meet face-to-face and learn about each other in an interactive social forum. Moorhead is adopting a new comprehensive plan, Onward Moorhead!, and devising strategies for tackling challenges such as workforce and housing shortages. Housing policies won’t be presented, evaluated or debated at Building Industry Connect, but the issues will provide a roadmap for personal conversation between Mayor Carlson and members, allowing them to work comfortably together in the future. HBA welcomes West Fargo City Commissioner Mandy George Oct. 7 for the next Building Industry Connect.
Does housing impact our local economy?
Find out Oct. 5. The housing market in our area is active, but its impact has not been measured for some time. HBA of F-M is responding by conducting a study and compiling industry-specific data required to make sound policy decisions as the community grows. National Association of Home Builders Chief Economist Dr. Robert Dietz will evaluate the data and present his findings in Fargo Oct. 5 at the Housing Impact & Honors event. Major policy changes happening in Horace
City government has been very active in Horace and considering strategies to help the city adjust as it grows. HBA of F-M leaders have been on the forefront as a partner to the city and ambassadors for the homebuilding industry. Special assessments process. The city has been developing a policy guide for how special assessments are administered. Its goal is to create a tool that will develop fair and equitable assessments through a transparent process. Stantec, Inc. has been advising the development process and an internal committee consisting of city staff and leaders is considering the suggestions.

Fargo City Commissioner Preston meets with members
HBA of F-M launched the Building Industry Connect venture by hosting Fargo Commissioner Arlette Preston for lunch Aug. 12. She shared her vision for housing in Fargo and priorities as a public official. These regular events provide members and public officials the opportunity to meet face-to-face and learn about each other in an interactive forum. This provides an avenue for city officials and HBA leaders and members to become comfortable with each other when discussing policy issues. Preston identified more affordable housing options, strengthening the market through property tax relief and incentives for aging neighborhoods to be among her top housing priorities. Clarity and understanding are essential to determining what constitutes “affordable” housing and will enhance core neighborhoods, she said. Preston also addressed the need for solid housing data and why metrowide studies like HBA’s current economic impact study will help the city plan its growth wisely. The Fargo Inspections Department is at it again! It seems like just yesterday we adopted the 2018 group of International Codes. We have started our review and presentation process to the Board of Appeals to adopt the 2021 codes which include The International Building, Residential, Mechanical, Fuel Gas, Energy Conservation and Property Maintenance Codes. Each discipline is tasked to go over their 2018 code, compare it to the 2021 edition, and present the significant changes to the Board of Appeals. We also make recommendations on amendments that we would like either continued or added to the ordinance. Each year we try to eliminate amendments we no longer use. Some amendments were added for ease of construction, some were because of the part of the country in which we live. There are times where the code catches up with our amendments. In other words, we had an amendment and the code changed so we no longer need that amendment. All meetings are open to the public and recorded if you cannot attend the day of the meeting. The videos can be viewed from Fargo’s website. Once the board has heard all of the changes and recommended amendments, they place it on the Board of City Commissioners’ agenda for review. It is open for public comment for two meetings and after the commission directs the city attorney to draft the new ordinance siting the new set of codes with amendments. In July, inspectors presented Chapters 1-9 of the International Residential Code to the Board of Appeals. The mechanical chapters will be heard on Sept. 9. For now, the International Energy Conservation Code has an unscheduled meeting date. See more content like this at hbafm.com/blog.

Future land use map. The city is developing this map to determine the specific areas where certain types of development (residential, commercial, industrial, etc.) are permitted. The city planning and zoning commission has been evaluating the areas and submitting drafts to the city council.

Land ordinance rewrite. A new land use ordinance is also being created and representatives of the consulting company, Giffels Webster, have personally met with HBA members. The Association will continue monitoring the rewrite process.

The advisory task group created by the Minnesota Department of Labor and Industry to address the costly frost depth code disparity between Minnesota and Fargo held its first meeting in August. Don Dabbert, Jr., Dabbert Custom Homes, represents HBA of F-M as a member of the advisory group. No formal action was taken during the meeting but the Association will continue advocating for code uniformity between border cities. The Minnesota Department of Labor and Industry is accepting applications for multiple seats on commissions that regulate construction. These seats are local Minnesota builders’ chance
to give their own community statewide leverage. HBA of F-M members will get a second look because the Association has illustrated the F-M metro area’s importance in the state of Minnesota through legislative activities earlier in the year. •
The Richland/Wilkin Joint Powers Authority announced a new housing program. As a result of the diversion settlement, the RWJPA has allocated up to $12 million for housing development in Richland and Wilkin Counties. The goal of the housing program is to encourage the construction of new and renovate existing homes in the counties.
