ND workforce funding bill enacted

North Dakota Governor Doug Burgum has signed workforce legislation that includes several investments to address the state’s 30,000-plus job openings. These investments include: • $88 million in matching funds for private-sector investment in career centers where high school students can pursue highdemand careers in the trades, tech and other sectors. • $38 million for Bismarck State College to create a Polytechnic Center to help fill the specific needs of the industrial workforce using hands-on applied learning. • $15 million for adding or expanding local workforce development incentive grants. • $5 million for technical skills training grants and a workforce innovation grant program. “Combined with tax relief, these strategic investments will benefit North Dakota taxpayers right now and for generations to come. Making these investments will grow and diversify our economy, make our state more competitive, improve the efficiency of government services, avoid inflationary costs and create long-term cost savings for North Dakota taxpayers,” Burgum said. HBA of F-M submitted testimony supporting the legislation.

HBA advocates for Minnesota border cities

Don Dabbert, Jr., Dabbert Custom Homes, appeared before the Minnesota Legislative Commission on Housing Affordability to discuss how the many limitations within the Minnesota State Building Code hurt competitiveness and affordability in Minnesota cities that are adjacent to cities in a bordering state. The 2022 legislative session begins in January so appearing before the commission during November has further elevated HBA of F-M as the go-to authority on Minnesota border cities issues. The Comprehensive Housing Affordability bill has already been introduced and redrafted many times and will likely impact all elements of housing in Minnesota. Those impacts can be favorable or unfavorable to the industry and HBA of F-M will monitor the bill’s journey through the legislative process.

News from national

NAHB files Petition for Review on OSHA vaccine, testing standard

Nov. 15, the National Association of Home Builders filed a petition for review in the U.S. Court of Appeals for the D.C. Circuit asking the court to examine OSHA’s emergency temporary standard (ETS) requiring companies with more than 100 employees to mandate COVID-19 vaccinations or weekly testing. NAHB believes that OSHA does not have the authority to issue an ETS on this matter. Among other things, NAHB believes that: National continued on back page
