Fargo tables energy code amendments

Currently in a code adoption cycle, Fargo’s Board of Appeals considered potential changes at its Dec. 16 meeting. Over the last few months, HBA of F-M prioritized amendments to the city’s energy code with a subcommittee of members assessing them. After hearing a presentation of the changes by city staff, the Board of Appeals directed Fargo Department of Inspections to formally evaluate which conservation techniques and equipment are best suited and effective in the local area. Further action has been tabled until metro area data can be accumulated and evaluated. This is because Board of Appeals members do not want to neglect a “common sense” approach to the energy code changes which include blower door testing and new HVAC load calculations. HBA plans to host education on the code changes in conjunction with the city of Fargo in March. HBA of F-M’s Public Issues Committee created its subcommittee earlier this fall to evaluate proposed amendments to building and related codes, advise the Association’s board of directors about what will best serve the industry and meet with city inspectors as representatives of the Association.

HBA meets with Horace zoning consultants

The city of Horace has been growing rapidly and demand for homes is unlikely to slow down. This expansion has required the city to significantly change its land use and zoning criteria. This is an opportunity for the city to grow effectively and for HBA of F-M to be a valuable resource to members and Horace city leaders. The city has enlisted engineering firm Giffels-Webster to advise the transition and invited HBA members to a second in-person meeting with project consultants and city administrator Brenton Holper. The consultants shared their ideas and existing analysis and openly accepted input from local builders and developers. HBA leaders appreciate the invitation and conversation and will continue working as a resource to the city and ambassador for builders.

Statewide inspectors attend HBA roundtable

Top electrical inspections authorities in Minnesota, North Dakota and Fargo assembled with 20 in-person and multiple online members to discuss the current electrical code, anticipated changes and ideas for how home builders can adapt. This friendly event was moderated by Public Issues Committee Chair Elliot Steinbrink, Studio West Homes. It included insights and clarifications about residential and commercial charging of electrical vehicles, code clarification and interstate perspective and comparisons. Those on the panel included: Minnesota: Dean Hunter, Department of Labor and Industry chief electrical inspector and Lowell Bradbury, district 10 representative; North Dakota: James Schmidt, State Electrical Board executive director and Scott Halle, training and compliance administrator; Fargo: Shawn Ouradnik, inspections director and Chad Lemar, electrical inspector. A year-end message from our president 2021: A trifecta of challenges

As we flip the calendar to 2022, let’s glance in the rearview and reflect a bit. While challenges continue, including the pandemic and all that goes with it, our industry had one of its best years and the HBA of F-M celebrated many successes.

I applaud you, our members, for navigating a year offering up a trifecta of difficulties: shortages in supply and workforce, high input costs and an increased demand for our products and services!

I like to think of us (your builders' associations), as the trifecta of solutions on the local, state and national levels. 1. HBA of F-M 2. North Dakota Association of Builders and 3. National Association of Home Builders Together, we worked to combat cost increases, address workforce needs and offer business development growth solutions (like education classes and our health insurance) to support you and your customers. Here are a few examples of our advocacy successes.

LOCAL Your HBA works to connect with community leaders, sharing the positives of homebuilding and commercial development: • Conducted and shared a study illustrating the economic benefits of homebuilding and multifamily development on the F-M area. • Added Building Industry Connect events which invited elected and administrative officials to the HBA for lunch with leaders and members. Look for more of these in 2022! • Established a task force to address the unprecedented uptick in homebuilding activity in Horace and work with city officials there to navigate it. • Continued cultivating relationships through a building officials roundtable last spring and an electrical inspectors roundtable this month.

STATE Legislative session advocacy in both North Dakota and Minnesota: • Worked with NDAB to defeat legislation that would have killed the North Dakota two-year tax

exemption on new construction. • Made significant progress in Minnesota on what we call “border cities” work to help level the codes playing field between Moorhead and Fargo. • During North Dakota’s special session, we supported career and technical education funding which ultimately passed and is critical to our industry.

NATIONAL NAHB remains committed to finding long-term solutions with a boots-on-the-ground approach in Washington, D.C., regularly communicating with lawmakers and the White House on issues like: • Labor shortages • Supply delays • Price volatility

ADMINISTRATIVELY AND SOCIALLY HBA members and staff celebrated milestones, achievements and had plenty of fun along the way in 2021. We hosted a ribbon cutting and open house showing off the HBA’s newly remodeled home! Behind the scenes, staff engineered a migration of our association management system resulting in streamlined communications and events experiences for members. We welcomed a new HBA team member, Eric Watne, to work with Home Builders Care of F-M Foundation on workforce growth for our industry and developing the HBA’s and Foundation’s reach/impacts. Due to popular demand, we added new networking events including the High Noon Shootout, Casino Royale and Networking Nights at member businesses. Amid all the challenges you and our industry faced, your HBA still hosted valuable Parade of Homes in the spring and fall and launched a brand new Downtown Living Tour event. Heading into 2022, our membership recruitment is gaining speed and our retention rate continues holding strong. Member leaders and staff look forward to new features for the 60th annual Red River Valley Home & Garden Show! Best wishes to incoming HBA president David Reid, Radiant Homes. Be sure to attend our New Year Celebration Jan. 27 where he will ceremoniously take the gavel and outline his priorities. Remember: please reach out to your HBA as a resource and industry partner. You have a professional staff at your fingertips at the HBA. Call them if you need anything. Chances are, they can help or point you in the right direction as we face the future unknowns together.

Fargo gains another legislative district

The average number of constituents in North Dakota legislative districts is about 16,000 voters. It is the number legislators targeted when redistricting where voters cast their ballots and who represents them in the North Dakota Legislative Assembly. Redistricting in North Dakota happens every 10 years and, in 2021, it was executed during the special session. The North Dakota population is estimated at a record 779,000, up almost 16% during the last decade but most of the state’s rural legislative districts continued losing residents (according to census data) and became geographically larger. These changes reveal how population density is increasing in urban communities like Fargo.

As a result, another legislative district, District 10, was added to the city’s legislative map. Of the 47 legislative districts in North Dakota, 11 are in Cass County and these will have legislative races during 2022: 10, 11, 13, 16 (one house seat), 21, 27, 41, 44 and 45. The primary election will be June 14 and the general election will be Nov. 8.

Federal Reserve releases construction industry survey results

disruptions and lack of labor are hitting residential construction hardest and caused residential to have the highest cancelation rate. Meanwhile, infrastructure delays have dropped. Three big challenges are distinctly more significant than all other challenges combined. According to the survey, the largest concern to contractors is supply chain disruptions followed by labor and then material input costs.

The Federal Reserve Bank of Minneapolis surveyed 225 contractors operating in its region and released results Dec. 9. HBA of F-M partnered with the Federal Reserve by distributing and making surveys available.

Despite the challenges, optimism prevails with approximately 13% reporting being very optimistic, 36% being somewhat optimistic and approximately 26% being unsure. When it comes to pessimism, about 18% are somewhat pessimistic and 5% are very pessimistic.
