HBA PRESIDENT’S LETTER
Commissions approve ballot language for sales tax extensions to fund Diversion
Last month, both the Cass County Commission and the Fargo Commission approved ballot language to be added to the Nov. 8 ballot to extend current sales taxes to partially fund the F-M Area Diversion. Both commissions took care to craft language meant to pay off the debts as early as tax revenues allow. They want to prevent future leaders from making minimal payments and allowing surplus revenue to accrue. Both ballot members will extend three half-cent sales taxes to as late as Dec. 31, 2084. Thank you HBA of F-M members who contacted commissioners and attended meetings regarding this issue! Our presence at the Fargo Commission meeting was noted by Mayor Tim Mahoney. Now begins a process to educate the voters on these important extensions. Watch future communications for ways you can help spread the word! This is just one example of issues the HBA of F-M stays on top of for you! The HBA hosted a legislative social for those running for state offices and a Candidate Forum for the Moorhead City Council race. Now is a great time to contribute to PAC. One of your HBA of F-M’s core objectives is to advocate on your behalf at the local, state and national level. We’ve been busy hitting all three. Please know that your volunteer leaders and staff are determined to stay on top of issues important to you and your company. PAC contributions are key to strong relationships with elected officials. If you haven’t already given to BUILD-PAC this year, I encourage you to contribute. These funds allow your local and state HBAs to support candidates who are friendly to the housing industry. Kirsten Henagin has joined Eide Bailly as a technology advisory associate. First Class Mortgage, the locally owned home mortgage brokerage, welcomes Kari Kleingartner and Chantel Nye to its team. Kleingartner will help support business growth through advertising and marketing. Kleingartner joins First Class Mortgage as a marketing director. Her responsibilities include managing and supporting all facets of advertising and marketing for the Fargo and Grand Forks offices, as well as the Maple Grove, Minn., office. Prior to joining First Class Kari Kleingartner Mortgage, Kleingartner was the content marketing specialist at IRONCLAD Marketing and a part of the marketing team at Park Co. Realtors. She earned a bachelor’s degree in mass communications with an emphasis in speech communications from North Dakota State University in 2004. Nye will help support business growth and the needs of customers in today’s ever-changing mortgage industry as a mortgage loan processor. Her primary responsibilities include working with team members, mortgage partners, real estate professionals and customers to process and finalize mortgage applications. She is excited
for the growth opportunities within the business and enjoys working for a smaller, local company. Prior to joining the First Class Mortgage team, Nye worked as a loan Chantel Nye processor for AZ Lending and Bank of the West, respectively. She earned an associate’s degree from the Arizona School of Massage Therapy and is currently working towards her bachelor’s degree in business management from University of Mary. Paul Nelson has been hired as the superintendent at Heritage Homes. Midco has announced that Tom McAdaragh will join the company as senior vice president of technology. Moore Engineering has hired Tyrel Clark as a professional engineer. Jeremy Boots has been promoted to client service representative, and Chris Dahlsad to survey crew chief. Fall Parade of Homes Features 54 Homes by 30 Builders The Fall Parade of Homes will showcase 54 homes by 30 different HBA of F-M Builders Sept. 17-18 and 24-25 in Fargo,
Horace, Mapleton, Moorhead and West Fargo. Hours run noon – 5 p.m. and homes are open two weekends for consumer convenience. Dishwasher Air Gap: Code Refresher
by Tim Friedt, Assistant Moorhead Building Inspector The code requires installation of domestic dishwashing machines to discharge indirectly through a listed air gap fitting into a waste receptor, a wye branch fitting on the tailpiece of a kitchen sink, or dishwasher connection of a food waste grinder (see Minnesota Rules, Chapter 4714, Sections 414.3 and 807.4). This air gap fitting must be listed to a standard intended for the application. An example is a drain airgap fitting listed to IAPMO PS 23. Replacements of domestic dishwashers where there are no alterations, no changes to the existing plumbing system, and no modification to the design, and where the system was installed to code at the time it was installed, would not require the additional airgap fitting for this work. It is reasonable to consider this as repair and replacement work without altering the design of the existing plumbing system. The reconnection of the discharge drain line must be fastened as high as possible under the countertop, and using existing rough-ins of the existing plumbing system. Remodeling of the kitchen including sink replacements, altering the water and/or drainage piping are subject to the requirements of the current code.

Presidential Candidates
In August, members of the North Dakota Association of Builders, along with various members from across the nation, gathered in Miami for the NAHB Mid-Year Board of Directors meetings. Schedules quickly changed as it was announced there would be a couple of special guests addressing the members including Gene Sperling, Democratic presidential candidate Hillary Clinton’s chief economic advisor and possible treasury secretary, and Republican presidential candidate Donald Trump. Below is a summary from NAHB on where both presidential candidates stand on housing issues: Donald Trump: Having worked as a real estate developer during his entire adult life, Trump knows the challenges that developers face, whether navigating local zoning laws, obtaining permit approvals or dealing with statewide building codes and environmental requirements. However, he has never served in public office, nor has he issued any official position papers on housing. In stump speeches across the nation, Trump has talked about the need to rein in burdensome and unnecessary regulations to spur job and economic growth. Many of the regulatory barriers that inhibit commercial construction also pertain to the housing sector. In recent meetings with Trump and the Trump Leadership Council in New York and Cleveland, NAHB discussed the important role that housing plays in the economy and the policies that will allow home owners, renters and builders to succeed in America. In addition to providing the campaign briefing papers on the key issues affecting housing – including tax reform, regulatory reform, housing finance reform and other key concerns – NAHB has provided several policy questions that highlight housing’s important role in our dynamic economy. We have encouraged Trump to answer these queries and assured him that all responses will be published in their entirety for our members to review. Hillary Clinton: NAHB has met with Clinton campaign leaders and provided them with policy briefs on a range of issues important to the housing industry. Miami Minutes
Wow, what a great couple of days we had in Miami at the NAHB Mid-Year Board of Directors Meetings. A big thank you to all those who took time out of their schedule and made it to the meetings to represent North Dakota. I came home with a number of different thoughts and would like to share them with you. With less than 100 days until Election Day, it was encouraging to see that our industry is starting to get national attention. Throughout this year I have noticed that our local, state, and national elected officials have started to reach out to us to gain our thoughts and ask us what we think on key housing topics. On one of our days in Miami, we had a special address by Gene Sperling, Democratic presidential candidate Hillary Clinton’s chief economic advisor and possible Treasury Secretary and then, the following day, we were able to listen to a Special Address by Presidential Candidate Donald Trump. It was great to see that both sides are talking housing and are starting to understand that when housing is thriving, our national economy is thriving. We need this thought process to be reaching our elected officials at every level: local, state and national. We need for our members to become informed and find out who is pro housing and then these are the people that we need to elect. When 25 percent of the cost for a single-family home is due to regulation, we need the increased regulation costs to stop. Our elected officials have to understand that they are adding to the cost of the American Dream of owning a home every time they add regulations, codes, and other permits. So I ask you to become informed and vote pro=housing when you are voting this election cycle. Membership involvement is one area that I see is affected at all three levels of our association. Throughout this year, I have talked with many people about this topic and this is one of the top issues that I came across at the NAHB Mid-Year meetings. At the meetings it was discussed many times: how do we get involvement at the local, state and the national level? How do we get buy-in from our members, both Builders and Associates? • The BMHBA inspired budding builders through “Kids Build Mandan.” Fifth and sixth graders met with building officials at city hall, learned how to design and draft at ProBuild and toured a construction site with Diversity Homes before returning to school to “build” their own home. The event was supported through a grant from National Association of Home Builders. Board members volunteered their time to lead a building activity at Lunch with Heroes in July. The event provides free summer meals to children in the community. • The Association has partnered with the Board of Realtors, Development Association and Chamber to lead discussion on infrastructure needs and financing. Forums were hosted and surveys administered to measure opinions and gather solutions to fund future roadways. • The Fall Parade of Homes is Sept. 29-Oct. 2. The four-day event is anticipated to attract around 2,500 people.

• Our summer picnic was Aug. 10 and we had 130 people attend. It was off to a rough start with a tornado warning, but the weather calmed down and everyone ate delicious food, enjoyed cold drinks, and had a great time. • Our golf scramble was Aug. 18 and we had 55 golfers participate. It was 18 holes with a shotgun start at 1 p.m. The weather was great and everyone had fun. • Our Parade of Homes is Sept. 10-11 and we have 13 homes entered. We are all very excited for this event.

• MAB hosted the first Builder Ball Drop on Aug. 15 at the Annual Golf Tournament. Over 500 tickets were sold and 2,500 dollars were raised for the Association and the Souris Valley Animal Shelter. The Association looks forward to making it an annual event! • The MAB Annual Golf Tournament was Aug. 15 at the Vardon Golf Club. Over 75 participants golfed and enjoyed new events such as wearing a dress to tee off closer to the hole, jello shots and Pong for PAC. • MAB’s Trap Shoot is coming up on Sept. 8. The Association is anticipating a large turnout for the event. • The Minot Association of Builders is proud to announce the 1st Annual Parade of Homes! The Parade will be Oct. 1 10 a.m. - 6 p.m. We tentatively have ten homes scheduled to participate. Our association is thrilled to bring this event to Minot!

With much of the focus this election cycle squarely on the presidential race, it can be easy to forget that there are many other important races in Minnesota. With both the Minnesota Senate and House up for re-election, so much is at stake this November. The Builders Association of Minnesota and our eleven statewide local associations have a fantastic opportunity to help elect pro-housing candidates, and build relationships with both incumbents and challengers. How? Member nights! Our members are our most valuable asset, and essential to our sustained and contemporary advocacy efforts at the Capitol. As the voice of the building industry in the state, it’s imperative that our statewide membership connects with the candidates. Let’s familiarize them with the home-building industry, and how the legislature’s work affects your business, family, and community. Each of our 11 associations are positioned perfectly to connect with incumbents running for reelection, AND with the challengers determined to unseat them. In the coming months, the Builders Association of Minnesota will work with each of the statewide local associations to connect members to legislators at member nights leading up to November. This is such an important undertaking. As your lobbyists, we strive each session to pass meaningful legislation to strengthen our industry, and to stop bad bills from becoming law. It was one of the picnic’s best turnouts with over 150 members in attendance! Members and their families enjoyed a delicious barbecue meal, inflatable games, door prizes and a new Bean Bag Tournament. Staff Names Odden its Member of the Month by Sami Eidenschink, Membership & Marketing Coordinator Six times a year, the HBA of F-M staff recognizes a “Member of the Month”. This recognition goes to a member who has gone above and beyond to support the Association and staff. Trevor Odden of Stone Ridge Builders was chosen as September’s member of the month. Odden first started gaining interest in the industry from his grandfather who owned a construction company. He and his grandfather would do projects in the basement which started his passion for building. All through high school and beyond, he continued to work in the industry, and now runs Stone Ridge Builders with his brother Broc Roberson. Stone Ridge Builders builds truly custom homes, takes on remodeling projects, additions and loves to give back to the HBA. Both Odden and Roberson are active within the Association, assisting with projects and on
committees. Odden will be the 2017 Remodelers Council Vice Chair, is involved with the Parade of Homes and has helped out with various charitable projects for the council this year including a collaborative project between Dakota Boys & Girls Ranch, Home Builders Care of Fargo-Moorhead Foundation and the Remodelers Council. When he is not working, Odden enjoys spending time with family, hunting and has taken up welding as a hobby. Whether it is a project for his own home or a project to incorporate into their custom homes, Odden likes the ability to customize a project and create something unique! The Toro Company has awarded the Summit Club Residential Award to Acme Tools. The annual award recognizes qualifying Toro dealers for outstanding sales of residential lawn equipment. Acme Tools has earned the award from Toro every year since 2012. Regional CPA and business advisory firm Eide Bailly has been selected as one of Bob Scott’s Insights 2016 Top VARs, honoring 100 organizations for their accomplishments in the field of mid-market enterprise resource planning and finance solutions. Selection for the 2016 Top 100 VARs was based on factors such as annual revenue and growth. Fargo-based Integrity Windows and Doors was selected as the best window brand across all fiberglass categories by Builder magazine in the publication’s 2016 Brand Use Survey. The Builder Brand Use Survey gives recognition across four categories. Integrity was the top choice in all, as named by building professionals across the country. Mitch Okeson, principal engineer at Sandman Structural Engineers, has passed the structural engineering exams to become licensed as a structural engineer. Sandman is very proud of Mitch and is thrilled to further expand the licensure status.
Bill Tweten, the lead designer at Western Products, has been accredited as a Certified Master Kitchen and Bath Designer (CMKBD) by the National Kitchen and Bath Association. Tweten is the only designer in the Fargo-Moorhead area to earn this prestigious certification. The CMKBD designation recognizes designers for outstanding achievements and extraordinary experience in the kitchen and bath industry. The certification distinguishes leaders in the industry by officially validating their design experience and their years of service. “The Certified Master Kitchen and Bath Designer is the final certification in kitchen design,” Tweten said. “It’s the National Kitchen and Bath Association’s top designation, verifying that a designer has those years of experience.” Designers who earn the CMKBD certification must have a minimum of seven years of experience in the industry, 100 hours of educational experience and demonstrate expert-level knowledge and ability in the design of residential kitchens and bathrooms that meet the standards of the National Kitchen and Bath Association. With almost 30 years of experience designing kitchens and baths, Tweten previously earned Certified Kitchen Designer (CKD) and Certified Bath Designer (CBD) designations, which required extensive testing from the National Kitchen and Bath Association. Tweten’s favorite part of designing kitchens is helping his clients find the best solution and design for their space. “I love problem solving,” said Tweten. “The best part is seeing how the kitchen design changes the aesthetic and function of the home.” Tweten currently works as the lead designer at Western Products, located at 474 45th St. S. in Fargo. HBC Promotes Industry to Future Workforce
This year, Home Builders Care has been working with HBA of F-M President Tom Spaeth and staff to launch a campaign promoting trades careers to elementary, junior high and high school students as well as their parents/guardians. We know that we have to promote careers to all ages, but especially those in elementary school and junior high. With that in mind, we have begun working on short videos that spark interest for students to explore career opportunities. They will be up on our YouTube channel soon. Home Builders Care Foundation was created in 1993 by the Home Builders Association of Fargo-Moorhead. It is a local 501(c)3 nonprofit charitable organization.
It was established with funds donated by HBA members, fundraising events and the HBA itself. The purpose for its creation was to provide an outlet for the builder, remodeler, and companies related to the building industry to show the community that there is more to the building industry than demolition, construction and remodeling. The HBA handles the administrative duties for the foundation at no charge. Any contribution designated to the foundation goes directly to the foundation and its charitable work. Driverless Cars Currently, there are 240 million cars and light trucks in the USA, most of which
are parked 23 hours a day or more. This idleness makes owning and driving a car expensive. If cars could just be used more, automobile transportation costs would fall. That is the promise of Uber, Lyft and all the other assorted ride hailing services. But, what about the next step: driverless cars? With no driver to pay, travel becomes even cheaper. What does the promise of cheaper transportation mean for cities, commutes, sprawl, and more generally how we live? I suggest it will encourage sprawl by increasing the distance of our commutes. Here’s why: As goods and services get cheaper, we generally consume more of them. For example, long distance phone calls were once prohibitively expensive and we made them rarely. Today, they are free and we make lots of them. Televisions used to be very costly; a house had just one. Now, every room has a TV. Several years ago, gasoline was $4 per gallon and owning a Prius was a status symbol. Now, with gasoline at $2.25 per gallon, we are buying gas guzzlers by the gross and driving more too. In short, as something gets cheaper, we generally consume more of it. Returning our attention back to driverless cars, as new technologies and roads are built to specifically accommodate these vehicles, their transformative potential will become apparent. They will not only be safer than existing cars, but will travel faster and get much better gas mileage. And, shared self-driving cars are expected to easily take 50 percent of existing cars off the road. Suddenly the cost of conveying a passenger is likely to be not much more than double or triple the cost of public transit. Better yet, hailing such a vehicle from the permanent circulating fleet will take little time and no more than a swipe or two on your smart phone. As a bonus, onstreet parking and most off-street parking would completely disappear. In short, we are on the verge of faster, safer, and cheaper travel. Add to this the twin observations that people generally are willing to commute about 30 minutes to get to work, and that, possibly as a result, urban population densities have generally been declining by about 1 percent per year since about 1890, and you have a strong likelihood that the cost and time savings these new modes of travel promise will result in longer distance commutes, and thus continued sprawl. In short, the easier it is to get from “here” to “there,” the farther away from “there” people are apt to live. Moreover, this outcome is highly likely no matter how things turn out. If we enthusiastically embrace ride-sharing technology, something Americans have never done, we will all be whisked speedily to our now ever-distant places of work and sprawl continues. By contrast, if few of us ride-share and we instead use our own self-driving cars, which is probably more likely, it would mean more cars on the road and thus slightly slower speeds than what could be achieved via mass ride-sharing and thus longer commutes. While existing home sales in June were at a seasonally-adjusted annual rate of $5.57 million, their highest level since February 2007, sales remain 22 percent off the peak of mid2005. A key reason: a low inventory that essentially hasn’t budged since late 2011. And why might that be? A rise in the number of renter-occupied single-family homes (which aren’t for sale) from 10.5 million in 2000 to 17.5 million!

After peaking at $70.7 billion in Sept. 14, new orders for non-defense capital goods excluding aircraft (core capital goods), have been steadily falling and were just $62.3 billion in June 16. They are down 3.7 percent year-over-year; 3.8 percent year-todate. New orders for all durable goods (a broader measure), fell 4 percent in June 16, the biggest decline since Aug. 14. Businesses continue scaling back investment amid falling profits, weaker exports and fewer sales to energy producers.

Yesterday’s Fed statement suggesting that “near-term risks to the economic outlook have diminished,” that “job gains were strong” and “household spending has been growing strongly” indicates a Fed that’s again taking steps to prepare the market for a rate rise, probably in December. are strong, a Sept. rate rise is certainly possible. Listen for more clues during Yellen’s talk on Aug. 26.
Aug. 1, 2016 Gnarly Growth
The U.S. economy sputtered in Quarter 2, growing at a rate of just 1.2 percent per year! Consumer spending rose a strong 4.2 percent, exports jumped 1.4 percent, and real final private sales increased 4.8 percent. But, government spending was down 0.9 percent, residential fixed investment declined 6.1 percent, nonresidential fixed investment fell 2.2 percent, and inventories contracted for the fifth straight quarter and clipped a whopping 1.16 percentage points off gross domestic product. The 12-month forward recession probability remains 25 percent.

Last week, we learned that the seasonally-adjusted homeownership rate declined to 63.1 percent, the lowest level since 1965, yes 1965, and a steep fall from the peak of 69.4 percent in 2004 Quarter 2. Since the start of the recession in January 2008, there’s been no meaningful change in the number of owner-occupied houses. By contrast, there’s been a 21 percent rise in renteroccupied units. The homeownership rate is at or near bottom. Hello Gen-Y!

In 2014, the inheritance tax affected 5,200 estates, roughly 0.2 percent of those who died. And, the inheritance tax generated $19.3 billion or 0.6 percent of all federal revenue, down from one percent in 1990 due to increases in the size of the exemption, which is now $5.4 million. That aside, the average inheritance tax bill is $3.7 million, meaning an inheritance of $11 million! I would be happy to pay the taxes due.
Aug. 10, 2016 Depreciating Dollar
From mid-2014 through Dec. 2015, the US dollar appreciated 25 percent. This rise was a major reason why the Fed only raised rates once in 2015. Since the start of 2016, however, the US dollar has fallen by four percent despite central bank easing in Japan, Europe and the UK. If the dollar continues not to appreciate, it will make it easier for the Fed to raise rates when it becomes necessary.
When investors were recently asked what the likelihood was of a crash similar to Black Tuesday (Oct. 29, 1929) or Black Monday (Oct. 19, 1987) occurring during the next six months, the median response was 10 percent. The actual probability, 1.7 percent. Why the gap? Stock market declines are more likely to be reported, increasing saliency, and investors estimate crash probabilities based on recent stock market performance. Don’t make those mistakes!

Student loan levels were unchanged and mortgage and HELOC debt declined by $7 billion each. Total household debt is now $400 below its 2008 peak and troughed in 2013, $1.5 trillion below its peak. The Household Debt/GDP ratio is 80 percent and slowly rising.
Despite terrorism and global concerns, American equities are

Annual U.S. healthcare spending is $8,713 per person, by far the highest in the world. Switzerland comes next at $6,325 per person, followed by Norway at $5,852 per person. Canada is 10th at $4,351 per person, less than half the U.S. total. Among developed nations, Korea spends the least at $2,275 per person. As a percentage of GDP, U.S. spending is a staggering 16.4 percent, followed by Netherlands and Switzerland at 11.1 percent. Ireland’s spending is the lowest among developed nations, 8.1 percent.

In 16 Quarter 2, 12.1 percent of homes with a mortgage were underwater, down from 14.4 percent a year ago and down from the negative equity peak of an astonishing 31.4 percent in 2012 Quarter 1. On average, 19.4 percent of homes valued in the bottom third of all homes are underwater, 10.6 percent in the middle third are and only 7.5 percent of homes in the top third are. No wonder there are few affordable homes for sale.

What’s Your Remodelers Council Been Up To?
The Remodelers Council has seen a large amount of requests come in from the community asking for assistance with various projects. As a council, we decide what we may be able to take on given the resources available and are excited to share with you a couple projects that we have worked on recently.
Shed Build
An area woman reached out to us in search of help after her veteran husband was unable to finish a shed in their backyard due to an injury that caused him to lose his right leg. Having the supplies on hand but unable to do the labor part of the shed build, the council decided it would be a great project to take on and help out the family. With the assistance of past Remodelers Council Chairs Russ Richards and Tom Spaeth, the council and Rebuilding Together were able to complete this project in a day and include landscaping for the family. Thank you to the volunteers at Accent Contracting and Rebuilding Together that teamed up to make this project happen!
Dakota Boys and Girls Ranch
The Remodelers Council has been working on a collaborative project between Dakota Boys and Girls Ranch, Home Builders Care of FargoMoorhead Foundation and the Remodelers Council to help with remodeling of the Dakota Boys and Girls Ranch Fargo youth home. This project will be beneficial to the children staying in the home as we are working to create a whole new look. Taking the look of it from commercial and industrial to a place they can call home and be proud to show off to visitors. Thanks to council member Sylvia Lunski, Design Direction, Inc., the home will have its first request, new window treatments, complete this month. Their requests are small but we are excited to keep working on areas of the house and go above and beyond to create a comfortable space for the residents of the home! Watch for updates throughout the year.

NAWIC installs 2016-2017 National President!
NAWIC held its 61st Annual Meeting and Education Conference (AMEC) in San Antonio, Texas, Aug. 17-20 at the Grand Hyatt on the Riverwalk. Members from across the country gathered to attend workshops, seminars and learn more about NAWIC at the national level. Connie M. Leipard, CIT, owner of Quality Drywall and a member of the Central Missouri Chapter #341 in the Midwest Region, was installed as President on Aug. 19. Leipard’s focus for the coming year is “Leadership” and to promote leadership the theme for WIC Week in March is “Support, Encourage, Grow.” The Fargo-Moorhead, ND, Chapter will take the information learned from attending AMEC to build the future leaders in the chapter and grow our membership by focusing our monthly membership meetings on programs to achieve these goals. To promote construction as a viable career choice, the chapter is partnering with the local Girl Scouts this fall for the NAWIC Education Foundation (NEF) Block Kids Building Competition for K-6th graders and is sponsoring NEF’s CAD Design Drafting Competition for 9-12 grade students. Presidential Candidates continued from page 12 provided Clinton the same questionnaire delivered to Trump. Clinton has released a set of housing proposals that draw heavily from specific recommendations that the association proposed in meetings with her policy advisers. These include ideas for removing barriers to sustainable homeownership by improving credit availability for consumers. The Clinton plan proposes a match for down payment savings and the use of a new generation of credit scoring methods. It also recognizes the value of homeownership counseling, which NAHB strongly supports. Other ideas in the Clinton economic revitalization agenda that NAHB supports include proposals to bolster the supply of affordable rental housing by increasing the supply of Low Income Housing Tax Credits and by removing local barriers to such housing production. The plan also highlights the importance of job training and apprenticeships as a path to economic opportunity, which the housing sector has a tremendous capacity to provide. While NAHB is pleased to see Clinton acknowledge the significant role that housing plays in our local communities and economy, we will continue to work with her campaign on issues we disagree on. For example, NAHB believes the plan’s emphasis on connecting housing support to economic opportunity in high-poverty communities may limit the economic benefits of the proposals. During her time in the Senate from 2005-2008, Clinton opposed NAHB on issues related to comprehensive immigration reform, the estate tax and class action reform. She did, however, support NAHB in urging passage of the Housing and Economic Recovery Act of 2008, legislation to provided needed housing reform and address the subprime mortgage crisis. Clinton also opposed efforts by the Bush Administration to cut funding for the Community Development Block Grant program and move the program to the Department of Commerce.
