I

am the first one to preach about not judging people, giving them a chance etc., etc.. But again I have my slice of humble pie. I don’t usually judge people on first impression, but I did this one young lady. The first time I had contact with her I got the impression that she thought “we owed her” something. Was I ever wrong! The only reason I share this is because we, none of us, know the true person until we get to know them inside. I have since come to realize that she is a pretty young lady, who has confidence in herself and has good and true feelings for others around her. Not only does she have feelings for others, she is the first person to jump in line to help others at the shelter. It is so comforting, so rewarding to see our people interact with each other. To see them not only say that they care, but to put those words into action proves they really do care. What does this have to do with the story we are about to tell you? Well, wait and see. Who are we talking about and why are we telling you the readers? We’ll start off first by letting the young lady (above) in her own

words explain why this is all important. “Often times God gives you ways to help other people in ways that you cannot even see. The other day, I was able to do a good deed for a woman, and not only got recognized, but felt great about saving her from a horrible situation. his year the kids at the Homeless Voice, COSAC Quarters Shelter were given a special treat. The treat was Joi Johnson and her family. They took time out of their busy schedule to stop and help brighten someone's day. Joi said that she felt a conviction in her heart that she could not refuse. She decided to take herself and

her family down to the shelter for the holiday. They brought baskets of candy, toys, and books. We, the staff here at the shelter, would like to give a special thanks to the following people for all their unselfish efforts: Joi Johnson; your daughter, Debra; grandson, Keesean; and to Jackie McNarrin. -Mark Targett

fter 21 years of marriage, I discovered a new way of keeping alive the spark of love. A little while ago I had started to go out with another woman. It was really my wife’s idea. "I know that you love her," she said one day, taking me by surprise. "But I love YOU," I protested. "I know, but you also love her." The other woman that my wife wanted me to visit was my mother, who has been a widow for 19 years, but the demands of my work and my three children had made it possible to visit her only occasionally. That night I called to invite her to go out for dinner and a movie. "What's wrong, are you well," she asked? My mother is the type of woman who suspects

that a late night call or a surprise invitation is a sign of bad news. "I thought that it would be pleasant to pass some time with you," I responded. "Just the two of us." She thought about it for a moment, then said, "I would like that very much." That Friday after work, as I drove over to pick her up I was a bit nervous. When I arrived at her house, I noticed that she, too, seemed to be nervous about our date. She waited in the door with her coat on. She had curled her hair and was wearing the dress that she had worn to celebrate her last wedding anniversary. She smiled from a face that was as radiant as an angel's. "I told my friends that I was going to go out with my son, and they were impressed," she

work constructively with society to develop positive solutions for the challenges of chronic homelessness/mental illness. I do have many other groups of friends: people I respect and admire. But my homeless/mentally ill friends are always referred to as THEM: and are friendless. I will always be one of THEM: mentally ill, inferior and physically crippled, but not strong enough to exist on the streets: so I am less than my chronically homeless friends: I do not have their courage! I have no desire to be better than anyone else, no desire to compete, no desire for material possessions, no desire for much of anything normal. My only goal is to just learn to love God and love others. teacher at a Catholic school said he was fired for offering extra credit to his seventhgraders for watching ``The Passion of the Christ.'' Stephen Hathorn, 50, said he had taught at the St. Lawrence School in North Highlands, a Sacramento suburb, for five years before being dismissed last week. The hugely popular Rrated film depicting the story of Christ's crucifixion was produced by Mel Gibson. It has been criti-

cized for its graphic scenes of torture and violence, and some contend it is anti-Semitic. Officials with the school and Diocese of Sacramento would not comment directly on Hathorn's dismissal. The school's principal, Marilyn Fleming, said it is against school policy to assign students to watch R-rated movies. The school teaches children from kindergarten through eighth grade. Hathorn called the movie ``100 percent true to the Gospel'' and said he watched it with his son, a seventh-grader.

aying a weekly rent, which is always higher than monthly, is a reason why people are forced to stay in what America calls the “Poverty Cycle.” Paying higher interest on a car loan keeps that same person living paycheck to paycheck. For instance, a person who buys a $20,000 car who has bad credit will pay an interest rate of 15% whereas a person who has good credit will pay about 4.9%. The difference in the rates is a savings of about $100.00 a month. Over the course of the fiveyear loan, the person has lost $6,000 and that $6,000 could be used for their next car down payment. So five years later their new $20,000 car would be much less. They would put that $6,000 down on their new car leaving the balance to be financed only $14,000 over five years at the lower interest rate, making their new car payment $200 less a month saving them now $12,000 over the next five years on their second new car. Sad to say that in some cases the poor person will pay as much as 20 percent on a car loan or credit card balance. Never go to a car place that offers you these famous words “buy here, pay here.” It is also sad to say that people are kept from having good paying jobs because of their credit. Some potential employers will run your credit and if you have bad credit they will not give you the job, or offer you the job at a low rate of pay. There are ways to help you rebuild your credit. Here at the Homeless Voice our job is not to just help the homeless but to prevent homelessness by giving you education to help take you from the poverty cycle. So you’re credit isn’t great. It may even be bad. Don’t give up— it’s possible to bounce back and rebuild your credit history. The most important thing to remember is that from now on, any credit you keep or open must be paid on time, every time. You will begin creating a better credit picture in just a few payment cycles, a positive trend that potential creditors can use to gauge how serious you are about putting your credit past behind you. In fact, being able to repay

a variety of new accounts is a key step toward rebuilding your credit. So, devising a strategy to open and pay off as many different kinds of accounts as you can is a better objective than simply adding more debt to an existing credit card—especially if you’re working toward future goals such as a mortgage or other large loan. • Rebuilding your credit can be similar to starting over from scratch, and starting small may be the easiest option. Credit cards from department stores or your local credit union can be useful. • If you can’t qualify on your own, ask a friend or family member to cosign for a small loan or credit card. If you can stay current on a major credit card account or small auto loan, this will speed up the process of re-establishing good credit on your own. • Still no luck? Consider a secured credit card, which is guaranteed by a deposit that you make with the credit grantor. The cards offer the purchasing power of a major credit card. Just make sure the grantor reports payment histories to one of the three major credit bureaus so you’re building your positive payment history. • Use your new accounts in moderation and make payments that are more than the minimum. You can keep a small balance so that your positive payment history will continue to show up on your credit report. • Avoid carrying a balance that is more than 30% of your credit limit (creditors may view it as excessive debt that you may not be able to stay current with). If you have money set aside, you can open such accounts for the sole purpose of paying them off. It takes some time for your new credit history to gain momentum. You’ll be demonstrating that you are not depending on certain credit cards and loans for survival. That's why opening and paying down accounts may make it a little easier to get more credit. With patience and timely repayments, you will likely be able to build a new credit history that creditors will look upon favorably when making decisions about your ability to handle even more credit. Disputing inaccuracies on your credit report can sometimes be part of managing your credit. Some consumers will find the process simple and quick. For others, it may prove more complicated, as it often

Add to that a lack of hope and self worth, accompanied by headaches, fatigue, and insomnia, and that is just the beginning. The beginning of what, one might question? It has been named “Depressive Illness” and typically those are just a handful of the symptoms somebody suffering from this illness is forced to cope with. This year, an estimated 17 million Americans will suffer from some form of depression, in fact, roughly a third of our population is said to suffer from mental health related illnesses, half of which will be diagnosed with Depression. That said, it is no secret that in many cases, depression and mental health precede homelessness. Life is full of ups and

downs, and most people tend to feel “sad” or “down” at some point or another. Depression is not just feeling blue, or down in the dumps, and it can rather be compared to a mental paralysis of some sort. Symptoms last for not only weeks and months, but years at a time. What many fail to recognize, or simply choose to ignore, is that somebody suffering from Depression cannot just “pull it together” or “get better”. Like any other illness, it affects the whole person, physically, mentally, emotionally, and spiritually. It can affect people of any age, culture, and occupation, and is a lasting state of distress, which persists over a period of time, and because of its wide range of symptoms is often a confusing illness to diagnose. Those suffering from depression, like with any illness, can be treated into what one can only hope is successful recovery. ederal and local agencies are struggling to help a growing number of families forced out of their homes by an unsteady economy and quickly rising housing prices. Cities around the country are reporting record numbers of homeless people entering shelters or sleeping on the streets. As a faltering U.S. economy, skyrocketing housing prices and reduced government services force people from their homes, Hud Secretary Mel Martinez agencies are wants homelessness ended within the next ten years. scrambling to find ways to provide shelter and assistance to a growing and changing homeless population. The National Law Center on Homelessness and Poverty estimates some 3 million men, women and children will be homeless for at least some part of 2002. "I suspect it is going to be a record increase this year, as it was last year," Maria Foscarinis, executive director of the organizaA homeless man sleeps on a tion said in a grate to try and keep warm Washington during the winter months. Post interview. "And it really does have to do with the economy, mainly loss of jobs and loss of wage-earning power." An unexpected rise The face of homelessness has drastically changed throughout the years. In the 1980s, thousands of individuals from the nation's public psychiatric hospitals were discharged, leaving many of the country's mentally ill without homes. This gave rise to a

popular misconception, however, that led many to think all homeless people were mentally ill or suffered from drug or alcohol abuse problems. Oftentimes, homeless people were portrayed as lazy and unclean. But today, more working and middle class families face the prospect of living on the streets. The Department Housing and Urban Development (HUD), the federal agency in charge of housing issues, released the most complete report on homelessness in the U.S. The report, "The Forgotten Americans - Homelessness: Programs and the People They Serve," revealed that some 11 million Americans have "worst case" housing needs, putting them at a high risk of homelessness. Many are either spending over half of their paycheck on housing -- often doubled up with others in overcrowded conditions -- or live in houses that are falling apart. Attempts to Diminish the Problem Local and national agencies are seeking more creative means to combat homelessness, although not all are popular. In New York, where a record number of people are homeless, a judge blocked Mayor Michael Bloomberg's request to use an abandoned Bronx jail as housing. More recently, Bloomberg proposed using retired cruise ships docked at city piers as shelters, an idea that troubled advocates for the homeless. ''It's disturbing,'' Patrick Markee of the Coalition for the Homeless told the New York Times. ''Putting outcast people offshore -- there's something punitive about it.'' A more likely solution is placing more emphasis on permanent housing. Under HUD Secretary Mel Martinez, the agency adopted a "Housing First" policy and created a federal grant initiative called the SRO, or Single Room Occupancy, program. The pro-

gram gives money to public agencies to fix single room housing units in an attempt to provide a more permanent alternative to traditional shelters. Martinez says he would like to see the end of chronic homelessness within the next ten years. "For many years, Washington focused on intervention when it came to homelessness," Martinez said. "The assumption was that intervention was more important than prevention. Until now, government was misdiagnosing the condition and prescribing inadequate medicine." One of the strongest federal attempts to end homelessness is to strengthen the already existing Stewart B. McKinney Homeless Assistance Act, the only major federal law concerning homelessness. That act provides money for emergency shelters, health care and job training, as well as education for homeless children. This year, Sen. Jack Reed of Rhode Island introduced a new bill, the Community Partnership to End Homelessness Act of 2002, which would create a more united plan of providing increased funding at the community level. "We want to provide adequate resources, emphasize the continuity of care, and hopefully not institutionalize homelessness in America, but end it," Reed said. Politicians and social workers looking for ways to end homelessness know that there are no easy answers, especially when many Americans notice the problem only when the weather turns cold and the situation more desperate. "No one wants to see homeless people suffering in the cold, but effective solutions are not easy," Arnold Cohen, president of Partnership for the Homeless, said. By Raven Tyler, NewsHour Extra

HEALTH

From all of us here at the Homeless Voice.

What is hepatitis C and what causes it? Hepatitis C is a liver disease caused by infection with the hepatitis C virus. It is the most common blood-borne infection in the United States, affecting at least 4 million people. Other viruses, most commonly hepatitis A and hepatitis B, also can cause hepatitis. However, hepatitis has many causes, including some medications, long-term alcohol abuse, and exposure to industrial chemicals. All types of hepatitis can cause. Some types can cause permanent liver damage. Most infections begin with a sudden (acute) illness, often so mild that people do not notice symptoms. About 85% of people with acute illness will go on to develop longterm (chronic) infection. Hepatitis C is considered chronic when the liver is inflamed for longer than 6 months. It is easier to catch Hep C than Aids and the Hep C blood that is on a needle or left spilt on the floor stays potent much longer than blood contaminated from HOV. If a person has Hep C they need to get a vaccine for Hep A and Hep B because if they contract either it could be deadly in a matter of days.

What are the symptoms of hepatitis C infection? In cases of acute infection, young children usually have no symptoms. Older children and adults may develop some mild symptoms, such as: · · · ·

Constant tiredness (fatigue). Sore muscles. Headache. Widespread abdominal discomfort or discomfort that is concentrated in the of the abdomen. · Nausea. · Dark urine or light (claycolored) stools. · Loss of appetite or weight loss. · Aversion to some foods, particularly those that are fatty or fried or high in protein. Less commonly, yellowing of the skin and the whites of the eyes (jaundice).

In cases of chronic infection… Most people, especially young children, have no symptoms. If symptoms do develop, they may include: · Constant tiredness (fatigue). · A general sense of not feeling well (malaise). Mild abdominal discomfort.

How does hepatitis C spread? How is hepatitis C diagnosed? Hepatitis C can be diagnosed with a blood test. People often don't know they have the virus until they try to donate blood. All donated blood is screened for hepatitis C and other blood-borne diseases. Donors whose blood tests positive for hepatitis C are notified by the blood donation center. Blood tests are done to look for signs of liver inflammation, antibodies to the hepatitis C virus, and the virus's genetic material. A liver biopsy may be done to see whether the liver has been damaged by the virus and, later, to see whether treatment is successful. People with mild to moderate liver damage tend to respond better to treatment than those who have more extensive damage.

The hepatitis C virus (HCV) spreads through contact with blood, most commonly by sharing needles and other equipment used to inject illegal drugs. Health care workers face a risk (although low, less than 2%) of infection from accidental needle sticks and other occupational exposures. The virus can spread through sexual contact, but the risk is low, especially for longterm monogamous couples. Risk increases for those who have multiple sex partners. Having a sexually transmitted disease or being infected with HIV may increase the risk of becoming infected with HCV. In the past, the virus was spread through infected blood used in transfusions and infected solid organs used in transplantation. However, the risk of infection from these procedures is now extremely low; since 1992, blood and organs have been routinely screened for hepatitis C. An infected mother can spread the virus to her baby at birth. The transmission rate is about 6% and can be higher if the mother also is infected with HIV.

How is hepatitis C treated? Chronic HCV infection may be treated with medications that fight viral infections. Standard treatment combines two antiviral medications: interferon and ribavirin. However, this treatment is not an option for everyone because of significant side effects. Response rates to treatment are about 40% to 50% overall, depending on individual circumstances

What are the long-term effects of hepatitis C? IT VARIES WIDELY...SO IT IS BEST TO CHECK WITH YOUR DOCTOR. For general information on line, just use a keyword of Hepatitis-C. It is recommended to be tested for Hep C every year for health care workers and for people who may have risky sexual behavior.

ur campaign still exists. If we can’t get the mortgage paid off, we would love an interest rate of about 6 percent on the outstanding balance. This would save us about $2000.00 a month. Our mortgage payment go down from $8400.00 a month to approximately $6400.00. We would need the remaining balance financed over 30 years. So, if anybody can find us a mortgage, please let us know.

illegitimate pharmacy sites to bypass traditional regulations and established safeguards. My legislation addresses these issues and makes it difficult for unlawful prescribing to occur." The President's 2005 budget requests $138 million for diversion control programs. The National Drug Control Strategy seeks to reduce illegal drug use by 10 percent in two years and by 25 percent in five years. To achieve these goals, the Strategy employs a balanced and comprehensive approach of stopping drug use before it starts, healing America's drug users, and disrupting the market for illegal drugs. Since announcing the goals in 2002, national surveys indicate that drug use among youth has decreased 11 percent, confirming the wisdom of a balanced strategy with appropriate emphasis on prevention, treatment, and enforcement. Comments of the Homeless Voice: As you all know the Homeless Voice has been very active in the "War on Drugs.” We do more than just house people; we look at ways of preventing homelessness by investigating the reasons why people become homeless. This agency was one of the leaders who helped stop "Pill Partying Physicians" as well as "drug dealing doctors." But in reality it has not stopped. MY ATTORNEY

A

fter living what I felt was a "decent" life, my time on earth came to the end. The first thing I remember is sitting on a bench in the waiting room of what I thought to be a court house. The doors opened and I was instructed to come in and have a seat by the defense table. As I looked around I saw the "prosecutor." He was a villainous looking gent who snarled as he stared at me. He definitely was the most evil person I have ever seen. I sat down and looked to my left and there sat My Attorney, a kind and gentle looking man whose appearance seemed so familiar to me, I felt I knew Him. The corner door flew open and there appeared the Judge in full flowing robes. He commanded an awesome presence as He moved across the room. I couldn't take my eyes off of Him. As He took His seat behind the bench, He said, "Let us begin." The prosecutor rose and said, "My name is Satan and I am here to show you why this man belongs in hell." He proceeded to tell of lies that I told, things that I stole, and in the past when I cheated others. Satan told of other horrible perversions that were once in my life and the more he spoke, the further down in my seat I sank. I was so embarrassed that I couldn't look at anyone, even my own Attorney, as the Devil told of sins that even I had completely forgotten about. As upset as I was at Satan for telling all these things about me, I was equally upset at My Attorney who sat there silently not offering any form of defense at all. I know I had been guilty of those things, but I had done some good in my life -- couldn't that at least equal out part of the harm I'd done? Satan finished with a fury and said, "This man belongs in hell, he is guilty of all that I have charged and there is not a person

ics over the Internet where your children can buy it, abuse it, and die from it, The Homeless Voice can’t stop the problem, law enforcement can’t stop the problem and the political system can’t stop the problem, but if you add all those up we all can be a team to let the leaders know it is time to get serious on these Internet sites that are pushing drugs on your children. What's the difference, a drug dealer living next store that sells your child a Xanax once in a while or an Internet site that sells your friend or child 90 of them for much less? The police will do their job and go after the neighbor who sells on occasion, but who goes after the ones pushing millions all day over the Internet? It is time we all take a stand on drug abuse and try our hardest to make the world safer. There is failure in our current system, but when we see failure and fail to react we have failed even worse. But when we take that failure and admit that something more needs to be done we have succeeded. How do you measurer success? When we save just one life… You will find that, when you save one life the statistics of saving others will increase. Come on friends, we owe it to that mother who worries all day long if her child will come home tonight or if she will get a call saying these horrible words. “ I am sorry Mrs. XXX, but I have some bad news…… " reportdrugs@homelessvoice.com

who can prove otherwise." When it was His turn, My Attorney first asked if He might approach the bench. The Judge allowed this over the strong objection of Satan, and beckoned Him to come forward. As He got up and started walking, I was able to see Him in His full splendor and majesty. I realized why He seemed so familiar; this was Jesus representing me, my Lord and my Savior. He stopped at the bench and softly said to the Judge, "Hi, Dad," and then He turned to address the court. "Satan was correct in saying that this man had sinned, I won't deny any of these allegations. And, yes, the wage of sin is death, and this man deserves to be punished." Jesus took a deep breath and turned to His Father with outstretched arms and proclaimed, "However, I died on the cross so that this person might have eternal life and he has accepted Me as his Savior, so he is Mine." My Lord continued with, "His name is written in the book of life and no one can snatch him from Me. Satan still does not understand yet. This man is not to be given justice, but rather mercy." As Jesus sat down, He quietly paused, looked at His Father and said, "There is nothing else that needs to be done. I've done it all." The Judge lifted His mighty hand and slammed the gavel down. The following words bellowed from His lips... "This man is free. The penalty for him has already been paid in full. Case dismissed." As my Lord led me away, I could hear Satan ranting and raving,
