ailua-Kona, HI If you’ve been watching the economic news, you’ve probably noticed that market experts and traders have been keeping a close eye on the Commerce Department’s Personal Spending and Personal Income reports. Obviously, those reports provide insight into the health of our economy, but did you know they also influence home loan rates? That’s right, personal spending can actually influence the interest rates that are available when you purchase or refinance a home. Here's why. It has to do with something called the velocity of money. Even though the government keeps pumping money into the system, nothing happens until that money is spent or lent – and passes from

one hand to another or one business to another. The speed at which this money passes between parties is called the velocity of money. With the job market still very sluggish, consumers aren't spending much money these days, and businesses are still reluctant to spend money to make investments in their business. With the present velocity at low levels, inflation remains subdued and that's good for home loan rates. That's because rates are tied to Mortgage Bonds and inflation is the archenemy of Bonds, so low inflation is good for Bonds and rates. However, once velocity increases, the excess money in the system will cause inflation – which is bad for rates, since even the slightest scent of

inflation can cause home loan rates to worsen. While we certainly want to see better economic recovery news in the near future, we have to remember that there's an inverse relationship between good economic news and Bonds and home loan rates. Weak economic news normally causes money to flow out of Stocks and into Bonds, which helps Bonds and home loan rates improve. Strong economic news, on the other hand, normally has the opposite result.

The County of Hawai‘i has received two significant awards for its accurate reporting of the county’s financial condition and for assisting low-income residents achieve longterm financial stability. In August, the Finance Department was recognized for excellence in financial reporting by the Government Finance Officers Association of the United States and Canada for its Comprehensive Annual Financial Report. Then in September, the Cities for Financial Empowerment Coalition – which includes Hawaii County – was presented with the Corporation for Enterprise Development (CFED) Assets and Opportunity Award. Also known as the CAFR, the financial report earned a certificate of achievement for clearly communicating the county’s financial story, according to Stephen J. Gauthier, spokesman for the association which serves about 17,500 government financial professionals. Gauthier said an impartial panel judged the CAFR to have met the goals of the program in the full spirit of disclosure. “This certificate of achievement is the highest form of recognition in governmental accounting and financial reporting,” said Gauthier. “Its attainment represents a significant accomplishment by a government and its management.”
The unique CFED Award honors groups and individuals who are advancing the field of asset-building and increasing the use of financial products and services that allow low-income families to buy a home, pursue higher education, start a business and move up the economic ladder. The award was presented to coalition co-chairs Jonathan Mintz, Commissioner of the New York Department of Consumer Affairs, and José Cisneros, Treasurer of the City and County of San Francisco, at CFED’s biennial Assets Learning Conference in Washington D.C. The award has been presented two times previously, to Citigroup and the Ford Foundation. In addition to the County of Hawai‘i the coalition includes Chicago, Los Angeles, Louisville KY, Miami, Newark NJ, New York, Providence RI, San Antonio TX, San Francisco, Savannah GA and Seattle. Hawai‘i County’s financial empowerment work is spearheaded by our innovative Research and Development Director Randy Kurohara and his deputy, Laverne Omori. A member of the coalition since 2010, the county works with officials in other cities who share best practices and expand programs to help people save and build assets. The initiative focuses on creating public-private partnerships around the areas of financial education, increasing access to financial servicesand developing innovative assetbuilding products. Hawai‘i Island programs include Children’s Savings, Volunteer Income Tax Assistance, innovative uses of technology to provide families with on-line benefits, screenings and referrals, and a text messaging-based platform for budgeting. It’s Getting Easier To Finance The Condo Of Your Dreams! FHA is taking steps to ease some of its restrictions on condo financing! Among them is an increase in the number of units in a building investors can buy, up to half of the units, up from just ten percent before. And FHA will allow financing on projects in which half the space is used for non-residential commercial purposes, up from just a quarter before. Changes to matters relating to HOA dues and board certifications are also designed to ease financing restrictions. Still unchanged, though, are some key restrictions, including owner-occupancy limits, which still prohibit financing unless at least half the units are owner-occupied, and FHA financing if already half the units in a project have FHA loans. But FHA says it’s working on further changes, so look for more from the agency in the future.
