County of Hawaii
Taxpayers will save about $8.5 million and important public works, safety and parks and recreation projects will be funded as a result of a $98.8 million bond float closed by the County of Hawai’i on Feb. 12. Through the excellent fiscal management by the Department of Finance and the strategic cost cutting by the other departments, our county was positioned to take advantage of a trio of positive ratings and the excellent market conditions for municipal bonds
Kona, and modernize our islandwide public safety radio system. We’re thrilled to have these funds available to invest in projects that will upgrade our public facilities, better connect our communities and keep our island safe.
A total of $47.52 million earned by this bond sale will be used to refinance existing debt service for a number of pre-existing obligations by taking advantage of today’s exceptionally low interest rates. The savings realized through this bond issuance then freed up other resources which could be devoted to other needs of the residents of Hawai’i Island.
This excellent review by nationally recognized statistical rating organizations demonstrates that we have taken a responsible approach to cutting costs and controlling spending, and I am very pleased that these agencies validate the hard work by all of our employees. I want to thank all those who worked so hard to keep our county on a sound financial footing.
A review of Hawai’i County’s bond rating was triggered by our plans for the recent bond float, and its strength was affirmed in January by Fitch Ratings, a global ranking agency. The rating cited sound financial management and conservative budgeting of the County of Hawai’i as grounds to maintain our “AA-” classification. Hawai’i County’s excellent ratings were also affirmed by the other two major ranking agencies, Moody’s Investors Service and Standard & Poor’s Rating Services. These positive ratings have earned the County a very favorable combined interest rate of 2.5 percent on these new bonds.

In addition to refinancing previous loans and bonds, $27.5 million in new money was obtained to fund projects previously authorized by the Hawai’i County Council. Some of these projects include the improvements to Edith Kanaka’ole Stadium in Hilo, the home of Hawai’i Island’s signature Merrie Monarch Festival.
