There is a growing number of voices raising alarm bells at the provincial government’s announcement to increase both intensification and density requirements in the proposed Growth Plan. I shall add my stunning alto voice to the chorus. While I applaud the government’s desire to create higher density population and employment areas to help combat the dreaded urban sprawl — I am a big fan of the concept — I believe the province is restricting land use to the point where the price of ground-related homes will continue to skyrocket (they’re already over $1 million) and consumers will be left with fewer housing choices and higher bills. Certainly the need to create complete livable and walkable communities — while using land more wisely, reducing commute times and protecting the environment — is a goal that should always be kept in sight. But the proposed amendments will see densities inside current urban boundaries increase from 40 to 60 per cent, and newly built neighbourhoods will see densities grow from 50 persons and jobs per hectare to 80 persons and jobs per hectare. That is a lot of growth for areas that don’t have the necessary infrastructures, including public transit, schools, hospitals, adequate roads and sewer systems. “This announcement means that you’re going to see more intensification, more condos, less choice and higher prices,” said Bryan Tuckey, president and CEO of the Building Industry and Land Development Association (BILD). “The residential construction industry will adapt, as it has in the past — it’s going to be the residents and new homebuyers that are going to pay the price.” The province does plan public consultations and there are a number of “open house” meetings scheduled throughout the summer. You can find the schedule and provide your feedback at the Ministry of Municipal Affairs’ website. You could also call your MPP and raise your concerns. I encourage you to raise your voice, too.

NEW LAND USE POLICIES IMPACT HOUSING PRICES The government is proposing changes to its regional Growth Plan that will increase intensification and the amount of development that must be accommodated within established areas will go from 40 per cent to 60 per cent. For cities like Toronto and Mississauga, where all new development already occurs within their built up areas, it will look similar to what’s happening today. But for most municipalities in the GTA it means a lot more development within existing neighbourhoods. For new development areas, or what is known as greenfields, densities will be required to increase from 50 persons and jobs per hectare to 80 people and jobs per hectare. Since the Growth Plan’s inception in 2006, the home building and land development industry has been meeting the province’s intensification requirements. Today we are building at least as many highrise homes as low-rise homes. However, the demand for lowrise family homes has not diminished and unfortunately the price has skyrocketed because of low supply.

More intensification, more highrise condos, more congestion, less housing choice and higher housing prices will likely be the impact of recently proposed land use policy changes announced by the provincial government.

Supply of lowrise housing in the GTA, especially for detached single family homes has reached shockingly low record levels. Monthly research conducted by Altus Group found that on March 31, across the entire GTA there were only 3,036 lowrise homes available for sale in builders’ remaining inventory. A decade ago, there were 16,757 lowrise homes available for sale in remaining inventory. Not surprisingly, the difference between supply and demand has led to a dramatic increase in prices. The average price of new ground-related housing in the GTA has more than doubled since the Growth Plan was introduced. With its proposed changes to the Growth Plan and Greenbelt Plans, it’s clear the government of Ontario is not concerned about the price of housing in the GTA. There is a growing body of research both locally and in the U.S. showing a strong correlation between restrictive land use policy and increasing home prices. We believe the province should take a more measured approach before significantly increasing intensification requirements that will further limit housing choice and increase home prices in the GTA. You can also contact your local MPP and tell them it’s the time to pause and take a hard look at the numbers before its too late. CL

ORGANIZE TO NARROW YOUR CONDO CHOICES

A little forethought and organization can help you narrow your choices and save precious time, especially if you are a firsttime buyer. The best place to start is location, which will likely be your natural launching point. Simply put, where do you want to live? This may seem elementary, but there are considerations you may not have thought about. For example, perhaps you would like to live close to where you work. That is a great idea, but if you work in an established area where condo prices have risen dramatically, you may get more for your money by purchasing a little farther out in an up-and-coming neighbourhood. Look at it realistically: if public transit is handy from the evolving community, your commute may be well worth the money you save over the course of your amortization. One way to help judge is to do the commute during rush hour once or twice to get a good idea of how much time it will take. It may be quicker than you think. Once you establish a relative location, of course, price will factor into your decision-making process. Be sure to compare prices fairly. Ask what is included in your purchase price and what incentives the developer may be making at the moment. Do some developers include features and finishes as standard that are upgrades with others? This can make a big difference. Can you take advantage of any other financial perks? Think about architecture as well. It may not be a deal-breaker, but all things being equal, you would like to live in a building that reflects your personal aesthetic. You might be attracted to the clean lines of a modern exterior or something more traditional. Today

you will find a variety of architectural styles that speak to their surroundings – even some that incorporate historic portions of the buildings they are replacing. One of the main reasons people choose to live in condominiums is easy access to gorgeous amenities right at home. Here is another area to look at from several angles. First, are there amenities in the building you want to use? This may have a great effect on your purchase decision. Again, all things being equal, if one condo has a rooftop barbecue terrace you love and another does not, your decision is clear. On the other hand, if some condominiums include amenities you are not interested in, remember that when family and guests visit, they might, and those common areas may add to your future resale value. I mentioned features and finishes in regard to upgrades, but standards are important, too. Notice which condos offer granite or quartz kitchen countertops, wood floors and the like. If the Presentation Centres have model suites, be sure to tour them and ask which features are standard and upgrades. Once you have taken notes on everything, ask yourself about each condominium you consider: does it feel like “home”? CL

Builders and developers play major roles, of course, but before we can do anything, municipalities dictate where housing, public amenities and infrastructure should go. Before we begin our planning, they zone areas and determine how many and what types of homes are appropriate for the areas zoned residential. Interestingly, people often assume that the municipalities install roads and sewers on the land designated residential, but in fact, developers do. We have to ensure that the sewer capacity can handle the increased growth and that when we put in the roads, rainwater has a place to drain. Then it is up to us to create a draft plan that shows where the homes will be situated. Surveyors take this plan and place stakes in the ground for each elevation. The municipality sets out tolerances, which are typically only a few feet on each side. The homes have to be built in a way that enables water to flow away from them. The need for accuracy is critical. Now, just think of new home communities with hundreds of residences to build. Every dug foundation requires two to three loads of concrete, and once it is being poured, it has to be completed without stopping. Every day, cement trucks cross the GTA to deliver and pour the concrete, so the amount of coordinating it takes is incredible. Remember that trades have to work in a specific order for each home, so timing is important. Our onsite supervisors oversee everything to make sure that each step is prepared for, all the while making sure that recycling and clean-up are also accomplished. So far, the job has taken planners, inspectors, engineers, suppliers, architects, heavy equipment operators, truck drivers and, of course,

the construction trades. Builders rely on drywall installers, electricians, carpenters, plumbers, bricklayers, cement workers and painters. All of the above have to keep up with continually changing technology, with new materials and construction techniques advancing all the time. The Ontario Building Code also changes periodically, so we have to make sure everything is completed according to those standards. Electrical, plumbing and other systems in the home have become more complicated over time, and today, we are required to include environmentally friendly elements. Overall, builders face a momentous task. Keep in mind, too, that people can’t buy homes if they don’t know about them, so our team includes marketing and advertising people, public relations firms, decor consultants, plus sales, service, financial and administration professionals. They all help us take a piece of land, shape it from below the ground up and help shoppers buy our homes. It’s all complicated, labour intensive and challenging. It’s also gratifying, and even fun. I love working with a variety of professionals who work toward the goal of building the places people call “home.” CL

HOMEOWNERS STRUGGLING TO PAY MONTHLY BILLS A survey* by Manulife Financial finds 37 per cent of Canadians admit to being short money at least once in the past year. Even more alarming, according to that same survey, four per cent say they are struggling to pay their bills every single month. Add to that, the Bank of Canada is again trumpeting fears of an overheated housing market in cities like Toronto and Vancouver. With housing costs rising, here is how to keep your personal finances in order.

Rising home costs are making it difficult for some homeowners to pay their monthly bills.

Understand the current climate The survey finds the average Canadians they spoke to are carrying a mortgage of $181,000. That is up from $175,000 reported in fall 2015. In Vancouver that number is $259,000 and Toronto $194,000. These numbers seem reasonable, but take into consideration this includes everyone from first time homebuyers to those who have had a mortgage for the last 20 years. The survey reveals as well that average mortgage debt is rising, as an increasing number of Canadians are willing to borrow as much as it takes to get into their dream home. Homebuyers should adjust their expectations of the house they want to buy and be realistic about what they can afford. Just because your parents bought a detached home in the suburbs when they were your age, doesn’t mean you can do the same today. The housing market has changed dramatically for young people especially.

Be aware of financial insecurity Being unable to manage day-to-day expenses, creates financial insecurities that can lead to new problems. This includes feeling vulnerable at work and using less adequate child care options so we can go to work, and saving for anything else becomes very difficult. The survey finds 60 per cent lack confidence they’ll have enough savings for retirement.

Keep affordability in check This is especially true for first time homebuyers. Always make sure you can afford your home for the long term. Make a 5-10-15 year plan of where you want to be and ensure the house you are buying fits that agenda. The survey finds becoming debt-free is among the

top financial priorities for Canadian homeowners. If that is your goal, don’t take on a massive mortgage that could be difficult to manage if rates rise. Always calculate your cost two percentage points higher than what the bank is offering you. This does two things. It prepares your budget for higher rates; and, if you make payments based on that higher rate, you are bringing your principal debt down faster, reducing the cost of borrowing.

Keep your eye on rates Most homeowners are looking ahead to what is happening with mortgage rates, in many cases because a small rise in rates could dramatically affect their budgets. The Bank won’t raise rates until they are completely sure the economy can handle it. Right now they are expecting the GDP shrink in the second quarter, but it will start to pick up again starting in July at the beginning of Q3. The lower price of oil has not helped and the wildfires in Alberta have made things worse. All of this is keeping rates low, making borrowing easy and cheap and the expectation is housing costs will continue to rise. This survey is a real eye-opener and shows how we are unable to meet all our financial goals. The report states, “Rising housing costs are making it difficult for homeowners to balance paying down their mortgage, saving for retirement and managing day-to-day expenses.” This is a major concern. The survey was conducted online by Environics Research between Feb. 3 and Feb. 20, 2016. National results were weighted by province, income and age.

Chartwell Retirement Residences, Welltower Inc. and The Daniels Corporation has unveiled plans and broken ground for The Sumach by Chartwell, a new urban rental residence for active retired adults located in the revitalized Regent Park neighbourhood. Located at the corner of Sumach and Shuter Streets, The Sumach by Chartwell will be a 12-storey residence with 332 units geared towards active retired adults seeking social engagement with like-minded individuals based on their interests, activities and abilities. With occupancy scheduled to take place in September 2018, the residence will offer a maintenance-free lifestyle only steps away from diverse dining options and a range of nearby arts and entertainment venues, as well as health and fitness centres. All suites in the residence will offer generous living spaces and will be equipped with full kitchens. Collaboration key to affordable housing

Bob Finnigan, the COO of Heron Group of Companies, was named the new president of the Canadian Home Builders’ Association at their annual convention in Kelowna, B.C., in May. During his inaugural address, Finnigan stated that housing affordability is one of the biggest issues facing homebuyers and it’s a subject that everybody should be concerned about. “When I look at the issues that CHBA continues to work on, they are all familiar,” Finnigan said. “Affordability, red tape, regulation and development policies, new home taxes, skilled labour supply, the underground economy, the environment — it’s a list we all know well.” But, he said, collaboration is the key to success, and builders and developers must seek out areas of common ground with other stakeholders, including governments and neighbourhood organizations. Living history Corktown got its name in the early 19th century as Irish emigrants, mostly from County Cork, fleeing the famine settled in the area, although some say that the many distilleries, breweries and corkstopper manufacturers may have secured its nickname. Some of the original workers’ cottages are still in the area. Corktown is located north of the Gardiner Expressway to Queen Street East, between Berkeley Street to the west and the Don River to the east. In the 1960s, much of Corktown was demolished to make way for the elevated roadways that now stand over the neighbourhood, the most significant being the House of Providence (1857-1962), an institution run by the Sisters of St. Joseph to care for orphans and the elderly poor. The Distillery District, which is now home to many cafés, restaurants and shops, was once home to the Gooderham and Worts Distillery, founded in 1832. The district, which has the largest collection of Victorian-era industrial architecture in North America, was designated a National History Site of Canada in 1988. In 2001, the site was purchased by Cityscape Holdings Inc., which transformed the district into a pedestrian-friendly area, opening to the public in 2003. The Distillery is the location of the Young Centre for the Performing Arts, which is home to the Soulpepper Theatre Company and the drama productions of George Brown College. The West Don Lands started off as a large city park, but was sold to developers in the 1830s. In the late 19th century, it was part of Corktown and home to many Irish immigrants, as well as a number of factories and warehouses. The West Don Lands is bordered by the Don River, King Street East, Parliament Street and the rail line adjacent to the Gardiner Expressway. The Lower Don Lands goes south from the rail line to the Ship Channel. In 2006, the City of Toronto under Mayor David Miller announced a new plan to create a residential community in the

abandoned area, which included 6,000 residential spaces with 20 per cent being allocated to affordable or subsidized housing. In 2009, it was announced that the West Don Lands would be home to the athlete’s village for the 2015 Pan Am/Parapan Games. East Bayfront has an industrial past and is currently undergoing a transformation to a mixed-use residential and commercial district. The area is bounded by Parliament Street to the east, Jarvis Street and the Jarvis Slip to the west, and the rail line and Gardiner Expressway to the north. It is now home to a number of new parks, including Sugar Beach, Sherbourne Common, the Parliament Wavedeck, as well as Corus Quay and a campus of George Brown College. To the west of this area is Lower Yonge, an area bounded by Yonge Street to the west, Jarvis Street and the Jarvis Slip to the east and the rail line and Gardiner Expressway to the north.

Housing options Corktown, in particular, is seeing a huge neighbourhood renaissance with many of the older homes being renovated and upgraded. But most of the housing stock in this area is condominiums.

Parks & Rec If a little sunbathing is in your future, head on over to Sugar Beach at the foot of Jarvis Street. It features a sandy beach, umbrellas, Muskoka chairs, a rocky amphitheatre, pedestrian areas and a splash pad. Sherbourne Common on Queens Quay East transformed a former industrial area into green space. Its signature feature is a 240-metre-long water channel featuring three art sculptures that rise almost nine metres, called “Light Showers,” by artist Jill Anholt. Corktown Common borders the Don River, located east of Bayview Avenue south of King Street East, and was built on remediated industrial lands that will be the centrepice of the emerging neighbourhood. The park has playgrounds, a splash pad, athletic field, marsh, bike paths, a boardwalk and an off-leash dog area. It also boasts 7.9 acres of urban prairie. Underpass Park, located under and around the Eastern Avenue, Richmond and Adelaide Streets overpasses, is the most extensive park ever built under a highway in Canada. It transformed a derelict space into a unique community park that boasts a playground, park benches, two basketball half-courts, an extensive skateboarding park and flexible space that can be used for markets, festivals and community events.

Easy access Streetcars ply Queen and King Streets and an LRT is planned for Cherry/Sumach Street, south from King Street through the West Don Lands to the CN rail corridor just north of the Gardiner Expressway. The LRT will be expanded south as the Lower Don Lands come under development. Bicycle paths and trails are also a large part of the redevelopment of the area.

Eat your heart out In Corktown, the George Street Diner is an institution at the corner of Richmond Street West and Georgetown Street. But don’t let the name fool you; the offerings are decidedly better than the usual burgers and fries. The Distillery offers several cafés – including Balzak’s and the wonderful Brick Street Bakery – but its crowning glory may be the Pure Spirits Oyster House, where the seafood is fresh and wine list is comprehensive. The Distillery is also home to the Mill Street Brew Pub and El Catrin Destileria, offering authentic Mexican cuisine. Subways plus excellent service has proven to be a winning formula for Plaza, Toronto’s leading residential condominium construction and development company

Well known for its condo projects in downtown Toronto’s most sought-after locations, Plaza ventured into the 905 with the launch of The Met, a new 35-storey condo that marks a partnership with Berkley Developments. Located in the heart of the Vaughan Metropolitan Centre at Highway 7 and Jane Street, it’s been another triumph for Plaza, with more than 500 of its 573 units sold in just a few weeks. It’s shaping up to be a busy year for Plaza, with three other condominium buildings under construction in sought-after downtown neighbourhoods and several exciting projects coming soon. While Plaza was confident The Met in Vaughan would go over well with the market, Plaza’s senior vice president Scott McLellan admits his company was a little surprised by how quickly buyers snapped up more than 80 per cent of the suites. But it makes sense in this 905 location, he says, when one considers what The Met has in common with other Plaza sites — its proximity to the subway and to a university. With track work complete on the Toronto-York Spadina Extension and stations almost finished, the subway will soon extend from its present terminus at Downsview Station to the Vaughan Metropolitan Centre, which will be served by two stops. With transit literally at their doorstep, The Met residents will be one stop from York University or can be downtown in 40 minutes. “Downtown amenities are important. When people see the subway coming to Vaughan and are looking at the plans for the Vaughan Metropolitan Centre, they believe it’s going to happen. It’s not a pie-in-the-sky thing,” says McLellan. “The subway will create the lifestyle part of the vision.”

The Vaughan Metropolitan Centre is the most ambitious project in the city’s history. Set on 179 acres, it will be a transitoriented downtown core with office and condo towers, shops and restaurants, where people can live, work and play. McLellan says for most buyers of Plaza condo suites, the subway is the top priority. “The subway is Number One, the traditional underground Line One and Line Two,” says McLellan, who says while buyers consider LRT (Light Transit Rail), they prefer subways. “The second driver in terms of amenities is proximity to universities. Plaza's 50 Wellesley project, currently under construction, is close to Ryerson and the University of Toronto, and The Met is close to York University.” One interesting marketplace trend McLellan notes is growing buyer demand for two-bedroom suites. “A lot of value engineering is going into designs, and the 650 to 700 square feet suites that used to have one-bedroom plus den 10 years ago,” he says. “The two-bedroom suites have become very attractive to every single market segment, including the empty nester, the investor and the first-time buyer. These suites give people the flexibility to stay for a long time.” Many buyers are purchasing for their children, who are attending university, and they’ll have the option of renting out the second bedroom. Residences at The Met range from 510-square-foot onebedroom units to 875-square-foot two-bedroom plus den suites in the tower, with prices ranging from $265,000 to $499,000. The project also includes 62 townhouses, from 1,250 square feet to 1,453 square feet, priced from $675,000 to $899,990. All townhouses are

three-bedroom units with private rooftop terraces. Next on the company’s project list are more condo developments on or near transit lines in sought-after neighourhoods, including Yorkville, Lawrence Park, Harbourfront, Mount Pleasant Village and the Yonge Street corridor. With every project, Plaza brings a sterling reputation for customer service and a commitment to zero deficiencies. It was a finalist in the highrise category of Tarion’s prestigious 2016 Homeowners’ Choice Awards. The awards recognize home builders who provide a consistently high quality of construction, design and customer service. “We really staff up our customer care department and have more people assigned to a particular project (than most other builders),” says McLellan. Over the last while we have been seeing the emergence of fantastic and inspiring fabrics bursting with colour and some of the most incredible patterns.

As a designer, I look forward to the start of a new project. I enjoy pouring over fabric books gathering ideas and direction, and have been known to design an entire space just from the inspiration of one fabric. The feel of lush velvets, the beauty of some richly woven silks and the simplicity of linen accompanied by rich, saturated colours is enough to inspire anyone to decorate. The question is however, with all of these fabrics to choose from how do you know what works together to achieve that “designer look” in your home. To blend fabric patterns together successfully you need to remember to vary the scale of the patterns from small to large and maintain the same depth or magnitude of colour. By that I mean if you’re working with primary colours then don’t look to incorporate fabrics that are pastels, you can create an imbalance. Generally, if you start with blending together a minimum of three fabric patterns you shouldn’t have any problems. Your first pattern should be your most impactful one so choose carefully and select a pattern that is largerscaled. The second pattern should be completely different, probably about half the scale of the first one and have some of the same colours incorporated throughout. For the third pattern it can be smaller scale and similar in pattern to either of the first two, with at least two to three of the colours found in the other patterns. So, for example, if you have selected a large scale floral as your first pattern, the second could be a bold stripe or perhaps a geometric fretwork pattern, and then blend in another small scale floral for the third or an alternative geometric. You can still add another pattern or two, or three, if you wish; maybe a small check, dot or something in a solid small scale texture. If you’re more adventurous consider throwing an animal print in to the mix for a bit of fun! One of my “go-to” fabric suppliers is Robert Allen Designs.

Remember to balance the patterns throughout your space, the last thing you’ll want to do is create a situation where the heavier weight of patterns are all at one end of the room; they should be well proportioned with solids and any other visible patterns in your room such as area rugs, wall coverings, fireplace surrounds to provide equilibrium and an aesthetically pleasing look. Also consider the feel of the fabrics you are selecting, are they formal or more casual? This is an important point to remember as you pair up your choices. As fabrics can and will enhance the design of your home be bold in the choices you make. Toiles, stripes, florals, ikats and jacquards, there are so many different patterns, scales and colours that can be mixed together beautifully to compliment your room and add that “designer touch;” just remember to keep a common element throughout and watch your home come alive!
