As a member of the board of directors at the Building Industry and Land Development Association (BILD), I have had the pleasure to work with some of the brightest and best people in the industry. The new chair of the board is one of those people. Darren Steedman has inherited the gavel during a tumultuous time. His mandates to work with the province on the reviews of the Ontario Municipal Board (OMB) and the Places to Grow policies are enough to fill anybody’s plate — never mind his workload as vice president at the DG Group — but Darren does it with style and panache. Unfortunately, my second two-year term on the board ends in December, which means I will not get to work as closely with Darren as I would have liked. But I know the association is in good hands under his careful stewardship. BILD is also going through an executive change that Steedman will have to navigate. Bryan Tuckey, the stalwart CEO and president, retires at the end of this year, leaving his very big shoes to fill. So, really, Darren has his work cut out for him. After all, it’s not easy breaking in new executives. I recently had a chance to sit down with Darren and talk about the road ahead for BILD, and the industry as a whole. You can find my report on page 48. My volunteer work on the BILD board has been very fulfilling for me on a personal level. I have met wonderful people I would not have had a chance to meet otherwise, and during our annual board retreats we got to play as well as do some very hard work. I am very thankful for being just a small part of this fabulous industry.

financial crisis in 2008 Canada’s top banking regulator is making it harder for Canadians to qualify for a mortgage. Starting in January 2018 Canadians applying for a new mortgage will be subject to a stricter set of rules to prove they can afford the loan. The most significant change is to guidelines around the mortgage stress test. Now all new mortgage applicants, regardless of down payment amount, will be subject to it. This stress test also includes those with an existing mortgage who choose to switch banks once their term is over. Now financial institutions require all borrowers to qualify at the greater of the two, either the five-year benchmark rate published by the Bank of Canada or the contractual mortgage rate plus two percentage points. Previously only those with less than a 20 per cent down payment had to undergo a stress test to show they could make their mortgage payments at a higher rate. Those borrowers still require mortgage insurance provided usually though the Canada Mortgage and Housing Corporation (CMHC). The new guidelines, announced back in October 2017, are published by the Office of the Superintendent of Financial Institutions Canada (OSFI) in the Residential Mortgage Underwriting Practices and Procedures. OSFI Superintendent Jeremy Rudin, in a press statement, says these rules are needed to “reinforce a strong and prudent regulatory regime for residential mortgage underwriting in Canada.” OFSI also makes clear that financial institutions must adhere to these rules going forward, which

are “reflective of risk and are updated as housing markets and the economic environment evolve.” There are more guidelines for lenders as well. All federally regulated financial institutions are also prohibited from arranging a mortgage with another lender, or a combination of a mortgage and other lending products, in any form that circumvents the institution’s maximum Loan to Value (LTV) ratio. This means banks can’t arrange other unsecured loans that make the borrower appear to have a larger down payment. The good news for current homeowners is these new rules only affect new mortgage applications. If your mortgage is coming up for renewal, these changes won’t affect you if you stay with your current bank. If you’re shopping for a home right now beware that your purchasing power will be lower than what it was prior to 2018. For first time homebuyers and those applying for a new mortgage, forecasters say these new rules will affect your affordability by as much as 15 per cent. They also predict existing home sales will fall by up to five per cent and home prices will fall another up to four per cent, because of the new mortgage rules. From a personal finance perspective I applaud these new rules for protecting Canadians who are stretching themselves to the financial limits to get into their dream home. As I have been saying for years, you should always calculate your affordability two percentage points higher than what the bank offers you, and pay your mortgage at that rate as well. Remember, even if the bank offers you a large mortgage it’s not always financially prudent to take it. CL

and finishes for your new home or condominium is exciting, and can also seem overwhelming. Take wall colour alone – with paint available in every imaginable shade, how do you decide? My advice is that unless you are an interior decorator or designer, pay attention to the suggestions of the design consultants who guide you through your colour selection appointment. Your preferences take precedence, but a good design consultant can rein you in if your wishes go astray. Maybe a bright orange wall in the kitchen seems like a good idea, but think ahead to when you might want to sell. That hue could turn off potential buyers. There is something to be said for timeless appeal when choosing your standard features and upgrades. The professionals our developers and builders enlist keep up with current trends, understand which shades compliment specific design styles, and offer interesting insights into choosing colours. They also know how you can use colour to make the most of your space. Neutrals and lighter colours can make a compact home or suite seem larger, and using the same colour throughout openconcept areas can create a smooth, seamless vista when you walk in. Be sure to discuss which way your suite faces. Colours look different in the shade than they do in sunlight, and your consultant can advise you on what will work in your rooms. This is especially important if you have massive windows walls, which so many of today’s beautiful homes and suites do. Now, wall paint colours are only

one aspect of selecting items. Remember that your cabinets, appliances, flooring and the like all have to work together. I notice that many builders offer finishing packages in which designers have done the pairing work for you. This may be an excellent way to go, especially for first-time buyers. You know it will look great. Before you go to your appointment, you would be wise to tour model homes and suites. You will get incredible ideas for what is possible from these beautiful models. In the end, it’s about balance. Yes, you want to be true to yourself, so if you really want that orange kitchen wall, go for it. You can always repaint it if and when you sell. Keep an open mind, too. Modern colours are different from those of a decade ago. One example is grey: today’s shades are more multidimensional and are being paired with traditional warm colours for a stunning effect. We know that colour affects our moods, so in a restful place such as your bedroom, stay away from primary shades and go for calming blues or a soft yellow. Do a little research into colour psychology, and you may be surprised at what you learn. By all means, make the most of your design centre appointment when you buy a new home or condominium. Why not benefit from the advice of experts so that you have surroundings you’ll be comfortable with from the moment you move in? CL

The Varley Art Gallery encompasses the historic Kathleen McKay house (1840), which was the home of Group of Seven member Frederick Horsman Varley for the last 12 years of his life. Now measuring 15,000 square feet, the gallery is the second most popular tourist attraction in York Region.

Parks & Rec Markham has dozens of parks with baseball diamonds, soccer pitches and childrens’ play areas and splash pads. The city also boasts over 22 kilometres of scenic pathways with 12 bridges that provide recreational activity for joggers and cyclists. The largest park in Markham is the Milne Dam Conservation Park. Measuring 305 acres, it is bordered by thick forest on the south and east and the Rouge River runs through the middle. The park is a stop-off point for many migratory birds. Mount Joy Park is over 16 acres and has an outdoor ice skating rink adjacent to a community centre. Toogood Pond is an 82-acre park that features a partially naturalized pond and marsh. The pond recently underwent revitalization, including sediment removal, restoration of the shoreline and the planting of native trees, shrubs and wildflowers.

Retail Therapy Downtown Markham offers some of the best shopping in the GTA, with great little restaurants, cafés and boutique stores. Markville Shopping Centre is currently the largest mall in Markham with over 160 shops and services. But the Pacific Mall – the largest Chinese indoor mall in North America — is a must for anybody looking for a bargain with over 500 shops and services. It incorporates a traditional Asian-style market with over 450 mini shops selling everything from herbs, Asian fashions, flowers, accessories, cellphones, eyeglasses and computers.

Easy Access Public transit in Markham is provided by York Region Transit/Viva, which connects with all nine York Region municipalities, as well as connecting with transit services in Toronto and the Region of Peel. GO Transit also serves Markham with train and bus service, taking riders to a variety of locations in the GTA and beyond. Markham also has easy access to Highways 404 and 407 and the DVP. CL

Historically, the many different parties in the new home building industry have worked together on a number of issues like protecting buyers from illegally built homes, radon awareness and emerging trends. Take for example, the falling condo glass issue that has been prominently featured in the media since around 2011. Unveiling an Iconic Artist’s Work at 88 Scott A stunning new public art installation — “Spectrum” by internationally-acclaimed artist, designer and engineer Cecil Balmond — was dedicated today at Concert’s new flagship mixed-use development, 88 Scott. The London-based artist attended the dedication ceremony along with David Podmore, chairman and co-founder of Concert, and Jane Perdue, public art coordinator for the City of Toronto. “Spectrum,” a three-dimensional work with intersecting planes creating a geometry of polygon shapes at different scales, is suspended from the second-storey ceiling of 88 Scott’s public atrium, with a secondary two-dimensional piece extending under the soffit of the retail podium. This is Balmond’s second public art installation in Canada. Balmond has been described as one of the most significant artists of his time. At the intersection between art and science, his work has been exhibited in public spaces and in galleries around the globe.

It Takes the Village to Design a Highrise One Properties has commissioned Copenhagenbased architectural firm 3XN to design its new highrise building in the Church Wellesley Village in the heart of Toronto’s LGBTQ community. When you’re in the market for a new condo, you tend to do a lot of research, including asking friends, family and colleagues about their experiences. Once you’ve been through the buying process yourself, you can in turn share your insights and opinions with someone else looking for this same advice. Collecting this type of first-hand knowledge is exactly what Tarion’s new home owner survey is all about.

Every fall, Tarion surveys new condo and home owners across the province about their buying and homeownership experience. The survey questions cover things like the Agreement of Purchase and Sale,

their builder’s level of customer service before and after moving into their home, their understanding of their warranty and their satisfaction with Tarion. This year, Tarion will send out more than 50,000 surveys to consumers who moved into a new home or condo between October 1, 2016 and September 30, 2017. To ensure as many homeowners as possible can participate, the survey is offered online in English, French, Mandarin, Farsi and Punjabi. As a new condo owner, your opinion matters. Tarion provides information and advice to home and condo owners throughout the buying process as well as after they take possession. The survey helps to inform Tarion about how they’re doing so that they can continually improve their customer service. Rest assured, your feedback can lead to tangible results. For example, in response to consumer input, Tarion has added new features to their MyHome portal that allows homeowners to manage their warranty online and introduced a new MyHome Planner app to help with the new home and condo buying process. But Tarion’s not the only one who wants to know what you think – your builder does too. That’s why the survey asks questions such as: Were there any issues with your new home or condo? Did the builder listen and address them in a timely way? Where Tarion receives enough completed surveys, builders are given detailed (but anonymous) reports with their scores and Tarion then follows up to help them determine how they can improve their customer service. Through the survey, you also help choose the recipients of Tarion’s Homeowners’ Choice Awards. Both finalists and recipients of these awards have this recognition added to their record in the Ontario Builder Directory (on Tarion.com) for everyone to see. This can help future new home or condo buyers when they are doing their research to find a builder. If you have taken possession of a new condo in the past year, look out for the Tarion survey. It only takes a few minutes to complete, and your responses will help improve customer service for new home and condo owners across Ontario. CL

Lack of Missing Middle Making real estate Increasingly unaffordable Shortage of shovel-ready land is impeding GTA’s ability to build complete communities

of becoming the next London, Hong Kong or New York City — highly desirable cities but unaffordable for most people. Much of the dramatic increase we have seen in the prices of new homes, resale homes and rentals is the result of supply being outstripped by demand. The population of the GTA has grown significantly, but housing supply has not kept up. An answer to this supply crisis may lie in building our way to affordable housing much like Tokyo has. The Japanese city has made home construction easy; zoning laws grant landowners greater flexibility to do what they want with their property, allowing them to use their land with little pushback. With a growing population of 13 million, builders constructed more than 142,000 homes in 2014, making it possible to purchase a detached single-family home near the city core for $300,000. Housing options for people living in the GTA have been either large expensive lowrise dwellings or smaller highrise condos. What we’re missing in the GTA are townhouses, triplexes and midrise buildings. Montreal has embraced the power of this “missing middle.” Developers are building lowrise dwellings, mostly three-storey flats and midrise apartment buildings within the city and in the suburbs, making Canada’s second-largest city more affordable than Greater Vancouver. The homebuilding and land development industry wants to design and build homes and communities much like Tokyo and Montreal that meet the housing needs of the GTA. That is our business, that is what we

do — but it is getting harder as challenges grow in number and scale. Complicated and restrictive government policies, already lengthy yet still worsening approval processes, a shortage of shovel-ready and approved land on which to build, escalating land prices and the growing issue of NIMBYism (not in my backyard) are impeding our ability to build homes and communities. Excessive red tape and increasing delays in planning approvals are another huge challenge. Across the GTA it is taking longer and longer to get the go-ahead for projects. A typical new lowrise development can take a decade or more and highrise projects can take up to seven years. The approvals process is further delayed due to zoning bylaws in many GTA municipalities that have not been updated for decades. All new development applications must conform to area zoning bylaws to get approved but unfortunately many municipalities are operating with badly outdated bylaws that don’t align with provincial intensification policies. It’s time for government to take action to address our housing supply problem. Across the GTA, the planning approval process needs streamlining to remove red tape, pre-designate and prezone land and approve all outstanding environmental assessments that relate to critical infrastructure. As well, zoning bylaws need updating to support intensification policies — policies that need to be supported with public education. This is not a time for small plans. It’s time to work together and address our housing supply crisis so that today’s new homebuyers and future generations have somewhere to live CL

manner and big smile fool you; Darren Steedman takes his role as chair of the board of directors at the Building Industry and Land Development Association (BILD) very seriously. Still, it’s hard not to like him. Steedman, who is vice president at DG Group Development (formerly Metrus Development), has his work cut out for him with a mandate that takes on several local and provincial policies, including the review of the Ontario Municipal Board (OMB), the Growth Plan the proposed inclusionary zoning scheme, and development charge reviews. Q: First, let’s find out a little bit about you. Where did you get your start and how long have you been in the industry?

A: I graduated from Laurentian University in 1998 with an economics degree. I started as a summer student with Metrus Development (now known as the DG Group as of April 2015) in 1997, doing anything and everything. They rehired me during the winter break and the summer of 1998 and offered me full-time work when I graduated. I applied to the Ontario Professional Planners Institute under the affiliated degree program and got my Registered Professional Planners Designation in 2004. I recall very early in my life, heading into the office with my dad, meeting the guys, watching the draftsmen, helping where I could and even going on site visits. I have been around this industry my entire life and some would say that it’s even in my blood. My father Allan Steedman, president of Schaeffer Consulting Engineers, is my mentor as a father and as an industry leader. This was where it began, where I started to figure out what I love to do, where I started to figure out what I wanted to do when I grew up.

Darren Steedman The real estate portfolios I manage are as far north as Barrie and as far south as Niagara Falls. I’ve worked on a number of projects, from brownfield, greenfield, residential (low, medium and highrise), commercial and employment. Q: You’ve become chair of the board of directors with a two-year term. What are your mandates? A: My top priorities while working with BILD staff are the province’s Growth Plan, the review of the OMB (Ontario Municipal Board), inclusionary zoning and affordable housing. We will continue to work hard, get engaged and advocate for our industry on these critical issues that will shape our future. As well, we will be preparing for both the provincial and municipal elections next year. It’s our chance to remind the province that it’s time to get serious about housing and that we will continue to advocate to make housing an issue. Q: With over 100,000 people moving into the GTA each year, what do you think the biggest challenges are facing in the industry in creating safe and liveable communities? A: We have a huge housing supply challenge in the GTA. There is not enough of it and there are not enough of the types of housing that people really want. To fix the infrastructure crisis we need to address several issues. First, over the last 10 years lack of infrastructure has gone from being a challenge to a crisis, and that severely hinders our ability to develop land, build employment spaces and communities and increase housing supply.

We spend a lot of time talking about transit and transportation in the GTA because it is our most visible infrastructure challenge. Across this region we are facing other infrastructure crunches that are impeding growth and development. Chief among them is insufficient water and wastewater systems and services. I’d be willing to bet that for most builders and developers in Ontario, lack of water and wastewater infrastructure is currently limiting our ability to build homes and develop land. In some cases, the necessary servicing won’t be in place at least for another decade. To make things happen and to build more houses and employment spaces we need adequate water and wastewater infrastructure. The land might be out there but it is not shovel-ready. It’s critical that government invests in the water and wastewater infrastructure needed to accommodate our growing population and explore viable funding models and solutions. Second, the length of the approval process and the amount of red tape needs to be addressed. Over the past 10 years, we have seen a very lengthy approval process. A study completed in 2016 by the Fraser Institute found that development approvals in the GTA are delayed by an average of 18 months and play a significant role in the rapidly decreasing housing supply and add to the growing price of new homes. And third, many municipalities across the GTA are operating with badly outdated zoning bylaws that don’t align with provincial policies.

Q: DG Group (formerly Metrus Development) has a well-earned reputation for planning and developing communities in a sustainable manner. What names does the DG Group build under and what is the philosophy behind that mandate? A: We look at sustainable communities beyond simply the green nature of the statement. The ConDrain Group of Companies, which DG Group is a part of, is one of the few companies that operates in the residential, office, retail and ICI space. While we pride ourselves on building green infrastructure that lasts, we take pride in our communities and how they operate in real life conditions. We ensure that our resident’s children can walk to school; we ensure that they have greenspace and parks for everyone to enjoy. We ensure that employment lands are vibrant and well designed for our client’s needs and our retail spaces that meet the demand of the community.

Out-of-date zoning makes the already long approval process even longer. Municipalities are required to review their official plans every five years and update their zoning bylaws no later than three years after a revision. It’s time for the province and municipalities to start enforcing this rule so that zoning bylaws can be used as an effective tool for implementing provincial intensification policies and help deliver the development that is needed to house our growing population. Q: The province has been looking into disbanding the Ontario Municipal Board (OMB) as a place for developers and builders to appeal decisions made by the municipalities. What are your thoughts on that, and what would you do instead of repealing? A: BILD strongly supports the essential role of the OMB as an impartial, evidence-based, administrative tribunal that is responsible for handling appeals of land-use planning disputes. In this administrative authority, the OMB serves to ensure that provincial land use policies and objectives are achieved and that municipalities employ consistency in the application and implementation of land use legislation. OMB reforms will create an environment where municipal councils will have no incentive to make tough but better decisions that will support provincial plans and good planning. I would allow municipalities greater time to make a decision beyond the current standard

Q: What has made you the proudest? A: What I love the most is touring one of our complete communities and watching the kids walk to school, playing in the park and enjoying the greenspace. I feel a sense of satisfaction seeing in real life the solutions to the issues that we came up against along the way and how we made it happen. Q: What has been your biggest challenge so far? A: OMB reform, Inclusionary zoning and the Fair Housing Action Plan. Q: What is your pet peeve?

But personal finance experts warn that homebuyers, especially first-time buyers, need to research, plan and save for their new home in order to realize their dream. “Buying a home is very exciting but you have to do your homework first. Calculate your initial costs: Besides your down payment, you have to factor in closing costs, moving costs, lawyer fees and taxes. So you aren’t surprised later, the general rule of thumb is to add 1.5 to 2 per cent of the total purchase price to cover closing costs. Get pre-approved: Work with a trusted mortgage specialist to make your first home buying experience easy and well planned. When getting pre-approved, make sure that you are accounting for all your monthly expenses, such as childcare, commuting costs and contributing to a savings account. Life has a way of changing at just the wrong time so it is good to have some financial wiggle room for unexpected events. Know your options: It’s important to know that a first-time homebuyer includes anyone who has not owned a home in the past seven years. The Canadian government is currently offering a First-Time Home Buyer Tax Credit, up to $750, which you can later put towards a mortgage payment. It also allows first-time homebuyers to borrow up to $25,000 from their Registered Retirement Savings Plans taxfree to fund their purchase. Shop around: Different financial institutions offer different solutions so find the mortgage that is right for you. Make sure that your mortgage is flexible and you understand what you are getting. As the saying goes, if it sounds too good to be true, it probably is. If someone is offering you a very low mortgage rate it may be because the service charges on it are enormous or that the mortgage is completely closed and you will be locked in until it matures. CL

The new year is just around the corner, and with it comes the anticipation of what design trends lie ahead. Colour continues both its inspiration and domination in 2018. Whether you prefer to use colour abundantly within a room, or minimally to punctate your space – without a doubt, colour definitely holds steady. Paint companies, like Benjamin Moore, are forecasting a rich palette of hues from the revival of retro colours like burnt orange, to warm earthy palettes of pinks, browns and plumy greys, to rich reds, bold fuchsia and blues. The selections are endless, the combinations are striking. However, no matter which colour palette is yours, one thing that remains consistent in 2018 is gold. Whether you use this metallic hue as an accent in your accessories, hardware or lighting, or it becomes your primary wall colour shades of gold is “where it’s at” for 2018. The gold tones we are seeing this year range from the shiny yellowy gold of days past, to weathered golds. Unlacquered brass is also “en-pointe” for the coming year with a look and feel all its own. Its warm, less formal than polished nickel, less typical than chrome. This finish is organic, and often referred to as a “living finish”. The absence of the lacquer allows the durable solid brass to naturally age over time and develop a beautiful unique patina of colour and texture. As a designer, I’m drawn to the unlacquered brass finish for everything from bathroom fittings and accessories, to furniture items and lighting, as it offers sophistication, old world charm and yet modernism.

From the head-to-toe red that stomped down the catwalk in the Fall/Winter ‘18 collections to revered paint company Benjamin Moore recently naming Caliente, a warm and charismatic red, as the 2018 colour of the year, there is no denying that this statement-making, beyond-bold hue is on fire. “Strong, radiant and full of energy, Caliente AF-290 is total confidence. It is pleasing, passionate and makes people feel special, like red-carpet treatment,” says Ellen O’Neill, Benjamin Moore director of strategic design intelligence. Red is radical. Red is regal. Among the robust adjectives used to describe the fiery shade, O’Neill has also discovered examples of the comfort red brings to a space — the cocooning, the assuredness.
