ManufactUring & AUTOMOTIVE The Automotive & Manufacturing Sectors In recent years the automotive and manufacturing industries in the UK have undergone major change and faced significant market turbulence. With many businesses relocating overseas it has brought about a revolution in the way UK businesses must run in order to compete effectively in the global marketplace.
Automotive Sector The Institute of Motor Industry (IMI) became the licensed Sector Skills Council (SSC) for the retail automotive sector in September 2007. Since then research across the automotive sector via the Sector Skills Agreement has identified a number of key issues in the industry, namely; > Lack of formal management and leadership skills; to date only 14% of managers in the sector hold a Level 4 qualification and there is agreement that managers need to develop their skills in order to make their businesses more profitable > Lack of customer service skills; The IMI have also reported that the level of customer service skills in the industry is well below what is needed by the sector > Continuing professional development; Career planning, support and CPD need to be built into the framework of an organisation to enhance performance management > Basic Skills levels; It was identified that the level of basic skills amongst industry workers is in need of attention if the industry is to continue to improve. Investment in training will be a major contributor in relieving the difficulties that the automotive industry is experiencing. Manufacturing & Engineering Sectors Research from the Sector Skills Council SEMTA identifies that with the changes affecting the manufacturing and engineering sectors in the UK there is a need for organisations to forecast more effectively in order to remain competitive. The research identified by SEMTA and the Sector Skills Agreement shows that there is a clear need for organisations to focus resources on developing people currently employed in the sectors through up-skilling and progression to higher skill levels. Further research conducted by the Sector Strategy Groups has also identified key priority areas for employers to focus on:

Analysis of the UK workforce has exposed a significant skills deficit in respect of Management and Leadership capabilities. Employers have also identified leadership development among intermediate level occupations as being essential in implementing policy throughout the business. > Productivity and Competitiveness - Occupational competence is necessary, but not currently sufficient to compete globally. Skills development and training in ‘Lean’, ‘Six Sigma’, business improvement, new product and process development, supply chain management and project management are essential. > Technical Workforce Development - To support high value added investment, the sectors need to upskill across the board; from skilled operators at level 2, craft and technician at level 3 and technician at level 4. As with other sectors, they need multidisciplined craftspeople, well grounded in the fundamentals and able to develop via training for new technologies and business processes.

CONSTRUCTION INDUSTRY Construction Industry The construction industry has recently faced turbulent times and cannot escape the ongoing challenges and difficulties it will face in the coming years. Some of the challenges will be new while others are long standing issues. However, despite the lack lustre business forecasts for the sector, there is light at the end of the proverbial tunnel for UK construction businesses.

VOLUNTARY & Third sector Voluntary & Third Sector The UK voluntary and third sector is rapidly growing, with a reported 170,905 registered charities and voluntary organisations, according to the Feb 2009 Almanac published by NCVO (National Council for Voluntary Organisations). The current economic climate has brought about reform and change in these growing sectors. On 20th October 2010, the UK government announced the results of its long awaited Spending Review and revealed in detail the government’s austerity measures to be rolled out over the next 5 years. Unsurprisingly the government’s main agenda is to cut spending and reduce the budget of each government department. The review also outlined measures relating directly to the voluntary and community sectors which included the announcement of a new £100 million transitional fund, and additional resources to implement the Big Society agenda. So with change and cuts impacting the blue print of the voluntary, charitable and third sectors, organisations must adapt to remain sustainable. One way to ensure sustainability is to engage and develop your workforce to meet the needs of government plans and reform. According to the NCVO there are some key focus areas for voluntary and charitable organisations despite government spending cuts; these are centred around the need for organisations to invest in workforce development and the need to manage the process of restructuring and redundancy.
Support for the Voluntary & Third Sector TSW has an extensive understanding of the needs of both sectors and has worked with groups, partnerships and organisations to improve productivity, performance and cost reduction. Despite austerity and budget cuts, help is on hand for organisations wanting to enhance the skills and knowledge of their workforce through training and development solutions. TSW currently holds an LMD (Leadership and Management Development) contract with the Welsh Government to deliver a host of funded solutions, alongside a commercial portfolio of training solutions, accredited and nonaccredited.
Housing Associations The UK housing association market is often described as the third sector and has also faced the realities of government austerity measures and legislation. To date the UK market is currently represented by four industry bodies. However in Wales, the regulation and funding of housing associations is carried out by the Welsh Government with Community Housing Cymru as the registered charity representing over 70 not-for-profit housing associations and community mutuals in Wales. The focus for Welsh Housing associations is currently on hitting targets laid out in the Welsh Housing Quality Standard (WHQS), which states that councils, housing associations and community mutuals must improve the condition of the country’s 221,248 housing stock by 2012. This has placed a growing need on housing associations to increase skills in the workforce for those managing estates, facilities and tradesmen through to project management and leadership.

Education & Training Education & Training The landscape of Education & Training provision in the UK has significantly changed in the past decade, holding a strong focus on complying with legislation and raising professional development standards as key priority areas for industry providers.
UK Reform To date, several industry reforms have already been introduced in England and Wales. Some changes have seen the introduction of mandatory benchmarks for providers to meet and other changes have brought about the need for providers to start focusing on ‘best practice’ and sector leading standards.
What does it mean for providers and professionals in England? In England the Further Education Teachers’ Qualification Regulations 2007 are now in place and compliance is mandatory for FE Institutions in England to comply with. With this in mind it is essential for professionals in the sector to achieve the relevant qualifications in line with the 2007 regulations. Dependant on their start date, experience and previous qualifications, all teaching, training and tutoring staff need to achieve:
> PTLLS within 1 year of starting in their role or 1 year of September 2007 > CTLLS or DTLLS within 5 years of September 2007 or 5 years of starting their role (with enough time to achieve professional status)
Reform & Best Practice in Wales A number of teaching and training qualifications hold credibility in Wales but none are mandatory at the time of printing. In Wales the focus for FE & Vocational providers is to raise the level of professional standards by investing in staff training and continuous professional development. Particular emphasis is being placed on raising skill levels for those involved in the delivery and management of quality and assessment.

Award in Preparing to Teach in the Lifelong Learning Sector (PTLLS) – This Award covers the basics of teaching in continuing and adult education - including how to plan sessions, motivate learners and use a variety of assessment methods. Certificate to Teach in the Lifelong Learning Sector (CTLLS) – This qualification is for anyone working in a teaching/training role without a recognised qualification, or anyone planning to become a teacher/trainer in further, adult or continuing education. To attend delegates need access to 40 hours of teaching practice in a recognised lifelong learning location. TAQA Assessor and Quality Assurance Qualifications - The purpose of the TAQA scheme is to train assessors and those carrying out quality assurance to attain current assessment and quality assurance standards together with the competence, as necessary, to deliver these functions. These are qualifications that will equip a wide range of assessors, trainers, facilitators and teachers to support their learners effectively.

Support & Funding REACT II FUNDiNG Are you a Welsh based employer looking to make staff redundant OR recruit an individual(s) that have formerly been made redundant? If the answer is YES to both questions then you may be eligible for support under the REACT II Scheme. The Redundancy Action Scheme II (ReAct II) is a programme of funding for training provided by the Welsh Government for people living in Wales who are facing redundancy. The scheme can also help Employers who are downsizing their business or are recruiting staff.

Get two packages for taking on someone who has been made redundant: > Employer Recruitment Support funds employers who recruit individuals made redundant in the past six months. The award offers up to £3,000 paid in four instalments as a contribution towards wage costs. > Employer Training Support is a separate discretionary fund of up to £1,000 that an employer can put towards the cost of the new recruit’s job-related training. Employers can choose whether to apply for Recruitment Support alone or Recruitment and Training Support. Employer Training Support can only be used in conjunction with Employer Recruitment Support.
Who qualifies for the funding? Employer Recruitment and Training Support is available to your business if the individual you wish to recruit is either under formal notice of redundancy or has become unemployed in the last six months as a result of redundancy. The individual must have been a resident in Wales at the time they first became eligible for ReAct II.

Individuals working 25 hours per week or more will attract a full wage subsidy whilst those employed between 16 and 24 hours per week will receive a wage subsidy equal to 50% of the full time rate. No wage subsidy is payable for employees who work less than 16 hours per week. Employer Recruitment and Training Support is available if: > Your business is expanding and the post is new; or, > You seek a justifiable replacement for a vacant post; and, > Your business does not have a director in common with the company that made redundant the person you want to recruit; > The job is at least 16 hours per week; > The job is expected to last for at least 12 months; > The job is not being supported by any other public or European Fund; and > Your business has not reached the ‘de minimis’ threshold for State Aid rules.

Who is eligible? Support under the ReAct II scheme is available for individuals who: > have become unemployed in the last six months as a result of redundancy, are currently unemployed, and who have not been in continuous employment for 6 weeks or more since being made redundant; or > are currently under notice of redundancy; and > have not undertaken any publicly funded training since being made redundant, including the work-based learning suite of programmes.

What is available? There are 3 elements to ReAct II: > Recruitment & Training Support > Discretionary Award - Vocational Training > Discretionary Award - Extra Support. Support is available for eligible applicants to increase their skills and remove barriers to learning, or returning to work. In order to ensure that this training provides the best possible chance of finding new employment, all applicants will need to have their training needs assessed by Careers Wales. Careers Wales will also advise on suitable training courses and training venues. Under this part of the scheme the following financial support is available: > 100 per cent of training costs to acquire new skills (up to a maximum of ÂŁ1,500); > help with the cost of special equipment to remove barriers to training; > help towards the cost of travelling to training courses; > overnight accommodation costs, where appropriate; > a contribution towards childcare costs whilst training (subject to limits and conditions).

Leadership & Management Development Programme Funding What it is? TSW is an approved training provider with the Welsh Government for the provision of Leadership and Management Development (LMD) Workshops as part of the Enhancing Leadership and Management Skills (ELMS) initiative. Through TSW organisations in Wales can access leadership and management programmes at a subsidised rate of 50% for large organisations and 70% for SMEs.

Workforce Development Programme Funding What it is? The WFD Programme was set up by the Welsh Government and is supported by The European Social Fund to provide organisations and businesses in Wales with grass root support to increase professional development awareness and improved skills in the Welsh workforce. The scheme also aims to help Welsh businesses achieve organisational success by investing in organisational development and professional development via the implementation of the Investors In People framework..
Who it’s for? The WFD Scheme has changed in recent years with eligibility criteria focusing on sector specific industries. Eligibility is determined by duly appointed Welsh Government HRD Advisors that meet with each organisation and conduct an organisational review to assess eligibility.
