FOREWORD

BY THE FEI PRESIDENT

There is a saying in my part of the world, that those who do not pay tribute to the past shall have no future. The FEI has an illustrious past, steeped in history. In fact, we are a proud organisation whose past is the very history of sport itself.

According to historical records, the first ancient Olympic Games can be traced back to 776 BC.; they were Games that celebrated horsemanship, a tradition which has carried on to the present day.

This plan has been laid down for us with the help of friends from the FEI as well as a community of business people who will ensure that we are advised correctly, and wisely. We do have more energy, new ideas and a more agile administration. We have a great team. My job is to be realistic and to look at the FEI and the sport with unbiased eyes. As I look out across horsesport at the end of 2006, I see that we have not made a lasting difference yet, we have a very long way to go, but whether we will get there or not, is not a question any more. It is a fact that we will get there.

I should like to thank all those, particularly the FEI Bureau and the FEI team in Lausanne, whose advice has always been valuable or who have in so many other ways supported me through this first year as FEI President.

Progress has been made during the course of 2006 in the judicial processes but there is still much work to be done. On 1 June the new Equine Anti-Doping and Medication Control Rules (EADMC) came into force and have been well received at all levels. The continued development of The Medicine Box is also an invaluable tool inproviding technical information to both treating veterinarians and athletes. Despite these advancements, we are not there yet, and there have been glitches found in the system, which the Judicial Committee and our Legal Counsel are working hard to rectify.

This election, which was won on the basis of a detailed Manifesto, has invigorated the FEI and is a patent step forward in the modernisation of equestrian sport and the organisation.

The second meeting with the former President took place in Kuala Lumpur on 27 April. The Board also reviewed and congratulated the President on the achievements accomplished during her 12-year tenure.

Following the election of HRH Princess Haya Al Bint Hussein, the newly constituted Executive Board met for the first time in Lausanne on 13 June. The Board discussed among other items the attendance of Bureau Members at Championships, Modifications of Rules, Branding, FEI representatives on advisory boards and finally book projects on the History of FEI Championships and the Olympic Games.

On 27-28 September, a day and a half prior to the President’s 150th day in office, the Executive Board reviewed the strategies developed by the Members of the Board and the FEI Staff for turning the President’s Manifesto into policy.

The Board also discussed the FEI Statutes and General Regulations, FEI Development Fund, FEI’s investment policy, pony measurements and TV strategy.

FEI Nations Cup 2006 Series The FEI Nations Cup 2006 Series began in Wellington, Florida (USA) and included 19 events. Belgium’s promotion to the Samsung Super League with FEI in 2007 was confirmed after the conclusion of the FEI Nations Cup series in Buenos Aires (ARG).

Having accumulated points from 13 of the 19 FEI Nations Cup legs, Belgium finished with a total of 79.5 points while Denmark slotted into second place with 73 ahead of Italy in third with 71.5 points. Thirty nations obtained points in the series.

DRESSAGE COMMITTEE The FEI Dressage Committee met twice in 2006, first in Aachen (GER) from 21 to 23 May, and then again in Torino (ITA) from 25 to 26 September.

FEI World Cup™ Dressage Final The 2006 FEI World Cup™ Dressage Final was held in Amsterdam (NED) on 23 April. On her home turf, Anky van Grunsven (NED) lined up her eighth FEI World Cup™ title.

This is her ninth victory overall. Performing to the ‘Esprit Chansons’ programme, the undisputed doyenne of freestyle and her 12-year-old Hanoverian gelding Keltec Salinero carried out a beautiful test that nearly matched their recordbreaking score at the final qualifier at Indoor Brabant.

In second place, Germany’s Isabell Werth and Warum Nicht FRH just got the edge over Sweden’s Jan Brink and Bjorsell’s Briar. Werth achieved an 81% score and Jan Brink gained his highest yet FEI World Cup™ Final placing (with a score of 79,32%). The top three riders gave the spectators top sport, and so did the organisation. Thanks to them, the FEI World Cup™ Final 2006 was simply magical.

FEI World Cup™ Eventing Final This series is considered very successful and the FEI World Cup™ status has enabled many qualifiers to obtain government sponsorship. As it turned out, the French had specifically targeted the FEI Eventing World Cup™ 2006 Final, in Malmö (SWE) with some of their best riders and horses. CHILDREN’S COMMITTEE

Host to the event for the second time, the Southern family went to great lengths to ensure the week’s competition was a tremendous success and the standard of horsemanship displayed by the 32 qualified riders representing AUS, BEL, BRA, CAN, CHI, COL, GER, NZL, RUS, RSA, UAE, USA provided moments of great excitement.

Main items / activities included: - medication cases for horses: 60 cases were processed and finalized, 29 of which were decided according to the fast-track procedure (administrative sanctioning) which is working effectively. Nine hearings were held, of which two were held on short notice at/or immediately prior to events and led to decisions within 48 hours.

- 18 cases were open as of 31 December 2006, of which 12 were pending before the Judicial Committee. This compares to 27 cases open (22 pending before the Judicial Committee) at the same time last year.

creation of an FEI Challenge - type competition at a level below CCI* was discussed. In the short term, both Groups V and VI were focusing in qualifying either a team or individuals for the 2007 Pan American Games. One of their goals on a longer term basis was that the FEI intercede with the Organising Committee of the 2010 Central American and Caribbean Games to include Eventing in the event’s programme. Both Guatemala and Mexico have established a long term development plan for the discipline.

Argentina, Colombia, Costa Rica, Ecuador, Peru, Puerto Rico, Venezuela were in attendance; another five observers from Cuba, Dominican Repblic, Honduras, Trinidad, and Uruguay were invited to join the course. SPORT DEVELOPMENT

An Eventing rider from Swaziland spent three months training at the Ecole Nationale d’Equitation in Saumur (FRA) with the financial assistance of the Justice for Athletes Foundation. This scholarship enabled him to make a serious step forward in his attempt to qualify for three-star level.

2006 was an exceptionally busy year with a continued FEI modernization process, election of a new President and the FEI World Equestrian Games in Aachen, among many other events.

This heightened activity brought about additional work and, as a result, we failed to achieve some of our objectives. Another factor was the rhythm at which National Federations develop according to changing political and economical situation, culture, etc.

In 2006, we saw huge progress in Central and South America – Groups IV (Caribbean), V (Central America, Northern part of South America), VI (Southern Part of South America) – as well as in Groups VII (Northern Africa & the Middle East) and IX (SubSaharan Africa). Many individual initiatives were successful in the other Groups: NFs in Central and Eastern Europe, the Balkans, Armenia, Georgia with the Caucasus region. It is now a primary task for the FEI Development Department to help NFs improve their sports structure by the establishment and implementation of the FEI Development Programme according to regional needs and resources.

FEI DEVELOPMENT ADVISORY GROUP The FEI Development Advisory Group, composed of Gerry Mullins (IRL), Jean-Philippe Camboulives (FRA) and Peter Strijbosch (NED), met in March 2006 in the presence of the then-FEI First Vice-President, Freddy Serpieri. The following objectives were presented for 2006: 1) situation analysis and long-term development strategy; 2) consolidation of structure for Coach Education System; 3) courses for Coaches; 4) newsletter / TV magazine. Harald Muller, Senior Manager for Education at IAAF, made a presentation on why a development programme is neccessary; how to set up a development programme; development strategy; implementation and its problems; example of coaches education; budgeting and staff requirements for running such programmes.

Stephan Wirth (GER) submitted new course plans for the FEI World Jumping Challenge and Andrew Griffiths (GBR), FEI Eventing Development Officer for Eastern Europe, reported on the advancement of his programme and his plans for 2006.

The Development Working Group further discussed several items regarding the coaching system and the evaluation of Level II logbooks.

FEI Courses for Officials Courses for Endurance Officials were organised in Australia and New Zealand. Courses for Event Veterinarians in Brazil and Australia, Jumping Judges in Uruguay and Stewards in Bermuda were also partly supported by the FEI Development Fund.

EDUCATION A course for style competitions in Jumping was held in Ukraine while Level 1 courses for coaches took place in Calcutta, Bangalore, Delhi, Lima, Caracas and Istanbul. In total, 84 coaches, as well as a number of observers, took part. Clinics for Jumping riders were organized in Jamaica and Antigua.

Advanced Training for Officials Thanks to the Advanced Training Programme for Officials, two Course Designers, two Coaches, six Judges (one Jumping and five Vaulting) and four Veterinarians took part either in shows to get experience or attended courses to upgrade their level.

FEI Contribution to Shows In 2006, the FEI Development Fund supported the organisation of the FEI Africa Cup, the FEI Caucasus Cup and FEI World Cup™ Jumping and Dressage shows in Central Europe/Asia Leagues.

Eventing Development Programme Both FEI Development Officers José Ortelli (ARG) in South/ Central America and Andrew Griffiths in Eastern Europe could count on the fund from the IOC/IFs Development Assistance Programme, which amounted to USD 50,000, to continue their work. Both programmes have shown results. In Central America, a huge interest was raised and events and development meetings in Guatemala and Mexico took place where the

financed by the Development Fund: Mary Binks (KEN) went to Malawi, Denis Soyer (BEL) to Jamaica and Antigua. Susanne Macken (IRL) and Kathy Amos Jacob (FRA) took advantage of the courses for coaches to also conduct clinics in India and Botswana.

TECHNICAL VISITS

In Cat. A, 50 riders went clear and the winner was Paulo Zenteno from Chile ahead of Helen Campech from Mexico.

In Cat. B the winner Alejandro Vila from Guatemala was the fastest out of the 39 riders that went clear in all four rounds of the competition. The New Zealand team finished first of the Team classification for Cat. A, and Guatemala won Cat. B.

While the Chairman of Group I, Dr Cesare Croce (ITA), made a visit to the Albanian NF in view of its affiliation to the FEI, Tutor Susanne Macken put to good use her attendance of the FEI World Jumping Challenge and clinics in India to visit Cambodia which has applied to become an FEI member.

FEI World Dressage Challenge Once again, the FEI World Dressage Challenge was a great success. Though the number of participants slightly decreased compared to last year’s competition, the Challenge is still considered one of the most important events in some of the countries involved.

OTHERS

Unfortunately, the NFs of Kazakhstan, Philippines, Slovenia and Chile had to withdraw from the competition. A week before the Challenge was scheduled in Chile, several clubs were hit by an outbreak of Equine Influenza and therefore unable to organize the event.

Vaulting Judges from Argentina, Brazil, Colombia and Mexico attended the Vaulting Seminar in Bad Boll (GER) with the assistance of the FEI Development Fund. In Swaziland, Vaulting was part of the programme of the third FEI Africa Cup Jumping competition.

The former IPEC (International Paralympic Equestrian Committee) development programme was taken over by the FEI Development Department which will continue to administrate the programme financed by the Christopher Reeves Foundation and which consists in conducting clinics for riders and coaches in selected countries.

It was a great pleasure for us to count the NF of Croatia as a new member of the FEI World Dressage Challenge family.

Our Judges were very enthusiastic to see the progress of some of the riders and noticed great improvement concerning the organization of the competition in some countries. In Eastern Europe, the FEI contributed once again to the organization of the Jumping Caucasus Cup in Tbilisi, Georgia.

The FEI contribution was to pay the travel expenses of the Course Designer (Stephan Wirth, GER), the Foreign Judge (Rakhshan Radpour, IRI) and various material (jumping poles, safety cups, etc.).

Chile The purpose of this visit was to help NFs to review their structure and put in place, among others, a Coach Education System, a license system for riders, education system for officials, and develop other disciplines like Vaulting and Pony riding for children. The FEI World Dressage Challenge which was due to take place during the visit had to be cancelled due to an outbreak of Equine Influenza. Instead, the two FEI Judges gave a training course in three different clubs. A visit of the renowned Army Equestrian School in Quilotta was organized as well as attendance at a Jumping qualifier for Young Riders, Juniors, Pre-Juniors and Children in order to qualify a team for the South American and Americas Championships in Argentina.

Barbados The NF of Barbados organized the Meeting of Group IV on 1 December under the chairmanship of Kate Jackson. Simon Brooks-Ward, Chairman of the FEI Strategic Planning Committee, also attended. The following subjects were discussed: FEI modernization; development strategy; situation analysis in developing NFs; Caribbean Jumping and Dressage competitions; FEI World Jumping Challenge Category B; construction of a riding centre in Trinidad; veterinary issues and transportation of horses; relationship with NOCs and footing of arenas and up-grading of facilities.

Guatemala & Mexico In Guatemala, a development meeting gathering representatives from Argentina, Mexico, El Salvador and Uruguay and the FEI Development Manager took place in the framework of CCI 1 and 2*. The meeting focused on preparations for the 2007 Pan American Games. Development Officer José Ortelli summarised his activities and the way forward. The FEI Development Manager presented the FEI Development Strategy adopted by the Bureau.

The same scenario was repeated in Mexico with, in addition, a Course for Eventing Officials directed by Roger Haller (USA) and Janine Rohr (ARG). The development meeting was followed by a very interested Eventing community and the creation of an Eventing Challenge for lower-level competitions was supported with enthusiasm. José Ortelli and Jacqueline Braissant took advantage of their sojourn in Mexico to make a visit to PASO/ODEPA. They discussed with Mr Reynaldo Gonzalez Lopez, General Coordinator, the situation of Eventing in the various Olympic Regional Games and the financing of FEI Courses for Coaches in the framework of the PASO/ODEPA Coaching Programme.

Television As far as television was concerned, the Samsung Super League with FEI series led to great brand visibility for the title sponsor.

Some figures (Source: IFM Report, 2006): - The total broadcasting time in 2006 was 167:20:30 compared to 131:53:21 in 2005, which represents an increase of 27%.

- The total duration of brand visibility was increased by 47% and attained 64:53:27.

- The visibility of the Samsung brand in relation to broadcasting time reached 38%, an exceptional result.

FEI COMMERCIAL DEPARTMENT IN MANY WAYS 2006 WAS A CONSOLIDATION YEAR FOR THE FEI COMMERCIAL ACTIVITIES, WHERE POSITIVE RETURNS IN THE DIFFERENT AREAS BECAME OVERWHELMINGLY APPARENT. ROLEX TO BECOME THE FEI’S PREMIER BRAND

Title sponsorship The partnership with the Swiss watchmaker Rolex, which began in 2005, was extended. The FEI and Rolex signed a three-year contract whereby Rolex became the title sponsor of the FEI World Cup™ Jumping. The partnership includes the Rolex FEI World Cup Jumping Final™ and the Western European League starting with the 2007/08 season.

FEI Equestrian World sponsored by Rolex was launched in February 2006. This Television Magazine is a monthly halfhour programme produced by FEI Television and distributed

by IMG Media. This distribution includes major television broadcasters such as: BBC World, CNBC Europe, CNBC Asia, ESPN International, ESPN Star Sports, ESPN Classic Sports, Supersport, Fox Sports, Sport Italia, ART, Canal + Spain and Sky. With BBC World alone reaching 270 million households, the FEI Equestrian World TV Magazine is without a doubt finding its place on the international scene.

In June 2006, Alltech became the first-ever title sponsor of the FEI World Equestrian Games. This historic title sponsorship gave the company naming rights to the 2010 Games, now officially called the Alltech FEI World Equestrian Games 2010.

The programmes focus to a great extent on the spirit of horsesport and the lifestyle in which its protagonists evolve. This could very well mean remarkable personalities from within the sport to the FEI’s efforts in key areas such as sports development; the Medication Control Unit officiating at events or even the manufacturing secrets from the latest generation of one of the world’s oldest family-run riding boot makers. A valuable quality is the continued coverage of the eight FEI disciplines, including the latest recruits Reining and Para-Equestrian.

PUBLIC RELATIONS

The FEI Communications Department saw some substantial changes in structure and orientation since the departure of Muriel Faienza in May 2006. FEI Series - FEI World Cup™ Jumping, Dressage, Driving & Eventing / Samsung Super League with FEI A dedicated news service is also in place for the FEI World Cup™ series. The news service for the four disciplines is ensured by specialized journalists who produce between ten and twenty press releases for each series. Similarly with the FEI World Equestrian Games press service, the FEI World Cup™ press service are sent out to specific distribution lists: 581 subscribers for Jumping; 445 for Dressage; 270 for Driving; and 385 for Eventing. The press releases for the Samsung Super League with FEI are sent out to 419 subscribers.

FEI Championships For the FEI Championships, we provided the organisers with various services, namely forewords by the FEI President; copies of the FEI Annual Report, FEI flags as well as publication of news and photographs from the event.

However, we are well aware that this service can still be greatly improved.

Interviews of the FEI President Excellent working relations were established between the FEI and the FEI President’s communication staff. Some ten interviews with major international media (South China Morning Post (HKG), Die Welt (GER), Folha de Sao Paolo (BRA), Frankfurter Allgemeine Zeitung (GER), ZDF TV (GER), WDR TV (GER), St Georg (GER), L’Eperon (FRA), Horse International) were coordinated. This level of media attention is unprecedented for the FEI. These interviews have in turn been very beneficial to establishing good relationships with the various media organisations and will be used as a basis to promote future FEI activities.

Enquiries from Media/Public Enquiries from the media and general public increased significantly, with an average of five every day.

Notes to the financial statements 1. These financial statements are subject to approval by the FEI General Assembly.

2. FEI receives in the year of the Olympic Summer Games a Contribution from the International Olympic Committee (IOC). It is considered that these proceeds, which are only received once every four years, represent a core financing of FEI both for the year of the Games and the succeeding three years.

The contribution is allocated initially to the IOC Contribution Fund. In the year of the Games, a unique amount is first credited to revenues from the Fund equal to the net costs incurred by FEI for its participation at the Games. The balance is credited to revenues in four equal annual amounts commencing in the year of the Games.

Any contributions received after the initial contribution are added to the balance of the Fund and also credited to revenue over the remaining years of the quadrenium.

3. Designated funds represent funds which require internal approval for their use.

4. Operating funds are those funds of the FEI that have not been designated for any particular purpose and that are freely available for the use of FEI. 5. The financial statements are audited by PriceWaterhouseCoopers, Lausanne, Switzerland.
