Dubai Metro: bringing in higher prices?

THE METRO EFFECT

The introduction of a new metro line in Dubai could mean house prices in the area begin to rise, according to one expert.

Dubai-based Investment Boutique, which monitors property prices, told the Khaleej Times that areas like Jumeirah Lakes Towers and Business Bay could see prices increase by ten per cent after the Red Line is launched in September. Safeena Rangooni-Lakdawala, head of research at Investment Boutique, said: “In cases around the world where a new metro system has been introduced, we have seen a premium on properties nearby the stations.” She added that although Dubai is not a city which depends much on public transport, the areas which are close to metro links will always be more desirable and will have higher prices as a result.

“IN CASES AROUND THE WORLD WHERE A NEW METRO SYSTEM HAS BEEN INTRODUCED, WE HAVE SEEN A PREMIUM ON PROPERTIES NEARBY THE STATIONS” More recently, pricing of the actual Metro fares which will be put in place at launch has been released - and they are at surprisingly low levels, which is further good news for anyone with property located in the vicinity of Metro stations. Fares will range from a minimum of AED 1.80 to a maximum AED 6.50

for a single journey. Prices for the more luxurious Gold Class tickets are moderately higher, with a range of AED 3.60 to AED 13, respectively. Furthermore, the fares will include travel on public road buses and water buses. This allows a passenger to continue his or her journey from the Metro to other modes of transportation without paying any additional fare. RENTING IN JUMEIRAH DISTRICT

So which areas are included in this Jumeirah district? The district stretches down the coast from the Burj Al Arab to the edge of Bur Dubai, taking in Umm Suqiem, Jumeirah, Satwa, Bada’a, Al Wasl, Safa and Manara. And what’s so good about it? There’s a tremendous diversity in terms of neighbourhoods. You’ve got the hustle of Satwa with its ever-popular, ever-bustling Dhiyafah Street and its cool new apartment blocks. Then there’s the park-side chic of the Safa district, the well-to-do villas and boutique-lined boulevard of the Jumeirah beach strip, and the amazing, Burj-dominated views of Umm Suquiem. But surely it can’t compete with the newer districts – Downtown Burj Dubai, Dubai Marina, JBR and so on? Perhaps not in terms of slick high rises. But if you’re looking for quality of life, walkable

streets and family-oriented accommodation with easy access to the beach then you’d be mad not to consider the area. You’ll also find that in place of mega malls and expensive hotel restaurants the district’s stacked with smaller, quirkier shopping centres like The Village Mall and Town Centre Mall, as well as brilliant independent restaurants cafés like the Lime Tree and Maria Bonita’s.

Can we expect the rents to continue falling in Dubai?

LIZ O’CONNOR We do not anticipate rents to move down much further, on average. We have noticed in certain areas that rents have stabilized after a recent, sharp decline. Although rents have fallen significantly since the beginning of 2009, the demand for specific, sought-after areas such as Dubai Marina, Emirates Living and Discovery Gardens has remained high due to those areas becoming much more affordable. Because of the current, sustained demand, we do not expect prices to fall further in those particular areas. With prices now at a more realistic level considering international markets, we believe that, overall, rents in the Emirates will stabilize and slowly grow, albeit at a much slower rate than previously. Upcoming project handovers are likely to prevent substantial rent increases in the medium term. There are still some areas in less attractive zones of the Emirates’ cities that will witness a further fall in rent prices, but it appears the popular districts and communities have seen the worst of a decline.

Q

There has been recent talk among residents and investors about Dubai’s property market bottoming out and stabilizing, with price hikes in some areas. Is the same trend being witnessed in the Abu Dhabi market?

A

LOSHINI LAWRENCE It’s certainly the case that the city of Abu Dhabi is still offering strong yields in terms of rental and sales overall. However, depending on location, we have seen prices start to slightly reduce. With the planned release of inventory in new / upcoming communities such as Al Reef Villas, prices are expected to soften as supply increases and demand is lessened due to higher volumes of stock. This will certainly create momentum in the market and stimulate more sales and leasing transactions. While current prices are still relatively on the high side, Abu Dhabi is a fairly young market and some of the trends as experienced in Dubai recently are yet to come; similarly, prices are expected to fall and then level out, once the market reaches a stage of maturity.

Claire and Dave Guppy moved to The Springs four and a half years ago and still live there, with their one-year-old son Henry - so what has made them stay?

What brought you to Dubai? (Claire) We moved here because my husband Dave got a job working with Showtime in Dubai Media City.

the villa and make a home of the place, and we didn’t want to have to move every year and have landlords changing the rents and so on.

How did you choose your neighbourhood? We moved here four and half years ago, the day after we were married, and we bought a villa straight away. We were quite early adopters of the whole expat buying thing, but we decided when we came here that it was a new start and so we’d just go for it.

You must have been among the first people into The Springs… We were the first people to move into our street, and when we were first loooking at villas in the neighbourhood, the street we’re now on hadn’t been built yet - they pointed our one out but we couldn’t get to it because of all the construction. Three or four weeks later it was sorted and we moved in.

And how has it worked out for you? We really like it, it’s been really good to own July 2009

What sort of amenities do you have in the area? There’s a ‘town centre’ area five minutes up the road, which is set up for the Springs and the Meadows and is great, we go there a lot. It’s very handy with Henry in tow, and it has a big Spinneys and a Shakespeare’s, which is good for breakfast on a Friday morning. It also has a gift shop and a sport shop… one of everything really. And what are the facilities like? In Springs 12 where we are, there’s a pool with a play area and a baby pool we can take Henry to.

Do you find the area sociable? Yeah, there’s a lot of families, and I know a lot of people in The Springs with kiddies. There’s a big lake you can walk around when the weather’s nice, you can look at the ducks and meet people. From where we are I can easily walk round to friends’ houses too. Classic Dubai question: what’s the traffic like? We’re at back end of The Springs, so we come out onto Al Khail road and it’s fine. It was a bit congested when first moved in but now all the big flyovers which were under construction are sorted and it’s no problem. There is some new construction going on in the middle of The Springs now, they’re digging up an area to create a through road – it’s a bit of a shame as we thought it was all finished and done. What downsides are there to the area? We used to live in London so I was used to being on a high street where I could walk to shops and restaurants and use public transport, and I miss not having to drive everywhere. But I think we are quite well positioned here – we’re more in the centre of things than people out at Arabian Ranches

“One of the nice things about The Springs is that it’s all villas and there are different sizes to suit different budgets” and all the activities we do with Henry are down this end of town - we do quite a few things in Jebel Ali, JBR, the Marina and the Mall of the Emirates. Is The Springs a good place to raise a family? Yes, definitely. There’s a lot of apartment living in Dubai, which isn’t as good for kids, and one of the nice things about The Springs is that it’s all villas and there are different sizes to suit different budgets. Add to that the fact that everyone has their own garden and that there are lots of nurseries and schools in the area. Is it true that residents in The Springs try to outdo each other with their gardens? There are lots of efforts made to boost community spirit and there are regular

organised activities, including best garden competitions. They also have community market days – it’s a bit like a car boot sale, you can turn up, have a stall and sell things while meeting your neighbours. What have you done with your garden? We’ve just kept it fairly simple, we’ve got a nice lawn and a couple of palm trees and some good outdoor furniture. A lot of pople put pools in their gardens but we decided not to as it wouldn’t be ideal with Henry around. The gardens are a nice size – they’re very manageable. Do you see yourself staying in The Springs for long? Yes I think so. When we moved here, we didn’t come with a fixed plan of how long we would stay, we’ve been here four and a half years, and we’re happy. We feel we’ve done well from the villa too – it’s still worth more than we bought it for . We were hoping when we bought it we’d make some money on it but it wasn’t our main motivation – we just wanted the security to stay as long as we liked plus we wanted to be paying into something rather than paying a landlord.

DISTRICTS AND DEVELOPMENTS Dubai is expanding at such a rate that it can be hard to keep on top of all the new developments. When driving around, you’ll often come upon some whole new neighbourhood you’ve never heard of before but which is proudly stocked with fleets of high rises and a booming new community. To help you target your property search as effectively as possible, we’ve split the city into 15 distinct districts (see p14 for map showing exactly how we’ve divided it up). the Palm. The Palm itself is set to be ringed by luxury homes on stilts alongside six high tech marinas. JEBEL ALI DISTRICT With the rising demand in Dubai’s real estate market, Jebel Ali has moved on from being a crucial port town to one of the most sought-after areas to live in the city. And the Downtown project is set to be one of the few truly pedestrian-centric areas of town, with its own low-emission public transport system, and a spread of entertainment, residential and business zones.

DUBAI MARINA

MEYDAN DISTRICT Envisioned as the world’s most iconic horseracing development, Meydan district includes Nad Al Sheba, best known for its racecourse and as the venue of the Dubai World Cup. It’s also home to Meydan City, which when completed will be a mixed use area with a long stretch of waterfront with berths and yachts. The Meydan District also encompasses Al Quoz, with its huge industrial zone. PALM DEIRA DISTRICT This district is focused exclusively on The Palm July 2009

Deira, the largest of the three Palm Islands, set to be finished by 2015, and equipped with over 40 separate ‘fronds’, all stocked with homes, malls and marinas. A Festival Waterfront Centre and Festival Power Centre form the crux of this community, with the star attraction being the ‘Canal Walk’ that provides waterside dining along two levels of terraced walkway. INTERNATIONAL CITY DISTRICT The multi-countrythemed International City features the architectural styles of Italy, Spain, Morocco, Persia, Greece, China, Indonesia, England, Thailand and Russia and is made up of 6 main areas: The Central District, Dubai Design Centre, The Dragon Mart, The Residential District, Lakes District, and the Forbidden City. MARINA EMIRATES LIVING DISTRICT At the heart of this district is Dubai Marina, with over 200 towers, including such beauties as 23 Marina and Infinity Tower. Then there’s gated community of Emirates Hills, the Beverly Hills of Dubai, with its lush landscaping and worldclass Montgomerie golf course. You’ll also find The Meadows, The Lakes, The Greens, and The Springs, all prestigious, central districts with a range of high quality apartments, malls and community centres. THOMAS LUNDGREN Lighting is an excellent way to transform the look of one’s flat. It can also be fun, giving your room an added dimension! Bring life into your home by experimenting with uplights, including down-lights in glass cabinets and introducing ornate decorative lamps. Create different moods by highlighting your favourite pieces, or even a sculpture, with various colours and shades. To produce that ‘WOW’ factor in a room, why not hang a chic chandelier over your dining table, a delicate pendant lamp over a low coffee table or make a sparkling statement with a room divider that has radiant lights? And remember, a good light setting is really important to create the right atmosphere and feeling of comfort, but functionality as well as flexibility should be considered before making a final choice.

I have recently purchased a big villa on The Palm Jumeirah and I am looking for a statement piece for my living room - do you have any suggestions?

GAYATRI DONGRE We have designed many villas on Palm Jumeirah and we feel that the best canvas you have there is the sea view, so I would think of a palette of white and aquamarine. WHERE THERE’S A WILL... Darrell Storey, Director of Expat Wills (04 407 0876), give us the lowdown on inheritance in the UAE… Why do expats need wills in the UAE? There’s a unique situation in this country when it comes to wills. In my UK practice when we had people with assets in different countries, we would recommend ‘local’ wills for them according to the laws in those countries. But a local will in the UAE, in our opinion, implies that you wish Islamic Inheritance Law or Shariah to apply. In Dubai if you die, any assets in your name solely or owned jointly are frozen until the Shariah Courts make their judgement. That includes bank accounts, property, cars, death in service benefits and gratuities. These and other assets may not end up going to the people you want them to. So what do I need to do? Firstly, if you are non-Muslim, in our opinion, you should have a will made up under the laws of your home country. Expat Wills can do this for the majority of nationals and include the relevant clauses that will help your situation in the UAE. If you’re a Muslim you don’t have an option – Islamic Inheritance Law will definitely apply but you can make a Muslim will via the many lawyers in the UAE who offer this facility. In addition the use of Offshore Banking and Offshore Company Setups are also an option but need to be discussed in more detail: Expat Wills are happy to provide advice in these areas via their network of professionals in the UAE. And if I have a will made under the law of my home country, does that mean I’m covered? Not necessarily – it’s all based upon the decisions

of individual Court Judges. In 2005 a Civil Code under Personal Affairs Law number 28 stated that foreigners could ‘opt for their own home country laws to apply to their assets in the UAE’. But the law didn’t make clear whether it applied to movable or immovable assets and as such created a ‘grey area’. In your will you can include this clause but there is no guarantee that the Courts will accept this, however without a will we feel there is a guarantee they will impose Islamic Inheritance Law as is their right to do so. And how much is a will going to cost me? A joint will drawn up by Expat Wills currently costs AED 3,520 and a single will AED 2,200. Our price includes instruction, consultation, drafting, main documents and copies. We give professional advice before, during and after - it’s an all-inclusive package with no hidden addons. Contrary to popular belief there is no legal requirement, until death has occurred, to attest, notarize and translate Wills in the UAE. How long does it take? One of our Will Consultants will visit you at home or your place of work. Instruction takes an hour or so then we then put it into draft form in three to four days. If amendments are required they are completed and once the final draft Will is approved your main documents are ready for signing and witnessing in around three days – so from initial meeting to completed documents it could be as little as eight working days.
