SIGNS OF A BOTTOM? While we’re not ready to call a market bottom just yet, there was a bit of interesting news this month. Based on evidence from several of our consultants and a couple contacts in other real estate agencies, property prices in The Springs increased in May. Most notably, 2 bedroom villas are selling around AED 1.2m, whereas in April the same villas were selling at AED 1m. While indeed the summer may push prices lower, certain communities seem to have stopped decreasing in price.

RESIDENTIAL RULES Taking stock of the new six-month visa law
One of the biggest pieces of recent news was the announcement and confirmation of the new Dubai residency visa law. This law replaces the rumours and speculation about property developers providing visas – an issue which caused significant confusion in the past. While the new law was generally welcomed, many have wanted further details. So let’s start at the beginning. In essence, the new visa law enables buyers of property valued over AED 1 million to obtain a 6-month residency visa. If the property is valued below AED 1 million at the time of purchase, the owner can apply for the visa only when the value has increased above this minimum. The visa can be renewed every six months, so long as the owner has a minimum income of AED 10,000. In order to renew, the owner must leave the UAE and return. The visa does not give the owner of the property the right to work in the country. As such, the requirement of AED 10,000 as a salary condition would be an obstacle in the event an investor loses a job and cannot prove his wages to avail himself of this visa.
The visa will ease travel for investors from India, Pakistan, Iran and Russia, who had faced tighter visit visa rules in the past. Now they will be able to visit frequently to manage their properties. However, those who want to buy property here or have already purchased property in the UAE often want to stay here longer than six months at a time. Leaving the country just to come back is understandably seen as an inconvenience for some investors. Some owners plan to own property for 20 to 30 years, so six months’ permission to stay may be seen as being inadequate. We expect the visa to encourage foreign investment into the nation’s real estate sector but the visa might ideally have had a longer time frame and no restriction of being tied to a property value. This is a step in the right direction but may not be far enough to fully allay investors’ concerns. THE SPRINGS
So what makes The Springs so special? One of the things that people love about The Springs is that it is completely finished so you aren’t living on a building site. It also has a great community feel so is ideal for families. Really, how so? It is a gated villa community offering three, four and five bedroom homes. The lush green walkways and fountains give it a relaxed atmosphere and there are plenty of communal areas to walk around in. What is it close to? Its location is fantastic – it is in the Emirates Living Community which means it is right beside Emirates Hills, The Lakes and The Meadows. It’s also really close to Sheikh Zayed Road and just minutes by car from the Mall of the Emirates. What other amenities are in The Springs? There is plenty, including swimming pools,
gyms, spas and parks. There are also nurseries and community centres which help with the family feel. The grassy areas are great for kids to play on safely and a nice change from sand!

Better Homes seems to be running a lot of the Open House concepts at weekends; how is this being absorbed in the market and what is the fuss all about?

KOSTA GIANNOPOULOS Open Houses are an American-inspired method of selling residential property, and this concept has been well received in the UAE to date. Better Homes was one of the first real estate companies to adopt this method of marketing specifically-chosen units, and interest has grown since the start of the year. Open Houses are simple way of giving buyers and tenants (Better Homes adapted it for leasing as well as sales) an opportunity to look, feel and ‘experience’ units on offer, in the flesh, rather than just on an advert, website or in a magazine. The market recently shifted in the UAE to a buyers’ (or tenants’) market, where end users are making emotional decisions when it comes to buying or renting property. Open Houses provide a platform to assist an emotional decision, where interested parties can view a unit and experience what is has to offer. Better Homes witnessed a positive response to single unit Open Houses, but observed the most interest with Open Days at buildings in chosen communities. For example, a recent leasing Open Day at Discovery Gardens saw huge success; with over 1,000 call-ins to our customer care team by clients and over 50 deposits received from
Now that the Dubai economy has shown its first set of positive signs, what can we expect to see happening with sales over the coming months?

LIZ O’CONNOR The DFM index has recently shown some positive movement, setting off some of the first signs of investor confidence returning to the local economy. With that, confidence is also slightly increasing across all industries in the city, including the local real estate industry. HSBC recently suggested a ‘bottoming out’ of the real estate industry in Dubai and some banks have started to advertise mortgages. All of these factors show a genuine shift from a severe market downturn to potential market stabilisation. If the market has ‘bottomed out’ as HSBC suggested, the current period makes it the best time to invest in a UAE property. If mortgage lending becomes more flexible over the coming months, with Loan to Value rates increasing back to 80%+, we expect to see a steady increase in sales transactions. Once this occurs, a slow but steady increase in prices should occur, but for all this to happen, we must see an increase in lending, and more options of flexibility by banks to buyers.

WE LOVE THIS PLACE…
OLD TOWN
Anne and Ralph Young tell us why they enjoy living in the Old Town area of Downtown Burj Dubai, and why it’s a great place to raise kids.
So what brought you over to Dubai? Ralph was already working for McKinsey & Company in Europe, when he applied for, and was awarded the regional IT Manager position in Dubai in 2007. So the job was the primary reason for the move. But we also wanted to get away from the cold and rain in the UK so we decided to move down here. Why did you choose to move in to the Old Town development? Well, we knew it was lovely and we really liked the old, traditional Arabic style of the place. It’s low rise, which is great because it means we can have a garden without needing a whole villa. It’s also closer to June 2009
Ralph’s work so its quicker for him. Prices had also started to come down so we decided to make our move. Do you find the area sociable? I’m at home most of the time, but we’ve joined a play group for our baby. So I’d say yes, we’ve met people and made friends that share the same point of view as us, which is really nice. What about nurseries or daycare for your baby? Yes, our baby goes part time to the Cello Kids Club at Al Manzil here in Old Town. There’s a lovely Australian lady there who is really nice.
How do you find the traffic around the area? It doesn’t really affect us much. Ralph rides his bicycle to work and traffic’s not a problem then. I wouldn’t drive during peak hours either if I have somewhere to go. But during rush hour, traffic around areas like Defence Roundabout is to be expected. What kind of amenities are there in the area? Old Town is really wonderful, there are parks dotted all around the place and there’s a lovely swimming pool that we always go to. It’s all very nice. The Dubai Mall is right on our doorstep as well.

Is it a good place to raise a family? Yes, absolutely it is, which is one of the reasons we like it so much. We used to live on Sheikh Zayed Road and it used to feel so industrial and would always be so noisy. But the Old Town is very open and spacious and there’s a lot to do outdoors so it’s great for kids. Are there enough places nearby in Downtown Burj Dubai for shopping or a night out? We live just five minutes away from Dubai Mall so we go there a lot when we need to shop for groceries or just need some retail therapy. We also go to Souk Al Bahar a lot, as well as the waterfront; there are a few places there we quite enjoy. The Dubai Festival City is also really close now because of all the new roads that are now ready. It takes us only 15 minutes to get there by car so it’s very convenient. So which is your favourite room in the house? The kitchen. I love to cook, although I have no

We love entertaining more than cooking, really. We frequently have barbeques in the garden outside and have people over for lunch or dinner. So it’s really the entertaining that we enjoy rather than the actual cooking. Are you renting the apartment or did you buy it? We’re renting. We’re not looking to buy right now, although we might consider it in the future if we plan on staying for longer than five to ten years.

5 OF THE BEST… ATTRACTIONS AT DOWNTOWN BURJ DUBAI DUBAI MALL Tne enormous Dubai Mall has every shop and boutiqe you could possibly want and boasts department stores like Debenhams and the upcoming Bloomingdale’s, alongside attractions like the Dubai Aquarium and an Olympic size ice rink. SOUK AL BAHAR Souk Al Bahar, with its Olde Arabian architecture, has a mix of over 100 stores and restaurants lining the waterfront promenade, and offers a front row view of the Dubai Fountain. THE ADDRESS The Address is Dubai’s newest addition to luxury hotels and boasts a fantastic Chinese restaurant, Hukama. DUBAI FOUNTAIN The recently-opened Dubai Fountain is the world’s largest musical fountain, shooting water 150m into the air, illuminated by over 6,000 lights. THE PALACE HOTEL The Palace is home to Asado, an excellent Argentinian restaurant and Thiptara, a top Thai spot.

DISTRICTS AND DEVELOPMENTS Dubai is expanding at such a rate that it can be hard to keep on top of all the new developments. When driving around, you’ll often come upon some whole new neighbourhood you’ve never heard of before but which is proudly stocked with fleets of high rises and a booming new community. Also located in the Dubailand District is Dubai Motor City, home to Dubai Autodrome. entertainment development. DFC promises extraordinary waterfront living: on completion, this resort will house 550 shops and 90 restaurants. A Festival Waterfront Centre and Festival Power Centre form the crux of this community, with the star attraction being the ‘Canal Walk’ that provides waterside dining along two levels of terraced walkway. INTERNATIONAL CITY DISTRICT The multi-countrythemed International City features the architectural styles of Italy, Spain, Morocco, Persia, Greece, China, Indonesia, England, Thailand and Russia and is made up of 6 main areas: The Central District, Dubai Design Centre, The Dragon Mart, The Residential District, Lakes District, and the Forbidden City. Also within this district is Dubai Academic City,

Finally there is Downtown Burj Dubai, a seriously prestigious neighbourhood built around Burj Dubai, the world’s tallest tower and featuring around 30,000 houses, nine hotels, parkland area, 19 residential towers, the Dubai Mall and the Burj Lake.
MARINA EMIRATES LIVING DISTRICT At the heart of this district is Dubai Marina, with over 200 towers, including such beauties as 23 Marina and Infinity Tower. Then there’s gated community of Emirates Hills, the Beverly Hills of Dubai, with its lush landscaping and worldclass Montgomerie golf course. You’ll also find The Meadows, The Lakes, The Greens, and The Springs, all prestigious, central districts with a range of high quality apartments, malls and community centres. Another standout is Discovery Gardens, a 420,000 square metre development with multi-sized apartments amid exotic desert blooms. MY FAVOURITE ROOM
ANNE YOUNG 1 My husband Ralph is a keen photographer so I got him this antique camera from India for his birthday. It’s from circa 1950 and is still in working order, but getting the film for it is quite a problem. 2 The coffee pot is another antique, it’s about 180 years old. I bought it from a souk during a trip to Oman and I’m still trying to have it restored because it’s got a few burn marks on it. 3 We bought this poetjie - which is a South African for one pot dish - from the Organic Foods and Café store at the Dubai Mall. My husband is South African so he knows how to use it. It’s a slow cooking pot you put your meat in there and then let it stew all day. 4 . We bought this tea set during a trip to India. I don’t know how old it is, but the silver plating had worn away so I had it restored.

Islands are fantastic for providing extra food preparation space and if you opt for a built-in one it will add value to your house. The addition of facilities such as a sink and power outlets will also prove incredibly useful. If you are concerned that it will still take up a lot of space then opt for a moveable island, which will come in useful when entertaining outside: just tuck it away when you want extra space.
If you are feeling adventurous then go for a kitchen with a statement colour. By painting even just one wall a bright colour you will create a focal point in the room. Co-ordinate your accesories around this wall but be sure not to over do it. Small touches like interesting lighting can change the look of a room and it helps to have the option of softer lighting to use when you are entertaining. Your choice of flooring should be considered - although tiles are practical in that they can be easily washed they can be uninviting. Wood is a good option but be sure to get a protective coating on it.

The future sixth formers on why they’ve signed up for IB and the new sixth form… Jordan Bostock I have been at the school since it started and love the fact that it’s a community. The teachers treat you like an adult and have a great relationship with the students. After I heard about the IB I decided that it was a better option than A-Levels for me as it is more educationally balanced. Sarah Walling I feel settled at JESS and think it’ll be easier to continue my studies there. The teachers have already taught me and know my strengths and weaknesses so I can get the best help, and they also sought student opinion before setting up the sixth form, so we’ve all had an input in it. How long does it typically take to build a pool? It depends, really. We build concrete pools, so there are different shapes and sizes. Realistically, it takes between 12 and 20 weeks, depending on basic design or variations. It also takes four to six weeks of planning and approval, prior to the actual construction. What about the cost of construction? Depending on the size and shape and location, it can cost anywhere between AED40,000 and AED400,000. A pool at the Emirates Hills will usually cost between AED200,000 and AED400,000, while at the Springs it could cost from AED40,000 to AED120,000. We've even built a pool for AED1,000,000.

We construct concrete pools, as opposed to fiberglass, which means you can have any shape, size or depth you want. The choice of tiles and patterns is also up to you. How much do general maintenance and upkeep cost for the pools? Depending on the size, we usually charge AED400 per month for twice-weekly visits which include chemical checks and cleaning. While twice a week is not really necessary, it is recommended, depending on how often you use the pool.
Do the pools come with a warranty? It depends again, based on the manufacturing materials used, but most places usually offer
