JUMEIRAH VILLAGE

So where is this Jumeirah Village? Is it in Jumeirah? Nope, it’s round the back of the Springs 10, just on the intersection of Emirates and Al Khail road. And why the ‘Village’ tag? Because though it’s enormous – over 800 hectares – it’s set to be filled with community centres, schools and facilities to give it a villagey feel. What sort of buildings does it have? A mixture of residential and commercial, alongside restaurants and stores. Is it ready to move into now? Not all of it, but over 500 units have been handed over already and another 200 are being handed over each month. What sort of properties can I get hold of? There are currently some lovely Jumeirah

Are rental prices stabilizing after the sharp decline in the first two quarters of 2009? Will they rise soon? KOSTA GIANNOPOULOS I do not expect to see increases in rental prices for the time being. Whilst the rate of decline in achievable rents has slowed substantially I suspect there will be continued downward pressure on rents particularly in areas such as JLT, Marina, TECOM and even Downtown for the foreseeable future due to the supply of affordable apartments entering the market and the reduced demand.

Do you expect to see a presence of more brokers and fewer developers at Cityscape this year? Do you think new projects will be announced? And do you think we can expect an update on the alleged merger between the top Dubai developers? LIZ O’CONNER There is of course no question that this year’s Cityscape will have a very different feel to the past few years and it may be one of the most interesting in Dubai’s history, with many visitors looking to observe the current state of the real estate market in Dubai. We definitely expect to see fewer developers and more brokers attending and exhibiting at the event. I also believe that there will be a reduction of international developers as many companies have had to cut their costs significantly. In many ways it may mean that there is more reality to what is being offered in terms of product. We do not expect many new projects to be announced; we believe Cityscape 2009 will focus on existing projects being handed over at the end of the year and in 2010. Revisions of earlier planned projects may also be clarified. Cityscape would also be a prime time for an update on any merger between top developers; it would be interesting to know if this will impact progress on projects like Waterfront, Palm Deira and Dubailand.

I’m looking to invest in a property in Dubai - but what key steps do I need to take to protect my investment? JOHN HANAFIN There are two key elements to look at here: inheritance, and protection from creditors. Laws in the UAE are not the same as in the UK or EU, in particular with regard to inheritance. When a foreigner who owns UAE real estate passes away, the laws of the owner’s home country should apply. There have however been cases where Sharia law has been considered. Under Sharia law, upon death of a property owner, the property is generally passed on as per Sharia heirship laws. This may be done in a manner contrary to the wishes of the non-Muslim deceased. A property owned by an offshore company would not be subject to Sharia law in relation to the distribution of assets, as the shares can be bequeathed under ‘western’ laws, as per the country of incorporation of the company. This is of course because a company has perputual existance and does not die. Shares can be distributed in accordance with the usual rules concerning succession in the place of the deceased shareholder’s domicile or will. This is a very simple and cheap solution, that will, if nothing else, provide reassurance to a family. It is possible to transfer your property currently existing under your personal name, to a company, without any transfer fees. Concerning creditors, your offshore company shares will provide an immediate hurdle to any pusuing creditors. Necessary court orders from the relevant jurisdiction would be required for the first step. For advanced creditor protection, one should consider tranferring shares in the company to an asset protection trust. Not only does this provide enhanced protection, it also allows for suitable future estate planning, and the avoidance of probate altogether. This type of structure is particularly suitable for those involved in business with the potential risk of litigation. Choice of jurisdiction for both company and trust is paramount. In short, owning property through a company is not only cheap, but is a very effective structure for asset protection.

Julia Dempster is the M.D. of interior design company Interior Motives (interiormotivesdubai.org) and loves the Palm so much that she has bought and sold four properties there. She invited us inside her beautiful home, where she lives with her son Miro, and told us what’s so great about Frond life.

Why did you come to Dubai in the first place? I’ve been here for 13 years, and during this time I have worked on many prestigious projects both in the UAE and worldwide. Seven years ago I set up Interior Motives, almost by default, due to demand for my interior design services– it wasn’t something I planned but as it turned out, I was here at exactly the right time. So what are you working on at the moment? We have worked on projects in the Seychelles, Mauritius, Azerbaijan and more recently have been working on projects in Nigeria, Ghana and India. We’ve just completed two hotels on Yas Island (Rotana Hotel and Staybridge Suites) and the Fairmont Bab Al Bahr in Abu Dhabi. We are one of the few companies based in Dubai that does more work outside the UAE than in it. And what initially drew you to buying a place on the Palm? I bought my first property on the Palm through Better Homes three and a half years ago, and then I ended up buying three additional properties. They are such a good investment – The Palm is a unique project, you can go anywhere in the world and mention it and everyone’s heard of it. Places like Emirates Hills are amazing but they just don’t have that same recognition. Where else can you get waterfront property in such close proximity to the city, shopping malls and the airport? So tell us – what’s it like on the 8th wonder of the world? I absolutely love living on The Palm, the quality of life is just superb, and that’s one of the reasons I came to Dubai. My son Miro is outside every single day on our private beach, making sandcastles, and we regularly go out in our kayak together. Do you find the area sociable? Don’t you feel a bit isolated? developments there is never a problem with traffic in the mornings so it’s not like you feel trapped on the island. The Palm is really so close to everything and we are fortunate to have great facilities including restaurants and bars, and I throw dinner parties for family and friends regularly at my villa - it is a great place to entertain! Where do you like to go out for dinner on The Palm? The Palm has several good dining options including Veda Pavilion which is Asian inspired, Cabana which is South American/ Caribbean, Barca Club which is the signature restaurant and, and Bidi Bondi which is excellent for a casual meal - they do great fish and chips. We tend to go to Nobu at Atlantis quite a lot, as well as Ronda Locatelli. And what’s missing from The Palm, in your opinion? It would be ideal to have a large supermarket and a wider variety of shops. I used to live in Arabian Ranches and it had great facilities, playgrounds and a real sense of community, partly created by the community clubhouse. On the Palm we have the smaller shops such as Costa Coffee, Baskin Robbins, Champion Dry Cleaners, Marina Pharmacy and Tips & Toe, but we’re missing out on a really big supermarket.

How did you set about the interior design of your own villa? I had sold my property at Arabian Ranches to a family who purchased it with everything in it apart from my personal effects they ended up taking all the furniture. So when I moved in to my current villa on The Palm, having rented out my other properties, I arrived with just my son’s cot, and slept on a duvet on the floor in the master bedroom. I had to source furniture and household items that were locally available and in stock, which is completely the opposite to how we would normally undertake projects – I would create detailed furniture layouts and concept design boards - however on this project time was of the essence as I urgently needed things to sit and sleep on!

And which are your favourite brands when it comes to interior design? I love Andrew Martin, B+B Italia and Maxalto. I would also recommend Flamant Interiors for shabby chic.

DISTRICTS AND DEVELOPMENTS

To help you target your property search as effectively as possible, we’ve split the city into 15 distinct districts (see p12 for map showing exactly how we’ve divided it up). MEYDAN DISTRICT Meydan district includes Nad Al Sheba, best known for its racecourse and as the venue of the Dubai World Cup. It’s also home to Meydan City, which when completed will be a mixed use area with a long stretch of waterfront with berths and yachts. The Meydan District also encompasses Al Quoz industrial zone. PALM DEIRA DISTRICT This district is focused exclusively on The Palm Deira, the largest of the three Palm Islands, set to be finished by 2015, and equipped with over 40 separate ‘fronds’, all stocked with homes, malls and marinas. PALM JUMEIRAH DISTRICT The Palm Jumeirah, currently the world’s largest man-made island, is surrounded by a vast breakwater barrier, and kitted out with an artificial reef. Just nearby is The World, 300 island clusters in the shape of the world, and divided into four categories private homes, estate homes, dream resorts, and community islands. WATERFRONT DISTRICT The Waterfront District features Dubai Waterfront and The Palm Jebel Ali. A conglomeration of canals and artificial October 2009

islands, Dubai Waterfront is shaped in an arc and will produce a shelter around the Palm. The Palm itself is set to be ringed by luxury homes on stilts alongside six high-tech marinas. JEBEL ALI DISTRICT The Downtown project is set to be one of the few truly pedestrian-centric areas of town, with its own low-emission public transport system, plus entertainment, residential and business zones. JUMEIRAH DISTRICT This coastal residential area is one of the more expensive and exclusive areas in Dubai and is filled with quiet roads of attractive old villas. This district includes areas such as Al Wasl, Badaa, Manara, Safa, Satwa, and Umm Suqeim. DUBAILAND DISTRICT This district is huge. Its principal claim to fame is that it’s home to Dubailand, 3 billion square feet of theme parks, shopping malls and hotels. It also includes City of Arabia, all 20 million square feet of it, which is set to be the main residential and retail centre at the heart of Dubailand. Then there’s Bawadi, a 100 billion dollar project hosting 31 theme-based hotels. And nearby is Falcon City of Wonders, a falcon-shaped city containing life-size replicas

of the Seven Wonders of the World, housing chic apartments and villas. Also here is Dubai Motor City, home to Dubai Autodrome. Then there are some top residential developments including the equestrian-themed desert community Arabian Ranches, the lush and tranquil Green Community and Jumeirah Golf Estates, built around four themed golf courses. Dubai Sports City, meanwhile, is set to be home to residential properties and cricket and tennis academies.

Finally there is Downtown Burj Dubai, a prestigious neighbourhood built around Burj Dubai, the world’s tallest tower and featuring around 30,000 houses, nine hotels, parkland area, 19 residential towers, the Dubai Mall and the Burj Lake.

COMMERCIAL Office Retail Industrial Investment

While commercial leasing rates have fallen everywhere in Dubai, some locations have been significantly harder hit than others. From peak levels, several communities have fallen in rental prices by 55-65%. Among these victims, International City has fallen over 50% (current prices are around AED 40 psf), Deira and Garhoud have fallen 55% (priced now at AED 80-90 psf) and Dubai Silicon Oasis has fallen 65% (now around AED 60 psf). Those areas which have been most resilient to the declines are Trade Centre, Jumeirah, and Mirdif, having fallen by only 15-20% from their peaks in 2008. Trade Centre is currently priced at AED 180210 psf, Jumeirah between AED 160-200 psf, and Mirdif between AED 180-210 psf.

We love the design of this canny little speaker set: drop in your iPod and you can use the remote control to flick through your tunes. This silver-rimmed number was created for use alongside Apple computers – keep it permanently plugged in and you can upload from iTunes with ease. The only slight negative point is that you can’t alter the treble and bass levels – but it’s only a minor downside to an otherwise excellent product.

This sleek dock is kitted out with something known as ‘MictroTractrix Horn-Loaded Tweeters.’ Tweeters we can cope with but the rest is Greek to us. Still, whatever technoinnards this Klipsch gizmo is packing they seem to be working well – the sound is superb. I need some inspiration for creating a warm and welcoming family room – where do I start? This space should reflect your personality and lifestyle and be functional. There are no trends or rules that need to be followed, the point is to create a space that’s comfortable for you and your family, as this room is the key ‘meeting point’ of the whole house. Add accessories that reflect your style, whether it’s a colourful painting or a series of nicely framed family photographs. Curtains are very important. There is a huge choice of fabrics and styles available on the market - my advice is to keep it simple. You don’t need heavy blackout curtains in your living room - if you have a good view, don’t cover it, allow it to be a part of your room, and allow light in the room. One more very important thing is the fabrics and carpets you use in your living room. As a place where you and your family will sit together, it has to be damage-resistant. White sofas are a great neutral choice although it’s probably best to avoid them if you have small kids or pets. Always ask salespeople in furniture showrooms to give you advice on how to treat the fabrics and carpets, before you purchase them. Play with the fabrics and colours, and don’t be afraid to experiment. There is no rule saying you can’t put together different patterns. The room will achieve its warmth only when you feel comfortable in it. My last piece of advice is to keep it simple and don’t try to put in too many items at once. Leave some empty spaces for decorative elements that you might find later, maybe during holidays. Catalogue rooms look beautiful on the pages but they’re hard to live in. Make sure that your room makes your life easy and pleasant – and most of all, have fun doing it.
