Stop Heathrow’s expansion by stealth Noise from Heathrow has blighted all of our lives for far too long and, despite the recent High Court victory, will increase with the loss of the ‘Cranford Agreement’. Labour remain determined to add a third runway at Heathrow. To make matters even worse, they are scrapping the 1952 Cranford Agreement that protects residents east of the runway from excessive noise. The noise impact of this change is imminent.

Left to right: Lib Dem Cllr Andrew Dakers, Cllr Munira Wilson, Cllr Stephen Knight and Former Deputy Assistant Commissioner Brian Paddick.

So what’s the solution? Local Liberal Democrat councillor and prospective MP Andrew Dakers has proposed to Hounslow Council that they should work with other local authorities to use their powers under the 1972 Local Government Act to put a Private Bill before Parliament to bring back

the Cranford Agreement as primary legislation. ÜFind out more about the Liberal Democrats’ proposals for preventing further expansion of Heathrow and its excessive noise pollution, by visiting http://tinyurl.com/ CranfordAgreement Bill where you’ll find detailed information. You can also sign a petition to stop any further expansion of Heathrow on page 4.

“[Of the prospective MPs] Andrew Dakers best articulated what is at stake... and reminded Hounslow that Heathrow must not be a NIMBY issue, but that we must [also remember the] more devastating contribution of aviation towards climate change” Greenpeace West London blog

The Lib Dem difference: four steps to a fairer Britain

1. Fairer taxes that put money back in your pocket Pay no tax on the first £10,000 you earn – cutting most tax bills by £700 2. A fair chance for every child Smaller class sizes, more cash for schools and abolish university tuition fees 3. A fair future: create jobs by making Britain greener Invest in public transport, renewable energy and energy-efficient homes 4. A fair deal for you from the politicians Make politicians accountable and give you the right to sack corrupt MPs.

Change that works for you

A record A PROMISE of action OF MORE... Andrew has campaigned locally since 2000 and since his election as a councillor in 2006 has stepped up his efforts on a range of key local issues: þ Climate change Andrew successfully challenged the Council to establish a £1m climate change investment fund and

successfully challenged the Council to sign up to the 10:10 campaign pledge to reduce its CO2 emissions by 10% in 2010 þ Schools expansion Andrew supported local amenity groups that for many years were highlighting the pressure population growth would put on primary and secondary schools – eventually the Council listened and has started to put an expansion programme in place

Regenerate Hounslow Town Centre

For the past four years Andrew has chaired the Brentford High Street Steering Group. This has delivered improvements in parking, Christmas lights and better signage. Work is now beginning on a new masterplanning process. Ü http://tinyurl.com/ TownCentreRegeneration

þ Housing crisis Andrew suggested that the Council make the Locata housing allocation system easier to use by introducing ‘auto-bidding’ – he is still pushing for the Council to implement its promised pilot

þ Sustainable urban development Andrew led drives for further design and environmental sustainability improvements to a number of major developments across the constituency – and established awardwinning Brentford High Street Steering Group to fight the decline of the town centre and catalyse regeneration þ Responsible investment Andrew set out detailed proposals, now broadly adopted by the Council’s pension fund, to raise the responsible investment practices of the authority’s multi-million pound pension fund assets

While Hounslow Council procrastinates Andrew has edited a detailed report setting out how the renovations of Gunnersbury Park, local history museum and mansions could be completed by borrowing the £8.2m Hounslow must invest and repaying the loan over 25 years. GUNNERSBURY

þ Health services Andrew queried the carryover of debt from the previous health authority and scrutinised dubious procedures around the retendering of counselling services

þ Historic buildings Andrew demanded action at Gunnersbury and Boston Manor Parks – and has now put detailed proposals before the Council setting out how to fund the Gunnersbury regeneration without building on the corner of the park

If you want things to be different, really different, choose the candidate and party that are able to make real change happen – Andrew Dakers and the Liberal Democrats. If we’re brave enough to make a fresh start, there is hope for a different future, a different way of doing things in Hounslow and across the nation.

Opposing war in Iraq and Afghanistan There were no WMDs and inspectors were denied time to finish their job. The war, opposed by LibDem former leader Charles Kennedy since the start, has cost thousands of lives on all sides, and the British taxpayer has had to foot a bill for over £4.5billion so far. In 2009 Andrew endorsed calls at a national level for British troops to be withdrawn from Afghanistan. He’ll speak up for a different approach to deliver Middle East
