A CLOSER LOOK GHP continues to exceed jobs and capital investment goals. In 2012, with support from the Opportunity Houston initiative, GHP assisted the region in creating 27,333 jobs and generating $2.588 billion in capital investment.
JOB CREATION Through Opportunity Houston, GHP attained 105 percent of its job creation/ retention goal in 2012 - equivalent to 27,333 jobs. The largest contributor to the goal was the energy industry, responsible for 2,910 direct new jobs, 2,094 direct retained jobs, and 7,009 indirect jobs1 - a total of 12,013 jobs. The second highest job creator was the manufacturing industry, creating 1,261 new jobs, 1,966 retained jobs, and 6,906 indirect jobs1 (totaling 10,133).
PROJECTS BY INDUSTRY GHP announced 28 projects in 2012. These projects fell into eight industry clusters of which manufacturing represented the largest number followed by energy. GHP facilitated expansion of three headquarters operations in 2012, including Schlumberger, TMK IPSCO and Waste Connections, Inc.
PROJECT PIPELINE Approximately 3,370 leads were added to the pipeline in 2012 exceeding the annual goal by 43 percent. GHP is also working with 93 qualified leads and 35 prospects, which have short listed the Houston region for a possible project.

FOREIGN DIRECT INVESTMENT GHP organized or participated in investment missions to Brazil, Germany, Vietnam and China, generating 126 suspects or potential investors. Two international companies announced plans to expand in the Houston region: TWMA, a UK oil & gas waste management solutions company: up to 300 jobs in 36 months and an initial capital investment of $7.5 million; Oxiteno, a Brazilian chemical company: 137 jobs and $15 million in capital investment.

SITE CONSULTANTS Site location specialists continue to be a key audience for GHP, consistently bringing more than 50 percent of all project opportunities. The Opportunity Houston program facilitated the cultivation of its location advisor network at activities in Houston, Los Angeles, Chicago and New York.
CHICAGO LUNCHEON WITH “TOP” IRON CHEF Opportunity Houston, along with the City of Houston and State of Texas, hosted a luncheon in Chicago with celebrity “Top Chef” and native Houstonian, Sarah Grueneberg to promote the Houston region. Consultants from Deloitte, Ernst & Young, Grubb & Ellis, Grant Thornton, Jones Lang LaSalle, Tru Partners Consulting, CenterPoint Properties, Szatan & Associates and Gordon MacAdam Real Estate Services attended the exclusive event. As a result of the luncheon, GHP is currently working on a relocation project with the potential for creating 55 new jobs and $3.3 million in capital investment for the region.
U.S. OPEN IN NEW YORK As a member of the states’ economic development initiative, TexasOne, GHP joined this business recruitment mission and signature site selector event at the U.S. Open. GHP representatives met with consultants from Biggins Lacy Shapiro, Cushman & Wakefield, Ernst & Young and Wadley-Donovan-Gutshaw Consulting.
INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL ANNUAL CONFERENCE Houston was host to more than 20 site consultants from around the globe at this annual economic professionals conference. Opportunity Houston sponsored the annual Site Consultants Forum during the conference and hosted a dinner for several location advisors. In promotion of the event, GHP employed the Opportunity Houston program to promote tours of the Houston region to conference attendees by producing a short video featuring Galveston’s Pier, the Texas Medical Center, Downtown Houston, Sealy, University of Houston’s Energy Research Park and Kemah.

STATE OF THE ART TOOLS An essential element of the Opportunity Houston program is to provide the Houston region with marketing and lead generation tools to attract and retain jobs and investment. By investing in state of the art research and marketing tools, Opportunity Houston provides GHP’s economic development team the ability to more effectively obtain and transfer valuable site and demographic related data to prospects.
DIGITAL AMBASSADORS The program, launched in 2010, optimizes the social media forum by recruiting and engaging local Houston spokespersons to spread positive stories about the region through social mediums such as LinkedIn, Twitter, Facebook and blogs. In 2012, we enhanced the Houston region’s profile by growing the GHP Digital Ambassadors program to 21 members with more than 170,000 followers.
WEBSITE & MICROSITES Through the Opportunity Houston program, valuable content has been added to the GHP’s dedicated economic development and site location web pages at houston.org/economicdevelopment. In 2012, houston.org received 373,509 web hits - the highest count since data collection began. Additionally, Opportunity Houston maintains three microsites: houstonlifescience.com; houstonenergyfuture.com; and opportunityhouston.com.
OPPORTUNITY HOUSTON MAGAZINE Opportunity Houston magazine continues to serve as a marketing and sales tool to companies targeted for expansion or relocation to the Houston area. The stories in this quarterly publication are relevant to our industry clusters and they promote the benefits of doing business in the Houston region. In 2012, magazine issues focused on local business resources, engineering, manufacturing and international business. BUSINESS COMPETITIONS Opportunity Houston continued its support of entrepreneurial programs - HTC’s Goradia Innovation Prize and the Rice Business Plan competition - by awarding $50,000 and $100,000 to each respective prize purse. 16 I 2012 Opportunity Houston Annual Report

FOREIGN & DOMESTIC MARKET REPRESENTATION GHP maintained its Midwest field office in Chicago to capitalize on opportunities to attract companies from the region. In late 2012, Medline Industries - manufacturer and distributor of medical and surgical supplies in the U.S. - announced its plan to relocate its distribution facility from Chicago, Illinois to Katy, Texas. The project will result in the creation of 100 jobs and $20 million in capital investment. GHP’s Brazil market representatives helped close a significant investment of $122 million in a Pasadena chemical plant by Oxiteno, a subsidiary of the Ultra Group from Brazil. The investment is expected to generate 137 jobs with a total economic impact of $312 million.
WORLD BANK PSLO GHP’s initial three year commitment to house the World Bank Private Sector Liaison office resulted in outbound missions to Jakarta, Indonesia and Hanoi and Ho Chi Minh City, Vietnam. GHP worked closely with both Houston consulates to coordinate meetings with government and private sector representatives focused on business opportunities in the energy, transport and education sectors. Additionally, GHP hosted a roundtable with the U.S. Executive Director of the Inter-American Development Bank and nine Houston company representatives with interests in Latin America, as well as a luncheon focused on WBG’s Doing Business Report. 17

BUSINESS RETENTION & EXPANSION Existing Houston area businesses continue to be an important audience for GHP. On average, more than 80 percent of new jobs created are from local company expansions. The Opportunity Houston program fosters business retention and expansion in the Houston region by bringing awareness to the support and resources available to local businesses to retain and grow jobs through special business networking engagements, local media placement and highly targeted advertising
MARKETING CAMPAIGN GHP’s first BR/E comprehensive marketing campaign was launched in February 2012 to highlight some of the region’s recent business expansions. Companies highlighted in the campaign include: Farouk Systems, Neutex Advanced Energy Group, CB&I, Rebellion Photonics, United Airlines, NRG, Merit Medical and FlexSteel Pipeline Technologies.
OPPORTUNITY HOUSTON MICROSITE www.opportunityhouston.com The opportunityhouston.com micro site (launched early 2012) is a smart, seductive, interactive economic development landing page that engages the audience and enhances the user experience. To compliment testimonials representing each industry cluster, industry specific facts and issues that are top of mind for corporate decision makers were addressed with a link to view more information on the GHP’s main site – houston.org/economic-development. The site also was used to help launch the first Greater Houston Region Business Climate Survey.
ADS & DIRECT MAIL A series of ads and print collateral were developed incorporating company testimonials and cluster-specific issue-oriented messaging, along with the micro site URL. The ads were placed in Opportunity Houston magazine issues and digitally on SiteSelection online and Houston Business Journal’s Grow ad series. A lenticular, direct mail postcard was sent to more than 5,500 business leaders in the Houston region identified as companies that displayed the potential for expansion within the next five years.

OPPORTUNITY HOUSTON MAGAZINE “GROWING SUCCESS IN HOUSTON” ISSUE www.opportunityhoustonmag.com Local business growth was the theme of the winter 2012 issue of Opportunity Houston magazine. The article “Profiles of Growth – Success Stories in Houston” showcased several of the company testimonials featured on the opportunityhouston.com microsite. The magazine was mailed to companies with the potential for retention, relocation or expansion projects within the Houston region, in addition to c-suite level executives, operations personnel, human resource directors, site consultants and commercial real estate brokers.
SOCIAL MEDIA Links to the microsite and YouTube videos were sent out via Facebook, Twitter and LinkedIn. The content of the posts remain consistent with the issues oriented-messaging.

MEDIA & RANKINGS One of the primary objectives of the Opportunity Houston program is to effectively leverage media dollars to garner coverage from local, national, international, trade and new media sources on strategic message points. Houston continued to dominate media stories and rankings with mentions in Forbes, Site Selection Magazine and many others.
INTERNATIONAL PRESS TOUR Opportunity Houston hosted eight journalists from seven different countries for its first Houston Foreign Media Press Tour in March. The journalists, representing France, Germany, Denmark, India, China, Brazil and Russia, toured Houston’s crown jewels and business assets. The press tour resulted in more than a million media impressions, as well as several articles in international publications.
JOEL KOTKIN’S HOUSTON VISIT Opportunity Houston hosted Joel Kotkin, author and urban theorist, for a Houston visit in early 2012. He is working with the New York-based Manhattan Institute for Policy Research on a project exploring the emergence of the Gulf Coast – dubbed the “Third Coast” because it is an alternative to both the East and West coasts - as a powerful economic engine nationally and globally. As a result of the trip Mr. Kotkin wrote two articles: “Deep in the Heart of Texas” - published in Philanthropy Magazine; and “The Rise of the Third Coast” - published by the Manhattan Institute for Policy Research.
BRAZIL MISSION & MEDIA ACTIVITIES GHP, in conjunction with Mayor Annise Parker and the City of Houston as well as Mario Diaz from the Houston Airport System, traveled to São Paulo and Rio de Janeiro, Brazil with a 20-member delegation to further cultivate Houston and Brazil’s dynamic and deepening relationship. The trip resulted in more than 44 million media impressions and $4.17 million in earned media, as well as significant international press coverage.

OPPORTUNITY HOUSTON 2.0 LAUNCH GHP officially launched the Opportunity Houston 2.0 campaign in 2012, raising more than $12 million. Opportunity Houston 2.0 is a six-year, $40 million program commencing in 2014. The program will continue to act as an aggressive marketing initiative that will generate leads for economic development organizations throughout the Houston 10-county region.

The 450,000 jobs that Opportunity Houston 2.0 will help create will result in an additional $29.5 billion in annual income for the region by 2020. On average, Opportunity Houston 2.0 will result in an additional $4.9 billion in annual wages added each year to the region’s economy.
