enton Harbor, Mich., is a town of nearly 11,000 people, about 90 percent of whom are African-American. It is a catalogue of the misery of the industrial Midwest. It was the headquarters and manufacturing center of Whirlpool, but the last Whirlpool plant closed years ago. Now Benton Harbor has a per capita income of around $10,000 a year. And it is plagued by the ills that accompany poverty in today’s America: high unemployment, broke government, failing schools,

crime, drugs and despair. Everything has been stripped from Benton Harbor’s residents. The industrial jobs that used to provide a ladder into the middle class have been shipped abroad. The call center jobs that replaced them employ few at a poverty wage. The failing tax base means that public services are starved. The schools struggle to educate children from mean streets; these children are often hungry, and without adequate health care or stable homes. The good teachers flee; the schools fail, or are taken over, a shuffle that substitutes motion for real action on poverty.
But Benton Harbor may become to economic justice what the small town of Selma was to civil rights. For in Benton Harbor, the powers that be now are wreaking the final indignities on the town’s beleaguered residents -- stripping them not only of their schools, but of their democracy, taking away not only their jobs, but their public parks. Benton Harbor’s finances are a mess -- how could they not be in a town stripped of jobs and hope ? So, the state has stripped its residents of their democracy. In what is accurately termed “fiscal martial law,” the state has named a czar to run the city. That appointee, Joseph Harris, has issued an order essentially stripping the elected city council of all powers. No moneys can be expended, no taxes raised or lowered, no bonds issued, no regulations changed without his prior approval. Benton Harbor’s residents now live in a dictatorship imposed by a Republican governor famous for his
belief that the poor should be punished and the rich rewarded. This appointed dictator claims breathtaking powers. He can sell public assets, dismiss pension boards and take over control of public pension funds and revoke contracts, including labor contracts. What triggers this takeover? The law is remarkably vague. The governor may act if a payroll is missed, if there are complaints of late bill payment, if pensions are underfunded, if there are significant budget deficit, a term that goes undefined. This takeover is a recipe for the worst abuses of oppression, cronyism and corruption. And here, too, Benton Harbor is the example. One of the few citizen treasures in Benton Harbor is the Jean Klock Park, a half-mile of sandy dunes on the edge of Lake Michigan. It was bequeathed to the children of Benton Harbor by the Klock family in 1917 in memory of their daughter. But developers backed by Whirlpool now want to appropriate a large portion of the park to turn it into a Harbor Shores golf resort with a 350room hotel, two marinas, a 60,000-foot indoor water park
(for members only), and a fancy golf course open to all who can afford a $5,000 entry fee and be approved by the club. The town’s citizens have resisted this development, which is under litigation. But the new czar’s first act was to take over the Brownfield Redevelopment Authority, most likely as a way to proceed with the development and sidestep the lawsuits. Why be suspicious? Because the law that the new czar is operating under was introduced by Republican state Rep. Al Pscholka, former staff aide to U.S. Rep. Fred Upton, an heir to the Whirlpool fortune. They’ve shut down the jobs, and taken over the schools. Now they want to shut down the democracy and turn the public parks into a rich man’s playground. But in Benton Harbor, as in Selma and Montgomery, they forget even the poorest people have a sense of dignity. Dr. King wrote, “the ultimate tragedy is not the oppression and cruelty by the bad people but the silence over that by the good people.” In Benton Harbor, it is time for the good people to make themselves heard. ouston and Harris County animal shelters kill roughly 80,000 animals a year, a s much as 54% to 89% of all a n i m a l s entering the shelter, d e pending on which Houston shelter is involved. “Building a No Kill Community” workshop taught by Nathan Winograd, director of the national No Kill Advocacy Center. The No Kill model of animal sheltering created by Winograd will teach shelter directors and the community the practices that allowed shelters like Austin’s animal control and Williamson County, TX animal control to save 90% - 96% of
all dogs and cats entering their doors. “This workshop will teach us how to “Turbo Charge” adoptions so that animals have a real chance for a new home. It teaches “marketing” strategies to effectively market shelter animals so new pet owners will choose a shelter pet instead of looking elsewhere. It also teaches shelters how to work with rescue organizations and foster parents efficiently rather than kill animals,” said Bett Sundermeyer, President of No Kill Houston. The workshop is on April 30, 2011, from 8am6pm at South Texas College of Law, 1303 San Jacinto, Houston, TX 77002.
Texas to Receive $830.8 Million to Support Education Jobs U.S. Secretary of Education Arne Duncan today announced that Texas will receive $830.8 million to support education jobs.”There is a huge sense of urgency to get these funds out the door,” said Duncan. “These education dollars will help Texas keep teachers in the classroom

States can distribute their funding to school districts based on their own primary funding formula or districts’ relative share of federal Title I funds. During the past 2 1/2 years, the Education Department has been able to support 300,000 education jobs through stimulus funding provided by the American Recovery and Reinvestment Act. A July 2010 report from the independent Center on Education Policy found that 75 percent of school districts that received stimulus funds expect to cut teaching positions.

The theme of this year’s event is “It Takes A Village: Raising Leaders Through Mentoring.” Funds raised will benefit 100 Black Men’s mentoring and scholarship campaigns. Money is just a byproduct of impacting others, and evoking a like minded message. RB: Do you think that traveling stage plays are now considered the face of the new “Black Hollywood,” or just a security blanket for African American actors until they get their big break? JJ: The term “Black Hollywood” can be a very subjective term used to describe why these performers are supporting the traveling stage plays. Some actors may join the cast as a carry over in between acting in a feature film or TV show, or simply for the love of being up close and personal with their fans. As a visionary, I make sure the quality of (I R P) exhibits the same eminence as a Broadway stage play or musical. I realize that these African American actors are staunch supporters of my work because they are eager to embrace great projects. They recognize my superlative efforts in the scripts; which consequently resonates throughout their performance. Many of the actors and actresses are recurrent cast members in my stage plays because they want to be there, not because they have to be there. RB: You are a critically acclaimed and accomplished author and playwright, what is next? JJ: My next career move will be making headway in the Film and TV markets. I would like have my plays published so that they can be utilized in School Theater. Many people don’t realize that Houston is considered a best kept secret for talented individuals with raw talent. There are a bevy of su-
perstars that grew up in Houston; however they left the Bayou City once opportunities were present in major markets. In order for major markets to invest in Houston’s local talent, they must receive the proper instruction. I have an acting school called The Je’Caryous Johnson Acting Studio where we: educate, train, and refine these gifted individuals to later become professional actors. My vision is that prospective actors from (TJJAS) will become part of a clearinghouse that will build our local talent pool for major production companies such as: Warner Bros., Paramount, and Disney when they set up. RB: Your plays include many of the brightest African American starlets. Will you include culturally diverse actors in your upcoming plays? JJ: In the play “Cheaper to Keep Her”, you will witness a
culturally diverse cast. As a person, I believe in diversity. I believe all people are united by human condition. It is very important that we do not neglect the impact of our African American history, but we must also be mindful that we as a people are compelled to embrace other cultures and backgrounds. In today’s society we observe that the current Generation X’ers are no longer linked by race or skin color, but shared attributes such as: the love of hip-hop, religion, or spiritual guidance. Currently, my staff and I are broadening our horizons by conducting market research to cre-

ate the stage play, “The Sizzling Margarita”; which will cater to the growing Hispanic market. RB: How important is branding? JJ: I learned through my journey with I’m Ready Productions, branding is essential. If you brand others instead of branding yourself it can be detrimental to your career. I did not become my own brand ambassador until 2006, (after being in the industry for six years). It is imperative for people to know who you are so that can they build trust in your projects. Branding to me can be regarded as a synonymous approach of having a loyal audience that continuously attend my stage plays to be: uplifted, inspired, and entertained. I look at industry innovators such as Stephen Spielberg and Tyler Perry as branding mavens, and I am constantly making significant strides towards reaching those milestones in achievement. I want my audience to leave every stage performance knowing that I will always create new scripts with the best intentions. (IRP) wants to impact, touch, and change people’s lives even if it starts with laughter. RB: What advice would you give to self-employed entrepreneurs today that are faced with so many adverse factors that may impede their success? JJ: NEVER GIVE UP! In order to be successful, one must understand that failure does not exist; it is only a state of mind. Failure can be conditioned as a feeling of not having what you need; when it is really based on a person’s perception of what they think they need. TWC Enforces Wage Payment Law
$13.5 Million in Unpaid Wages Collected on Behalf of Texas Workers
T
he Texas Workforce Commission (TWC) helped working Texans collect $13.5 million in unpaid wages between January of 2009 and March 2011. TWC administers the Texas Payday Law, which requires private employers to provide workers with earned compensation in a complete and timely manner. “Workers need to be paid for the work they have done,” said TWC Chairman Tom Pauken. “It benefits all employers and all workers when everyone understands and adheres to the law.” The Texas Payday Law provides an administrative alter-

TWC Labor Law investigators annually conduct more than 15,000 wage claim investigations statewide. “ We encourage all Texas workers who feel they have not been paid for work that they’ve done to contact TWC so that we can offer assistance,” said TWC Commissioner Representing Labor Ronny Congleton. Workers who feel their rights have been violated under the Texas Payday Law should fill out a wage claim form and submit it to TWC’s Labor Law division or their
nearest workforce center. Labor Law staff also educates the general public about the Texas Payday Law, the Texas Child Labor Law and the Texas Minimum Wage Act through presentations to employe r or-

he nation’s decades long war on drugs and ‘tough on crime’ posture has failed to reduce crime rates and control the rising prison population. Additionally, our current crime fighting strategy puts us at a disadvantage in other critical sectors, namely education. Knowing what we now know, it is clear that it’s beyond time to take a different approach on crime…a smarter one. According to a recently released NAACP report entitled “Misplaced Priorities: Over Incarcerate and Under Educate,”

state spending on prisons in the last twenty years grew six times faster than education spending. In fact, 33 states increased prison spending in 2009 while simultaneously reducing education funding. Much of this increase in prison spending can be blamed on mandatory sentencing laws that require mandatory jail time for even low-level, non-violent offenses rob the sentencing judge of the ability to hand down a punishment that is more suitable to the crime. Instead, offenders who might be better served in a drug rehab program are sent to prison, causing prison populations to go up and requiring prison budgets to increase in order to keep up with the ‘demand’. As states around the country are forced to make tough cuts to balance their budgets, very few are pulling funds from those allocated for prisons. Instead, they are pulling

money from education, healthcare and social services, programs that serve those in need. This is definitely not the right approach. Reducing the prison population and, in turn, reducing prison budgets, stabilizes state budgets so that other key programs won’t have to take such hard hits. Restoring the judge’s ability to use creative sentencing for nonviolent offenders is one way to reduce prison populations around the country. Employing alternative sentencing meth-
ods, such as home confinement and drug treatment, is another. Our priorities as a na-

Y
our assistant puts up with a lot. She (and it’s almost always “she”) deals with grumpy customers and grouchy clients. She pretties up paperwork and prints presentations. When you can’t find things, she preternaturally knows where they are. She has the organization skills of a drill sergeant, the patience of a kindergarten teacher, and she speaks fluent You. You couldn’t find a better assistant. She has a pretty good boss. But in a not-so-distant past, your relationship might have been very different; for one, she might have been he. Read about that and more in “Swimming in the Steno Pool” by Lynn Peril.
If you’ve watched TV in the past three dozen years, you’re probably familiar with Ebeneezer Scrooge’s long-suffering clerk, Bob Cratchit. Men like Cratchit were the “secretaries” of their time, mostly because ladies didn’t work. Besides, male clerks had a good chance of taking over the business someday – something refined women couldn’t do. When staffing shortages occurred during the Civil War, the U.S. government hired women to do “dainty” jobs, a footin-the-door that kept the door wide open. In 1870, says Peril, only five female shorthand writers were employed in New York City. Fifty years later, 90 percent of all steno-typist jobs were held by women. Grab any young women’s magazine from mid-last-century, Peril says, and you’ll find dozens of ads for secretarial schools. While some women sought training so they’d have a career “to fall back on”, others became secretaries because there were few alternate choices for those who wanted (or needed) work. Oftentimes, though, being a secretary (a title that fell out of favor just recently) was what a woman aspired to: Peril, self-admitted secretary, was captivated by the “glamour” of the office job held by
a beloved big-city aunt. But being a secretary was no starstudded gig. “Office wives” were expected to work overtime with a smile and to take better care of The Boss than his real spouse did: getting his coffee, keeping his calendar, making reminders, plus doing her job. A secretary was charming and ladylike, dressed demurely, never smoked or drank, happily postponed lunch if needed, and was supernaturally organized. And as the years went by, she taught The Boss one important lesson: be nice. She might be “just a” secretary today, but she could be his boss tomorrow… Looking for a lighthearted take on business history? Then file this away: “Swimming in the Steno Pool” is fun to read. Author Lynn Peril says that office work has been good to her, but she uses this book to show that it might not have been so for other women at other times. Peril’s discoveries are surprising (coffee breaks were unheard-of until WWII), shocking (it was almost illegal to hire a married woman in 1939), amusing (a responsible job was once seen as “good training” for marriage), and more satisfying than an empty inbox.

This recipe, courtesy of Hatcher, combines juicy grilled chicken and crisp broccoli to spice up pasta for a family-friendly dish any night of the week. Not-So-Desperate Housewife Chicken Veggie Pasta Serves 4 1 pound boneless, skinless chicken breasts 1 pound broccoli, trimmed and cut into bite sized pieces 1/2 pound white mushrooms, sliced, stems

removed 2 cloves garlic, chopped 1/4 cup olive oil, divided 1/2 pound dried penne pasta Salt and pepper to taste Grill chicken breasts until fully cooked. Let the cooked chicken rest for 10 minutes and then cut into bite-sized pieces. In the meantime, add one inch of water to a small saucepan and bring to a boil. Add the broccoli and cook for 3 to 4 minutes so it is tender but not fully cooked. Drain the broccoli and set aside. While broccoli is cooking, add 2 tablespoons olive oil to a large sauté pan and warm over medium heat. Add mushrooms and cook until they start to brown, approximately seven minutes, stirring occasionally. Add garlic and cook until fragrant, approximately two minutes. Add the cooked chicken and broccoli to pan, and allow entire mixture to cook an additional five minutes. Prepare pasta according to package directions. In large bowl, toss cooked pasta with chicken vegetable mixture. Drizzle with remaining olive oil and sprinkle with salt and pepper. Houston Authority awarded $20 million for security-related contracts, including installation of fiber optic cable, TWIC implementation and security gate services, among several matters approved during the April 26 meeting. Also at the meeting, the Port of Houston Authority received a new, three-year certification for International Organization for Standardization (ISO) 28000 security management, following successful completion of its security management systems audit. “I congratulate you on being the leader in the security management field,” said Patti Macon, Environmental, Health & Safety Certification Manager for ABS Quality Evaluations, Inc. “We consider the Port of Houston Authority our partner in security management system evaluation.” Macon noted that the Port Authority has achieved continual improvement with each audit. In February 2008, the Port of Houston Authority set a standard for security as the first port authority in the world to receive the international designation of ISO 28000:2007 certification for its Port Police and perimeter security operations. The SMS was modeled after the Port Authority’s highly successful Environmental Management System, which made it the first port authority in the U.S. to attain ISO 14001 certification in 2002. In his monthly report, Chief Executive Officer Alec G. Dreyer said March was strong in all commodity categories, calling it the best month since he joined the Port Authority in September 2009. “Ship arrivals at our container facilities were up a strong 22 percent for the month, regaining what was lost in February due to the short month and fog-related impacts,” he said. Twenty-foot-equivalent unit (TEU) volumes and container tonnage were both up 16 percent for the month, Dreyer noted. Year-to-date, TEUs are up 6 percent and tonnage is up 7 percent. “Steel also had an excellent month in March, with tonnage up 112 percent or 192,000 tons to a monthly total of 363,000 tons,” he said. “Year-to-date, steel is at 863,000 tons – ahead of last year by nearly 400,000 tons. Turning Basin revenue is up 43 percent - 31 percent for the first quarter - which is directly related to the increase in steel. “Container volumes for April also look very strong through the first three weeks of this month,” he said. “We had two 8,000-TEU ship arrivals– the largest container ships that have ever come into the Gulf (of Mexico).”
