T
he Department of Education just released its annual study on civil rights in our education system. The report, Attorney General Eric Holder summarized, “shows that racial disparities in school discipline policies are not only well-documented among older students but actually begin during preschool.” Pre-school? Yes, from preschool on, boys of color are disproportionately afflicted by suspensions and zero-tolerance policies in school. They are more likely to be disciplined, more likely to be suspended, and more likely to be held back a grade. Suspended students are less likely to graduate on time and more likely to be suspended a second time. They are more likely to drop out, and to end up in trouble. The report shows that preschool is not a reality for much of the country, particularly in poorer districts. Where it does exist, students of color -- blacks and Latinos -- are more likely

Unequal Education: Is Anyone Listening? to be suspended. This has been documented repeatedly in older grades, but now we learn its starts even in preschool. And that’s not all. The report documents a continuing and shameful catalogue of racial disparity: Blacks and Latino students are more likely to have teachers with less experience and lower pay. African Americans, Latinos and students with disabilities are less likely to have access to the full range of science and math courses. Why? Schools with large minority populations often don’t offer the most upper-range curricula in those areas. They’re also less likely to have a fulltime counselor. Zero tolerance. Inexperienced and poorly-paid teachers. Less support. Less access to advanced courses. The odds are stacked against these kids from pre-school on. And that isn’t all. Children of color are more likely to grow up in poverty, less likely to have adequate health care, less likely to have good nutrition, less likely to live in safe neighborhoods and more likely to be homeless. African Americans still have less access to credit and were often targeted for dicey mortgages in the housing bubble, and they suffer higher rates of unemployment and mortgage foreclosures.

None of this is a surprise. None of it is in doubt. The report isn’t a revelation; it is a validation of a “whereas” that is already known. What has been lacking isn’t evidence of disparity, it is evidence of action. The “whereas” is supposed to lead to a “therefore,” but we’ve seen precious little of that. Is anyone listening? We are condemning another generation to poverty, despair, broken homes and broken families. We are writing off children -starting in pre-school -- without giving them a fair shot. We have a continuing racial crisis in this country -- or rather, a crisis of class and race. Schools of poor children are shortchanged. And children, particularly boys of color, face even greater odds against them. We need remedy for these racial disparities and resources for these class disparities. Parents need to challenge aggressively discriminatory discipline practices. Communities need to join together to demand an end to the savage inequality in schools. We need more resources targeted to the schools with the most need. A sensible public program would ensure the poor children have the same opportunity that affluent ones have. They would get the most experienced and skilled teachers, not the least of them. Their schools would get more resources to have smaller classes, par-
ticularly in the early grades, and modern facilities that include counselors and host after-school programs, parental engagement and education. We’d take aggressive steps to ensure that children have secure housing, good nutrition and high quality health care. And we’d crack down on the discriminatory and destructive discipline policies that are discarding our children rather than taking them in and lifting them up. This is a moral disgrace. It is also a national folly. Children of color are together the future majority, not the minority. Our country’s future will depend on educating them well, and ensuring that each can reach his or her full potential. When we discard them in large numbers, we are discarding our own future. Yes, America has come a long way on issues of race, but we still have structural disparities that have not been erased, and in some ways, have grown worse. We don’t need more reports. We don’t need “model” programs. We need a call to action and a serious commitment to redress this injustice. You can write to the Rev. Teacher Ruins Student’s 4.0 GPA By Teaching Wrong Class
A
student at Lone Star College-University Park says her perfect 4.0 GPA was ruin by her teacher. During the Fall 2013 semester the student enrolled in an introductory to Chemistry class but the teacher taught a more advance course of science. KHOU reports that the teacher admitted to her mistake in class and said she would give students extra credit in the course. Following the interview, KHOU contacted the teacher who gave no comment and Lone Star College said the teacher taught the right course. However, the student had documentation from the head of the science department at Lone Star College that stated otherwise.
New High School Graduation Mandates

nder the new House Bill 5 students in Texas will be able to choose endorsements and take a series of related elective classes according to the Houston Chronicle. Students also have the option of not taking Algebra 2. Although Houston ISD has publically said that Algebra 2 is still mandated in the district, but parents may opt their children out. It might be a good idea for all students who want to attend a Texas college after graduation to take Algebra 2 since the law requires it for automatic admission under Texas’ top 10% rule.

uite possibly the ultimate steak, the T-bone embodies the rich blend of varied beef flavors that steak lovers crave, from tender and mild to bold and beefy. On one side of the T-bone is the filet mignon. French for “dainty fillet,” the filet mignon is considered the most tender cut, with a mild beef flavor. On the other side of the T-bone is the strip loin or New York strip, a firm, robust steak that is naturally marbled and offers a bold taste. The bone itself also provides additional flavor in the cooking process. With this pairing of tastes, it is no surprise that the T-bone is considered to be “the best of both worlds” by steak connoisseurs. Ten Tips for Perfect Grilling 1. Clean and preheat your grill on high. 2. Lightly oil everything before you put it on the grill. This helps the searing process and prevents sticking. 3. Season your food before grilling. 4. Sear the outside of steaks when grilling. This really helps with the flavor and juiciness. 5. Use tongs or a spatula to turn your meat on the grill. Using a fork can damage the meat. 6. Cover your grill as much as possible during the grilling process. This helps to lock in the grilled flavor and will help prevent flare-ups. 7. Keep a spray bottle with water handy to douse any unexpected flare-ups. 8. Use the 60/40 grilling method. Grill for 60 percent of the time on the first side, then grill 40 percent of the time after you turn over the food. This will give you an evenly cooked product. 9. Place your cooked product on a clean plate. Never place cooked product on the plate you used to transport the raw product to the grill without thoroughly

Ancho Chile Rubbed Grilled T-Bones Prep time: 5 minutes Cook time: 10 minutes Total time: 15 minutes Serves: 4 4 Omaha Steaks T-bone steaks 2 tablespoons olive oil 4 tablespoons Ancho Chile Rub (see recipe below) 12 grilled tri-color sweet baby peppers Preheat grill to medium. Thaw and blot dry steaks. Brush steaks with olive oil. Generously cover both sides of steaks with Ancho Chile Rub by dipping them in rub. Continue until steaks are completely covered. Place steaks on heated grill and grill to desired doneness. (For a medium-rare steak, grill approximately 8 minutes on first side and 6 to 7 minutes on second side.) Remove steaks from grill and garnish with grilled tri-colored sweet baby peppers. Ancho Chile Rub Makes: 4 tablespoons 1 tablespoon smoked paprika 2 teaspoons sea salt 2 tablespoons ancho chile powder 1 teaspoon brown sugar Combine all ingredients and mix well.

God Save McQueen!
rtist and filmmaker Steven Rodney McQueen was born in London on October 9, 1969. His critically-acclaimed directorial debut, Hunger, won the Camera d’Or at the 2008 Cannes Film Festival. He followed that up with the incendiary offering Shame, a well-received, thought-provoking drama about addiction and secrecy in the modern world. In 1996, McQueen was the recipient of an ICA Futures Award. A couple of years later, he won a DAAD artist’s scholarship to Berlin. Besides exhibiting at the ICA and at the Kunsthalle in Zürich, he also won the coveted Turner Prize. He has exhibited at the Art Institute of Chicago, the Musee d’Art Moderne de la Ville de Paris, Documenta, and at the 53rd Venice Biennale as a representative of Great Britain. His artwork can be found in museum collections around the world like the Tate, the Museum of Modern Art, and the Centre Pompidou. In 2003, he was appointed Official War Artist for the Iraq War by the Imperial War Museum. He subsequently produced the poignant and controversial project Queen and Country commemorating the deaths of British soldiers who perished in the conflict by presenting their portraits as a sheet of stamps. Steve and his wife, cultural critic Bianca Stigter, live and work in Amsterdam, which is where they are raising their son, Dexter, and daughter, Alex. Here, he talks about his latest film, 12 Years a Slave, which recently won the People’s Choice Awards for Best Film and Best Director at the Toronto Film Festival. SS/JC: What does it mean to you to be in charge of adapting Solomon Northup’s memoir? How do you explain that his autobiography was buried for around a hundred years contrary to those of some of his contemporaries like Frederick Douglass? SM: I feel tremendously honored but I also feel a tremendous responsibility because through this film we can bring Solomon Northrop’s memory to the surface. His story was buried for so long. When the book first came out in 1853, it was a phenomenal best seller for its time, and sold 27,000 copies in 18 months. But what happened was Uncle Tom’s Cabin was published the following year, and that was it for 12 Years a Slave. It fell into obscurity. Academics knew about the memoir but it otherwise became lost. Military Overseas Voting Empowerment Act Moves Run-Offs To May
un-off elections, unique to southern states, historically have been held within five to six weeks following a general election but this year because of the Military and Overseas Voter Empowerment Act (or MOVE Act) signed into law by President Barack Obama the primaries’ run-off elections will be held May 27th or a full 12 weeks following the March 4th Primaries. On May 27th ballots, the day following the federal Memorial Day Holiday that is dedicated to remembering those that died in defense of this country’s freedom, are nominations for the US Senate and Texas Agriculture Commissioner on the local Democratic Party Ballot and for posts of Congress, Lt. Gov., Attorney General, Agriculture Commissioner and Rail Road Commissioner, family and criminal court, justice of the peace and state rep. on area Republican run-off ballots. “From President Obama to Harris County Clerk Stan Stanart, who is Harris County’s Elections Administrator, it is imperative all Americans eligible to vote have the most access possible to vote and ensure their sacred votes are counted. This is critical with regard to those that put their very lives in harm’s way to ensure elections here and abroad, those in the uniform of the Armed Forces of the United States that are deployed overseas,” said Teneshia Hudspeth, Voter Outreach Coordinator for Harris County. “The biggest news story regarding military and overseas voting was enactment of the Military and Overseas Voter Empowerment Act, a law that

a change in the overall outlook,” Hudpeth continued. “Our office is all in to ensure overseas voters are as valued as those that live here. The four main planks in MOVE are elimination of notarization requirements for overseas ballots as well as other registration requirements imposed specifically on overseas voters. All states must make voter registration and absentee ballot applications General Election information available online. MOVE requires all states make a Federal Write-In Absentee Ballot, matching design and functionality launched by Overseas Vote Foundation, available online for when official ballots don’t arrive in time. All overseas and military voters must re-register for every election cycle, instead of every two election cycles and finally all states must plan for 45-day windows for ballots to get to the voter and a 45-day window to get back,” she explained. Hudspeth helps provide registered voters and those involved in elections with information, materials and assistance needed to access voting. She is an active member of Houston Area Urban League Young Professionals Civic Engagement and Community Outreach Committees and has served as team leader for City Wide Voter Registration Drives. “I’ve served at the Capitol with Congress Members but to me this job is critical. In this job I help citizens vote. That is the most fundamental feature there is to being American,” Hudpeth explained. our parents grumble a lot about politics. They don’t like who’s in charge of certain departments. They’re upset about laws and regulations, and they worry about taxes and the economy. You want to be a good citizen, too, so you remind them to vote. If you lived in the White House, you’d change those things your parents grumble about. And in the new book, “The White House for Kids” by Katherine L. House, you’ll see what it’s like at 1600 Pennsylvania Avenue. Throughout the 238-year history of the U.S. Presidency, a lot of people have called the White House home – and they usually brought their kids along, too. Our second President, John Adams, was the first to live at 1600 Pennsylvania Avenue when he and his wife Abigail moved into the unfinished building. Later, Thomas Jefferson added East and West wings; John Quincy Adams planted gardens; central heating was added in the Van Buren era; a telephone was installed during the Hayes administration; and in the late 1940s, the entire White House was renovated down to the ground. But what’s it like to be a kid in the White House? It’s interesting, that’s for sure. One day, when the Cleveland’s nurse took their baby out for fresh air, people crowded around to “kiss and pet Ruth.” Ruth’s mom wasn’t happy, and closed the White House gates. Susan Ford’s senior prom was held in the White House (with permission from Dad, but not

White House. Alice Roosevelt had a pet snake named Emily Spinach. Charlie Taft’s hand-me-down clothes went to the children of White House employees. Amy Carter had a treehouse that her father designed. And LBJ’s daughter, Lynda Johnson, came up with a “unique solution to avoid attention”: she wore a disguise! There’s a lot to like about “The White House for Kids.” But then, there’s much to grit your teeth over, too. Kids who are interested in our President’s home will learn plenty here. Author Katherine L. House shares tales from many generations of First Kids, as well as the good and bad of White House life. She offers photos, history of the building, and a broad overview of the important things that happened there. On the flipside, I found errors in this book, and lengthy sections on government that were too off-topic. I also thought that the “Activities” here were, to borrow a phrase from its target audience, lame. And yet, I can’t get over the kid-friendliness of this book, or the plethora of photos, or the abundance of sidebars, and I think children will like it. For curious 10-to-15-year-olds, “The White House for Kids” is a book they’ll elect to read.

No Man Left Behind: Deadline Extended for Healthcare.Gov By Jo-Carolyn Goode, Managing Editor
I
t used to be that the early bird got the worm. Now late birds can be feed too thanks to the Obama administration. After months of being bombarded with reminders of the March 31st deadline to sign up for health insurance and avoid a penalty under the Affordable Care Act President Obama gives the late birds a gift…an extension with a catch. Health insurance for all has been an ongoing fight that president after president has tried to tackle but lost. President Obama proved to be the victor of this great battle when the Affordable Care Act was signed into law. He probably thought the simply passage of the new legislation would be his biggest challenge with healthcare reform. After all, this is the first president to utilize the power of the Internet with social media and excite an entire country to believe in the ability of change. For far too long so many Americans had no insurance or inadequate insurance coverage for various reasons that when reasonable priced, full coverage insurance that had a space for almost any situation was finally available. People pounced. Like any popular website, healthcare.gov was inundated with Americans trying to sign up causing an influx of technical glitches for administers to handle. Clearly the staff was not ready to address the volume of issues with the many notifications that we all receive that it would get better. Being proactive, the Obama administration announced that the deadline for enrolling for health insurance under the Affordable Care Act is now extended to sometime in mid-April. “We expect there to be increasing numbers as the deadline approaches,” White House spokesman Jay Carney said. Comparing it to voters who are standing in line after election polls closed, that still vote, President Obama wants to respect all that have tried to sign up. Key word here is tried. Ever heard the quote, “nothing beats a failure but a try.” President Obama is in a way saying ‘I am not going to fail my people.’ Many people have tried to enroll on healthcare.gov but encountered road-

income or $95 per adult or $47.50 per child will be charged on your 2015 income taxes. You know Uncle Sam always gets his money. President Obama is trying to hold true to his promise of offering real change that people can believe in. He plans to leave no man behind. The enrollment period for 2015 coverage will open on November 15, 2014 and close February 15, 2015. With this inaugural year almost completed, the second time around should be lot easier than the first. f Baybrook Mall ever seemed cramped, it won’t be any more. The Houston Business Journal has said the mall will expand by 555,000 square feet just in time for the Christmas season of 2015. Houston Business Journal reports that the expansion will increase the size of the mall by about 50 percent to 1.7 million square feet and will rival Houston’s Memorial City Mall and the Galleria in size. Disney Shells Out $500 Million for Maker Studios

isney said Monday that it is buying YouTube channel operator Maker Studios for $500 million as the family entertainment giant seeks to stay in front of younger viewers who are increasingly watching short videos online. According to The Associated Press, the Walt Disney Co. said it would pay up to $450 million more in bonuses if Maker meets performance targets, the company said. The Maker deal is Disney’s biggest acquisition since it bought “Star Wars” creator Lucasfilm Ltd. for $4.06 billion in late 2012. The purchase will give Disney ownership of 55,000 channels — including Epic Rap Battles of History and makeup expert Amy Pham’s The Fashion Statement. Apple, Comcast Talking New TV Streaming Service

pple is in talks with cable provider Comcast for a joint streaming television service that would use Apple set-top boxes and ensure smooth streaming. According to hispanicbusiness.com, the talks, which are in their initial stages, could solidify Apple’s long-standing intention of providing live and on-demand television streaming using their set-top boxes. The content would remain on Apple’s servers and would be streamed using networks used by Comcast’s cable services, separate from public Internet traffic. By bypassing the public Internet channels, Apple will be able to provide its customers with smooth streaming, and ensure video quality similar to that found on Comcast’s cable set-top boxes. Goldman Sachs Invest in Chinese App Store

andoujia, one of China’s biggest app stores, has raised capital from Goldman Sachs Group, in the I-bank’s first investment into a Chinese mobile company. Goldman’s participation is part of a Series B round that totaled $120 million as of January, and included SoftBank Corp., DCM and Innovation Works. Wandoujia’s consortium of investors remain minority shareholders in the Beijing-based company, which is planning to use proceeds from the Series B round to develop its mobile content search engine.
