COMMENTARY Illinois Strengthens the Right to Vote By Jesse Jackson, National Writer

I

llinois is about to make voter registration automatic. The Senate and House have passed reform bills unanimously. If the governor signs the final reconciled legislation, Illinois will become the ninth state, in addition to the District of Columbia, to adopt automatic voter registration. The bill would begin to register more than 1 million eligible but unregistered voters in Illinois. Even as states continue to pass legislation to restrict voting, this reform promises to open the doors wider. The legislation would automatically register eligible voters when they interact with the DMV or with other state agencies, unless they decline. It builds on the Motor Voter reforms, but those were “opt-in” reforms; voters had to decide to take advantage. This is an opt-out reform; voters are automatically registered unless they decide not to. The difference will end up registering hundreds of thousands of eligible voters.

the burden of updating voter registration off the backs of voters and shifts it onto government, where it belongs.” It also helps government maintain updated, clean voter rolls, reducing the threat of partisan purges. This is a big deal. Oregon and California first passed the reform in 2015. When it was fully implemented in Oregon, according to The Nation, 225,000 eligible voters were automatically registered, including nearly 100,000 new voting participants. The Brennan Center reports that automatic voter registration bills have been introduced in 32 states.

“Automatic voter registration is a winwin for all,” Cook County Clerk David Orr, one of the champions of the reform, told the Brennan Center for Justice. “It takes

Voting and voting rights are the foundation of democracy. There should be a bipartisan consensus to make registration and voting as simple, easy and accessible as possible. The very legitimacy of our elections and of our leaders depends upon free and fair elections that provide a mandate from the people. Because of the power of the vote, however, voting rights have always been contested. The civil rights movement had to fight -- with lives lost and blood shed -- in order to gain the right

These were partisan bills designed to exclude targeted groups of potential voters from the polls. They required specific voter ID, eliminated early voting days, shut down voting on Sundays, limited hours, purged voter rolls and banned those with convictions from voting even after they had served their sentences, among other measures. The Brennan Center reports that five states -- Iowa, Arkansas, North Dakota, Indiana and Georgia -- have already enacted bills to cut back on voting access in the most recent session of state legislatures. Thirty-three bills to make voter registration more burdensome have been introduced into 22 states. Instead of being a matter of bipartisan consensus, voting rights remains contested territory. In the 2016 election, we’ve heard

a lot about what Russia did or didn’t do to interfere with our elections. But whatever Russia did had far less effect that the voter suppression laws that made a big difference in states from North Carolina to Wisconsin. Trump’s margin can literally be counted in the voters who were excluded from voting. With the Gov. Rauner’s signature, the Illinois reform will put the state on the side of democracy. Much more needs to be done to strengthen voting rights, including everything from ending partisan gerrymandering to curbing the corrosive role of big money in our politics. With automatic voter registration, Illinois will take a first step. With popular organizing and mobilization, it will hopefully be the first of many. You can write to the Rev. John Hernandez, 24, died after being beaten and restrained last week outside a Denny’s in the Sheldon area. An off-duty deputy’s husband confronted him after seeing him urinating outside the restaurant. Witnesses say Hernandez was quickly overpowered by the man, who continued to beat him then put him in a chokehold for 10 to 15 minutes. They said Hernandez was too drunk to defend himself. March organizers want an immediate arrest of the off-duty deputy and her husband, an independent investigation, and no bail.

All Bills Targeting the Texas Dream Act Died [ExpressNews.com]

ixteen years ago, Texas became the first state to allow undocumented students to pay lower, in-state tuition for higher education. Republicans who have long opposed the measure failed again this legislative session to repeal it, but they passed a measure that inspires even more/ just as much concern: the high-profile sanctuary cities ban known as Senate Bill 4, which undocumented students fear will make them targets for deportation. The new law includes a provision that allows local law officers to question the immigration status of people who are lawfully detained.

awmakers in Texas largely failed to take any significant action to address the state’s skyrocketing rate pregnancy-related deaths just months after researchers found it to be the highest in not only the U.S., but also the developed world. Legislators introduced proposals to address the issue after a University of Maryland-led study found that the state’s maternal mortality rate doubled between 2010 and 2012. But several key measures didn’t even make it to a vote, falling victim to Republican infighting over other issues. Because this year’s session has ended, lawmakers will have to wait until they reconvene in 2019 to address the issue.

Recreational pot is legal in eight states and the nation’s capital. Twenty-nine states permit medical marijuana. There’s no solid data on how many minorities own U.S. cannabis businesses or how many seek a foothold in the industry. The lack of diversity, they say can be traced to multiple factors. Eliminating the CDFI Fund Would Harm Black Entrepreneurship [Forbes.com]

resident Trump released his full Fiscal Year 2018 budget, and it calls for a reduction in the Community Development Financial Institutions Fund from $248 million to a paltry $14 million. This essentially amounts to elimination of the crucial fund, which would be a heavy blow to small businesses in distressed rural and urban areas. The administration’s reasoning behind their decision is that the program has been so successful that it is no longer necessary. The first part of that statement is accurate. The last part is dangerous. The CDFI Fund supports hundreds of mission-focused lenders (CDFIs) that provide capital to communities and entrepreneurs who often find traditional sources of capital closed to them. It enables CDFIs to leverage their allocated awards into additional funding, which is then invested back into the community.

In the case of Victor Bernal, or as he is better known in Houston - DJ Prolyfic, the battle to get to a certain position occurred on two fronts, personal and professional. “My abuelo moved to Houston from Mexico for work,” Prolyfic said. “He came here and had to leave my abuela and my dad behind temporarily while he set up here. So he sets up here with a solid job. Where you ask? Well he found work at a mechanic shop on none other than 75th Street.” There on 75th Street, in Southeast Houston did Prolyfic establish roots. His grandfather moved his family to the Southeast and eventually moved down to a house, where Pro’s mother and father eventually became neighbors as children. Fast-forward a few years and not only did Prolyfic’s grandfather plant the seeds for a community to succeed for generations, he helped establish the next in-line; a chain of events that led to Prolyfic giving back in his own way. Efficiency and Effectiveness: Chief Art Acevedo’s Energizing First Six Months By Jo-Carolyn Goode, Managing Editor

Being efficient and effect is key with any job but when your job is one that has limited resources at its availability. Efficiency is frequently defined as the act of doing things right while effectiveness is about the right things. Those “double e’s” are critically crucial to any organization and key to its success. Chief Acevedo recognized that early on and has been using those two e’s as his guide to propel officers and citizens in the best way to get the maximum safety for officers and the community. It is usually commonplace for the police department to have a patrol staffing study every ten years. Well, that is too long in Acevedo’s book. HPD reviews will be done annually. Chief Acevedo calls this a way to be data driven.Under Chief Acevedo’s command, no officer is above the law. He believes in disciplining officers when they are found to be in the wrong but not at that detriment of citizens’ safety. The old way an officer was disciplined had the wrongdoing officer placed under suspension, turning in all his equipment and waiting at home during the investigation.

They are not killing as many trees as they use to at HPD since the paperwork process has been streamlined to stop duplication of certain paperwork and unnecessary processes. Under this same header, Chief Acevedo is implementing a new dispatch system that has the safety of Houston’s disabled population in mind. Often we hear of officers handling those with certain communications challenges as that of autism, Alzheimer’s and dementia improperly when they first encounter When an officer is out of the line of duty like them because of lack of knowledge of the person. that, it makes the remaining good officers’ jobs harder to catch the slack left by the suspended A system will now be put in place where famofficer’ absence. More is up his sleeve as he pushes Houston in this unique way. Mayor Turner said he liked Chief Acevedo for the way he thinks differently and operates uniquely. It is widely known that if things continue in a common way the end results are the same. Examining operations with a new mindset and vision results in efficient and effective outcomes allowing Houston to be the energizing city it needs to be. With the perseverance and passion that Acevedo takes in executing the duties of his office, his love for Houston and its people is evident. We are all made the better and safer for it. NBA Super Teams: The Beginning and The End By Brian Barefield, Sports Writer

A

s I prepare myself to watch game three of the 2017 NBA Finals featuring the two best teams in the league, it got me to thinking about the NBA as a whole and why there are only two “Super Teams.” Which by the way get used to seeing the Cleveland Cavaliers and Golden State Warriors for at least the next 3 years (I will explain that shortly). But as we approach the upcoming game with the bevy of extraordinary talent that will be on the floor (LeBron James, Kevin Durant, Steph Curry, Kyrie Irving, etc.), ask yourself this question, is there enough talent in the league left to form another “Super Team?” Super Teams, in my opinion, are those organizations with at least three players on them that are considered superstars in the NBA currently. They shine with skill and display the right type of chemistry on the court such as ball movement so that every superstar receives sufficient ball-to-hand contact during games. Communication is key for these guys to have an effective defense. Each star must be willing to sacrifice part of their own strengths for the greater good of the overall team. As we look through the current rosters of the other 28 teams and the notable free agents that will be available in the next

two years, can we see any scenarios that fit the criteria we spoke of earlier? Is there any combination that will honestly give the Cavs or Warriors (given if the current rosters of superstars remain with the team) any challenge? The answer is simple and a resounding … No! If you look at the players available once this season ends such as Gordon Hayward, Paul Millsap, Blake Griffin, Chris Paul, Kyle Lowry, etc. None of them can go to a team and make them a super team. Now they can go and help a team become better but they can’t make a team super. Not in the sense where they are ready to compete for a championship the day they arrive. Part of the problem is there are no current teams constructed with two legitimate superstars. Most of the ones who need the help have a superstar and a really good player. Let me give you a couple of examples. Take the Houston Rockets, the home team. James Harden is a superstar and 2017 MVP finalist. He is an elite talent that is a top five player in the league, no doubt. Looking over the Rockets roster where is another player that can support the same status that Harden brings? Not one can be found. Now don’t get me wrong. The Rockets have some very

good and gifted players but not one can truly be considered a superstar when reviewing the definition of the word. Let’s say the Los Angeles Clippers Point Forward Blake Griffin decides he wants to come to Houston to play with Harden and the rest of the Rockets that would, of course, propel the Rockets to have more “W’s” in the win column and a better seeding in the West. That has been proven with the third place finish they racked up this past season behind the San Antonio Spurs (2) and Golden State Warriors (1). So, a player like Griffin pushes them past the Spurs for the number two seed, but not to a number one if the Warriors team stays intact the way it is now. That gives the Rockets two superstars while the Warriors would still have four. Just for fun, let’s take a ride up I-10 to San Antonio. The Spurs also have a superstar, 2017 MVP finalist, and a top three player in Kwahi Leonard. Yet they have a bunch of aging players such as Pau Gasol, Tony Parker, Lamarcus Aldridge, etc. that surrounds him. If the rumors play themselves out and Clippers Point Guard Chris Paul came to the Spurs, how can you look at that team and say they are ready to compete with Golden State? You can’t. This game can be played with several teams throughout the league ealth

but the results would still be the same. It would take a few great moves to put together anything like the Cavs and Warriors even if you waited until the following year when some big names such as LeBron James (he is not leaving Cleveland again), Russell Westbrook, Carmelo Anthony, Isaiah Thomas, and Paul George became available. Teams would still run into the same problem trying to construct a team ready to battle those juggernauts that are currently playing for the third year in a row in the NBA Finals. Sorry for being the bearer of bad news to all you die-hard fans of the NBA. But I believe you are looking at the NBA Finals for the next 3-5 years barring injuries. And why some of you look at it as a dreadful thing for these players to team up to form such teams the NBA loves it from a rating standpoint. The two games played thus far have been the highest rated first two games in NBA Finals history. So, love it or hate it, you are watching it. And in the grand scheme of things that’s all that matters. Viewership brings in advertising dollars which, in turn, brings in big TV deals (9 years, 24 billion dollars) for the league. Oh, and just in case you were wondering, I have the Golden State Warriors in 6 games. See ya next year.

BOOKS

“Once a Cop: The Street, The Law, Two Worlds, One Man” by Corey Pegues Book Review by Terri Schlichenmeyer

Y

ou’ve changed your mind. That’s allowed, you know. You can go in a different direction, pick something else, try another thing, have do-overs, or have two. Pencils come with erasers, few things are forever, and in “Once a Cop” by Cory Pegues, change may be good. Born the second-youngest with four “much older” sisters, Cory Pegues grew up in a middle-class, mostly-black neighborhood in Queens, New York. Though his father was largely absent, Pegues basked in the affection of an extended family and he was secure, until his mother began moving her children from home to more-run-down home. At age thirteen, Pegues knew they were poor; he “was going around with holes in my shoes…” when he was taken under the wing of an older boy who was well-regarded in the neighborhood, and who taught Pegues to peddle “loosies.” “Selling weed was easy,” Pegues says. The next step was even easier: he sold crack and joined a larger group of dealers, some “serious players” who made crazy money but thought little of killing someone for small reason. It didn’t take long for Pegues to know that he “needed an exit plan, and I needed to move on it fast.” For him, the army “was perfect,” so he contacted a recruiter. Three weeks after he left for basic training, his old dealing grounds were raided. The army, however, was a means to an end: Pegues knew that what he really wanted was to work for the NYPD. He tested, was approved, left the military, and tested again. He was a father twice over by that time, and he was deter-

mined to be a cop, though many departments then oozed with racism. Still, Pegues persevered. He took on the worst assignments, so he could study for higher positions. He climbed in the ranks, paying his dues and finding mentors to help him be the best policeman he could, to “protect and serve” the people in various precincts. He made history, until the day he spoke “against the wrong people.” “Once a Cop” seems like two books that were accidentally glued together in the same cover. One good, one meh. In the beginning, you’ve got author Corey Pegues’ story of life in poverty and crime, which is wild, violent, and almost movie-like. That ultimately segues into Pegues-as-policeman, and is filled with names, numbers, and an undercurrent of anger. It’s perhaps because of the rage in the latter half that the books’ first half is more readable and, though filled with harshness and profanity, more accessible. It feels engaged, while the story’s final part seems to be, surprisingly or not, more like a police report. This may leave readers with a sense of disappointment; it’s as if our race horse is taken away and replaced by a bad-tempered Shetland pony. And yet, fans of this genre still might enjoy seeing both sides of the streets, as told by one man who’s lived them. Try “Once a Cop” and see what you think. You can always change your mind. EAT WITH STYLE

Smith & Wollensky Standing Tall in Highland Village By Yolanda Pope, Culinary Writer

S

mith & Wollensky located at 4007 Westheimer exemplifies what a writer from the New York Times wrote “The steakhouse to end all arguments.” Their service is impeccable, the restaurant is elegant, but not stuffy, the staff is friendly and attentive to the needs of all customers. Moreover, the food, especially the dryaged steak, exceeded my expectations in every way. First of all, the restaurant is situated in one of the busiest areas of Houston; however, they have ample parking. Therefore, we were not forced to valet park and didn’t have to walk a mile to get to our destination. We were greeted by the GM Luciana Rankins and Manager Erin Manhaney who shared some of the highlights of their tenure with the company as well as their enthusiasm and commitment to being apart of a team that is a well-known brand in the restaurant industry. With the history lesson over, it was time to dive into the food. Our server Rico really impressed us. He asked us about our tastes in cocktails and then relayed the information to the bartender who came up with the most refreshing elixirs that left us rather surprised. My custom drink, which is not listed on the menu, was created with a combination of Hendrick’s Gin, Prosecco, lemon juice, with a garnish of lemon peel. My guest started with “The Toronto,” which consists of Lot 40 Canadian Rye Whiskey, simple syrup, Fernet Branca, and orange bitters.

14 14

The food tasting began with a serving of beef bacon, which is housed cured and smoked. We snacked on the bacon while we drooled over the crab cake that was a mountain of lump jumbo crab meat, cognac mustard, and ginger sauce. The Wollensky Salad arrived next which is a tasty plate of Romaine lettuce, teardrop tomatoes, croutons, bacon lardoons, marinated mushrooms and topped with vinaigrette. Both were scrumptious. Next, Executive Sous Chef Palmros introduced us to The Dry Aged USDA Prime Bone in Kansas City Cut Sirloin, that is 21 oz of succulent steak that is well seasoned, tender, full of flavor and scrumptious. As savored each bit and I said a little mantra “I can’t believe this is so good.” We also sampled the Cajun Ribeye that was so good it deserved its own zip code. For our sides, we had the Szechuan Green Smith & Wollensky Beans and the corn salad. Finally, the dessert arrived and we asked for the house blended coffee and to go boxes. Before we boxed up our sweet treasurers, we hade to try them first. Yes, I said them. Get ready for your mouth to water. Our deserts were double chocolate cake with berries on the side and white vanilla and coconut cake with strawberries and real coconut flakes on top.
