The Need for Prison and Criminal Justice Reform Is Great By Jesse Jackson, National Political Writer
O
n my birthday this year, I continued my tradition of going to the Cook County Jail to have lunch with some of the 5,552 people who are inmates there. These visits remind me of the humanity of those who are in trouble -- and of the inhumanity, even idiocy, of our criminal justice system. Despite the first steps toward prison reform, the United States still locks up a higher percentage of its population than any other country -- even more than repressive nations like China. There are some 2.3 million people locked up in America in 1,719 state prisons, 109 federal prisons, 1,772 juvenile correction facilities, 3,163 local jails, as well as what are called Indian Country Jails, immigration detention facilities and more. If prisons were a city, it would be larger than Philadelphia or Dallas, and one of the country’s top 10 in population. In total, about $80 billion a year is spent on correction facilities, compared to the $68 billion spent by the Department of Education. About 612,000 of this number are in local jails, but that number is misleading. A staggering 10.6 million people go to jail in any one year. Most are released shortly after posting bail or getting out without it. Over two-thirds of the people in jail have NOT BEEN CONVICTED OF ANY CRIME. These are overwhelmingly poor people who cannot afford bail. Prison and jail populations are still disproportionately people of color. Af-

ep. Elijah Cummings, a longtime Maryland Democrat and key figure leading investigations into President Donald Trump, has died at age 68, his office announced early Thursday morning. He died of “complications concerning longstanding health challenges,” his office said in a statement. The congressman, who had represented Maryland’s 7th Congressional District since 1996, served as the chairman of the House Oversight and Reform Committee, one of the panels involved in the impeachment inquiry of Trump.

If they were to be registered and to vote, they might help make a difference in the judges that get elected, in the sentences that get handed out, in the injustices that are structured into our justice system. They know better than most that while there are some truly violent people that deserve incarceration, the vast majority need a hand up, not another shackle of more debt, a bad record, a bleaker future. rican Americans are 12 percent of the country’s population but 33 percent of federal and state prisons’ population. Recently, from 2009 to 2016, the African-American prison population has fallen by about 17 percent, declining more rapidly than the white prison population, which is down about 10 percent. The scourge of the opioid epidemic has significantly contributed to the number of whites in trouble. Nonviolent offenders make up a significant proportion of the incarcerated -- particularly in federal prisons. State and local prisons and jails tend to have more inmates charged with property or acause of petty violations of the terms of their release from previous charges, not even from committing a new offense. Inmates, almost by definition, are disproportionately low income. They are “down on their luck,” people struggling under the intense pressures of poverty. They tend to be people who suffer from
the diseases of depression, alcoholism or drug abuse. When I break bread with these people, I always find them to be more intelligent than people think, more humane than people think, more curious and open to experience than people think. These are not serial murderers or rapists. They are overwhelmingly people who erred or did wrong but are not bad people. We need a lot more reform of our judicial system and particularly of our system of incarceration. We should be doing far more rehabilitation and far less incarceration. With 10 million people going to jail each year -- and the overwhelming number in jail at any one time not convicted of anything -- one thing we should do is register them to vote. The inmates I spoke with were stunned to learn that they were still eligible to vote -- and
Illinois, under Governor Pritzker, has set the pace. Legislation was enacted that will turn the county jail into a temporary precinct that will enable “pretrial detainees” -- those who are detained but not convicted of anything -- to register and vote. That provides a model for states and localities across the country. These are citizen who have the right to vote. We should make it possible for them to exercise that right. You can write to the Rev. He oversaw a range of investigations into the Trump administration, from issues relating to the impeachment inquiry to the treatment of migrants at the southern border to the use of personal email for official use by White House officials to how a citizenship question was considered for the US census. And it was his committee that grilled Trump’s former personal attorney, Michael Cohen, in a blockbuster hearing this past February. It was not immediately clear who will succeed Cummings as chairman of the Oversight Committee or how his passing will affect the

swirling impeachment investigation into Trump. Cummings had been in failing health in recent weeks. He had been in and out of the hospital, missing votes and business in his committee. He was spotted several times with a breathing tube in his nose connected to oxygen while sitting on the House floor. When speaking to reporters, he would have to wait for 15 to 20 seconds or so to catch his breath before speaking. He would drive around on a motorized wheelchair through the Capitol and then walk in using a walker. Although he was chairman of the Oversight Committee, he had not been in command of the investigations on his panel. His staff did a lion’s share of the work and his staff has been helping lead the charge in the impeachment inquiry. Prominent Trump critic As he has led the investigative efforts, Cummings also clashed publicly with the President. Over the summer, Trump tweeted disparaging remarks toward Cummings and his Maryland district, which includes much of Baltimore, calling the majority black district a “disgusting, rat and rodent infested mess.” Leading African American voice on Cap-

itol Hill Cummings, who grew up during the Civil Rights Movement, had become a leading voice among African American lawmakers on Capitol Hill at the time of his passing, and his death triggered an outpouring of grief from his colleagues. Veteran of Civil Rights Movement Earlier this year, Cummings discussed how, even at a young age, he faced racial violence in trying to integrate parts of his neighborhood. Cummings was born and raised in Baltimore -- the city that is home to his district. The son of former sharecroppers, Cummings was born in 1951 and graduated from Baltimore City College High School in 1969. He practiced law and served for 14 years in the Maryland House of Delegates, where, according to his congressional website, he became the first African American in Maryland history to be named Speaker Pro Tem. Atatiana Jefferson, Killed by Police Officer in Her Own Home By NNPA Newswire/Stacy M. Brown
It was very late at night and James Smith, a concerned neighbor, noticed that her door had been left ajar. Smith dialed 311, a service established specifically for non-emergencies, to ask police to simply check on the home.

tatiana Jefferson, a 2014 Xavier University biology graduate who worked in the pharmaceutical industry and was contemplating becoming a doctor, lived a life of purpose that mattered to all of those who gathered for a vigil on Sunday, Oct. 13, outside of her single-story, purple-painted home in Fort Worth. Atatiana also mattered to her eightyear old nephew, who is a witness to this tragedy. But she didn’t seem to matter at all to 34year old Fort Worth, Texas Police Officer Aaron Dean. Dean and his unidentified partner were asked to check on the well-being of the occupants in her home – Atatiana and her young nephew.

Dean and his partner arrived. Upon hearing the commotion outside of her home, Atatiana approached her window to see what was happening. Without identifying himself as a police officer, Dean shouted a command, “Let me see your hands!” and immediately opened fire, shooting through the window and killing Atatiana. Atatiana Jefferson didn’t matter to Officer Aaron Dean, and his indifference meant that she would become the sixth African American to die at the hands of police gunfire in 2019. It’s a statistic that activists and residents are very much aware of, one that has the city of Fort Worth on edge. After Dean’s resignation on Sunday, and his arrest on murder charges a day later, residents are demanding action from the City’s leadership. “Every day you are worried about who might be the next victim,” Stephon Little, one of the many mourners to gather at

Jefferson’s home, told reporters. “You’re worried about what could happen if you’re pulled over, or in other circumstances. Now, you worry about sitting inside your house eating ice cream, sitting inside your house playing video games with a child,” Little stated. Eating ice cream was a clear reference to Botham Jean, a Dallas resident killed by a police officer. Jean was shot and killed while sitting inside his home eating ice cream and watching television. Only days before Atatiana’s killing, a jury convicted former Dallas Police Officer Amber Guyger for Botham Jean’s murder, returning the verdict in less than 24 hours. Guyger received a controversial 10-year sentence in prison for her crime. “I cannot make sense of why she had to lose her life,” Fort Worth Police Chief Ed
Kraus stated during a news conference announcing Dean’s arrest. Dean was released on $200,000 bond and his police union vowed to financially support his defense, which is certain to highlight that a gun was later found in Atatiana’s home. Lee Merritt, the lawyer representing Atatiana’s family, said that shouldn’t matter. Merritt was backed in his words by Kraus and Fort Worth Mayor, Betsy Price. Texas’ “castle doctrine” law allows someone to use deadly force in their homes if there’s a threat, which means even if Jefferson carried her weapon to the window in which she was shot, she was within her rights legally. “The gun is irrelevant,” Mayor Price told reporters.

Who Will Be Next to Lead Houston? By Jo-Carolyn Goode, Managing Editor

leven candidates have stepped up willing and ready to lead Houston into the future. All seem to agree that one of the top priorities to get the city on track is to fix the infrastructure, tackle the pay for firefighters and police officers, and use taxpayers’ money efficiently. The various ways to handle those problems is where they differ. Houston Style has examined the slate and broken down the platforms of the top 5 mayoral candidates. All that is left is for you to go to the polls and vote. Early voting is from October 21-November 1, 2019 and Election Day is November 5, 2019.
Dwight A. Boykins. Something always plastered on Dwight Boykins’s face is a smile because helping people just brings him joy. A native Houstonian Boykins has spent his entire life helping Houstonians, especially those in his beloved District D. From cutting the yards of seniors to giving people a second chance at a promising career, Boykins has proven to be an advocate for the young to the very old. He now wants to expand his reach and care for all of Houston as its next mayor. His top priorities are dealing with public safety, infrastructure, and job creation. He has proposed to streamline the city’s budget by employing a zero-based budget to prioritize spending on infrastructure, pay parity, collective bargaining obligations, public safety, street repairs (potholes), and trash pickup. Boykins has been highly critical of Mayor Sylvester Turner handling of firefighters pay and his opposition to Proposition B. The Houston Professional Firefighters Association has backed Boykins for his support of Prop B and fair and equal pay. Also on his plate is a plan to fix the many flooding problems in Houston by addressing the city’s drainage issue and speeding up recovery efforts caused by Hurricane Harvey with needed street and housing repairs. Boykins is a graduate of Texas Southern University with a degree in business. A successful businessman and entrepreneur, he has served on Houston City Council, representing District D, since 2014. He has been married to the love of his life, Genora, for more than 30 years. Both worship at Windsor Village Church.

Tony Buzbee is a man that believes in working hard to deliver results. It is a formula that has carried him throughout life. Based on his varied accomplishments, the formula has proven to be successful. Buzbee feels its time to test his formula again as Houston’s next mayor and put the city on the winning track. Throughout this election cycle, Buzbee has been very vocal about disapproval of Mayor Sylvester Turner’s management of the city’s finances. The alleged practice of paying-to-play to allow campaign donors, friends, and others to get city contracts is something he wants to eliminate to better utilize citizens’ funds and give all a shot to do business with the city. He intends to form policy preventing campaign donors from securing contracts with the city and increase government transparency. His top priorities are getting universal pre-K, reducing crime, improving infrastructure, addressing Houston’s stray animal issue, and expanding access to 5G broadband. The above will help fund these improvements along with his plan to utilize a zero-based budget to improve the efficiency of the city’s budget. His support of Prop B will help secure higher pay for firefighters and police officers. Knowing that flooding is also one of the city’s major problems, Buzbee has identified three key points to address Houston’s flooding – storm surge, sheet flow, and river overflow – utilizing the drainage fee and the accompanying ad valorem tax that citizens voted on some years ago. Buzbee also wants to impose a Compstat style of crime control to put more police on the street instead of behind desks. Buzbee holds degrees from Texas A&M University and the University of Houston Law Center. The former Marine operates his own law firm and sits on the Texas A&M Board of Regents. He has four children.
Bill King knows that Houston can be an example to the rest of America on how to run a city properly by doing

one thing – getting back to the basics. Utilizing his skill set and experience as a businessman and attorney King says he has a keen understanding of where Houston needs to improve and he has a method to start the process. All he needs to move forward is the backing of Houstonians. Balancing the books, improving public safety, reducing flooding and fixing the streets are all major concerns of King. Standing firm on the belief that the city’s finances are corrupt, King wants to stop those who donated to political campaigns from doing business with the city. He wants to examine the ways money is spent to make it more efficient to create funding to properly pay police officers and firefighters. He has a plan to fix the city’s infrastructure by using the mandated lockbox for street and drainage improvements. Furthermore, King wants to clean up Houston streets by getting tough on those who illegally dump trash all over the city and clean up illegal dumpsites swiftly. Also on the horizon with King at the helm would be a charter amendment. In his own words, King said the goal would be to “safeguard against corruption, save taxpayer dollars and improve access to public information.” King is a product of the Houston area. With roots planted in Clear Lake, he holds undergraduate and graduate degrees from the University of Houston. The former president of Southwest Airport Services, Inc. is a charitable man working with numerous charities and organizations. The former mayor of Kemah was also a former attorney and a columnist for the Houston Chronicle.
Sue Lovell is a natural civil servant. Serving on Houston City Council for six years, the former Vice Mayor Pro Tem wants to be Houston’s next leader. The mother and grandmother have knowledge of the city’s handling of transportation, infrastructure, and aviation. She will use her knowledge and business experience to honor the trust and deliver the commitment citizens expect for public safety and efficiency of services. Lowell is a proponent of making public safety better and like all candidates wants to improve the city’s infrastructure. She backs the Houston Professional Fire Fighters Association in their fight for equal and supports Prop B. Lovell is from Fresno, California and came to Houston in 1970 at the age of

19 with $35. She previously served on Houston City Council from 2006-2012.
Sylvester Turner is asking voters for four more years to invest in the dream of a better Houston. Always living by the philosophy “If you can dream it, you can do it,” Mayor Turner believes in people and the right to lift their voice for what is right. From helping his neighbors in Acres Homes to helping his constituents across Texas, Turner is a man of and for the people. Since he has been in office Mayor Turner has a lofty list of accomplishments. His website notes how he saved the city from bankruptcy by addressing the pension crisis, creating jobs to better the economy, filling gaps in the budget, fixing potholes, and who can forget the biggest parties we hosted – the Super Bowl and World Series Champions Houston Astros. He has put Houston on the map representing the city locally and around the world. Looking to the future Mayor Turner wants to continue what he started by being focused on flood recovery, prevention and mitigation efforts, easing the headaches of bumper-to-bumper traffic, improving infrastructure, and upgrading transportation by working with METRO. Furthermore, he wants to make more complete communities where all Houstonians will have access to affordable housing, great schools and parks, grocery stores and more. Mayor Turner is a native Houstonian via the Acres Homes area. Holding degrees from the University of Houston and Harvard School of Law, Mayor Turner founded Barnes & Turner law firm and was the former State Rep for House District 139. Others running for Mayor of Houston: Kendall Baker is a pastor and businessman that want to make the pay of firefighters and police officers the same as national standards within his first month on the job. He also wants to ensure Houston gets it to share of the $41 billion to resolve flooding issues. He wants to take an analytical look at city departments and empower city council members to ensure taxpayers are getting the most from their dollars. Derrick Broze is a freelance investigative journalist, author, and public speaker. According to his website, he wants to decriminalize Cannabis, initiate a moratorium on the 5g rollout, and

put an end to surveillance in Houston as well as ending the “anti-food sharing” ordinance and No-Knock raids by Houston Police. Naoufal Houjami is an entrepreneur, author, politician, and US National Security Strategist that has worked for five years on an 11 point strategic plan of action to solve Houston’s problems. Highlights of the plan include lowering the abuse of power by creating a general manager for the city and addressing affordable housing by creating a mortgage assistance program. Victoria Romero is a product of immigrant parents from El Salvador that was placed in the foster care system when she was four-years-old with her siblings. Those beginnings taught her all about family values and serving her community. She wants to utilize her talents to provide better access to public education, cost-efficient solutions to solve Houston’s infrastructure problems, an audit of city finances with an independent committee, fair wages for all employees, and affordable home buying and leasing options. Demetria Smith is fighting against poverty, injustice, and oppression in the race to be Houston’s next mayor. The
mother of six wants to keep families in their homes with more resources through public and private funding. She supports Prop B. She is an advocate for allowing the voice of millenniums to be heard and welcomes more women leadership roles. Johnny “J.T.” Taylor is a native Houstonian with a wife, two daughters and five sons so he knows about balancing a budget for a multitude. Using his personal life experience, 30 years of corporate experience, and his training by the U.S. Navy he wants to lead Houston as mayor making citizens stronger together. Issues at the top of his list include balancing the budget, implementing Prop B, monetizing city own real estate, and hiring more women for leadership roles. Roy J. Vasquez was born and raised in Houston. He has seen the growth and changes. Men that are undergoing sexual reassignments are thought to be at more risk for breast cancer due to the increase of estrogen utilized in the process. 6. Exposure To Radiation If you had radiation to treat cancer or a condition that affected your chest area, your risk for breast cancer is increased. 7. Age Breast cancer diagnoses most often occur in men who are 70 years old and older. However, that doesn’t mean that younger men are not affected so all men should know their risks. 8. Testicular Issues If you’ve had inflammation of the testes (orchitis), an undescended testicle, or surgical removal of a testicle, your risk for breast cancer is increased due to the underproduction of male hormones. This October, as we paint the town pink in honor of breast cancer awareness, let us not forgot the men who are directly impacted by this disease. Let’s continue the fight.

ome players in the NFL will tell you that there are games throughout the season that they mark on their calendars. Whether it’s a game against their former team, the city where they played their college games, or just an opponent that they feel is a barometer or measuring stick. For the Houston Texans, one of those teams is the Kansas City Chiefs. The Chiefs have propelled themselves into the conversation of one of the top teams in the AFC right next to the New England Patriots. But that didn’t stop the Texans from going into a hostile stadium and to get the victory over the Chiefs. Houston (4-2) defeated Kansas City (4-2) 31-24 behind a great game plan orchestrated by head coach Bill O’Brien and quarterback Deshaun Watson. He threw for 280 yards and a touchdown while navigating two more with his legs. Watson, who was awarded the AFC Offensive Player of the Week, combined three touchdowns on Sunday giving him eight in the last two weeks and he has also led Houston on an offensive explosion by averaging 42 points a game in those games. “It’s a wonderful feeling to be able to deal with all of the adversity, the ups and downs and the flows of the game and to be able to keep fighting for 60 minutes,” said Watson. “We never got discouraged. The Texans fell behind the Chiefs early in the first quarter by a score of 17-3 after two touchdowns by reigning NFL MVP, Patrick Mahomes, who finished the game with 273 yards passing and three touchdowns, but had two key turnovers (interception, fumble) in the game. His interception in the second quarter by Texans safety Tashaun Gipson was his first of this season.
Carlos Hyde to lead to 20 second quarter points and put the Texans up at the half by a score of 23-17. It was the strong running of Hyde that allowed the Texans to control the clock and keep the high-powered offense of Kansas City off the field. Hyde rushed for 116 yards on 26 carries and one touchdown.

Hudnall has been an integral member of the photographic community in Houston and is known for his artistic and seamless documentation of the city’s African American communities. The Full Frame luncheon featured a tribute to Hudnall, followed by a casual interview with the photographer about his life’s work. Awarding chefs of Brennan’s prepared the meal. A silent auction featured a selection of art works.
