ixty-one years ago, a unanimous Supreme Court ruled in Brown v. Board of Education that separate but (allegedly) equal schools were unconstitutional, that apartheid -- legalized segregation -- could not withstand the constitutional demand of equal rights for all. That decision produced a revolution and a massive resistance. White Southerners fled to private schools and starved public schools. Neighborhoods grew more segregated, making it easier to keep schools segregated. The white noose of suburbs grew around inner cities, with schools separate and savagely unequal. The courts stepped in, enforcing the Supreme Court’s decision. They ordered mandatory busing. They struck down racially segregated school districts. By the early 1970s, the slow, tortuous process produced greater

The Resegregation of America’s Schools school integration. By 1972, only one in four black children went to schools that were 90 percent black, a dramatic improvement from segregation. But the resistance spread north. Parents revolted against busing. President Nixon gutted federal enforcement. The courts backed off. “In districts released from desegregation orders between 1990 and 2011, 53 percent of black students now attend such schools,” according to a ProPublica report based on demographic data compiled by the National Center for Education Statistics. One-fourth of the black students in Alabama go to schools with less than 1 percent white children. Segregation and apartheid schools have returned, with the worst, ironically, based on residential racial patterns in the Northeast and Midwest, where black and Latino ghettos and barrios are increasingly isolated. Black children across the South now attend majority black schools at levels not seen since Brown v. Board of Education. Modern day segregated schools are as separate and as unequal as those before the Brown decision. There has been vast transformation of the nation’s public school population -- with numbers of white students dropping and Hispanics rising. In the West and South, people of color are a majority of students in public schools. Latinos suffer the worst forms of segregated housing.
The effects are well known. Schools with students who are predominantly people of color get the least experienced and worst-paid teachers. Their teachers are less likely to be certified or qualified for the courses they teach. Per pupil spending is lower than predominantly white schools. Advanced courses are less available. Various facilities - from labs to gyms - are starved for funds, if existing at all. Blacks are more likely to be disciplined, more likely to be suspended or expelled (at three times the rate of whites), more likely to be arrested. One fourth grow up in neighborhoods their parents say are unsafe. The effects are clear. Blacks drop out of high school at two times the rate of whites. One third of whites have bachelor degrees or more, while only one in five blacks (19 percent) share the same accomplishments. As UCLA’s Gary Orfield, a leading scholar of school desegregation, has written, research since Brown “shows that many forms of unequal opportunity are linked to segregation” and that “desegregated education has substantial benefits for educational and later life outcomes for students from all backgrounds.” Thus the goal of a public education of equal high quality for all students is still an aspiration of the future. In this light, the riots in Baltimore sadly mirror those of the 1960s that were also often sparked by police
excesses. Once more a nation separate and unequal is being forged. Once more, segregated communities -- the contrast between the downtown and the west side -- lead to segregated schools, segregated opportunities, segregated dreams. Once more, the only way to change things is challenge the limits and borders of the current debate. Once more, it takes dramatic demonstrations to get liberals and elites to pay attention. Once more, we see vividly that the powerful who rigged the rules have no desire to change them; they are doing fine with the current arrangements. This nation knows what it takes to build great public schools. Now, as schools become increasingly minority majority -- and as our future workforce becomes increasingly people of color -- we have to decide if we will invest to give every child a fair start. Perhaps the new gentrification of cities, as millennials decide in large numbers to move into the city rather than out of it, offers a new opportunity to desegregate housing, neighborhoods and schools. But this won’t happen automatically. It will take a change in policy and new profiles in courage. You can write to the Rev. Memorial Day Porta Remembers His Fellow Marines

S Marine Ronny ‘Tony’ Porta and his wife Daisy had a good time in Houston last weekend as part of the annual Impact A Hero Weekend that brings severely wounded soldiers, sailors, Marines, airmen and their families to Houston to watch baseball games and golf tournaments, enjoy fishing and golf but on Memorial Day he will remember the slain Marines that saved his life. Porta was burned beyond recognition by a roadside bomb in Iraq that set him on fire when he was a 20-year-old corporal. He said he sees the violence of religious and racial sectarian hatred every time he looks in the mirror but when he looks at his wife Daisy and his baby son Kenneth Charles he sees love. Daisy didn’t care about my wounds when we met. She cares about me in the inside. Every time a stranger points a finger at him or stares, every time a teenager mocks him with the word monster or a couple whispers behind his back Porta said he is reminded that his disfigurement is the price he pays for volunteering to live his values of service above self after the terrorist attacks of September 11, 2011. At NRG Stadium last Saturday night Porta recalled two months ago, a man approached him in a Home Depot. He stood studying the burns on Porta’s

face and asked if a car accident was to blame. Porta, wearing a U.S. Marine Corps sweatshirt, said, no, it was an IED explosion in Iraq. What really stuck with Porta and angers him still were the words the man said next: “Was it worth it?” Is it so difficult, Porta asks, to see that those who volunteer in defense of the nation know it can carry a price? “Freedom is not free,” he says, echoing an age-old American refrain. The blast killed his two best friends, Charles Palmer and Kenneth Mack, whom Porta says saved his life. “They were telling me to get up,» Porta recalled. «They were (dead) yes, but they were there. They were.” He spent long, harrowing days

in a burn unit before deciding to confront his appearance. I couldn’t recognize myself,» he said. “I saw scars, I saw blood. I didn›t have lips, my nose was missing, and my ears were gone. That day I felt, ‹How can I live like this?” Porta has undergone 128 surgeries to repair the burn damage — a harrowing process made bearable once Daisy walked into his life. The couple has since married and now has a son. “I named him Kenneth Charles in memory of my two friends, Kenneth and Charles” Porta said. “They saved my life and now they will be remembered forever. I especially remember them on days like Memorial Day which is set aside for all Americans to gather

to remember those that lived for us to breathe free.” Monday, May 25 starting at 9:30 am is the annual Houston VA National Cemetery Memorial Day service at 10410 Veterans Memorial Drive in north Houston. The service will feature a parade of colors and wreaths by numerous veterans’ organizations, ROTC units, and Boy and Girl Scout troops, Buffalo Soldiers, Jewish War Veterans, Paralyzed Veterans of America, Patriot Guard Riders, WW II, Korea War, and Vietnam veteran’s organizations are invited to attend. There will also be a performance of Taps; a cannon salute; Amazing Grace performed by Ian Martin; and a rifle salute by the Veterans of Foreign Wars and most important Peggy Slay, president of the Houston Gold Star Mothers (mothers that lost children in combat) will lead the pledge of allegiance. Every US Congress Member from the region is expected there along with Houston Mayor Annise Parker, disabled Vietnam Veteran CAPT. ometimes, you have to choose sides. Republican or Democrat? For something, or against it? Grateful for what you have or irritated by what you don’t? And you want fries with that? Sometimes you choose your sides, and sometimes they’re chosen for you. And in the new book “Corruption Officer” by Gary L. Heyward, the preferred option is outside. “Big Hey” had “the shakes.” Evenings, he spent almost all his paycheck shaking dice, winning some nights and some nights, not. He still lived with his Moms because of that, which was shameful – he was 29 years old, a Gulf War veteran – but, though a good friend urged him to job-search, Heyward figured that better employment was out of reach. When he learned that his application to Corrections Academy was accepted, he grabbed his mother and danced in their kitchen. “Hello, pension,” he says. Hello, Rikers Island. In the first days of Academy, Heyward had plenty to learn: inmates knew how to intimidate, which Corrections Officers were taught to ignore. Counting “mates” was essential, avoiding “undue familiarity” was important, the hours were lousy, but the money was good. Heyward was flush with cash for the first time in a long time. He bought a car. Then his Baby Mama took him to court for child support. Weeks later, shortly after his paycheck amounted to $68 post-deductions, after the “hood booga” said she was pregnant and his car was repo’ed,

Heyward started hearing temptation. Inmates had been bugging him to smuggle in cash, drugs, and smokes. He’d done it once; the money was there and he knew it was easy. Other COs got away with bending the rules, and just about every male guard was doing whatever he could to pay child support. If they did it, why couldn’t Heyward do it, too? “I begin to panic,” Heyward says. “I got to get this money up.” And so, he went in search of someone to introduce him to an inside partner, a move that would prove dangerously, devastatingly risky… At first, I was quite unimpressed with “Corruption Officer.” There’s a lot of profanity in here, and what’s left after that is mostly sophomoric. I kept waiting for this book to grow up. And then it hit me: it didn’t need to. This memoir of jail from both sides of the bars is really better suited for a young audience anyhow, since it’s ultimately more cautionary tale than not. In the end of his story, author Gary L. Heyward even writes, “Prison should be feared at all times. [It] should be thought about every time a person thinks about doing something wrong.” Doesn’t that put a different spin on what, in its first many pages, felt like a jokey book? That sure seemed the case to me, as I read “Corruption Officer” in one sitting, alternately horrified and fascinated. Grandma isn’t the targeted audience for this book. Young people are; they’ll like reading it and it may scare some straight. They’ll find that “Corruption Officer” has very powerful words inside. Share this story online at www.stylemagazine. com.

he Houston Livestock Show and Rodeo awarded more than $7.5 million in scholarships to Texas high school graduates. Among the 423 scholars, nearly 200 winners will be the first in their families to attend a college or university, and more than 120 of them are the first in their families to graduate high school. The 423 scholarship recipients will attend 30 Texas colleges and universities in the fall using funds from the Show’s scholarship programs, totaling $7,569,000. Scholarships are awarded to students who meet the program requirements as well as demonstrate academic potential, leadership and financial need. RAILFEST has been tabbed as connecting the communities beyond the established line that runs through the Medical Center to Downtown. Mayor Annise Parker champions it, so do Houstonians looking for a bit of traffic relief in trying to get around downtown and the greater Third Ward. “The start of METRORail service to the vibrant, diverse historic east and southeast communities marks a major milestone in METRO’s commitment to expanding transportation options for Houstonians,” Parker said in a press release. “Congratulations to Chairman Garcia and the METRO Board for their vision and leadership to improve transportation options for all Houstonians.” The lineup for RAILFEST not only boasts Ne-Yo, a three-time Grammy Award winner but also bilingual singer Frankie J., the Ernest Walker Band, Zenteno Spirit, Mario Havikoro Dancers and Herman Charles Dancers. While the eclectic mix of dancers and bands are set to satisfy parties of all sizes and ages, it’s on Ne-Yo, who’s currently enjoying radio success with his “She Knows” single to close out the show. Ne-Yo last appeared in Houston in October as part of his promotion for his latest album, Non-Fiction. While that performance at House of Blues was far more intimate given the setlist and venue, the RAILFEST date for the Las Vegas singer applies far more to his international prowess. The one that’s partied with Pitbull and created plenty of fun with songs such as “Sexy Love,” his current hit “She Knows” and “Time Of Our Lives”. Per a press release, the new lines provide customers with convenient travel to downtown’s Theater District and nightlife and entertainment centers including Discovery Green, the George R. Brown Convention Center, Toyota Center, BBVA Compass Stadium and Minute Maid Park with continued access to midtown, the Museum District, Texas Medical Center, Moody Park and the Northline Transit Center / HCC. The Green Line (East End) runs 3.3 miles from downtown, east along Harrisburg, while the Purple Line (Southeast) runs 6.6 miles traveling southeast connecting downtown with the University of Houston, Texas Southern University and Palm Center. Both new routes will cross the existing Main Street Red Line. Each rail station platform will showcase Metro’s Arts in Transit program, featuring the work of 22 artists who illustrate the cultural and artistic diversity of the communities in which they serve. Stations on the Southeast line highlight African American heritage and those on the East End line focus on Mexican American culture. “This is a huge step forward for our region. These two new lines will provide greater transit options and help spark development in the communities they serve.” said METRO Chairman Gilbert Garcia said. “This has been a long time coming; people have been working on this for 20 years. We opened the Northline extension of the Red Line in December 2013. ave you seen the video yet of a university student waiting to see an academic advisor? Waiting. Waiting. Waiting. Then, on camera, being told that waiting to see an advisor was “harassment” accompanied with a threat to call campus security. You don’t believe me? Watch the video online at www.stylemagazine.com. The video has over 7,000 retweets and is quickly spreading virally. The reaction to social media is divided. Some say the young African-American man is being racially discriminated
Just Rude or Is It Racist? against, others say that the advisor in the video is just being rude. The reality is whether it was rude, or racist it happened – and it is NOT isolated event. Is there a lesson to be learned regarding cultural sensitivity or customer service? As a graduate from a predominately white university during my undergraduate studies and a predominately black university for my graduate studies, I have encountered both rude and racist from both sides of the fence of race. I have also encountered supportive and helpful from both sides. I can tell you from life experience, regardless of the intent of the deliverer, the delivered message landed the same way. You are left feeling discounted, undervalued and insignificant. Except your money, your money is very significant. The tuition you pay has huge significance, but the significance of your money is separated from you. It is an oppression of opportunity from the denial of customer service from customers who have paid for this
rude or racist service through fees and tuition. I salute the young man in this video because it took courage not to recoil at the threat of this female calling security. It took a swift mind to anticipate that he needed to quickly and inconspicuously record this engagement – before it even happened. It took wisdom to realize that navigating through higher education, with the hope of graduation successfully is much easier with the help of an academic advisor. He needed help through advisement, (which his fees pay for) and he waited to receive it. Many will say there are two sides to every story, and others will say they didn’t see what happened before or after the videotape. However what was captured, was captured and it’s enough to realize that while differing sides exist, many solutions also co-exist. In the world of customer service, a world that offers numerous solutions related to problem solving, calling security
for “harassment” on a student waiting to see an academic advisor was a poor solution, from any perspective – from any racial background. he 2016 Chevrolet Malibu Hybrid, which uses technology from the Chevrolet Volt, will offer a General Motors-estimated 48 mpg city, 45 mpg highway – and 47 mpg combined, unsurpassed in the segment, GM President Dan Ammann announced. “Fuel efficiency is important to our customers, especially in the midsize segment and with an estimated 48 mpg city rating, the Malibu Hybrid delivers,” Ammann said. An all-new direct-injection 1.8L 4-cylinder engine mated to a two-motor drive unit

slightly modified from the 2016 Chevrolet Volt drive unit powers the Malibu Hybrid. The drive unit provides additional power to assist the engine during acceleration, for 182 horsepower (136 kW) of total system power. An 80-cell, 1.5 kWh lithium-ion battery pack provides electric power to the Hybrid system. The advanced lithium-ion based chemistry can power the Malibu hybrid at up to 55 miles per hour on electricity alone. The gasoline-powered engine will automatically come on at higher speeds and high loads when necessary to provide additional power. Besides the Volt drive unit, the Malibu Hybrid also shares power electronics and a blended regenerative braking system, which provides maximum kinetic energy recovery during braking

ou’ve likely heard the adage an ounce of prevention is worth a pound of cure. Patients looking to live a long and healthy life know taking preventive steps now is necessary to ward off many diseases in the future. This is especially true with cardiovascular disease, the leading cause of death among adults. Understanding cardiovascular disease For middle-age and mature adults, pro-active steps toward prevention should be done to fight against atherosclerosis, or plaque build-up in the arteries, the main cause of cardiovascular disease. Early detection, improved health behavior and diet changes now can increase wellness benefits later. When not detected, more advanced stages of the disease can lead to more serious problems, such as stroke or heart attack. One affordable, easy and non-invasive option for patients looking to stay on the road to wellness is cardiovascular screening, such as Life Line Screening, often recommended for adults age 55 and older. This type of simple ultrasound procedure allows
doctors to see inside a patient’s arteries, and along with doctor checkups, can sniff out certain health issues before they become more serious. These vascular screenings can be a beneficial choice for patients in the right age range and with key risk factors (and screening data shows that more than 70 percent of the population over age 55 have two or more of these risk factors before their screening). Patients can then work with their doctors to put preventive strategies in place. New studies prove screening’s benefit.
A growing body of research supports this logical approach to fight disease. A 40-year study recently published in the Journal of the American Medical Association showed community-based integrated programming improved the health of residents and reduced hospitalization. Similarly, a study in South Korea may have set the standard for the future. There, a nationwide study found that health screenings were linked to lower rates of cardiovascular disease and helped patients better identify heart-related conditions and events.
To best prevent cardiovascular disease one must find it early, before the person is symptomatic, so the individual can be more accurately placed in the proper risk category. That is where ultrasound screening plays its special role. A study published in the Journal of the American College of Cardiology, looked at ultrasound testing to identify blockages in carotid (neck) arteries in people who were healthy but at-risk, and found that detection of “subclinical” disease improved overall risk prediction. Vascular screening may also motivate healthier behaviors in those screened because people get to “see” inside their body and understand their true health status. Life Line Screening examined a sample of American adults who underwent screenings. The research showed that those screened engaged in healthier behaviors. In fact, 76 percent of participants reported improved diets, 60 percent increased the amount of exercise and 73 percent reported maintenance of a healthy weight or weight loss following the screening. The gentlemen outlined the new agreement that will enhance transportation options. They are both committed to finding regional transportation solutions for the benefit of all. The activities of the weekend were meant to empower, educate and equip African-American women to live heart healthy lives. The interactive cooking session presented by the American Heart Association (AHA) and sponsored by H-E-B gave attendees tips on how to cook and eat healthier.
