T

he Supreme Court decision in Brown v. Board of Education 60 years ago began when Oliver L. Brown, a welder, went to court because his daughter Linda could not attend Sumner Elementary School in Topeka, Kansas, seven blocks from her home. The Supreme Court ruled definitively that “separate but equal” has no place in the American Constitution, that separate facilities are inherently unequal. Sixty years later, residential patterns have resegregated many of our schools. First lady Michelle Obama speaking in Topeka noted “many young people in America are going to school largely with kids who look just like them. Too often, those schools aren’t equal, especially ones attended by students of color, which too often lag behind, with crumbling classrooms and less experienced teachers.” And if schoolrooms have resegregatd, board-

Brown v. Board of Education Was About A Lot More Than School rooms have never really desegregated. We have come a long way, but we have a long way to go. Yet, just as it is important to understand what remains to be done, the historic importance of the Supreme Court’s decision in Brown should not be overlooked. Brown overturned the ignominious Supreme Court in Plessy vs. Ferguson, in which the Court ruled that separate but equal train facilities fulfilled the constitutional guarantee of equal protection under the Fourteenth Amendment. Just as Plessy wasn’t solely abouttrain cars, Brown wasn’t solely about schools. Plessy legitimized legal apartheid in the United States. African Americans in the South were banned from using white public facilities, libraries, transportation, swimming pools, schools and more. Segregation ruled all aspects of life from birthplaces to graveyards. With its decision in Brown, the Supreme Court ruled that separate but equal had no place under our constitution. It ended legal segregation not just in classrooms but also in all aspects of life. For those of us who were growing up at the time, the ruling was truly revolutionary. Loving parents, fearful for their children’s safety,

had taught us to respect the walls that had been built under segregation. We should limit our dreams to the opportunities that existed behind the walls. In Brown, the Supreme Court declared that the walls were unconstitutional. We had rights. We had to march and protest, sit-in, get arrested, and risk our lives to affirm those rights, but we no longer had walls to limit our dreams. From Brown came the New South. From Brown and the Voting Rights Act came new possibility. And as the election of Barack Obama dramatized, the dreams of our young no longer are limited. When the Brown decision was announced, the news spread rapidly through Greenville, South Carolina where I was raised. People were abuzz, but didn’t quite know what desegregation would mean. One neighborhood sage said it was like a decision to mix salt and pepper together into one jar. “Oh,” another said, “that’s going to be a long time coming.” And so it was, but from the Supreme Court’s decision in Brown, those trying to enforce segregation were on the wrong side of the Constitution and the law. Yet, the end of legal segregation, as we’ve learned, did not mean the end of discrimination.

In his commencement address to the graduates of Morgan State University, Attorney General Eric Holder noted this isn’t simply a problem of “high profile expressions of outright bigotry,” like those of LA Clippers owner Donald Sterling or Nevada rancher Cliven Bundy. Holder pointed rather to far more damaging, systemic practices that are discriminatory in fact, if not in form. In our criminal justice system, for example, African American men are more likely to be stopped than whites, more likely to be searched if stopped, more likely to be charged if arrested, more likely to be prosecuted if charged, and, if convicted, as the Attorney General noted, are hit with sentences that are on average 20 percent harsher than white men convicted of similar crimes. Outlaw Death Penalty Judge Greg Mathis National Writer

O

n April 29, a death row inmate in Oklahoma died of a heart attack after a botched execution. At age 23 Clayton D. Lockett was convicted of murder and had been on death row for 15 years. During his recent execution, shortly after the anesthetic drugs were administered, Mr. Lockett began to writhe in extreme pain and died shortly after. The drug mixture used to execute him was not wholly administered due to a vein failure. His death has raised serious questions about the humane nature of capital punishment and following Mr. Lockett’s death President Obama indicated that the U.S. Department of Justice would begin a review into capital punishment in America. Mr. Lockett’s death has provoked all of us into an overdue conversation on the merits of the death penalty. For years research has indicated that there is a disturbing racial bias when deciding who gets sentenced to

the death penalty. According to statistics from the U.S. Department of Justice - Bureau of Justice Statistics there were 3,082 death row inmates in 2011 and more than half of them were African American or Hispanic. African Americans and Hispanics only make up about 30 percent of the U.S. population, but more than half of prison inmates on death row. There is significant evidence that suggest jurists are more likely to sentence minority offenders to the death penalty than white offenders. A Michigan State University review of North Carolina’s court system found evidence that African-American’s were systematically excluded from juries determining sentences for convicts eligible for capital punishment. They found that qualified black jurors were twice more likely to be removed from juries than whites. In addition, the review found that individuals who committed crimes against whites were more likely to receive the death penalty. More than 80 percent of executions in North Caroli-

na involved white murder victims. I also am concerned with the number of individuals on death row who have been wrongfully accused. Since 1973, more than 130 people have been released from death row due to wrongful convictions. The most recent case occurred in 2012. A joint study led by University of Michigan Law

Professor Sam R. Gross found that 4.1 percent of death row inmates during the modern era have been wrongfully executed. Famously, in 2004 Cameron Todd Willingham was executed after

being accused of burning his home down and killing his three children. After his death investigators discovered there was no evidence to suggest the fire was started by arson. Mr. Willingham and several others have been wrongfully executed under our nation’s existing capital punishment laws. Following the botched execution in Oklahoma the Justice Department announced it would begin a review of executions in America. Additionally, President Obama acknowledged that there is evidence of uneven application of the death penalty as well as individuals who have been wrongly convicted on death row. Attorney General Eric Holder, an established opponent of the death penalty, will be responsible for the upcoming review on capital punishment. I welcome this upcoming inquiry and hope to see changes in current policy. Since 2008, the City has funded over $190 million in projects with a self-funding component. Hunter Honored as Houston Area US Navy Sailor of the Year

S Navy Petty Officer First Class Brandon Hunter, a decorated aviation warfare mechanic, was surprised to learn Saturday night in front of his shipmates, military generals and admirals in town from all the country’s armed forces that he was being honored as the US Navy’s Sailor of the Year for the Houston area at the 2014 Armed Forces Day Military Ball at The Hobby Marriott. “This is a wonderful surprise and true honor for me. I’m humbled to earn this recognition in this month that not only commemorates the 1947 establishment of the Department of Defense that brought all of America’s armed forces together with one mission but also to know that this is Memorial Day month in which we remember the last weekend of this month with solemnity all those that have given the full sacrifice possible for us so that the rest of us can breathe free. I am thankful to my dad, a Vietnam Veteran and to all veterans,” Hunter said following his being saluted on stage by United States Congress Members Sheila Jackson Lee and Steve Stockman. Hunter, a Chicago native and 15-year-USN Veteran, was picked because of his “meritorious service as operations, training and information systems department head for the US Navy (Reserves) Operational Support Center at Ellington Field,” said Lt. Cdr. Jennifer Jeans. “Petty Officer Hunter’s superior leadership and organizational acumen as manager of the defense travel system has enabled him to flawlessly execute a budget of more than $10 million. He has processed 4,000 travel claims with the lowest delinquency rate in the region. As the command and alcohol advisor, he was directly responsible for 70 percent of non-commissioned officers and 100 percent of sail-

ors below E-4 receiving their required training. By his noteworthy accomplishments, perseverance, and devotion to duty, Petty Officer Hunter has reflected great credit upon himself and the highest traditions of the US Navy,” Jeans said. H u n t e r served at Naval Air Station Jacksonville, Florida from 2000 to 2004 when he completed two deployments onboard the USS HARRY S. TRUMAN where he earned his Enlisted Aviation Warfare Specialist and Enlisted Surface Warfare Specialist qualifications. He then went on two six month Brandon Hunter deployments to Italy and El Salvador performing counter drug operations. From 2006 to 2008 he was assigned to Fleet Air Reconnaissance in Maryland. In 2008 he was assigned to Strike Fighter Squadron at NAS Joint Reserve Base (JRB) New Orleans where he maintained 12 F/A-18A+ aircraft. While there he was assigned as Line Division Leading Petty Officer (LPO), Full Systems Quality Assurance Representative and qualified Aircraft Safe for Flight. In January 2011 he reported to Navy Operational Support Center, Houston where he is the Training and Operations LPO.

How do you feel the RRC has done as far as ensuring public safety and if elected, how would you make any improvements in this area?

T

he Texas Railroad Commission (RRC) regulates one of the most advanced industries in the world, oil and gas drilling. While some feel this agency is evolving, others scrutinize the agency’s current leadership and regulatory practices. With the primary run-off election on May 27, 2014 quickly approaching, whatever your opinion on the RRC, I can guarantee that you are paying close attention as candidates are hot on the campaign trail to be elected as the next Texas Railroad Commissioner. Democrat Steve Brown is a proud family man with government experience approaching this race with a public advocate mindset. He is confident that his government and public advocacy experience of more than 15 years makes him a worthy opponent and strong contender for Texas Railroad Commissioner, the leader of one of the most powerful agencies in Texas. Steve Brown made history on March 4, 2014 becoming the youngest African American to be nominated for statewide office by a major party in Texas. Being a public advocate is nothing new to Brown, as he has been fighting for Texas citizens for over a decade. Brown’s running as a public advocate for Texas Railroad Commissioner is not a surprise to many, knowing his impressive experience as a pub-

lic servant and in government. Brown is not only the former Democratic Party Chairman of Fort Bend County, but he has worked on solutions to increase health care funding, education and Texas’ court system. He has not taken his public advocacy lightly, having fought for Medicaid, Children’s Health Insurance Program funding (CHIP) and other public health initiatives. He currently serves on the Board of Missouri City’s Tax Increment Reinvestment Zone, among other boards in the area. Brown wants his expertise at analyzing problems and creating public policy solutions to be used for the betterment of the Texas Railroad Commission and the state of Texas. Though the RRC has been thought of as a textbook example of dysfunctional government, Brown believes that if elected, the implementation of his detailed plan will work to improve the RRC’s promise to adequately support the oil and gas industry’s growth, protect the environment, ensure public safety and improve on other areas of concern to Texas citizens. Brown feels the influence that political insiders and special interest groups have over the RRC has muffled the voices of everyday Texans and families are getting left out. Under his leadership, he strongly believes that the RRC can once again effectively

Public safety ought to be our utmost concern and the RRC has a pretty bad record of resolving grievances in favor of Texas families. Texas citizens have concerns that range from seismic activity to safe water and clean air. If elected, I will work to ensure that more is done so that the RRC puts public safety and land owner concerns up front. Do you feel that the RRC has been successful in safeguarding land owner and consumer rights? The RRC must ensure that mineral owners, consumers, and companies have fair and transparent negotiations so that all rights are maintained. The RRC should help to provide the education that Texans need to understand their rights and navigate through complicated regulatory processes. If elected, how would you bring a more balance-minded approach to governance in the RRC? For too long, political insiders more concerned with avoiding controversy than with having real dialogue with Texans have controlled the RRC. The first step towards a balanced and efficient RRC is to listen. It is that simple. We ought to enact reforms that provide Texans the tools necessary to make informed decisions about their property and communities. One such reform would be to establish an Office of Public Advocacy that would serve as an information hub for citizens with grievances before the RRC, assisting

them during the hearing process. Some voters are concerned about campaign finance rules in elections. You spoke on supporting new campaign finance rules and fundraising. Talk in detail about your views on this. Lax campaign finance rules that govern members of the RRC may compromise the public’s perception of the agency. In order to encourage transparency, I would support such fundraising restrictions as designated blackout periods for Commissioners not up for re-election and prohibiting donations from companies with pending business before the RRC. If elected, this would mean you would be the most powerful African American in oil and gas in the Northern Hemisphere. If elected, how would you use this position to help create more opportunities for women and minorities in the oil and gas industry? Growing our base of oil and gas jobs will be a top priority as your Texas Railroad Commissioner. This industry’s economic surge has helped to separate our state from others struggling through a tepid recovery. It is essential that we allow this industry to continue to grow, which means ensuring that we have a ready, capable workforce to support that growth. I pledge to work with educators and industry leaders to create workforce training centers where we can train at-risk youth to develop skills that will lead them to middle class job opportunities. I will work to encourage partnerships between small/disadvantaged businesses and large oil and gas companies to build working relationships. What do you say to those who are on the fence about voting for you? I know that we are taking the right approach on issues facing the RRC. Think: Why You Should Question Everything

client told you something today, but you’re not sure if you should believe it. What he said was pretty far-fetched and, though he’s a nice guy, he might’ve been pulling your leg. Still, if he was right, it could make you the star of the office. If he was kidding, then you’ll be the office goat. Your horoscope said it would be that kind of day. So how do you analyze what’s true and what’s not? Can you tell when someone’s pulling the wool over your eyes? Read “Think” by Guy P. Harrison and you might learn to be a dyed-in-the-wool skeptic. Do you believe everything you’re told? Of course you don’t. And that, says Harrison, proves that you’re on your way to being a skeptic. Good skeptics, he says, question what they’re told and try to verify facts with science. Skepticism, he hints, is actually a kind of science. In order to “think like a scientist,” Harrison says you need to constructively close your mind a little bit. People “love finding a brain with a wide-open doorway and nobody standing guard” and leg-pullers can easily spot gullibility. If something sounds a little fishy you can then “give science a chance” to explain what’s really going on. Just remember that your own gray matter may try to trick you. Lawyers and scientists already know that our memories aren’t at all reliable. Our brains tend to fill in the blanks of what we see and our recollections can be manipulated by suggestion and imagination. Furthermore, we’re automatically biased by a subconscious that loves conformity, confirmation, and New

crowd-thinking. So how can you cultivate a healthy skepticism? Take care of what’s inside your head, which means eat right and get plenty of sleep. Ask questions and don’t “passively accept what you are told.” Look closely at things, and listen hard to what’s being said about the issue in question. Do your homework before blindly sharing any information that may be wrong. Test the information if you can, and know how to (nicely) pass the truth forward. I had such high hopes for “Think.” Unfortunately, I had to debunk myself. I believe the problem was that this book is too simplistic and flippant. Author Guy P. Harrison employs humor and elbow-nudging here, as well as overdone, outrageous examples to illustrate that which he’s discussing. That’s fun but it ruins the usefulness of what we learn. Reading “Think” is a good time, but with the silliness and the repetition, it’s just not informative enough. Add in a lengthy list of new-agey beliefs that can be explained by science and a fable (Oh, how I hate fables!), and you’ve got a book that belongs in the humor section more than anywhere else. This isn’t a terrible book, but it could have been so much more. Readers who want to prove that unicorns and ogres aren’t real will enjoy “Think” enormously. But for anybody who truly wants to learn the art of analysis, I don’t think it’ll be much help.

camp moved along nicely, but we can all assume how intense camp may be for a rookie especially entering the NFL from the collegiate level. O’Brien tells us that there will be about three meetings a day and in between those meeting may be a walkthrough or a practice. “There is a lot of information that is thrown at these guys. It’s pretty interesting to watch these guys, how they learn and how they process through this information and then eventually be able to put it on the practice field,” said O’Brien. After a successful camp we have something to look forward to in our rookies. After two days of practice the rookies have made a good first impression. “For these two days, give these guys credit. They’ve been on time. They’ve worked hard. It’s a good group to work with,” said O’Brien. That statement alone shows that we have some reliable rookies to help the Texans through this rebuilding process. The Texans are looking to bounce back and regain the success they had two years ago.

H&M debuted in Houston in 2012 with a store in Baybrook Mall and followed that with a store in Willowbrook Mall. Now their eyes are set in expanding in the Galleria and Katy Mills Mall. Both stores are estimated to be 20,000 and 23,000 square feet with collections for women and men and sections for accessories, lingerie and its plus-size line. GM Recalls 2.42 Million Vehicles in Four U.S. Recalls n a continuing effort to quickly address emerging safety issues, General Motors announced today it is recalling about 2.42 million vehicles in four separate U.S. recalls. There have been no fatalities associated with these recalls. GM has added 35 product investigators since the beginning of 2014, and, including those announced today, has initiated 29 safety and non-compliance recalls in the U.S. so far this year. Two of the recalls involve fewer than 100 vehicles.

etco has made it official that they will no longer carry dog and cat treats made in China. This announcement comes after many pet owners complained that their animals were getting ill after eating treats from China. According to the U.S. Food and Drug Administration over 4,800 complaints of pet illnesses and 1,000 dog deaths have been accounted for after animals ingested such treats. The FDA has not been able to identify the exact source of the pets’ illness. Petco will not sell treats made in the U.S., New Zealand, Australia and South America.
