PRESIDENT BIDEN CAN BE THE 'NORTH STAR' THE WORLD NEEDS By Jesse Jackson, National Political Writer

T

he horrors inflicted by the Russian invasion of Ukraine continue to mount, an agonizing toll of the dead and wounded, cities and crops destroyed, civilians dismembered. Few think the worst is over. The dangers of escalation continue to grow. Russian President Vladimir Putin has ramped up the use of bombs and missiles demonstrating Russia’s capability to wreak further havoc. The U.S. and its NATO allies have increased the flow of weapons and munitions to Ukraine, while tightening ever further the sanctions on Russia. Putin has placed his nuclear weapons on alert and threatened the West with retaliation. Diplomatic negotiations have reached a dead end. The economic disruptions caused by the sanctioning of Russia and the destruction in Ukraine has already begun to be felt across the world. Faced with the Russian invasion, President Biden has done a remarkable job in uniting the allies to aid Ukraine with weapons and assistance, while punishing Russia with unprecedented sanctions. He has sensibly resisted the calls from some to get the U.S. into a war with Russia that could lead to nuclear holocaust. Yet the pressure to continue to escalate grows as the fighting goes on. More than half of Americans, in a recent Quinnipiac poll, favor doing more to fuel the Ukrainian resistance, if it doesn’t increase the risk of war with Russia. Another 20 percent favor doing more, even if it increases the risk of war. As the heart-wrenching pictures of the destruction fill our TV screens, that pressure will grow. What’s clear is that arming the Ukrainians and sanctioning the Russians has not been able to stop the Russian invasion. While some may prefer fighting to the last Ukrainian to bleed Russia and weaken Putin, this is morally indefensible and strategically reckless.

The best hope for the Ukrainians is for President Biden to take a moral offensive – to launch a major effort to engage Putin in negotiations with the Ukrainians to bring the violence to a halt. As Anatol Levien has argued, the outlines of the basic elements of a settlement are clear. Ukraine would commit itself to neutrality, with guarantees from the UN Security Council, Turkey, Israel, Canada, Germany, and Poland to defend it from attack. Ukraine would be free to join the European Union. After a ceasefire, Russia would withdraw troops from all territories that they have moved into since the invasion. Ukraine and Russia would enter negotiations on the status of Crimea, with guarantees against any military action to disrupt the talks. The status of the territories in the Donbass region in the east would be subject to separate negotiations. The sanctions imposed on Russia for its invasion would be ended. To help make this happen, Biden should now launch a peace initiative. Talk with President Zelensky about the elements of an agreement. Meet with the allies to gain consensus. Reach out to Putin directly to urge a ceasefire and to help structure the negotiations with Ukraine, while seeking to defuse the growing threats of war between Russia and the NATO allies. Biden, no doubt, would be taking a great risk. Republicans would immediately slander him as weak. The armchair war hawks would claim that Russia is on the verge of defeat and shouldn’t be allowed to escape. Liberal interventionists would demand war crimes tribunals for Putin and his generals. Democrats will worry that they will pay the price in the elections this fall. Putin, embarrassed by the Ukrainian resistance, may well spurn the initiative. In times of crisis, however, great

leaders take on great challenges. They don’t ask what is popular but what is the right thing to do. They seek to mold opinion, not pander to popular pressure. However unpopular, a peace initiative is morally imperative and strategically wise. The destruction of Ukraine and the slaughter of civilians must be ended. The war must stop before it escalates even further – and before the economic disruption adds to hunger and poverty across the world. Sanctions and military assistance to Ukraine have not and will not end the violence. A peace initiative offers the possibility of a way out. No settlement can take place over the heads of the Ukrainian leadership, but that should not deter Biden from taking the initiative to engage the allies and Zelensky and to reach out to Putin to push for an end to the violence and a negotiated settlement. It is time to take the moral offensive. Zelensky has invited Biden to come

to Ukraine, but a better mission would be to go to Moscow and meet with Putin and ask to speak to the Federal Assembly; as well as invite Putin to the U.S. and urge Congress to allow him to speak to a joint session of Congress. Go on the moral offensive. That would be audacious and bold moral leadership and could change the trajectory of the conflict. Continued war costs money, lives and time. Affirmatively advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our Government.” EXECUTIVE ORDER 13985 On his first day in office, President Biden signed Executive Order 13985, Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. The Order recognized that although the ideal of equal opportunity is the bedrock of American democracy, entrenched disparities in our laws, public policies, and institutions too often deny equal opportunity to individuals and communities. The President’s Order emphasized the enormous human costs of systemic racism, persistent poverty, and other disparities, and directed the Federal Government to advance an ambitious whole-of-government equity agenda that matches the scale

of the challenges we face as a country and the opportunities we have to build a more perfect unionOver 90 federal agencies across the federal government, including all Cabinet-level agencies as well as over 50 independent agencies, mobilized quickly and effectively to implement the Executive Order. Agencies conducted equity assessments of 3-5 of their agency’s high-impact services for the American people, to uncover where systemic barriers to access may exist. Using those findings, agencies developed Equity Action Plans for addressing—and achieving—equity in their mission delivery for all Americans. Equity Action Plans were required to include accountability mechanisms and to identify success metrics and key milestones toward progress. Advancing equity is not a one-year project – it is a generational commitment that will require sustained leadership and partnership with all communities. These plans are an important step forward, reflecting the Biden-Harris Administration’s work to make the promise of America real for every American, including communities of color, Tribal communities, rural communities, LGBTQI+ communities, people with disabilities, women and girls, and communities impacted by persistent

poverty. They are part of a broader equity agenda, which also includes implementing the first-ever national strategy on gender equity and equality; working to ensure the federal government is a model for diversity equity, inclusion and accessibility in the workforce; delivering environmental justice through the Justice40 Initiative; and advancing LGBTQI+ civil rights. They also reflect attention to the reality that some individuals experience discrimination based on multiple factors and are particularly underserved. In releasing these action plans across the interagency, as well as snapshots of the largest agency’s plans here, the Administration commits to deepening the conversation with communities, advocates, and all stakeholders on how we can partner with communities to deliver equitable outcomes. EQUITY ACTION PLAN SBA offers support for each stage of the entrepreneurship journey through products and services. Entrepreneurs of underserved communities can experience barriers to accessing those resources. This Equity Action Plan, in conjunction with Executive Order (EO) 13985 (“Advancing Racial Equity and Support for

Underserved Communities Through the Federal Government”), outlines how SBA will reduce barriers and improve access to the following resources: CAPITAL ACCESS Federal Government Procurement and Contracting Opportunities • Disaster Assistance • Business Counseling, Training, and Services The plan also highlights SBA’s commitment to advancing civil rights including leadership from the agency’s Office of Diversity Inclusion and Civil Rights. he right to vote is a manifestation of the People’s right to “Consent” to being governed and any infringement of our right to vote (or burdens thereon) is a constitutional violation of the “Legislative powers” of the People as articulated in the Declaration of Independence and inherent in the federal constitutional structure. The historic view that the fed-

eral Constitution is simply a structure of “checks and balances” between the three branches of the federal government and documentation of a separation of powers between the federal government and the States, reflects an wholly insufficient understanding of the founding history of American, the ratification debates surrounding adoption of the federal constitution and the reasons for what we

The original federal constitutional structure and the Bill of rights-and even our later amendments-were all designed to protect the People’s right to “Consent”, even though the original document attempted to annihilate a power that is “incapable of Annihilation” as it relates to Native Americans and Black people. NATIONAL: USDA FOREST SERVICE ISSUES GUIDANCE TO MANAGE E-BIKE USE ON NATIONAL FOREST AND GRASSLANDS By StyleMagazine.com Newswire

T

he U.S. Department of Agriculture’s Forest Service is announcing that internal guidance on how future e-bike use is managed on national forests and grasslands has been finalized. The updated guidance clarifies existing policy and provides guidelines to local Forest Service employees that may be considering expanding e-bike access at site-specific locations. The Forest Service currently allows e-bikes on all Forest Service roads that are already open to motorized vehicles, as well on 60,000 miles of motorized trails, which represent 38% of all trails the agency manages. Today’s finalized guidance allows e-bikes to continue to operate on currently authorized roads and trails, and lays out a process to evaluate future requests for expanded access. The updated guidance also outlines the required environmental analysis and public input required before making future decisions to expand local

e-bike access. “National forests and grasslands are a place for all people to recreate, relax and refresh,” said Forest Service Chief Randy Moore. “The additional guidance will help our district rangers and forest supervisors better serve their communities with a policy that allows managers to make locally based decisions to address e-bike use. This growing recreational activity is another opportunity to responsibly share the experience of the outdoors with other recreationists.” The Forest Service manages nearly 160,000 miles of trails in 42 states and Puerto Rico for a variety of activities. E-biking is one of many legitimate recreational activities, such as horseback riding, snowmobiling, mountain biking, cross-country skiing, hiking and backpacking, that the agency manages under its multiple use mission. The clarified guidance will support local

Forest Service decision-makers as they consider opportunities to expand access for this emerging user group. Other land management agencies, including the U.S. Department of the Interior’s Bureau of Land Management and National Park Service, allow for e-bike use on 18,000 miles and 16,000 miles of trails, respectively.

The Department’s summit will convene educators, parents and families, philanthropists, government officials, and students to discuss the ways the American Rescue Plan investments are making a difference this school year and beyond and highlight best practices communities should adopt as leaders, educators, and families work together to address the pandemic’s impact on our students. The virtual summit, From Recovery to Thriving: How the American Rescue Plan is Supporting America’s Students, will occur Wednesday, April 27, in the afternoon.
