PUTIN'S WAR CRIMES MUST BE EXPOSED By Jesse Jackson, National Political Writer

L

ast week, The mass graves of civilians murdered and mutilated in Bucha, Ukraine, are stark evidence of the horrors of war – and of war crimes. Putin’s invasion of Ukraine – itself a violation of international law – raises a profound challenge to the world. How can a dictator armed with nuclear weapons be held accountable for the crimes of war? Ukraine is not a member of NATO. NATO nations have no commitment to its defense. Despite this, President Biden has rallied the NATO allies to impose unprecedented economic sanctions on Russia, to help supply Ukrainians with armaments and with humanitarian aid, and to shelter the millions of Ukrainians dislodged from their homes by the war. These measures are not without cost and risk. Russia supplies a large portion of Europe’s oil and natural gas, and Russia and Ukraine a large portion of the world’s wheat supply. As the sanctions have attached, the cost of food and fuel has soared across the world. As the destruction wrought by war grows and the stirring Ukrainian resistance and horrible human suffering touch anyone with a heart, the pressure to escalate grows. From the start, President Biden and the NATO allies ruled out direct military intervention of U.S. or NATO forces. Enforcing a no-fly zone over Ukraine – which would put U.S. planes in direct conflict with Russian planes – has been ruled out also. Supplying Ukraine with jets from Poland and elsewhere was also rejected. Some argue that Putin will take advantage of this caution to crush Ukraine. Yet, to date, Ukrainian resistance has frus-

trated the Russian military. Now it appears that the Russians are withdrawing from around the Ukrainian capital and focusing their forces in the east – the Dombas region that is largely Russian speaking and historically more sympathetic to the Russians. As the war grinds on, the terrible toll in lives and destruction continues to rise in Ukraine. Some would argue that it is immoral for the U.S. and NATO to stand by as Russian military forces savage Ukraine. The moral calculation for U.S. policy, however, is clear. Direct intervention in the war would risk a nuclear conflagration. That would cause far more death and destruction across the world – and in Ukraine – than the current horrors. The problem with exchanging an eye for an eye is that we all end up blind. How then can Putin be held accountable for his illegal aggression and for the war crimes committed by Russian forces? Continued aid and support for the Ukrainians is vital. The higher the price the Russian military pays in Ukraine, the less likely Putin will be emboldened to repeat his aggression. Sanctions are an imperfect response since the Russian people who pay the price are not those who made the decisions. So long as Russian forces wage war on Ukraine, however, the sanctions should continue – and continue to be tightened. The U.S. and Europe should join in efforts to ensure that the poor at home and across the world are shielded to the extent possible from the economic fallout. International law must be reassert-

ed. International tribunals – in the International Criminal Court, at the UN General Assembly – and independent public tribunals should indict Putin’s aggression and detail the war crimes. Then the tribunals – or the allied nations – can target individual sanctions on those responsible, making them pariahs across the world. Those nations – from China to India to many countries across the world – who have remained “neutral” should be challenged to reassert their commitment to non-intervention and to the laws of war. Hopefully, Ukrainian resistance will force a negotiated settlement. Inevitably, any compromise agreement will appear to reward Putin for his aggression. The world community must ensure that whatev-

er the agreement, the crimes are exposed, and the commitment to non-intervention and international law is re-asserted. he Senate confirmed President Joe Biden's Supreme Court nominee Ketanji Brown Jackson on Thursday in a historic vote that paves the way for her to become the first Black woman to serve on the highest court in the nation. The tally was 53-47, with Republican Sens. Susan Collins of Maine, Mitt Romney of Utah and Lisa Murkowski of Alaska joining Democrats to vote in favor. The confirmation represents a significant victory for Democrats, which they can tout as bipartisan, and a way for the President to deliver on a campaign promise at a time when the US faces a number of challenges at home and abroad, including soaring inflation and the crisis in Ukraine. Democrats

At one point during her Senate confirmation hearings, Jackson became visibly emotional and could be seen wiping away tears as Democratic Sen. The vote also marks a major milestone for the Supreme Court and the federal judiciary, although Jackson's confirmation won't change the ideological balance of the court. Vice President Kamala Harris, the first Black woman to serve as vice president, presided over the chamber during the historic vote in her capacity as president of the Senate. Jackson will be sworn in after Justice Stephen Breyer retires sometime this summer. Senate Democrats and the White House have continually highlighted the historic nature of the nomination. eneral Motors and Honda announced plans to expand the two companies’ relationship to a new chapter by codeveloping a series of affordable electric vehicles based on a new global architecture using next-generation Ultium battery technology. The companies are working together to enable global production of millions of EVs starting in 2027, including compact crossover vehicles, leveraging the two companies’ technology, design and sourcing strategies. The companies will also work toward standardizing equipment and processes to achieve world-class quality, higher throughput and greater affordability. The compact crossover segment is the largest in the world, with annual volumes of more than 13 million vehicles. GM and Honda also will discuss future

EV battery technology collaboration opportunities, to further drive down the cost of electrification, improve performance and drive sustainability for future vehicles. GM is already working to accelerate new technologies like lithium-metal, silicon and solid-state batteries, along with production methods that can quickly be used to improve and update battery cell manufacturing processes. Honda is making progress on its all-solid-state battery technology which the company sees as the core element of future EVs. STATE: TEXAS IS QUIETLY USING REDISTRICTING LAWSUITS TO LAUNCH A BROADER WAR AGAINST FEDERAL VOTING RIGHTS LAW By Texas Tribune/StyleMagazine.com Newswire

eyond the immediate legal fight over whether Texas lawmakers again discriminated against voters of color when drawing new political districts, a quieter war is being waged that could dramatically constrict voting rights protections nationwide for years to come. For decades, redistricting in Texas has tracked a familiar rhythm — new maps are followed by claims of discrimination and lawsuits asking federal courts to step in. Over the years, Texas lawmakers have repeatedly been ordered to correct gerrymandering that suppressed the political power of Black and Hispanic voters. The pathway to federal court has been through the Voting Rights Act. Key portions of the landmark law have been weakened in the last decade, but Texans of color still find a way to file lawsuits under its Section 2, which prohibits discriminatory voting procedures and practices that deny voters of color an equal opportunity to participate in

elections.

Those protections are the vehicle being used by voters and various civil rights groups to challenge political maps for Congress and the state legislature drawn by Texas Republicans in 2021 to account for population growth. In what promises to be a protracted court fight, Texas will defend itself against accusations that it discriminated — in some cases intentionally — against voters of color. But tucked into the legal briefs the state has filed with a three-judge panel considering the redistricting lawsuits are two arguments that reach far beyond the validity of the specific maps being challenged. First, the Texas attorney general’s office is arguing that private individuals — like the average voters and civil rights groups now suing the state — don't have standing to bring lawsuits under Section 2. That would leave only the U.S. Department of Justice to pursue alleged violations of the act, putting enforcement in the hands of the political party

in power.

Second, the state argues that Section 2 does not apply to redistricting issues at all. Should either argument prevail — which would almost certainly require it to be embraced by a conservative U.S. Supreme Court that has already struck down other portions of the law — the courthouse door will be slammed shut on many future lawsuits over discriminatory map-drawing and voting practices. “Fundamentally, this Supreme Court thinks we are past the time in which we need the Voting Rights Act, so of course if you're a state like Texas, you’re going to bring every argument that’s ever been made to challenge the constitutionality of the rest of it,” said Franita Tolson, a vice dean and law professor at the University of Southern California Gould School of Law. For now, the Texas redistricting fight is in the hands of a three-judge panel in El Paso. An assembly of individual voters, or-

ganizations that serve Texans of color and the U.S. Department of Justice is challenging the redrawn maps, claiming they illegally diminish the voting strength of voters of color while giving white voters more political power. The case won’t go to trial until the fall, but the panel has already recognized Texas’ attempt to steer voting rights law onto new terrain. The state’s challenges to Section 2 first surfaced in its failed efforts to convince the court to throw out the lawsuits without even considering the merits of the challengers’ claims. The panel — made up of one Democratic and two Republican appointees — rejected the argument on standing, deeming it “ambitious” for a court to agree with the state in light of “precedent and history.”

POLITICAL: OBAMA RETURNS TO WHITE HOUSE FOR THE FIRST TIME AS DEMOCRATS LOOK AHEAD TO THE MIDTERMS By Kevin Liptak and Jeff Zeleny, www.CNN.com

hen former President Barack Obama walked into the White House on Tuesday, it was his first time in the building since he welcomed then-President-elect Donald Trump for coffee on the morning of Trump's inauguration. That friendly greeting at the North Portico -- including the awkward handoff of a blue Tiffany's box the Trumps had brought as a gift -- couldn't foretell the acrimony that would lie ahead, as Trump shattered the relative amity that had once existed between former and current presidents. Obama's return to the White House didn't include any of that ugliness. Instead, he was celebrating one of his signature achievements, the Affordable Care Act, alongside the man who served with him in the building for eight years. "It feels like the good old days," President Joe Biden said alongside his onetime boss, whose return to the East Room resembled a re-

union of his top allies, many of whom are now serving in Biden's Cabinet or in Congress. "It is good to be back in the White House. It's been a while," Obama said when he began his remarks. "I confess I heard some changes have been made by the current President since I was last here. Apparently Secret Service agents have to wear aviator sunglasses now. The Navy Mess has been replaced by a Baskin-Robbins. And there's a cat running around." Obama began his speech by addressing his host as "Vice President Biden" before quickly correcting himself. "That was a joke!" he exclaimed, walking over to give Biden a hug. "That was all set up. My President, Joe Biden." Two people close to Obama later said it had been a slip of the tongue, and not how Obama had intended to begin his remarks touting the legacy of the Affordable Care Act. The episode hardly ranks high on the

list of presidential gaffes that either man has made over the years. Yet it did cause at least a few eyes to roll among Biden loyalists, who have long questioned whether Obama views his successor as an equal. Biden and Obama were announcing steps the White House says will make health care more affordable, including closing a loophole that prevents millions of Americans from qualifying for subsidies. Still, that it took more than a year for Biden to welcome his former boss to the White House reflects his desire to stake out a presidency of his own, even as the timing of the visit makes clear he is not opposed to seeking help as Democrats brace for a bruising midterm election season. With many of Biden's legislative priorities stalled, Obama on Tuesday seemed to offer a preview of Democrats' midterm message. "Progress feels way too slow sometimes. Victories are often incomplete," he said,

citing the health law as an example of persistence in governing. After two terms working in Obama's shadow, Biden has strived at moments to differentiate himself from his predecessor, most noticeably on foreign policy. And Obama has been cognizant of allowing Biden room to govern as his own man. While Obama has occasionally spoken to Biden over the last year, their telephone conversations have been infrequent, according to people close to both men, and they have seen each other only a few times over the last 15 months -- despite Obama residing only 10 minutes away from the White House in Washington.

NATIONAL: CHRIS PAUL AND TARAJI P. HENSON APPOINTED TO BIDEN'S HBCU ADVISORY BOARD By Nicole Chavez, www.CNN.com

resident Joe Biden will announce Thursday that he is appointing more than a dozen top education leaders, celebrities and athletes to his board of advisers on historically Black colleges and universities, the White House said. Actress Taraji P. Henson, NBA star Chris Paul, and United Airlines president Brett Hart are among the 18 members of the President's board of advisers on HBCUs. Paul was until last year the longtime head of the National Basketball Players Association.

The presidents of five HBCUs -- Alabama State University, Virginia State University, Norfolk State University in Virginia, Dillard University in New Orleans and Prairie View A&M University in Texas -- have also been appointed to the board. Biden's move comes weeks after his administration touted a $2.7 billion in funding from the American Rescue Plan that was provided to HBCUs over the past year and as HBCUs continue working to keep campuses safe after dozens received bomb threats in recent months. The group is made of "qualified and diverse leaders" and appointing them to the board "will allow the administration to build on that financial commitment with continued institutional support," the White House said. The 18 appointees will join Tony Allen, the president of Delaware State University, and Tennessee State University President Glenda Glover, who currently serve as chair and vice chair of the board. The board "will be an eclectic mix of the talent and commitment that defines Historically Black College and Universities (HBCUs) and those who recognize our tremendous value in higher education and in a smaller, more connected global community," Allen said in a statement.

He added that Biden and Vice President Kamala Harris have been "clear on their dedication to HBCUs in word and deed." More support for HBCUs has been part of Biden's domestic policy agenda since his campaign for president. Last year, he proposed increased funding for HBCUs but his full proposal was not passed by Congress. Earlier this week, the UNCF (United Negro College Fund) called on Congress to "make no reductions" that could impact HBCUs in Biden's fiscal year 2023 budget proposal, which includes increased funding for HBCUs, tribally controlled colleges and universities (TCUs), minority-serving institutions (MSIs) and community colleges. "We are asking Congress to make no reductions but live up to the President's funding numbers this year. Our institutions deserve it, and so do our students," Michael L. Lomax, president and CEO of UNCF. said in a statement.

occer is not high on the list of sports that African Americans gravitate towards. Whites dominate the sport followed by those with a Latino background. Even though Major League Soccer (MLS) is considered to be the most diverse professional sport, African Americans participation soccer is still extremely low. Just look at the numbers of African Americans in professional sports. In the National Football League, which has the highest number of African American players with nearly 70%., there are only 5 head coaches and 0 majority owned teams. The National Basketball Association is like the NFL with a little under 70% of African Americans players. Unlike the NFL, NBA has 14

head coaches and 0 minority owned professional teams. Baseball players have the least amount of African American players with nearly 8%, which is a major dropped from the 20% it was in the 1970s. African Americans as head coaches make up nearly 10% with 0 owners. All professional sports are working on their diversity, equity, and inclusion policy to include more African American players, head coaches and owners. MLS wants to change those stats with the major and historic partnership with African American owned banks. Bell said, “In that case, lives of Black families all across this country will change for the better because their local Black bank will have the capital resources to approve historic numbers of home and small business loans.” The lack of capital has plagued the Black community from climbing out of poverty. Past data indicates how the undeserved borrowers were constantly denied for loans to advance their status in life with home ownership and becoming entrepreneurs. The syndication team led by Lead Arranger Citizens Trust Bank and Co-lead Arranger Carver Federal Savings Bank will facilitate the loan with several other Black-owned banks that includes Unity National Bank in Houston. King added, “This transformative partnership between MLS and Black banks around the country is evidence of what can happen when leaders courageously stand up and decide to participate in equitable change.” “The players are catalysts,” Bell said. “They risked their reputation and sometimes their jobs to stand up for what they believe in. hief Petty Officer Clarence Allen, a native of Dallas, Texas, serves the U.S. Navy at Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLCSI), located in Sigonella, Italy.

Allen joined the Navy 16 years ago. Today, Allen serves as a logistics specialist. “I joined the Navy for the educational benefits,” said Allen. “Once I joined, I aspired to travel and see the world.” Growing up in Dallas, Allen attended Sam Houston High School and graduated in 1987. Houston mother is one of the millions of low-income Americans who will now be able to get free, fast and reliable Comcast broadband service, thanks to the new Affordable Connectivity Program (ACP) — a federally-funded program that gives eligible households a credit of up to $30 per month towards the cost of broadband service. “When the pandemic first happened, that’s when everything got pretty chaotic,” Jamila Byrd, a Houston mother of two, said. “You don’t really think about how important the internet is until you don’t have it anymore.”

According to the White House, an estimated 42 million Americans are in the same or similar situation as Byrd; they don’t have access to high-speed internet at home. The hardship, often referred to as the “digital divide”, was exacerbated by the pandemic when families had to virtually learn and work from home. “We had to go to friends’ houses, my sister’s house, so my kids could do assignments,” Byrd said. “It takes away a lot of time from us being together as a family. It’s tough for everybody.” The goal of the program is to help low-income households connect and stay connected to high-speed internet for work, school, healthcare and more. Eligible households that enroll in the program get up to a $30 monthly credit ($75 for eligible Tribal land households). Customers can use the monthly credit towards Xfinity Internet and mobile services. Eligible households are those that qualify for programs like the Federal Pell Grant, National School Lunch Program, SNAP, Medicaid, housing assistance and other government programs. “The Affordable Connectivity Program is a oncein-a-lifetime opportunity that Comcast is proud to actively support,” Houston Regional Vice President of External Affairs Toni Beck said. “As a company and society, it is imperative that we work together to help people connect to the transformative power of the internet both at home and on the go. joint city of Houston and Harris County program has made significant progress in addressing homelessness during the pandemic. Independent data recently released by the Coalition for the Homeless (.pdf) showed a 21 percent decrease in homelessness from January 2020 to January 2022. The decrease directly results from the Community COVID-19 Homeless Housing Program, a joint city and county program launched in October 2020. Instead of primarily utilizing shelters and short-term motels to mitigate the impacts of the

pandemic on the homeless population, the city and county strategically deployed permanent housing as its infectious disease response within the homeless community. During the first 14-months, the program housed more than 7,000 individuals experiencing homelessness or who were at-risk of becoming homeless. "Reducing homelessness by over 20 percent in just two years is a massive achievement. To do it during a pandemic is unheard of and truly remarkable," said Houston Mayor Sylvester Turner. "By utilizing housing with supportive services, we

immediately protected folks experiencing homelessness from the pandemic while achieving the long-term impact of reducing homelessness. The data shows our strategies and programs are on the right track, and our invaluable partnership with Harris County and the community is working. The city and county jointly funded the Community COVID-19 Homeless Housing Program with more than $65 million of federal pandemic-related funds. More than 100 agencies of the homeless response system – The Way Home – worked together, under the coordination of the Coalition for the Homeless, to house a record number of individuals and reduce homelessness below pre-Harvey levels for the first time since the storm. “This incredible news shows that we’re capable of tackling the most intractable social problems we face when we work together to do it,” said Harris County Judge Hidalgo. “It speaks volumes that even in the face of this painful pandemic that we’ve managed to reach this milestone.” The recently released data on the region’s homeless population was compiled through the 2022 Annual Homeless Count & Survey managed

by the Coalition for the Homeless. To ensure accuracy, this year’s count returned to the identical methodology used prior to the pandemic. More than 475 volunteers spent three days canvassing the region’s streets, bayous, woods, parking lots, etc., locating individuals who may be experiencing homelessness. The data showed the number of individuals experiencing homelessness (on the streets and in shelters) throughout the county on any given night was reduced from 3,753 in 2020, to 2,964 in 2022. “It’s hard to say which has been more impactful in reducing homelessness: our partnership with the City of Houston and area agencies… or the combined financial investments we’ve made,” said Harris County Precinct 2 Commissioner Adrian Garcia. “Regardless, I am thrilled to know that we are delivering on our promise to reduce chronic homelessness. This is an example to the country on how a county can be effective with our money and resources in making an impact on a social issue that has long been considered unsolvable.”

One way is to use less seasoning when creating the boil. Instead of adding different seasonings that contain high levels of salt, try using only one type of salt (ex. use Old Bay seasoning by itself instead of both Old Bay and Slap Ya Mama). Also, try using butter substitutes instead of actual butter. Drink an excessive amount of water, be aware of your portion size, and don’t indulge too often. This information isn’t to scare you off from enjoying a feast fit for royalty because sometimes you just want to do something nice and extravagant for yourself, and you deserve to, but it’s important to keep certain things in mind. Yes, this meal may be delicious and lavish, but you still need to make sure you are cautious with your health and mindful of how much and how often you indulge.
