The VOTE Is The Centerpiece of Democracy By Jesse Jackson, National Political Writer
A
ugust 6 is the 55th anniversary of the Voting Rights Act. If the constitutional amendments passed after the Civil War -- the 13, 14 and 15th Amendments -- were the “second founding” of democracy in America, the Voting Rights Act, which after nearly a century of segregation gave legal effect to the 15th Amendment that outlawed discrimination in the right to vote, should be considered the “third founding.” Selma was its Philadelphia. John Lewis, Martin Luther King, and Lyndon Johnson were its founding fathers. Over the last decade, the act and the right to vote have come under unrelenting attack, an attack that is now escalating dramatically. The Voting Rights Act outlawed the various tricks and traps that states in the South used to deprive blacks of the right to vote. It outlawed discrimination against racial and language minorities, providing Hispanics with protection among others. It identified states with an egregious history of discrimination and required pre-clearance of any changes in their election laws by the Justice Department. The results were immediate. African American, Hispanic American and Asian American registration increased dramatically. In the former confederate states, African Americans elected to the state legislators increased from three to 176 in 20 years. Local elected officials went from less than 1,500 to 10,500. In 1964, there were five African American representatives in Congress and no senators. In today’s Congress, there are 51 representatives, three senators and two

non-voting delegates. The stunning increase in political participation by people of color culminated in the election of Barack Obama to the presidency in 2008. The reaction to the law began almost immediately. Republicans under Nixon sculpted their infamous “Southern Strategy” to capture white voters in the South. In 2013, Chief Justice John Roberts, in a shameless act of legislating from the bench, marshaled the right-wing majority of the Supreme Court in Shelby v. Holder to decide that the geographical focus of the act was “out of date,” despite the fact that it had just been renewed by overwhelming bipartisan majorities of both houses of Congress after extended investigation. Roberts’ assertion that discrimination was behind us was immediately belied by a flood of actions aimed at making it harder for blacks and other minorities to vote. Without prior review, Republican-led states, particularly those in the South, enacted partisan gerrymandering, dual primaries, voting roll purges, closing voting sites, limiting early voting, requiring specific forms of voter ID and more. Today, this reaction has moved to new extremes. Donald Trump -- aided and abetted by Republican senators and governors -- has sought to discredit voting by mail, blocking needed funds for the U.S. Postal Service and the states to gear up for mass voting by mail, the sensible, safe way to vote in the midst of the pandemic. Trump has even argued that only those votes counted on Election Day should determine the election,

knowing that massive voting by mail will necessarily take several days to total a full count. Not surprisingly, polls show that a higher percentage of Democrats plan to vote by mail, while most Republicans plan to vote in person. Once more our elections are endangered by partisan, racially biased efforts to constrict the right to vote. Once more, it is time for a renewed drive to protect the vote, the centerpiece of democracy. A sensible reform agenda -- summarized by President Barack Obama in his address at the memorial for John Lewis include making voting day a national holiday, extended early voting, efficient and widespread vote by mail, automatic and same-day voter registration, and strengthening of the Voting Rights Act to enforce the law. Importantly, Senators Elizabeth Warren and Dick Durbin have taken up the cause of amending the Constitution to guarantee the right to vote, a guarantee

that shockingly does not now exist. Enforcing the right to vote ought to not be controversial. It should enjoy support across the political spectrum. However, there are always those who want to limit that right for their own political purposes. Reform is invariably met with reaction. The right to vote won’t be inherited; each generation must fight to preserve and to extend it. Now more than ever, those who care about our democracy must rally to protect that right once more. ayor Turner discusses the decision to enforce the state’s mandatory mask order by instructing Houston Police to issue $250 fine. Mayor Sylvester Turner announced this week that he has directed the Houston Police Department to issue warnings and citations to anyone not wearing a face mask or face covering required by the state’s mandatory mask order. Police will not ticket those who are not wearing a mask if they meet the exemption criteria. The citation carries
a $250 fine. “We know that wearing a mask or face-covering in public is one of the most effective methods to slow the spread of COVID-19,” said Mayor Sylvester Turner. “Lives are at stake, so I am taking this step to save lives and slow the virus from spreading in August.” Houston police will not respond to 9-1-1 calls about people not wearing masks. The mayor’s announcement
happened on the same day the Houston Health Department reported 1,104 new cases of COVID-19, bringing Houston’s total to 50,896. There are six newly-reported deaths, bringing the city’s total to 478. “For months, we have focused
on education and not citations. But now, I am instructing the Houston Police Department to issue necessary warnings and citations to anyone not wearing a mask in public if they do not meet the criteria for an exemption,” Mayor Turner said.

oday, Governor Greg Abbott issued a Proclamation that extends the Early Voting Period ahead of the November 3rd General Election. The Early Voting Period will start Tuesday, October 13th through Friday, October 30th –– the longest in Texas history. Last Wednesday, Harris County Clerk Chris Hollins requested Governor Abbott to extend the Early Voting Period amid safety concerns relating to COVID-19. “I’m pleased that Governor Abbott has made good on his promise and extended the Early Voting Period to nearly three weeks ahead of the November 3rd General Election,” said Harris County Clerk Chris Hollins. “The

safest way to vote is to vote by mail, but the next safest method to vote is to vote to avoid long lines at vote centers on Election Day. This extension gives voters more options to vote early.” In the same Proclamation, Governor Abbott announced that mail in ballots can be dropped off in-person to the Clerk’s Office ahead of Election Day. This July, Clerk Hollins expanded vote by mail drop-off locations from one to eleven, giving Harris County Voters even more choice in how they exercise their right to vote safely. “My office expanded vote by mail drop-off locations this July from one to eleven locations and I’m elated

ere is a look at the Voting Rights Act of 1965, which serves to protect and enforce the 14th and 15th Amendments. It was enacted in response to voter suppression in the 1960s by state governments, local governments and law enforcement.

Voting Rights Act – Timeline: March 7, 1965 - Bloody Sunday - About 600 non-violent voting rights marchers heading to Montgomery, Alabama's state capital, are attacked by state troopers in Selma.
Original jurisdictions: Alabama, Alaska, Georgia, Louisiana, Mississippi, South Carolina and Virginia. Also, subdivisions, mostly counties, in Arizona, Hawaii, Idaho and North Carolina. Jurisdictions are made based on a formula containing two elements: If less than 50% of the voting age population is registered to vote by November 1, 1964, or if less than 50% voted in the 1964 presidential election. It also guarantees the right to register and vote to citizens with “limited English proficiency.”
March 15, 1965 - President Lyndon Johnson, in a speech before a joint session of Congress says: "There is no constitutional issue here. The command of the Constitution is plain. There is no moral issue. It is wrong, deadly wrong, to deny any of your fellow Americans the right to vote in this country."
Section 2: States the right to vote cannot be denied on the basis of race or color.
1970 - Congress extends provisions for five years, changing the formula in Section 4 to reflect 1968 (instead of 1964). Coverage is added in jurisdictions within 10 more states: Alaska, Arizona, California, Connecticut, Idaho, Maine, Massachusetts, New Hampshire, New York and Wyoming. Connecticut, Idaho, Maine, Massachusetts and Wyoming win "bailout" lawsuits.
Section 3: Upholds the ability to enforce the 15th Amendment. Section 4: Says citizen cannot be denied the right to vote for failed compliance with devices such as literacy tests. It also designates the formulated jurisdictions outlined in Section 5. The requirement for preclearance of voting changes was ruled unconstitutional in a 2013 US Supreme Court decision. “The effect of the Shelby County decision is that the jurisdictions identified by the coverage formula in Section 4(b) no longer need to seek preclearance for the new voting changes, unless they are covered by a separate court order entered under Section 3(c) of the Voting Rights Act.” Section 5: This section freezes “changes in election practices or procedures in covered jurisdictions” until the new procedures have been subjected to review. Review can only be done by the US Attorney General or by filing a lawsuit before the US District Court for the District of Columbia. Yet Section 5 is basically unenforceable as there is no longer a preclearance requirement in Section 4.

March 7, 2015 - President Barack Obama signs legislation awarding the Congressional Gold Medal "to the Foot Soldiers who participated in the Bloody Sunday, Turnaround Tuesday, or the final Selma to Montgomery Voting Rights March in March of 1965, which served as a catalyst for the Voting Rights Act."
1975 - Congress extends provisions for seven years, changes the formula to 1972 and broadens the discrimination description as also encompassing American Indians, Asian Americans, Alaskan Natives or people of Spanish heritage. This addition to the formula essentially covers Alaska, Arizona and Texas, and includes parts of California, Florida, Michigan, New York, North Carolina and South Dakota.
September 12, 2018 - The report, "An Assessment of Minority Voting Rights Access in the United States," is released by the US Commission on Civil Rights. The bipartisan agency concludes that new state laws are making it more difficult for minorities to vote. It also notes that the Justice Department has done less to challenge those discriminatory laws since the Supreme Court struck down a core element of the 1965 Voting Rights Act in 2013.

FREE COVID-`19 Surge Testing Coming To Harris County’s Two Stationary Sites New Testing Operations Will Increase Capacity and Provide 3-5 Day Results By www.StyleMagazine.com – Newswire

ouston – In partnership with the U.S. Department of Health and Human Services (HHS) and the Texas Department of Health and Human Services (DSHS), both of Harris County Public Health’s (HCPH) Ken Pridgeon Stadium and San Jacinto College Central Campus locations will transition to surge testing sites, aiming to increase testing capacity and faster lab turnaround times. The temporary transition, lasting roughly two weeks or until 30,000 testing samples are reached, will take place at both stationary sites starting Thursday, August 6th and operational hours will be Monday through Saturday from 6:00 a.m. to 1:00 p.m. In addition to these hours, starting August 4th, we will introduce evening testing at our stationary locations which will occur every Tuesday (Pridgeon) and Thursday (San Jacinto) from 4:00 p.m. to 8:00 p.m. to better support our community. With the additional resources and new process, testing capacity at each location will increase from 750 tests per day to 1,250 and residents should receive their results in 3 to 5 business days. What is Surge Testing? Surge testing provides additional temporary federal support to areas around the county that have seen a recent spike in coronavirus cases. Testing at the surge locations is available to individuals age five years and older – including those experiencing symptoms; those who believe they may have been exposed to someone with

COVID-19; and anyone who is worried about possibly having the virus. These surge sites rely on a separate network of labs for processing and will help clear the backlog of tests causing delays. “Surge testing in Harris County marks an important milestone in our efforts to mitigate COVID-19 locally and we are grateful to our federal and state partners for this opportunity.” said Umair A. AMERICA’S PROBLEM: PROTECTING STUDENTS IN A GLOBAL PANDEMIC

chool administrators across the nation are grappling with questions about one of the toughest decisions they have had to make in their educational careers, “How can they safety educate students amid a global pandemic?” Beyond student safety, they also have to consider the safety of faculty and staff. Trying to answer that one question has led to more questions further complicating an already difficult decision. Deciphering the best course of action is critical in stopping the spread of COVID-19, preserving human life, and continuing the education progress for students. When COVID-19 began to hit the U.S. hard at the beginning of this year school districts were caught off guard, as was the entire country. Students’ school year was abruptly stopped, as everyone was quarantined to their home. After a couple of weeks of isolation, educators knew something had to be done to continue the education process for students. School at home became the new norm as kitchen tables went from places to have a meal to a place where learning took place. Educators had to adjust from teaching a room full of children to teaching a screen full of pupils virtually. Students had to learn how to eliminate the distractions of home to focus on online learning. Parents had to juggle their day job with that of being their child(ren)’s principal, teacher, lunch lady, and support staff. It was a tough transition for all but it was only temporary, right? How wrong was our thinking? No way did any of us know that we would still be in isolation talking about this disease that seems to pop up out of nowhere nearly six months later. Positive cases of COVID-19 are still rising in some states. People are still dying from the coronavirus. We know how to stop the spread but some refuse to follow guidelines. The curve has not flattened. What we thought we knew about the disease is proving that some of it may have been wrong. Children
are not as immune from being infected with COVID-19 as some once thought. We do not, as a country, have control of this thing. Parents are scared. Students are scared. Teachers and faculty are scared. Administrators are scared and don’t know what is the best decision to keep everyone safe from harm. How do you prepare a classroom that once held 40 students to only hold 20? Then where do you put the other 20 students when you don’t have enough classrooms? How do you keep the teacher safe that has to educate that room of students? How do you maintain the social distancing of students when that is not their nature? And excuse the pun but how do you teach one without reaching one safely in a physical setting? Question and after question arises. Houstonians are fortunate to live in a city with the nation’s seventh-largest school district. Currently operating under the direction of Interim Superintendent Grenita Lathan, many look to HISD to see what they should do. After many discussions, research, and reviewing the recommendations of the Center for Disease Control and the Texas Educational Agency, Houston ISD has developed a plan. The 2020-2021 school year has been pushed back to begin virtually on September 8, 2020, and continue for the next six weeks until October 16, 2020. Students will return to campuses for face-to-face instruction on October 19, 2020. Understanding the concern of parents, HISD has given the parents the right to choose whether their child remains in a virtual environment or return to campus for the fall semester. Parents also have the option of changing their minds on which learning environment works best for their child after the nine-week intervals in the semester. Those parents wanting their child to learning virtually the entire semester must complete a virtual class and sign an agreement to the education of their child. HISD’s plan was developed
from a collaboration of the district’s Communicable Disease Plan Task Force and the Academics team. They wanted to create a plan to uphold proper safety measures while continuing students’ education. When campuses do welcome students, teachers, and staff back all will undergo daily temperature checks and entry screenings, wear masks and other face coverings, wash their hands frequently, and practice staying six feet away. Plus nurses, custodial staff, food service workers, and special education staff will be required to wear gloves. HISD has gone even further to reconfigure classrooms where there will be only one teacher for every 10 students. To maintain this format, students will have flexible schedules where they will learn in-person and virtually. HISD’s plan is on track with some of the largest school districts in the nation. Gov. Andrew Cuomo of New York said he would not support the push to reopen schools until the city has an infection rate above 3%. The district in Montgomery County, Maryland will be online for the entire fall semester. Most schools are starting the school year off virtually. Of course, all these plans are temporary as the nature of COVID-19 could rapidly change plans.
But Will This Work? Many school districts that have already gone back-to-school are seeing problems early on. After classes began on July 27th in one school in the Corinth School District in Mississippi, over 100 students had to be quarantined when six students and one teacher tested positive for COVID-19. Since then the governor of Mississippi has now issued a mandatory mask mandate. A Georgia school district in Gwinnett County has already had 260 employees infected with COVID-19. And let us not forget the 51% of children attending a Georgia summer camp that were diagnosed. Also in Georgia, 20-second graders and their teacher had
to be quarantined after a student tested positive. Then there is little Kimora Lynum who became the youngest person in Florida to die from COVID-19 at the age of nine-years-old. Moving on to Indiana to the case of exposure that could have been prevented. One family allowed their Greenfield-Central Junior High School student to go to school knowing that the child had pending COVID-19 test results. The family told none of the school administrators or teachers are the child’s health concerns. Unfortunately, the child tested positive. Following that incident, two football players at two different Indiana schools tested positive. These cases make educators, parents, and students very nervous about going back-to-school. Despite what has been happening thus far, the Trump administration is supportive of schools reopening. Dr. Anthony Fauci, the nation’s top medical expert, agrees schools should reopen for the psychological and nutritional benefits that students crave. However, Dr. Fauci cautions that schools can only reopen if safety is made a top priority. Top priority means wearing masks at all times, washing your hands for 20 seconds or more, and staying six feet apart from others. It means disinfecting frequently touched areas several times a day. It means staying at home if you exhibit any signs or symptoms of the disease. It means caring for yourself and others by doing what is right and safe. In order to get to any sense of normalcy and enjoy life on the outside, we will need the cooperation of all Americans. Please, America, let’s get it together for our future.

ith 16.2 seconds left on the clock in Sunday’s matchup between the Houston Rockets and Milwaukee Bucks, the reigning 2019 NBA MVP Giannis Antetokounpo found himself with an opportunity to take advantage of a statement he made earlier this year about former 2018 MVP James Harden. During a press conference after the 2020 NBA All-Star game, Antetokounpo said his team’s defensive scheme towards the end of the game was, to get the ball to whoever James Harden was guarding. So, with the ball in his (Antetokounpo) hands and his team down by one point, the Milwaukee Bucks superstar dribbled the length of the court with Harden playing defense on him every step of the way. Each guy was carrying the weight on his shoulders of getting to the 2020 NBA Finals while playing in unusual circumstances due to the
coronavirus pandemic. Harden played great defense on Antetokounpo forcing him out of his sweet spot on the court and into a defensive steal by teammate Danuel House Jr. Houston eventually won the game bringing their record to 2-0 in the bubble. “Throughout the course of the game we played some really good defense,” Harden said. “They’re a good offensive team but we got stops when we needed to.” That would be the extent of how far Harden would go about the matchup. When asked how hard it was to defend Antetokounpo, the leading scorer in the NBA this year answered in typical Harden fashion. “Next question,” he said. Defense has always been the one knock on Harden’s place in history as one of the best to play the game. He
scores at a rapid pace like Michael Jordan, Kobe Bryant, LeBron James, Kevin Durant, etc. Yet the strongest criticism he has received is he doesn’t give his all on the defensive side of the ball and rightfully so in some cases, but this year he has made a concerted effort to step up on the defensive side of the ball. Harden has become very effective when it comes to defending the pick-and-roll. He allows 0.78 points when defending the primary ball handler. He also is great in the post where he can use his 6’5-foot frame and stature to hold opponents to 0.65 points per postup. These are the things the Rockets will need down the stretch in this accelerated restart the NBA is doing to finish its 2020 season. In Friday night’s victory over
the Dallas Mavericks, it was Harden who contributed greatly when the Rockets needed it the most on the defensive end finding him matched up with Mavericks rising superstar Luka Doncic. After trailing for the majority of the game, the Rockets held Dallas to a combined 30 points in the fourth quarter and overtime.
