GUNS AND THE DEMOCRATS' REPLACEMENT THEORY By Jesse Jackson, National Political Writer

I

t happened again. This time it was a mass shooting in Uvalde, Texas, of 19 second-, third- and fourth -grade students, along with two teachers, killed by a teenager who had just turned 18 and bought himself a gift of two high-powered military weapons designed to kill people in war and 375 rounds of ammunition for $3,500, which he used to shoot down his mostly young victims like rabid dogs. For an event to be considered a mass shooting it requires that at least four people are killed or wounded. Anything less is not considered a mass shooting. So far this year we are at 214 mass shootings, an average of about 10 per week. The red and blue teams immediately jumped to their customary positions. The red team in the past blamed young people for watching too many violent video games. Now mental illness seems to be the red team’s dominant rationale. And their solutions range from arming teachers to hardening schools and many other ideas in between. What’s the red team’s strategy? Look over here! Look over there at any shiny object other than that we live in a country where citizens own more than 400 million guns in a population of 330 million with a long history of violence growing out of an ideology of white supremacy over racial minorities - Native Americans, African Americans, Hispanics, and Asians. Many whites are now advocating, expecting or preparing for another civil war much of it based on a racist “white replacement theory.” The blue team un-politically mostly advocates for H.R. 8 a fairly comprehensive common sense gun reg-

It will never pass in this Congress. Democrats are being un-political because they are still trying to persuade Republicans to support common sense gun legislation through moral persuasion and rational arguments. Minority Leader Mitch McConnell and Senate Republicans are not interested. The only replacement theory Democrats should be advancing is replacing members of the red team with members of the blue team. This group of congressional Republicans is about power not being moral or rational. They have to be taken

on and taken out politically -- defeated and replaced. What should be the Democrat’s strategy? There will likely be many motivating events and issues that should inspire Democrats to go to the polls for the November 8 mid-term elections. Unfortunately, the Supreme Court may play a big part in this regard as early as June. The Robert’s Court may overturn Roe v. Wade and galvanize women voters. It may upend or weaken affirmative action and activate racial minorities and women to rush to the voting booth. It likely will declare a New York gun law unconstitutional leading to a national policy of “open carry” awakening common sense gun regulation advocates to vote in record numbers. But to make sure greater gun safety and common sense gun laws supported by anywhere from 70 percent

to 90 percent of the American people are on the ballot in November Democrats must do the following. Break up the dozen or more individual parts of a comprehensive package of gun safety legislation - e.g., an assault weapons ban, background checks, Red Flag law and more - and make the House and the Senate members vote on them individually. There should be coordination between Pelosi in the House and Schumer in the Senate. The House should vote on Tuesday and the Senate on Thursday on one issue at a time, one a week, week-after-week all the way to November. There is the possibility that one of them may actually pass. That would be good news and start us down a path of greater gun safety. But strategically put it at the beginning so that the closer we get to November 8 voters will mostly remember all the “No” votes cast by Republicans on common sense gun laws that would make the American people safer. Democrats must stop being naive about negotiating with Republicans over guns because their strategy is to delay, divert, deny and defeat Democrats in November. Democrats must flip the table.

ith more funerals and visitations scheduled Wednesday for victims of the deadliest US school shooting in nearly 10 years, more changes in authorities’ narrative of how the May 24 massacre unfolded in the South Texas city of Uvalde are emerging. The Texas Department of Public Safety, or DPS, now says the door the shooter used to access Robb Elementary was closed, though not locked, when he entered before killing 21 people there. That’s a change from last week, when DPS Director Col. Steven McCraw said a teacher had propped the back door open and left it that way. On Tuesday, department spokesperson Travis Considine told the Associated Press the teacher did prop the door open but closed it once she realized a shooter was on campus, and the door did not lock. The department’s press secretary confirmed Tuesday to CNN the AP report was accurate. Nineteen children and two teachers were killed after an 18-yearold gunman entered adjoining classrooms and opened fire. Tu e s d a y ’s c l a r i f i c a t i o n about the door represents just one of the shifts in authorities› explanation of the massacre›s timeline. They face mounting questions over why 80 minutes elapsed from the time officers were first called to the moment a tactical team entered the locked classrooms and killed the gunman. Meanwhile, families and friends have begun burying their loved ones, and the community continues to cope. In Uvalde’s sun-drenched town square, a park fountain is the centerpiece of a growing memorial honoring those lost. Hundreds of flower bouquets ring the fountain, stacked alongside toys, stuffed animals, candles and letters

in memory of the 21 killed. Framed posters show smiling faces, leaning against walls covered with hearts drawn and names written in chalk. On a pathway leading to the square, visitors slowly walk past a row of crosses, stopping to pray or reflect on the devastating tragedy. Each cross -several feet tall and draped with flowers, balloons and messages of remembrance -- carries the name of someone killed. Ryan Ramirez, the father of Alithia Ramirez, said he waited for nearly 12 hours before learning she was killed. He described his 10-year-old daughter as “very lovable and kind.” “She was just there for anybody that needed anything. And that was one thing that we all loved about her,” he told CNN’s Anderson Cooper on Tuesday. Alithia “loved drawing,” her father said, and when he met with President Joe Biden during his Uvalde visit on Sunday, Biden told him that he would have one of Alithia’s drawings displayed at the White House. She “always had a crayon in hand, just going to town,” Ramirez said. The slaughter ended Robb Elementary’s school year a few days early, and students and staff “will not be returning” to that campus, the district’s superintendent said Wednesday. Superintendent Hal Harrell’s statement did not elaborate on the building’s future; a state senator has suggested the school may be razed. Texas Gov. Greg Abbott on Wednesday asked the state›s lieutenant governor and the state House speaker to convene special legislative committees to make «legislative recommendations on school safety, mental health, social media, police training, firearm safety and more.»

Abbott also directed the Texas School Safety Center, an official research center at Texas State University, to conduct “comprehensive school safety reviews” and make sure all school districts’ safety and security committees meet before the new academic year to discuss needs, review procedures and ensure all appropriate staff are trained on safety procedures, according to a news release from the governor’s office. The governor said the center must provide a progress report by October 1. Three people injured by the gunman remained hospitalized Tuesday at University Hospital San Antonio. ayor Sylvester Turner and the Houston Police Department announced today that for the first time in more than a year, Houston’s homicide rate is showing a decline. As of today, there is an unofficial number of 187 homicides in Houston thus far in 2022 compared to 192 homicides at this time last year. The nearly 3% decline in the city’s homicide rate is an indication of the efficacy of the One Safe Houston initiative, a comprehensive public safety plan aimed at holistically addressing and in some cases rebuilding the public safety ecosystem in Houston. “I commend HPD for the work it is doing,” said Mayor Sylvester Turner. “We have put more officers on the streets through overtime and cadet classes. There is still too much gun violence in our city and too many guns in the hands of dangerous and violent individuals, but our work and that of the Houston Police Department is making

know we are all heartbroken and outraged by the shooting massacre at Robb Elementary in Uvalde, Texas that killed 19 children and their two teachers. No parent should experience this heartache and worry about whether their child will make it home safe from school. As you’ll read below, we are committed to preventing gun violence with every tool available, but we need political leaders in Austin and Washington, D.C. to find the moral courage to do what’s right. That means protecting our children and keeping our communities safe from gun violence instead of defending the gun lobby. This is a moment for us to reflect on what it truly means to be safe and secure and work together to stop violence in all forms. It’s even more horrifying that this act of violence took place on the eve of the second anniversary of George Floyd losing his life in a horrific act of police brutality. George Floyd, a Houston native, became a rallying cry for dismantling an oppressive criminal justice system and sparked a broader awakening to the clarion call for racial justice that has long echoed throughout our nation’s history. People took to the streets and halls of power to demand our nation’s unrealized promise of justice, equality, and freedom finally be delivered to Black people and all people of color so that we can know real safety and true justice in our lives. We have lost generations to the violence of mass incarceration; health disparities that shorten our lives; environmental injustices that poison our bodies; and rampant economic and social inequalities that rob people of color of our lives, our freedom, our health, and our opportunity every single day. We also face the resurgence of racial terror like the recent mass shooting in Buffalo, N.Y. by a self-professed white supremacist. Meanwhile, politicians try to deceive and divide us over safety and justice reform to keep locking people up in cages and blocking progress. But we will not be deterred by extremists and opponents of justice who use scare tactics, disinformation, race baiting, and outright acts of racial terror to deny our reckoning and hold on to power. Nor will we lose sight of what it means to be truly safe as a people and secure in the knowledge that our lives are valued, and our rights are protected. In Harris County, we carry George Floyd’s legacy with us in the work we’re doing to make our communities safer and our society more just:

Violence Interruption: Our violence interruption program works with trusted and trained community messengers who have walked the walk. They understand the challenges people face in their community and are connecting them to resources that interrupt cycles of violence to help them exit gangs, find jobs and receive support for mental health and substance use. Holistic Assistance and Response: Instead of criminalizing a person’s crisis, our Holistic Assistance Response Team (HART) initiative sends trained first responders to assist people struggling with issues related to mental health, substance use, or homelessness so they can receive help they need. Importantly, this also eases the burden on law enforcement and allows them to focus on serious crimes. Gun Violence Prevention: Despite the challenges we face with lax gun laws that flood our communities with guns, we’re working to get guns off the streets. Youth Justice Community Reinvestment Fund: The Youth Justice Community Reinvestment Fund exemplifies the kind of investment we need in Harris County.
