‘America Is Not A Racist Country’ By Jesse Jackson, National Political Writer

merica is not a racist country.” This is quickly becoming a Republican mantra. Sen. Tim Scott, the only Black Republican in the Senate, used it in his rebuttal to President Biden’s address to the Congress. Sen. Lindsey Graham, the Republican weathervane, echoed him, as did Republicans across the country. Scott went on to accuse Democrats of dividing the country by using race as a “political weapon.” This is an old, threadbare rhetorical trick. Racism is not the problem; those protesting discrimination are the problem. Racist rhetoric and actions like those of Donald Trump aren’t dividing us. Those protesting the hatred are doing the dividing. The upside down, inside out duplicity can be traced back through the history of the Republic. Even when the South seceded from the Union to protect slavery, its leaders argued that it was Lincoln who caused the sedition because he wouldn’t guarantee the spread of slavery into the new states coming into the union. This dog whistle race-bait politics may be old, but it still has force, so politicians deploy it regularly. So, it is worth taking the question of whether America is a racist country seriously. A racist nation-state is a country that enforces racism as a matter of law. Apartheid South Africa was universally condemned as a racist country because apartheid was the law of the land until Nelson Mandela and the African National Congress and allies forced the change in laws and policy. The Civil War brought an end to slavery and a “second founding” of the Union with the 13th, 14th and 15th Amendments. Yet by 1896, the former slave owners in the South had taken back power – propelled by the terrorist

campaigns of the Ku Klux Klan and others – and made segregation – legalized apartheid – the law of the land. White immigrants had more rights than African-American soldiers. The Supreme Court in Plessy v. Ferguson ratified the injustice of legally enforced segregation. America was once more a self-declared racist country. It wasn’t until 1954 when the Supreme Court in Brown v. Board ruled segregation unconstitutional. It took the Civil Rights Movement to transform the laws – winning the passage of the Civil Rights Act and the Voting Rights Act and extending equal rights under the law to all. At that point, America was no longer an apartheid country by law but it was still a country that had to address the legacy of racism. Inevitably, hundreds of years of legalized racism were institutionalized into the very marrow of the society. African Americans have less wealth because they were deprived of any ability to accumulate wealth for decades. Blacks were zoned into ghettos, urban areas then deprived of private or public investment. Black unemployment remained about double that of White unemployment. Blacks were and are the last hired in an upturn and the first fired in a downturn. Our criminal justice system systematically discriminates against African Americans. This list can go on. Change – reform of the laws and institutions – doesn’t come easily. Those with privilege generally don’t see the shackles burdening those without. If overt racism is increasingly frowned upon, racist attitudes and assumptions – measuring people by the color of their skin rather than the content of their character – die-hard.

For decades, Southern Democrats, barons protecting the white privilege in the South blocked reform. Once Lyndon Johnson joined with Dr. King to lead the Civil Rights Revolution – Republicans took advantage by becoming the party of white sanctuary across the South. Now that too has become institutionalized, as Republicans in states across the country press reforms designed to suppress the vote of minorities, gerrymander districts to isolate the minority vote and more. And not surprisingly, they cynically accuse Democrats and the civil rights movements of our age of using race to divide America. What’s increasingly clear, however, is that this politics of racial division harms working and poor Americans of all races. Race bait politics is designed to divide working people to limit their power. Donald Trump is a perfect ex-

ample, enlisting largely white working people in part by racial appeals, and then passing tax cuts for the rich and deregulation for the CEOs once in office. Great leaders like Dr. Martin Luther King, W.E.B. DuBois, Cesar Chavez, the Black Lives Matter organizers all understood this. They have organized across lines of race to build alliances to bring about reforms that will benefit working and poor people generally. That is our task today. And we can’t let dog whistle race-bait politics continue to divide us.

Mayor Announces Necole Irvin As Director Of Mayor’s Office OF Cultural Affairs (MOCA)

ayor Sylvester Turner has announced Necole Irvin as the new director of the Mayor’s Office of Cultural Affairs (MOCA). Irvin joined the City of Houston six years ago as MOCA’s first Cultural Tourism Officer. She is a philanthropic professional with legal, public health, cultural, policy, and international experience. She has worked to improve the quality of communities and for long-term sustainable change. A former Peace Corps volunteer from Louisiana, Necole received her bachelor’s degree from Emory University and a Juris Doctorate and Master’s of Public Health from Tulane University. Before joining the City of Houston, Necole served as a program officer with the Houston Endowment. Irvin proceeds Debbie McNulty, who served as MOCA Director for seven years. “We will miss Debbie’s leadership and contributions in the arts and cultural community, but she left MOCA in great hands,” Mayor Turner said. “I trust Director Necole Irvin to provide exceptional guidance

and strengthen partnerships as the arts and cultural community recover from COVID-19.” Irvin stewarded the transformation of the grants system, led MOCA’s new work in the music space, and looks forward to serving as director. As Director of MOCA, she will be the chief cultural policy advisor to Mayor Turner and responsible for implementing the City’s Arts and Cultural Plan, advocating for the creative community and its integral role in Houston’s identity. “Mayor Turner’s administration is a strong supporter of the arts community and it is an honor to serve in his administration,” Director Irvin said. “MOCA has made significant strides to advance access, transparency, and equity. MENTAL HEALTH Is A Problem For All… Not Just Some

eing imbalanced is a problem that everyone has had to deal with at some point in their life more than once and will have to deal with it again. Life is stressful and can cause anyone anxiety. Mental health surveys indicate that 60% of the American population has experienced significant levels of mental and/or emotional unwellness since the onset of the global pandemic. A 2020 Kaiser family study indicated that Texans have had an increase in their levels of anxiety and depression from an average of 37.7% before the pandemic to 40.1% during the pandemic. Difficulties are with individuals owning this as their reality as a threat to their mental health can be an even bigger problem than dealing with stress and anxiety itself. “I think everyone should admit that there are times when we get out of balance,” Dr. Neal Sarahan, Executive Director of NAMI Greater Houston warned. However, just because one has issues with their mental health does not mean that they have mental illness. Mental health is the way of thinking about how our emotional, psychological, and social behaviors are in balance when challenged. Mental illness comes into play with the response one gives when a crisis arises causing an imbalance affecting the above behaviors. If the person cannot return to a balanced state after a crisis that is mental illness. Dr. Sarahan says that some can be prepared for these types of stressors in life by having a mental health toolkit. A mental health toolkit will look different for everybody depending on the level of imbalance. Before putting one’s toolkit together, Dr. Sarahan advises knowing a few things first. One thing to note is what are the personal stressors/triggers for an individual that cause the imbalance. Use that information to develop coping mechanisms to get back in balance. This will be the foundation of one’s toolkit. Some common treatments could be exercising, meeting with like minds (support peer groups), focusing on faith, meditating, staying connected socially, removing negative thoughts, and having schedules for activity and sleep. Individuals may also take personal clues to know if they are overworking themselves with too many responsibilities and commitments, overeating, forgetting, having a short fuse, less energy, and feeling a sense of being lost. Once a person is more in tune

Dr. Neal Sarahan, Executive Director of NAMI Greater Houston with their emotions, they can be more specific with what is the needed in their toolkit. For example, Dr. Sarahan knows being around people, especially babies and kids, helps him stay in balance. When he thinks an attack is coming, he immediately gets ahead of it by going to visit a family member who has small children. After all who can stay depressed while looking at the little face of a toothless smiling baby with drool coming out of their mouths. This is how to protect your mental health. As a NAMI board member turned executive director, Dr. Sarahan is one of eight employees and 243 volunteers who work daily to advocate, educate, and support the ongoing building of better lives for individuals and families affected by mental illness. Having been in his current position for the past 2-½ years, he is proud of several accomplishments. Topping his list is how the organization has stuck to their strategic plan that includes several components such as increasing early innovation in a mental health crisis, increasing access to mental health resources, and decreasing law enforcement in mental health crisis. “We have really been involved in capacity building in mental health in vocal community resources particularly communities of color. We do that by building up the capacity of local churches and community organizations to train up their staff and their community volunteers to operate their own programs of mental wellness,” said Dr. Sarahan. Also on his list of success is the way that his staff and volunteers had to transform their operations from in-person to virtual including the annual NAMI walk, classes, support groups, and all programs. The transition helped

In addition, they added a warm line center, which is a hotline to field calls, emails, and other communication coming from communities needing help with mental wellness. To date, NAMI has managed over 15,000 calls in the last year and half. The warm line center can be reached at 713-970-4483. “I am proud of our outreach and depth of programming. I am proud of the fact that people are learning more and more about NAMI as a vital community health resource,” said Dr. Sarahan about the organization that works at the grassroots level with information, education, and access to services. “That is our niche.” Every time around this part of the year, NAMI’s excitement is heightened with activity in planning the NAMI walk. Last year, of course, was one of their most challenging since the walk had to be transitioned into a virtual event due to the pandemic. This year’s walk will have its own set of challenges as changes are made to make it a hybrid walk. Instead of everyone gathering for one huge walk, there will be several multisite small gatherings connected by Facebook Live. The goal of the walk is to increase awareness of mental health, let the community know about education opportunities, celebrate the mental health community, and, to highlight community partners that work in mental wellness. ayor Sylvester Turner has appointed Robert Dembo III as the Director of Veterans and Military Affairs. Mr. Dembo joined the City of Houston in March 2015 following a 22-year career in the United States Navy, where he retired as Chief Warrant Officer (W4). During his tenure with the city, he has represented Houston in support of the Substance Abuse & Men-

tal Health Services Administration. He has also served as a trusted liaison for the city and the Department of Defense, encouraging outreach and engagement with the military-affiliated community. The appointment comes following the resignation of Dr. Steven Hall, who recently joined the U.S. Department of State as a Senior Project Execution Advisor for the Bureau of Medical Services.

“Mr. Dembo is a natural leader and the right fit for this role,” said Mayor Sylvester Turner. “His experience speaks for itself, and I look forward to working with him to continue to enhance our relationship with the military and veteran communities.” Additionally, Mr. Dembo has worked with the Houston VA Medical Center, North Forest High School, and Booker T. Washington Naval Junior Reserve Officer Training (NJROTC) programs. He holds a Bachelor of Arts degree from the University of Texas-San Antonio in Criminal Justice and a minor in Psychology. His military awards include the Defense Meritorious Service Medal, Navy Commendation Medal (2nd Award), Navy Achievement Medal, and Sailor of the Year. “It is a great honor to serve my
