VOTER SUPPRESSION ALIVE AND WELL IN ARKANSAS By Jesse Jackson, National Political Writer

T

he Solid South used to be Democratic. Today, the Solid South is Republican. What happened? President Lyndon B. Johnson signed the Public Accommodations Act on July 2, 1964. As a result, South Carolina’s Dixiecrat segregationist senator, Strom Thurmond, switched parties in September and vowed to lead fellow Dixiecrats to the Republican Party. Soon Thurmond, along with the head of the South Carolina Republican Party Harry Dent, convened a meeting in my hometown of Greenville, South Carolina, and invited Richard Nixon. Out of that meeting came Nixon’s 1968 presidential campaign’s Southern Strategy. The rest is history as Republicans successfully used race and white evangelical Christians to gain Southern political dominance. The key to liberating the nation is liberating the South, and the key to liberating the South is the African American vote, increasingly in coalition with Hispanics, Asians, Native Americans (e.g., North Carolina), moderate and progressive whites. One of the worst Southern states relative to voter suppression is Arkansas. Every former Confederate state has drawn congressional districts where a Black candidate has been elected and can be given an equal opportunity of being elected to Congress, except Arkansas. Arkansas is the only state in the country with a Black population above 10 percent that has never elected a Black representative to Congress. This is no accident. Arkansas’s congressional map has long been drawn to thwart the ability of Black voters to elect their candidate of choice. For example, a recent lawsuit stated that despite the fact that Jefferson and Pulaski Counties are geographically contiguous and have large numbers of Black voters, they have never been in the

same congressional district, and neither county has ever been drawn together in a district that includes the eastern and southeastern portions of the state, where the state’s most predominantly Black counties are located. Here’s what voter suppression looks like with some of the schemes. Arkansas is 27 percent Black and has four U.S. Representatives. Consistent with the 1965 Voting Rights Act, Arkansas should have one majority-minority district. However, the most recent redistricting map divided the Black community between three congressional districts. The final redistricting map was so racially skewed that Gov. Asa Hutchinson allowed it to become law without his signature. But that’s not the only way Arkansans have their votes and representation suppressed. According to the Election Administration and Voting Survey 2020 Comprehensive Report, Arkansas is dead last in voter registration (68 percent) and turnout (54

percent). The national average is 88.2 percent and 66.9 percent respectively. However, Arkansas is first in rejecting absentee mail-in ballots (6.4 percent). Only three states have mail-in ballot rejection rates about 3 percent, Arkansas, New York and Oklahoma. Since 2020, many polling locations have been closed in both urban and rural areas of the state, making it more inconvenient for Arkansans to get to the polls, especially for seniors, those with disabilities, folks without reliable transportation, working Americans, and single parents without childcare. For example, Pulaski County (i.e., Little Rock) went from 120 to 100 polling places and no longer offers the 12 early voting locations that stay open as vote centers on Election Day. Washington County reduced polling places from 58 to 41. Benton County went from 49 to 35. Rural areas are no exception. Van Buren County went from 22 to 4 polling places and approximately 20

percent of their voters have to drive between 20 and 45 minutes one-way to vote. Yell, Lafayette and Lincoln counties went from 25 to 11, 12 to 3 and 11 to 3 polling places, respectively. Many rural Arkansans see their neighboring towns as rivals and don’t feel comfortable traveling and having to vote in another town. Fewer polling places are often accompanied by fewer voting machines. The vast majority of absentee/ mail-in ballots rejected came from seniors, folks with disabilities, and active overseas military voters. Fifteen hundred mail-in ballots were rejected in Pulaski County alone in the 2020 General Election for simple human errors involving such things as missing ZIP codes, apartment numbers, the voter wrote today’s date instead of their birth date, even though a photo included had the correct birthday, non-matching signatures because of a shaky signature due to age, and non-matching signatures as one person had injured their right hand in a car accident and now wrote left-handed. Ballots cast by military personnel were rejected because the digital signature was too pixelated and didn’t match the signature on file. Strict voter ID schemes reduce Black voters. People don’t vote because of voter suppression and a lack of candidate options. This is the result of the damage done by the Shelby Supreme Court decision and emphasizes the need to pass the John Lewis Voting Rights Amendment Act that would restore pre-clearance to the 1965 Voting Rights Act. Without a federally protected right to vote states rights, voter suppression will dominate.

Through this Minority Depository Institution (MDI) charter, Agility’s focus will be on serving women and all small and mid-size businesses. “This is a historic event for banking, our country, and Houston,” said Lauren Sparks, founder, president, and CEO of Agility. “Our goal from the beginning has been to promote financial parity for women, so they have better access to capital and can have a seat at the table in a world where differences are valued and celebrated.” The bank opens Monday, May 23. Sparks noted that nearly 97% of the businesses in the Houston region have fewer than 500 employees. “There are more than 200,000 small businesses in the Houston region today and that number is growing—many will be owned or started by women,” said Sparks. “Minority and women-owned businesses are growing at a rate faster than any other group. Agility is the first established with the purpose of supporting women as well as all business owners of all small and mid-size companies. To achieve MDI designation, a bank must have 51% minority ownership and board membership. Agility’s board is 75% minority and 54% of its ownership is minority. In addition, over 85% of Agility’s shareholders are Houstonians. Agility, which has a national charter and is insured by the Federal Deposit Insurance Corporation, has raised over $35 million in capital surpassing its regulatory requirement of $30 million to open. otorious RBG: The Life and Times of Ruth Bader Ginsburg explores the American judicial system through one of its sharpest legal minds, the late Ruth Bader Ginsburg. Based upon the New York Times bestselling book of the same name, this unique exhibition was created by the Skirball Cultural Center, Los Angeles, in partnership with the book’s co-authors: journalist Irin Carmon, a senior correspondent at New York magazine, and attorney Shana Knizhnik, who founded the popular Tumblr that earned RBG internet fame (and amused the Justice herself), working together with Skirball curator Cate Thurston. Like the book, the exhibition offers a visually rich, entertaining, yet rigorous look at RBG’s life and work. Through archival photographs and documents, contemporary art, media stations, and playful interactives, the exhibition tells the parallel stories of RBG’s remarkable career and the efforts she joined to expand “We the People” to include those long left out of the Constitution’s promises. By bringing to life RBG’s compelling biography and her commit-

ment to our nation’s highest ideals, the exhibition invites visitors to participate in civic life and consider how the future of the Supreme Court impacts us all. Briefs and other writings by RBG, including some of her famously searing dissents, are woven throughout the exhibit. In keeping with the spirit of Carmon and Knizhnik’s book, the exhibition riffs off the playful connection between Notorious RBG and rapper Notorious B.I.G. (as she likes to point out, they were both born and bred in Brooklyn, New York.) The name of each gallery section alludes to a song or lyric from the late hip-hop artist.

valde, Texas (CNN)Just two days before students were to begin summer break, a lone gunman entered a Texas elementary school classroom and opened fire, killing 19 children and two teachers, officials said, in the deadliest school shooting in almost a decade. The violent act shook a nation still reeling from a mass shooting just 10 days ago. The siege in Uvalde, Texas, ended when law enforcement killed the 18-year-old gunman, who officials said acted alone, and parents waited late into Tuesday night at a civic center to learn whether their children had survived, some having given DNA to help authorities identify victims, they told CNN. Now, the city about 90 miles west of San Antonio and just east of the US-Mexican border finds itself on the long list of American communities devastated by mass shootings. So far, four 10-year-olds and a fourth-grade teacher have been named publicly by relatives as among the dead. Authorities have identified all the victims, whose remains have been removed from the murder scene, and notified their families, Texas Department of Public Safety Lt. Chris Olivarez said, telling CNN all those killed and hurt were in one classroom. Area hospitals treated at least 20 injured, they said Tuesday evening. Tuesday’s massacre is the second-deadliest school shooting since 2012, when 26 children and adults were killed at Sandy Hook Elementary School. It is at least the 30th shooting at a K-12 school in 2022, according to

The gunman in Uvalde, identified as Salvador Ramos by officials, is believed to have shot his grandmother -- who was still in a hospital Wednesday, Olivarez said -- before driving to Robb Elementary to carry out to attack, per DPS. Soon after, police got a 911 call about a vehicle that had crashed near the school and someone armed with a rifle heading inside, Olivarez told CNN in an interview Wednesday morning. The man was wearing a “tactical vest carrier with no ballistic panels,” Olivarez said. Police responded and engaged the shooter before he got into the building, he said. Officers met the gunman’s fire, he said; two were shot and expected to live. The shooter then got into the building, where he barricaded himself inside a classroom and opened fire on the children and two teachers, Olivarez said, calling the act “complete evil.” With the shooter barricaded inside, officers were at a disadvantage, he said. “There was not sufficient manpower at that time, and their primary focus was to preserve any further loss of life,” he told CNN. “They started breaking windows around the school and trying to rescue, evacuate children and teachers while that was going on.” A specialized tactical team of local and federal officers arrived, forced its way into the classroom and shot the gunman dead, Olivarez said. One officer on the team was shot and injured and expected to survive.

Authorities continue to investigate the shooting and events that led to it, Olivarez told CNN. “Right now we’re trying to provide further closure for the families by having a thorough investigation, trying to exactly identify what caused this mass shooting, what triggered this,” he said. President Joe Biden in a national address Tuesday night recalled the Sandy Hook shooting, which happened when he was vice president. “I had hoped when I became President I would not have to do this again,” he said. “How many scores of little children who witnessed what happened -- see their friends die as if they’re in a battlefield, for God’s sake. he shooter had one rifle when he entered the school, along with the tactical vest carrier and “numerous rounds of ammunition,” Olivarez said Wednesday. While authorities previously indicated the gunman wore body armor, Olivarez said Wednesday morning his vest did not contain ballistic panels. “Typically, those type of carriers are used by tactical teams, SWAT teams, where they can place magazines, extra ammunition inside those carriers and be able to move in a tactical formation,” he said. Ramos had stopped regularly attending school at Uvalde High School, one of his former classmates told CNN. “He barely came to school,” said the friend, who did not wish to be identified. Ramos had recently sent him a picture of an AR-15, a backpack with rounds of ammunition and several gun magazines, the friend added. “I was like, ‘Bro, why do you have this?’ and he was like, ‘Don’t worry about it,’” the friend said. “He proceeded to text me, ‘I look very different now. You wouldn’t recognize me.’” The shooter also sent ominous Instagram messages to another user hours before the shooting, screenshots show. Three days before the attack, an account linked to the shooter posted a photo of two rifles lying on a carpet in a story that tagged another Instagram account by name. The owner of the tagged account wrote in a story posted after the shooting that Ramos had tagged her and messaged her out of the blue. The girl, who did not include her name on her account and has since made her account private, posted a series of screenshots of messages she said she exchanged with the shooter in the days before the massacre. In one message that appeared to be sent the morning of the shooting, Ramos wrote “I’m about to” -- but didn’t say what he would do. “I got a lil secret,” he wrote in another message. “I wanna tell u.” In messages posted to her story before it went private, the girl said that she didn’t live in Texas and didn’t know Ramos. Ramos worked at a local Wendy’s, the restaurant’s manager, Adrian Mendes, confirmed to CNN. Ramos “kept to himself mostly,” said Mendes, an evening manager. He “didn’t really socialize with the other employees. ... He just worked, got paid, and came in to get his check.”

SPORTS: Texans Report To OTA's – Ready To Work Team Members Began Reporting to Optional Work-Outs By Brian Barefield, Sports Editor – StyleMagazine.com

A

s the players for the Houston Texans began to make their way onto the field, one man was standing there to greet them and get them ready for the day ahead. New head coach and defensive coordinator Lovie Smith, who is usually the first person at NRG Stadium, makes sure he says a couple of words to most of the players who pass him. “Offseason work is just invaluable on what we can get done out here,” said coach Smith after practice. “Everything we’ve been doing, phase one, phase two, has been leading up to our NFL version of spring ball, these OTAs. As you can see, it’s one thing to go through a lot of drills, but once you start getting offense vs. defense, decisions must be made.” Like all other teams throughout the NFL, Houston began their voluntary workouts that will lead up to their mandatory three-day minicamp in June. All but three players were in attendance for the Texans, including starting left tackle Laremy Tunsil and defensive lineman Malik Collins.

“At Big Sandy, voluntary is voluntary,” coach Smith said about the players, not in attendance. “You can show up as you like; you don’t have to. I kind of go on that in the end. Yeah, I’d like for guys to be up here all day, staying with the coaches and putting in as many hours as we like, but they have some options. Eventually, we’ll have everyone here.” The Texans will have to wait a little longer to see some of their rookie talents take

the field in live competition. Rookie Derek Stingley Jr. who was selected third overall in the 2022 NFL Draft, participated in individual drills but watched from the sidelines during team drills. Stingley is still recovering from the season-ending Lisfranc surgery he had last year while attending LSU. One player that Houston hopes will take that next step is quarterback Davis Mills who will come into the season as the starter. The second-year player has put in a lot of

work this offseason getting his body together for a rigorous 17-week NFL schedule and working out with his receivers to get their timing down. “Every day we’ve opened up the building, he’s been in here,” said coach Smith. “He’s, our quarterback. When you’re the leader, you’ve got to be visible. It’s been documented on what I think of Davis. I think he’s going to be an excellent quarterback in the NFL for a lot of years, but it’s about this year.” “Having a year, he and Pep Hamilton getting on the same page with our offense, and him being in a role from the start, that’s different also. But that’s what you do. You have a chance for him to establish himself as one of our primary leaders each day.”

Conditions such as COVID-19, the constant resistance against systemic oppression, the active combatting of Anti-Black rhetoric, and the commodification of Black bodies in the media are some of the concerns that heighten this exhibition’s urgency and relevance. The exhibition will be on view in CAMH’s Brown Foundation Gallery from May 27–October 2, 2022. “Soul of Black Folks is my museum debut; therefore I am intimately invested in each stage of the exhibition’s journey,” says artist Amaoko Boafo King. “I’m really excited for its next stop in Houston at CAMH in May. This series of paintings was created privately as a cathartic exercise while the artist was living in Vienna, Austria, experiencing racism and a lack of support for his practice. By starting with himself as his primary subject, Boafo emerged confident in his practice, resulting in his yearning to create portraits of others—friends, celebrities, and family which he has become known for over the past half a decade. HE WOODLANDS, TEXAS – Take a dive “Under the Sea” this summer at The Pavilion for Disney’s The Little Mermaid – Live in Concert sponsored by Texas Children’s Hospital in The Woodlands! On Thursday, June 16, Disney’s animated classic will play on the large LED screens as the Houston Symphony performs the film’s Oscar® and Grammy®-winning score live on the stage. Gates open at 6 p.m. for the 7:30 p.m. performance. Mezzanine and lawn seating are FREE. Reserved orchestra seats are available for $25 per ticket. One of the most beloved films and soundtracks, “The Little Mermaid” features songs and score by Oscar-winning composer Alan Menken and lyricist Howard Ashman. With its delightful cast of characters, beloved songs and award nominated musical score, The Little Mermaid – Live in Concert is the perfect way to introduce kids to the arts while having a splashin’ good time! To make the evening even sweeter, guests can enjoy free ice cream courtesy of Aramark (while supplies last) starting at 6 p.m. in the North Plaza. Other pre-performance activities include a meet and greet with Princess Ariel, an arts & crafts booth, themed games, and sponsor activations. Tickets for most performances are $25 for orchestra seating. Guests are welcome to bring a picnic from home or their favorite restaurant to enjoy in their seat or on the hill. Families are encouraged to enjoy the magic of the arts with The Pavilion’s Mini Maestros Kids Club, a free and exciting program that makes the arts both fun and accessible for kids of all ages.
