MAKING CONNECTIONS THAT CAN HELP SAVE THE PLANET By Ben Jealous, National Political Commentator
I
f we’re going to realize the climate benefits of historic federal support for clean energy and jobs approved in the last two years, connections are the key. And I’m not just talking about electrifying homes and buildings. We need to connect people to the benefits spread throughout the 2022 Inflation Reduction Act (IRA) and the 2021 Bipartisan Infrastructure Act. We do that by connecting people to others in the communities where they live and with the individuals, local units of government, and non-profits who can help them take advantage of a lengthy list of tax credits and rebates for everything from electric cars to more energy efficient windows and doors. The need is clear. Seven in 10 Americans say they know little or nothing about the IRA by name. The same is true for specific parts of the package like tax credits for home solar panels and heat pumps. Bobby Foley of Elephant Energy, a climate tech start-up in Colorado, sees the information gaps and hears the questions up close. “We are on the ground, scoping out a heat pump with homeowners and installing it.” Foley can help that homeowner use rebates from a local utility and the city of Denver, alongside state and federal tax credits, to cut the cost on a new $20,000 electric heat pump to heat and cool their homes by more than half. He can install heat pumps in homes without ducts and in places where temperatures drop below zero. The result is far less carbon and 300 percent greater energy efficiency than a furnace and air conditioner at substantially lower monthly cost to the customer, he said. But the people Foley meets already know enough to at least inquire. There are more than 100 programs scattered through the $370 billion in the IRA that aim to assist individuals, businesses, and state and local governments. Projections show that

if we can use all that money thoughtfully and equitably, we can cut greenhouse gas emissions by 40 percent. There’s a good deal of evidence to show that people need help to connect. The National Council on Aging, for example, estimates seniors leave $30 billion of potential government assistance for food, housing, and health care unclaimed. There’s often a lack of awareness or misconceptions about the difficulty of applying. The non-profit Code for America, which works to make government more effective and accessible, found that even the words used to offer programs like tax credits and food assistance to Americans makes a difference in their response rate. For clean energy incentives, many states also have stepped in with their own support that can significantly improve the attractiveness of acting to switch to a cleaner product. That’s means the opportunities can

vary a lot from place to place. To help fill the gap, the Sierra Club is making a national push to recruit, prepare, and offer volunteers across the country – Community Advocates – to help people and their communities get the support that’s available to protect the planet. Bekah Ashley has worked with Utah school districts to apply for funds from the infrastructure package to transition their transportation to electric school buses. Communities can share $1 billion a year. School buses account for the largest public bus fleet across the country, but school systems “often get overlooked in climate action,” Ashley noted. School board members might have sticker shock – electric buses can cost more than two times new diesel buses, Ashley said. But the federal incentives and the far lower operating costs change that perspective.

ohn Whitmire won 43 percent, almost avoiding the Saturday, December 9 run-off. After 50 years as a Legislator from Houston Whitmire won big on his way to city hall. Celebrating at the Marriott Marquis with African American and Hispanic icons on his stage he hammered his crowd that he is ready to go to the mayor’s office today but first he has one more election. “I’m so pumped,” he said about his 105,975 votes. “I’m excited for you and for Houston, I wish that I could go to work in the morning,” Whitmire said with former State Rep. Garnet Coleman and State Senator Carol Alvarado joining him in front of hundreds of Democrats and Republicans, African Americans and Hispanics, business backers and labor leaders. “Let us leave here fired up to clean up city hall and clean up our city. HEALTH: AMID RISING SUICIDE RATES, HARRIS HEALTH EXPERT ADVOCATES FOR POST-PANDEMIC EDUCATION

hree years have passed since the onset of the COVID-19 pandemic, and a concerning trend has emerged. According to a recent report by the Centers for Disease Control and Prevention, there has been a 2.6% increase in suicide rates for 2021 and 2022. This brings the annual total of suicides in the United States to nearly 50,000. Dr. Asim Shah, Chief of Psychiatry at Harris Health Ben Taub Hospital, finds this situation tragic and calls for greater education and research to understand the pandemic's role in this surge in suicides. Dr. Shah acknowledges that the causes of suicide are multifaceted, often linked to depression and other mental health conditions that many in the community are still struggling with as a result of the pandemic. "Since the COVID pandemic, hospital admissions of patients with substance abuse and aggressive or agitated behavior have increased," says Dr. Shah, who is also a professor at the Menninger Department of Psychiatry at Baylor College of Medicine. Various factors can contribute to suicide, including socioeconomic status and access to healthcare. Dr. Shah highlights the influence of race and ethnicity in this context. The report reveals a rise in suicide rates among Black or African Americans by 3.6%, Hispanic or Latino by 4.3%, Asian by

5.7%, and White by 2.1%. "When assessing these individuals, we must consider their socioeconomic status and whether they have access to employment to sustain their livelihood," Dr. Shah emphasizes. "Lack of access can lead to depression, hopelessness, and other health issues. Access to healthcare is critical. Imagine dealing with a severe illness or chronic pain without any means to address it. These circumstances can drive individuals to contemplate self-harm when they see no way out."
In addition to socioeconomic factors, Dr. Shah underscores the impact of reduced social interaction during the pandemic. He emphasizes that social distancing measures made it challenging for people to maintain a sense of normalcy during the initial years of the COVID crisis. "During the first year, 'social distancing' became more like 'social isolation' – staying home, avoiding social outings, and isolating ourselves," he points out. "Another phenomenon called 'touch starvation' occurred when people didn't
receive the necessary physical touch. While physical distancing was necessary, I would have preferred we emphasized physical distancing over social distancing. We need socialization for our well-being." Dr. Shah clarifies that while mental illness can lead to suicide, it's not the sole cause. "It's not always accurate to attribute suicide to mental illness," he explains. "Suicide can result from impulsive actions triggered by emotional turmoil. For example, if someone experiences a devastating breakup and contemplates self-harm, it's a set of instant emotions. It's not necessarily depression because if their mood improves within an hour, they may feel fine again. Clinical diagnosis requires a sustained depressive episode of at least two weeks." Regardless of its causes, suicide remains a leading cause of death. Dr. Shah believes that reducing the stigma surrounding suicide is crucial to mitigating these incidents. "Suicide is often underreported," he asserts. "There are over a million suicide survivors, many of whom make subsequent attempts. A previous suicide attempt is the number one risk factor for future suicide. Our responsibility is to provide education to save them from future suicide attempts."
