BIDEN'S TRILLION-DOLLAR PLAN By Jesse Jackson, National Political Writer A
ter much drama last week, President Biden made it clear that his core legislative package - the American Jobs Plan, which would begin rebuilding our decrepit infrastructure and the American Family Plan, which would address essential needs - will pass together or not at all. Now Democrats are moving to negotiate the scope of the Family Plan so they can unify behind it. The inevitable disputes, public and private, should not drown out some basic truths. First, the two bills contain reforms that are both imperative and are remarkably popular. The infrastructure bill - the American Jobs Plan - is but a small down payment on rebuilding the key sinews of our economy - roads, mass transit, water systems, the electric grid. No sensible person doubts the need. Donald Trump promised to do it, but never got around to presenting a plan. From Texas to Manhattan, the extreme weather caused by climate change has revealed that we must invest in resilience. Lead pipes like those that infamously poisoned Flint, Michigan's water endanger the young in communities across the country. The inadequacy of our bridges, roads and train systems impede our ability to compete in a global economy. The American Family Plan puts many programs together in a reconciliation package that can pass with majority support, a tactic necessitated by Republican obstruction to popular reforms. What Republicans label as "socialist" would simply provide basic shared security to American families that is enjoyed by families in industrial nations across the world. The child tax credit gives families with children a helping hand, as does expanded investment in daycare and universal pre-K. It would reduce childhood poverty by almost half. The bill would also guarantee paid family leave so that workers can afford to care for their loved ones in distress. Making community college tuition free will make ad-

vanced education more affordable. Providing seniors with more affordable prescription drugs and expanding Medicare to include hearing, vision and dental care is just common sense. President Biden's plan also contains the first serous investment in addressing climate change. These investments are not frivolous luxuries. They do not turn America into a socialist society. They make for a somewhat more humane and rational society. And that is why each of these measures - and the package itself - enjoys majority support, including significant support among Republican voters, if not legislators. Second, these bills are affordable. The infrastructure bill, described as a $1.5 trillion plan, in fact provides $550 billion in new money over 10 years. The Family Plan is described as a $3.5 trillion bill, but this too is over 10 years. In comparison, the military budget - at over $1 trillion a year - would be a $10 trillion-dollar program. Moreover, both plans include savings and tax hikes - on the wealthy and on corporations that pay for the bulk of the new spending. And the jobs and growth that they will inevitably produce will ensure that they reduce deficits over time, not add to them. Since they are largely paid for, the bills are not inflationary. Even if they weren't balanced by tax hikes on the rich, they still would not add to inflation. Over the next 10 years, our cumulative GDP will total over $285 trillion, representing nearly 20 percent of the world economy. Three-and-a-half trillion is barely over 1 percent of that, so suggesting that will somehow fuel outof-control inflation is a joke. Americans are feeling the rising costs of food, of gasoline, of housing, but this increase doesn't come from government spending. Food costs are rising largely because global climate catastrophes are laying waste to crops across the world. Gasoline is rising because of supply problems. Supply chain and production snafus

due to natural difficulties in recovering from the pandemic shutdown are inevitable, but transitory. Third, for all the talk of division, what is striking is how unified the parties are. Republicans - despite all the blather of bipartisanship - are unified in obstructing the Biden agenda, believing that they will benefit if he fails. There weren't even 10 Republican Senate votes to enable the IRS to collect the taxes that are owed. Republicans voted unanimously against the Rescue Plan in the midst of the pandemic. They will vote unanimously against the American Family Plan - and against any effort to pay for it that involves raising taxes on the wealthy and on corporations. Democrats, in contrast, are remarkably unified in favor of both plans. As Rep. Pramila Jayapal, leader of the Congressional Progressive Caucus has said, about 96 percent of Democrats in both houses of Congress favor passing the president's plan. There are only two conservative senators - Joe Manchin and Krysten Sinema - and only half a dozen House members dragging their feet. The problem is that with the Senate split 50-50 and Democrats having a margin of

only three in the House, even a few corrupted, compromised, or conservative opponents can foul up the works. And, needless to say, Big Pharma, Big Oil, the business lobby and Wall Street have launched legions of lobbyists and millions in ad campaigns to try to stop the reforms from going forward. Against the blizzard of corporate campaigns and money, against the partisan obstruction of Republicans, it will take a broad, active citizen mobilization to force the change. These reforms are long overdue; their passage is a moral imperative, not simply a policy choice. Over the next few weeks, Americans must join the fight. NATIONAL: BIDEN TO BOOST AT-HOME RAPID TESTING WITH $1 BILLION INVESTMENT By Betsy Klein and Maegan Vazquez, www.CNN.com – Newswire

t's about to get faster, easier and cheaper to get an at-home Covid-19 test, the Biden administration says. The administration is set to boost Covid-19 testing in the US by announcing an additional investment in at-home rapid tests. White House Covid-19 coordinator Jeff Zients announced on Wednesday a $1 billion investment, which will go toward purchasing rapid at-home Covid-19 tests to put on the market. "This means companies will be able to expand production of tests even further based on the United States government's commitment to procuring an additional 180 million rapid tests over the course of the next year, with tens of millions more tests coming to market over the course of the next 30 days," Zients said. In September, President Joe Biden announced a $2 billion investment in rapid testing for community health centers, food bank and schools, and also announced that retailers including Walmart, Amazon and Kroger will sell at-home rapid test kits at cost for the next three months. But demand has outpaced supply for those tests so far, with shelves empty across the country. The administration is seeking to quickly ramp up that supply. The $1 billion announcement also comes days after
the US Food and Drug Administration authorized Flowflex, an at-home antigen test from ACON laboratories, which will accelerate the pace of rapid tests hitting the shelves. The Flowflex test authorization, the FDA said in a statement Monday, "should significantly increase the availability of rapid, at-home tests and is expected to double rapid athome testing capacity in the U.S. over the next several weeks." While the US was previously on track to double the supply of rapid at-home tests available on the market each month by early November, Zients said the authorization of the ACON laboratories test "accelerates this pace and we are now on track to triple the number by early November." The new commitments by manufacturers, he said, "puts us on track to quadruple the amount of at-home rapid tests available for Americans by December." Zients also said the administration will double the number of pharmacies where free Covid-19 testing is available. Biden committed in September to making free testing available at 10,000 pharmacies across the country. "We're on track to meet that goal in the coming weeks and today we're doubling our commitment to a total of 20,000 local pharmacies," Zients said. The administration is working to increase US vacci-
nations, with 76% of the US population over 12 years of age having at least one vaccine dose as of Wednesday and that number growing as workplace mandates go into effect. But fast, easy, affordable testing remains a critical tool to getting the pandemic under control and curbing outbreaks. There are several types of diagnostic tests, including antigen tests, which are generally faster and more affordable, and can be performed alone at home or with a virtual aide, or may be administered by a doctor or pharmacist. The "gold standard" of Covid-19 tests are rt-PCR tests, a type of nucleic acid amplification test, which are highly accurate and detect genetic material from the virus. The current seven-day average of new tests is just over 1.7 million per day, according to data from Johns Hopkins University Centers for Civic Impact, down from a January 2021 high of 2 million, but significantly increased from a July 2021 low seven-day weekly average of 492,000 new tests.

he NAACP is calling for a meeting with Facebook CEO Mark Zuckerberg following the shocking revelations about its handling of online hate speech. Frances Haugen, a formerFacebook employee testified before Congress on Tuesday (October 5) after revealing thousands of pages of data from the company showing most of the violent hate speech on the site is not being taken down–– that only 3 to 5% of the content is getting removed. A day after Haugen revealed the data on an episode of 60 Minutes, Facebook and its social media network sites experienced hours-long outages. Now that the sites are back online, the civil rights

organization wants to address the issues at hand. "Vaccine hesitation, political violence and white supremacy are rampant," NAACP President and CEO Derrick Johnson said in a statement to Bloomberg. "Profiting on hate and disinformation is sickening and evil." STATE: JUDGE ORDERS TEXAS TO SUSPEND NEW LAW BANNING MOST ABORTIONS By Paul J. Weber, www.APNews.com – Newswire

A
federal judge on Wednesday ordered Texas to suspend the most restrictive abortion law in the U.S., calling it an “offensive deprivation” of a constitutional right by banning most abortions in the nation’s second-most populous state since September. The order by U.S. District Judge Robert Pitman is the first legal blow to the Texas law known as Senate Bill 8, which until now had withstood a wave of early challenges. In the weeks since the restrictions took effect, Texas abortion providers say the impact has been “exactly what we feared.” In a 113-page opinion, Pitman took Texas to task over the law, saying Republicans lawmakers had “contrived an unprecedented and transparent statutory scheme” to deny patients their constitutional right to an abortion. “From the moment S.B. 8 went into effect, women have been unlawfully prevented from exercising control over their lives in ways that are protected by the Constitution,” wrote Pitman, who was appointed to the bench by former President Barack Obama. “That other courts may find a way to avoid this conclusion is theirs to decide; this Court will not
sanction one more day of this offensive deprivation of such an important right.” But even with the law on hold, abortion services in Texas may not instantly resume because doctors still fear that they could be sued without a more permanent legal decision. Planned Parenthood said it was hopeful the order would allow clinics to resume abortion services as soon as possible. Texas officials are likely to seek a swift reversal from the 5th U.S. Circuit Court of Appeals, which previously allowed the restrictions to take effect. State officials did not immediately react to the ruling. The lawsuit was brought by the Biden administration, which has said the restrictions were enacted in defiance of the U.S. Constitution. “For more than a month now, Texans have been deprived of abortion access because of an unconstitutional law that never should have gone into effect. The relief granted by the court today is overdue, and we are grateful that the Department of Justice moved quickly to seek it,” said Alexis McGill Johnson, president and CEO of Planned Parenthood Federation of America.
The law, signed by Republican Gov. Greg Abbott in May, prohibits abortions once cardiac activity is detected, which is usually around six weeks, before some women even know they are pregnant. To enforce the law, Texas deputized private citizens to file lawsuits against violators, and has entitled them to at least $10,000 in damages if successful. The Biden administration argued that Texas has waged an attack on a woman’s constitutional right to abortion under the GOP-engineered restrictions, which took effect Sept. 1. Abortion providers say their fears have become reality in the short time the law has been in effect. Planned Parenthood says the number of patients from Texas at its clinics in the state decreased by nearly 80% in the two weeks after the law took effect. Some providers have said that Texas clinics are now in danger of closing while neighboring states struggle to keep up with a surge of patients who must drive hundreds of miles. Other women, they say, are being forced to carry pregnancies to term.
Other states, mostly in the South, have passed similar laws that ban abortion within the early weeks of pregnancy, all of which judges have blocked. But Texas’ version has so far outmaneuvered the courts because it leaves enforcement to private citizens to file suits, not prosecutors, which critics say amounts to a bounty. “This is not some kind of vigilante scheme,” said Will Thompson, counsel for the Texas Attorney General’s Office, while defending the law to Pitman last week. “This is a scheme that uses the normal, lawful process of justice in Texas.” The Texas law is just one that has set up the biggest test of abortion rights in the U.S. in decades, and it is part of a broader push by Republicans nationwide to impose new restrictions on abortion.

he recent defacement of a bronze bust of George Floyd in New York City offers important clues about our national journey toward racial justice and repair. Volunteers quickly sprang into action to help clean up the Floyd bust, which is part of an art installation designed to confront social injustice. Perhaps one of the most unsung aspects of Mr. Floyd's murder has been its galvanic effect on how Americans approach the relationship between built environments and our own history. Last year's protests prompted tough questions about the relationship between public art and White supremacy, focusing renewed scrutiny on everything from how institutional racism gets to shape our public space to the presence of monuments erected at public expense to praise the tragic legacy of Confederate military heroes. Its defacement, while it summons echoes

for many of attempts to mar memorials to figures such as Emmett Till, ought not to be the only thing we take to heart about this bust of George Floyd. The very act of raising a monument to Floyd is an act of healing, a public elevation of the legacy of an ordinary Black man whose public execution helped lead to a watershed moment of global awareness around racial injustice. So too is news that the Texas State Board of Pardons and Paroles unanimously voted to recommend a pardon for Floyd's 2004 drug conviction in Houston. How America and Americans choose to honor or disgrace Mr. Floyd's memory has become a Rorschach test. One view offers us a path away from the politics of racial division, resentment and denial that helped lead us to this moment. An America that recognizes the humanity within Mr. Floyd's life and legacy is one that possesses a quality of mercy so often denied to victims of police, state, and structural

violence. The opposing view doubles down on the politics that poise the nation on the brink of permanent divisions along racial lines that fail to recognize Black humanity even in the lives of children public servants are sworn to protect. For those interested in honoring Floyd's legacy, it is imperative to remember that his fatal encounter with former Minneapolis Police Officer Derek Chauvin was not the first time he faced misconduct at the hands of law enforcement. Floyd's recommended pardon represents, in more granular detail, additional positive effects of the spotlight being cast on policing in America. The former Houston police officer who arrested Floyd, Gerald Goines, was later indicted on murder charges prompting the district attorney to seek post-conviction relief for certain cases, including that of Mr. Floyd. Goines' attorney told CNN her client pleaded not guilty to all charges. It is now up to Texas Gov. Greg Abbott to

make this pardon official. Each of these developments illustrates how George Floyd's posthumous legacy continues to grip America's national imagination, as well as long-standing institutions with complex histories of racial discrimination. The New York City Fire Department, for instance, recently suspended nine members of the FDNY for alleged racist messages mocking Floyd's death. An FDNY spokesman described the punishments to The New York Times as the most severe discipline in the department's history.

n 18-year-old student opened fire during a fight at his Dallas-area high school on Wednesday, injuring four people and then fleeing before being taken into custody hours later, authorities said. Timothy George Simpkins was taken into custody without incident, the Arlington Police Department tweeted. He was booked in the Arlington jail on three counts of aggravated assault with a deadly weapon and was being held on $75,000 bail. One person was in critical condition,

another was in good condition and a third person was treated for minor abrasions and was scheduled to be released from the hospital later Wednesday, police said. A fourth person was hurt but did not require treatment at a hospital. Police said earlier that three of the four injured were students. The shooting at Timberview High School, which is in Arlington but belongs to the school district in neighboring Mansfield, stemmed from a fight that broke out in a class-

room, Arlington Assistant Police Chief Kevin Kolbye said at news conference before Simpkins’ arrest. “This is not a random act of violence,” he said. “This is not somebody attacking our school.” A spokeswoman for Simpkins’ family said he had been bullied and robbed twice at school. “The decision he made, taking the gun, we’re not justifying that,” said family spokeswoman Carol Harrison Lafayette, who spoke to reporters outside the Simpkins’ home while standing with other relatives. “That was not right. But he was trying to protect himself. The federal Bureau of Alcohol, Tobacco, Firearms and Explosives is investigating how the suspect got a gun. Local police from other nearby jurisdictions, including the cities of Mansfield and Grand Prairie, assisted Wednesday. Among them was Justin Rockhold, whose ninth-grade son had texted to let him know he was OK. merica would not be the country it is today without the contributions of Hispanic Americans. Every year from September 15 to October 15 we remember the achievements of Hispanic Americans and how they have made America the country that it is. The influential touches of their rich culture can be seen all over Houston and around the world. A greater grasp of the culture can be gained when visiting the Institute of Hispanic Culture of Houston (IHCH). Houston Style got a chance to speak with the president and chairman of the board Mayte Sera Weitzman to learn more about the culture and the institute. With one click to open the website of IHCH and their purpose is clear. "Since 1965, we celebrate Hispanic Culture and empower our Community by promoting inclusion, culture, and education." The nonprofit is a concept that first started in 1946 in Spain after the closing day of the XIX Congress of Pax Romana. From that one institute others started to sprout up in different provinces throughout Spain and Latin America. Drs. David Cardust, Carlos Vallbona, and John Olive with Carlos Rusca brought the concept to Houston with Dr. Enrique Iglesias. Throughout the years Weitzman said the purpose has been to maintain the promotion and dissemination of Hispanic

arts and culture. Their goal is to support inclusiveness, education, promotion and understanding of Hispanic values and culture. Their goal is reached by hosting of Columbus Day galas, art exhibitions, and more events in the city. All of which had to be put on an indefinite hold due to the pandemic. Annually the institute would host Noche de las Americas galas where they would honor community citizens, celebrate their heritage, and raise money for scholarships. Weitzman said the pandemic really affected their bottom line as they had no manpower to put on the gala since many of their day-to-day operations is handled by volunteers. Even more devastating than that was the organization could not give out as many scholarships as they had in previous years. To date the institute had awarded over $1,500,000 in scholarships. However, this year they only gave out five students instead of the usual 20-25 scholarships. Weitzman and her team had to get creative with the way they operated to host events and generate funds. They began hosting a series of popup events in the parking lot of their building. It was the perfect way to continue operating in their purpose and keep attendees safe. The pandemic was both good and bad for the institute. The bad was how it

affected their resources. But the good was how it increased their social media presence which could result in higher attendance at events and increase in funding. The challenges brought on by the pandemic have made her presidency hard but Weitzman said it is worth every moment. "It's been a year of recovery," said Weitzman. Now that things are starting to get back to some normalcy she hopes to implement some ideas she has like a summer camp for youth and a gala where attendees could experience the sights, sounds, and tastes of the Americas. "It would be a cultural fusion of foods," she said. Overall, Weitzman wants others to know that the reason they are so big on showcasing the richness of the Hispanic culture is because that it holds the bond of their family values. There is nothing more important than family. When asked what role models should Hispanics look up to, Weitzman immediately took it back home to family to say a child's parents should be their role models. In the Hispanic community family is so important in the development of a child and their understanding of what it means to be Hispanic. Weitzman says she has a broad understanding of several cultures since she was born in Mexico to Cuban parents,

brought to the US at a young age, and is married to an Argentinean man. Her experiences allow her to be confident in who she is. Although she defines herself as Latina she does not get offended by being labeled as a Hispanic. She says it is whatever the person feels comfortable with. She stresses that people should know that even though the terms Hispanic and Latino are widely used interchangeably they are not the same. Hispanic includes people from Spanish-speaking countries and Latino is geographical based on people from Latin America. FINANCE: WHAT BORROWERS NEED TO KNOW ABOUT THE PUBLIC SERVICE LOAN FORGIVENESS OVERHAUL By Cory Turner, www.NPR.com – Newswire
B
orrowers who devote a decade of their lives to public service should be able to rely on the promise of Public Service Loan Forgiveness," said U.S. Secretary of Education Miguel Cardona in a press release announcing the changes. "The system has not delivered on that promise to date, but that is about to change for many borrowers who have served their communities and their country." Up to this point, to qualify for PSLF, borrowers have had to meet a handful of requirements: 1. Working in a public-sector job. 2. Making 120 on-time student loan payments. 3. Participating in a qualified repayment plan. 4. Having a specific type of loan, known as federal Direct Loans. 5. Now, the department says, it will use its authority to give borrowers a time-limited waiver — essentially relaxing several of these rules retroactively, so that previously disqualified loan payments can now be counted toward forgiveness. 6. The department estimates that this waiver could have an enormous impact on borrowers, with roughly 22,000 immediately eligible to have their loans erased automatically. Another 27,000 borrowers could likewise see their debts disappear if they're able to prove they were working in public service at the time they made payments that had been declared ineligible. By comparison, 16,000 borrowers have had their loans forgiven under PSLF since the program was created. Many disqualified payments will now count toward loan forgiveness In the past, monthly loan payments
U.S. Education Secretary Miguel Cardona were disqualified not only for being received late but also for being even slightly different from the amount required. Now, the department says, past-due payments will be counted — as will payments that were disqualified for differing slightly, even by just a few cents, from the amount due. Different repayment plans will also temporarily count toward forgiveness The PSLF program requires that a borrower be enrolled in one of a few specific repayment plans, including the Income-Based Repayment Plan (IBR) and the Pay As You Earn Repayment Plan (PAYE). But because of complaints from borrowers about loan servicing companies misinforming them or automatically switching them to disqualified plans, the department says these past ineligible
payments will now count toward forgiveness, at least temporarily. Past FFEL loan payments will now count toward forgiveness PSLF was designed to encourage borrowers to consolidate their old federal loans, known as Federal Family Education Loans (FFEL), into federal Direct Loans. But for myriad reasons — on a spectrum from mistakes to mismanagement to misconduct — loan servicing companies and the Education Department muddied this message to borrowers. Many borrowers would express interest in Public Service Loan Forgiveness to their servicer only to make it years into repayment before realizing (or finally being told) that their FFEL loans didn't qualify. And while they could consolidate them into federal Direct Loans, none
of those old FFEL payments counted toward the 120 total payments required for PSLF. In fact, for borrowers who were already certifying their public service employment, the department will attempt to automatically revise their count of PSLF-qualified payments. The Education Department estimates that more than 550,000 borrowers, who previously consolidated their loans to qualify for PSLF, will now get to fast-forward on their path to forgiveness by an average of 23 payments — or nearly two years. There's also good news for service members in this PSLF reset. The department says it will now allow all months spent on active duty to count toward PSLF — that's even if the borrower's loans were in deferment or forbearance and not actively being repaid. What has not changed Public service is still non-negotiable, as are the 120 required payments — though what now qualifies as a payment has expanded dramatically. The department says it also plans to use the rulemaking process to improve PSLF moving forward, so more changes may be on the way. To benefit from the temporary changes the department is making, borrowers who have not yet applied for PSLF must do so before Oct. 31, 2022. For borrowers with FFEL or Perkins loans, the department says they must consolidate those loans and submit a PSLF form. The Department of Education says it will post more information about its PSLF waiver at StudentAid. gov/PSLFWaiver.

But Wallace later said during an interview with CNN's Don Lemon that that was beside the point. "It was a noose," Wallace said. "Whether tied in 2019 or whatever, it was a noose. So, it wasn't directed at me
but somebody tied a noose. That's what I'm saying." Asked on Monday what it meant to become the second Black driver to win the Cup Series race, Wallace became emotional. "I never think about those things, and when you, when you say it like that, honestly it brings a lot of emotion, a lot of joy, to my family, fans, friends. It's pretty damn cool." This was Wallace's first year driving for 23XI Racing. The victory is also the first for Jordan as an owner.
