News February 2019

HRCA Elections quickly approaching Highlands Ranch has all the amenities of a town, but its governance is completely unique. Highlands Ranch is a master-planned community, with HRCA providing community leadership, first-class recreational facilities, events, architectural control, and covenant enforcement. HRCA also owns and manages the Backcountry Wilderness Area. The community’s municipal services, parks, and trails are handled by Highlands Ranch Metro District, while water and sanitation services are through Centennial Water and Sanitation District. HRCA is governed by a five-member board who are elected by our community's District Delegates. Delegates make recommendations to the Board of Directors on various matters outlined in the Community Declaration. The Board of Directors, serving two-year staggered terms sets policy for the HRCA. Your Delegate is your voice for neighborhood and HRCA matters. Delegates meet monthly and make recommendations to the Board of Directors on important matters that impact our community. HRCA’s annual elections for Directors and District Delegates are approaching. Two Board of Director's positions will be elected by District Delegates on March 19 at the Annual Meeting of Delegates. Delegates are elected by their district constituents in April. Watch your mail in March as your ballot will be coming and your vote is important. For more on delegates, board, and elections, visit www.HRCAonline.org/Leadership. Please email annie.vincent@hrcaonline.org by March 1 if you are interested in running for District Delegate, or visit www.HRCAonline.org/Elections. Find your delegate by accessing the District Delegate map at www.HRCAonline.org/DistrictMap.

Fence facts! In 2018, HRCA responded to the concerns of residents and updated fence maintenance and staining guidelines. Property owners are required to keep their fences properly maintained, and if street facing, fences are now required to be stained with the “Highlands Ranch Fence Brown” stain color. The approved stain can be purchased at all local paint vendor locations. Additionally, HRCA has coordinated a reduced pricing program for staining and repair services with select providers. If you have any questions concerning the fence guidelines, go to www.HRCAonline.org/Fence for a list of FAQ and the guidelines, or please call the Community Improvement Services Department at 303-471-8821 and we will be happy to answer any questions you might have on fencing or other covenant matters.

20/20 Campaign Not too long ago, Highlands Ranch was a sprawling wildlife habitat. We are grateful that individuals had the forethought to set aside one-third of Highlands Ranch to remain a protected wildlife habitat conservation property. In 2019, we want our community to take an active role in enjoying, protecting, and improving the Backcountry Wilderness Area with the 20/20 Campaign. In the next year, we want 20 percent of households to experience the Backcountry in one of our guided programs in the Backcountry Outdoor Center and 20 percent of Highlands Ranch households to become a Friend of the Backcountry with at least a $20 annual nonprofit membership. You too can help continue the conservation legacy in our community. For more information visit www.HRCAonline.org/

Happy February everyone!! I hope you enjoyed the holidays and are gearing up to love much and live well in the month of February. This month we celebrate Ground Hog’s Day, Valentine’s Day, and Heart Disease Awareness Month. For all of these events, I wish you an early spring, lots of fun with your loved ones, and most importantly, good health for all.

SNOW REMOVAL: Mother Nature is always full of surprises, but spring weather may bring snow storms. As a reminder, all homeowners should clear the sidewalks in front of their homes. Douglas County enforces their ordinance that requires sidewalks be cleared within 24 hours after a storm. We encourage you to please abide by this ordinance that promotes the safety of children and pedestrians. See the chart on page 3 for more information.

WHAT’S TO DO: There are plenty of events to attend this month. Some of the highlights include the Chinese New Year Celebration on February 2, the Winter Cultural Series on February 7 and 21, and the Tiki Spirit Tasting on February 9. The HRCA web site at www.HRCAonline.org is one of your best resources for information about not only the HRCA, but Highlands Ranch. HRCA continues to provide and maintain programs and facilities for a low cost to almost 100,000 people. We continue to strive to provide better customer service by soliciting your input through many different mediums. I personally review all of the suggestion cards that come into all of our facilities. These efforts continue to make Highlands Ranch one of the most desirous places in the entire United States to live, work and play! HRCA Elections: HRCA’s annual elections for Directors and District Delegates are approaching. Two Board of Director's positions will be elected by District Delegates on March 19 at the Annual Meeting of Delegates. Delegates are elected by their district constituents in April. This year Delegates will be elected for odd-numbered and vacant districts. Volunteers are always needed to serve as Delegates. Please email annie.vincent@hrcaonline.org by March 1 if you are interested in running for District Delegate. Also, when you receive a proxy card in the mail please take time to vote and return it. This helps Delegates get the votes that they need for election and saves the Association an additional expense of holding a second election for any vacancies not filled. 5G Cell Site Application: In November of 2018, our Design Review Committee (DRC) received an application for 24-foot tall, thick, cell site within some of our residential areas. These towers are the beginning of the infrastructure needed to build a 5G Network which Sprint says will offer internet speeds at 100 times faster than what they are today. At the November 7 meeting, the DRC cited concerns about the appearance and location of the proposed cell sites, as well as strong concerns among residents over the potential health hazards of the sites' high radio frequency energy. The DRC and Board of Directors share in these strong concerns regarding the proposed residential locations and the number of cell sites that are being proposed now and in the future by this company and others. The health and safety of HRCA residents and protection of their property values is paramount to HRCA officials. Review of these towers will continue as applications are received. Final approval / denial of the proposed cell sites will reside with the Douglas County Planning Department. Homeowners are encouraged to stay informed by viewing agendas and minutes of meetings located here at www.HRCAonline.org/MeetingDocs. For further information concerning this topic, please visit HRCAonline.org for more details.

Community News Snow Removal Guidelines With winter well underway, please take a few moments to learn more about snow operations in Highlands Ranch. As a resident, it is sure to come and we want you to be prepared, and know who does what in the community as far as snow removal. Douglas County is responsible for snow removal on all public streets, not private streets, in Highlands Ranch. Trails and sidewalks along major arterials or streets are the responsibility of the Highlands Ranch Metro District. HRCA removes snow only from its property on which the four Recreation Centers sit. Homeowners are responsible for snow removal on their own sidewalks and driveways. Douglas County has an ordinance that requires homeowners to remove snow from their sidewalks within 24 hours of the end of the snow storm. To report a resident to Douglas County that has not shoveled within 24 hours, call 303-660-7480. If you have any questions, go to www.HRCAonline.org and click on Latest News to learn what organization is responsible for snow removal in your neighborhood.
