Starting in October, we will be bringing classic films back to the big screen with Classics & Cocktails at Southridge. On October 18 join us as we kick off the series with one of the original horror movies, House on Haunted Hill. Find all the details on page 5. The very popular, extremely scary Haunted Forest in the Backcountry Wilderness Area will be on Friday and Saturday, October 18 and 19. Purchase tickets for a 30-minute time slot starting at 6:30 p.m. A dry creek bed turns into a walk of terror and the darkness of the forest hides who (or what) in the shadows. 2020 Budget Planning The HRCA staff and Finance Committee are nearing completion of the 2020 Budget. Draft departmental budgets and presentations may be found on our web site under the Financial Information page. A draft of the full 2020 Budget will be available on our web site for homeowners to review in mid-October and the draft 2020 Budget will be presented at the Delegate meeting on October 15. The Final 2020 Budget will be adopted at the November Board of Directors meeting. All Finance Committee meetings are open to the public.

Directors have been reviewing the budget proposals for 2020. The Finance Committee Members are volunteers with financial backgrounds from various disciplines. They make recommendations to the Board of Directors regarding HRCA’s finances and annual budget. October is the month that the budget will be presented to the Delegates. This year the meeting will be held on October 15 at 6:30 p.m. The final budget adoption will take place at the November 19 Board Meeting.

Property Inspections: HRCA is here to ensure that property values remain high in the community and that Highlands Ranch remains a great place to live, work, and play. As a covenant controlled community, HRCA is bound by the Community Declaration and other governing documents to enforce the covenants of the community. HRCA is tasked with regular residential and commercial property inspections to ensure compliance and respond to complaints. Residents may encounter HRCA technicians walking on or around properties in the community. Compliance technicians drive HRCA-marked vehicles, or may be on foot, but will always have an HRCA-issued employee badge. Technicians are happy to verify that they are on a property in connection with HRCA business and will also be able to provide a business card with HRCA administrative phone numbers. Many times, to verify a complaint, technicians will take photographs and may inspect properties by looking over backyard fences. However, a technician will not enter a backyard without prior permission from the property owners. Please call 303-471-8821 for any concerns about technicians or inspections.
Member Education: This quarter I would like to provide information about the Delegates. A Delegate is a homeowner either elected by members within a Delegate District or appointed by their sub-association Board to represent such Delegate District and to cast votes on behalf of members within the Delegate District as provided in the Community Declaration. Delegates meet monthly to discuss a variety of topics about the HRCA. Some duties and powers of the Delegate body include amending and approving the community Bylaws, creating rules and regulations for the use and operation of the recreational facilities, proposing increases and/or reductions for the Recreation Function Common Assessments (RFCA’s) necessary for the operation of the recreation centers, and proposing and reviewing improvements to the recreational facilities. Delegates are elected in April of every year to serve the community. Getting involved is a great way to stay informed and represent the community. Community News Keeping Your Property in Compliance We live in a covenant community and that requires each homeowner to comply with the Residential Improvement Guidelines and covenants of our community. Some items to note that will ensure our property and our neighborhoods are kept beautiful:
Landscaping: Please make sure your landscaping is clean and clear of weeds and your grass properly watered and maintained. Keep in mind that fall can be an ideal time to install sod if you need to do so on your property.
Unsightly Materials: Keep your property clean and clear of equipment, toys, and improvement supplies, by properly storing materials in an approved shed or garage.
Remove Dead Trees and Branches: It is every homeowner’s responsibility to have the dead trees and branches removed from their property in a timely manner. Dormant season is an ideal time for pruning. Fresh cuts during dormant season are less likely to attract disease carrying insects and spread bacteria and fungi. Removing weak or damaged limbs leave the tree stronger for severe winter weather. Winter pruning causes less stress on trees and allows for robust new growth in the spring.
Fencing: Fencing is required to be in good repair and stained the proper color (Highlands Ranch Fence Brown, unless you live in a sub-association that mandates its own color). Please remember to submit your fence stain prior to performing the staining. Trash Containers: Trash should be stored properly in a covered container and placed on the curb (not sidewalk) the day of pick up. After pickup, trash containers must then be properly stored (appropriately “screened” from view of the street either behind a wing fence or in your garage) the same day as pickup.
Paint: Homes should be well maintained with no bare or faded spots or peeling paint anywhere on the base or trim areas. Paint colors must be approved by the Architectural Review Committee. Homeowners with compliance issues will receive a letter of non-compliance asking that the issue be resolved promptly. Residents cited for prolonged covenant violations can incur penalties and the risk of fines and loss of recreation privileges. If you have any question about the Residential Improvement Guidelines or required compliance, please call the CIS office at 303-471-8821.
Parking in the Community Neighborhoods: Please be courteous to your neighbors when parking your vehicles. Park in your own driveway, or in front of your own yard and do not block right-of-ways. Public right-of-ways are under the jurisdiction of the Douglas County Sheriff's Department. If you have questions please call the Sheriff's office at 303-660-7505.
Snow Removal Reminder: Homeowners are required per Douglas County ordinance to remove snow from residential sidewalks within 24 hours after snowfall stops. The scope of responsibility includes the following: Sidewalks in front of and along the sides of a home; adjacent mailboxes, where present; adjacent fire hydrants, where present. Please contact Douglas County Public Works at 303-660-7480 to report residential snow removal violations.
Annual Maintenance 2019 2019 Annual Maintenance closures at the recreation centers have been completed. The staff appreciates everyone’s patience during the closures and are fortunate to have this time to keep the facilities looking first-class. During these closures, staff performs maintenance functions that can't typically be done with members in the facility. Tasks include: • Fire, security and sprinkler inspections • Painting • High dusting • Pool cleaning • Hardwood floor refinishing • Facility and equipment cleaning and maintenance • Floor sealing and waxing • Parking lot crack filling and sealing • Annual fire drill and emergency procedures training for staff Some of the facility specific projects that were completed in 2019 include: Northridge • Finished the final three racquetball courts with paneling • Locker renovations (on going) • Replaced filter for hot tub • Concrete repairs • Pressure washed indoor tennis courts Southridge • New play features for pool area • Installed shade structures for outdoor pool • Re-plastered hot tub, fitness and activity pools • Replaced hot water heater Eastridge • Painted lap pool • Replaced tile • Updated exterior lighting Westridge • Replaced running track • Replaced gym divider curtain • Installed shade structures • Repaired and painted perimeter fencing

From the Page to the Stage Experience the wonder of ballet as dancers from the Colorado Ballet Studio perform excerpts from ballets based on the classics on Thursday, November 7 at Southridge Recreation Center as the Colorado Ballet presents From the Page to the Stage. This one hour, family-friendly assembly features professional dancers from the Colorado Ballet performing excerpts from ballets based on folk tales and literary classics such as Don Quixote, The Nutcracker, or Peter Pan. Topics discussed will include how stories are translated into dance, a brief history of ballet, common FAQs, and much more. Cold Cases and Cocktails This popular event returns with a presentation of Sex and Death: Sexually Driven Murders by Steve Ainsworth, retired Boulder Detective. Classes, camps & activities Race Series Wraps Up with Backcountry Wilderness Half Marathon The Highlands Ranch Race Series wraps up 2019 in style with our marquee event, the 11th Annual Backcountry Wilderness Half Marathon, on November 2. HRCA Boys Basketball League The HRCA Boys Basketball League features an eight-game regular season plus season ending jamboree or playoffs. All teams practice for one hour, once per week with games held on Saturdays. All practices and games are held at a variety of Highlands Ranch recreation centers or Douglas County schools. Practices are based upon coach availability and could occur Monday-Friday from 4:00 - 9:00 p.m. Volunteer coaches are needed! Get your friends together and come out and play! Confidence Matters The HRCA Cotillion program is celebrating its 12th Anniversary! Our Introduction to Cotillion for 3rd graders and classes for 4th-5th and 6th-8th grade students begin October 27. Cotillion is a social education program designed to provide a comprehensive learning experience over a five year period. Educators, psychologists, and doctors agree that social skills and emotional health are incredibly important in a well- adjusted child’s development. Cotillion provides a forum for students to develop these skills through interactive activities, games and social dance. Curriculum changes annually and classes are progressive from year to year, but new students are welcome at any grade. The 6th-8th grade class will have their final dinner party, again this year, at the Highlands Ranch Mansion for this wonderful holiday experience!
