What are you doing for Halloween? A party, trick-or-treating, handing out candy or just going out to dinner somewhere? This month starts off with the Fall Craft Show on Saturday, October 13 and Sunday October 14 from 9:00 a.m. - 5:00 p.m. at the Recreation Center at Eastridge. Two other key events that you will surely want to attend this month are the Backcountry Haunted Forest on October 20 and October 21 located behind Rocky Heights Middle School just off of Monarch Blvd.; and the Haunted Hayride on October 27-28. Other events like the Paranormal Party and the Therapeutic Recreation Spooktacular Dance are all listed for your review on the HRCA web site at www.HRCAonline.org/Boo.
The HRCA Draft 2019 Budget: The HRCA Staff, Finance Committee, and Board of Directors have been reviewing the budget proposals for 2019. The Finance Committee members are volunteers with financial backgrounds from various disciplines. They make recommendations to the Board of Directors regarding HRCA’s finances and annual budget. The budget will be presented to the Delegates on October 16 at 6:30 p.m. The final budget adoption will take place at the November 13 Board meeting.
Welcome Joy!: As part of HRCA's efforts to become a more sustainable community, in September we were thrilled to plant a permanent Christmas tree in Town Center South that we named "Joy" in honor of the many years of joy she will bring to our community. I would like to extend a special thank you to Shea Properties for their support, and UCHealth, a community sponsor and the official sponsor of Joy. Without their generosity this wouldn't have been possible. Be sure to save December 7 on your calendar for our annual Hometown Holiday event, where we will light the tree for the holidays. Member Education: This quarter I would like to provide information about the Delegates. A Delegate is a homeowner elected by members within a Delegate District to represent such Delegate District and to cast votes on behalf of members within the Delegate District as provided in the Community Declaration. Delegates meet monthly to discuss a variety of topics about the HRCA. Some duties and powers of the Delegate body include amending and approving the community Bylaws, creating rules and regulations for the use and operation of the recreational facilities, proposing increases and/or reductions for the Recreation Function Common Assessments (RFCA’s) necessary for the operation of the Recreation Center and proposing and reviewing improvements to the recreational facilities. Delegates are elected in April of every year to serve the community. Getting involved is a great way to stay informed and represent the community. Contact annie.vincent@hrcaonline. org to sign up or for more information about elections.
The HRCA Community Survey: “The HRCA polls our resident every few years to find out their feelings on HRCA offerings, community needs and overall satisfaction with living in the Ranch. If you are a resident and have received a yellow postcard and or a letter from the HRCA, please help us out and take a few minutes to give us your feedback. This input will help us continue to provide outstanding services and programs to our residents and help you enjoy, and continue to love living in the Ranch.”
Community News Property Inspections by HRCA Staff The HRCA is here to ensure that property values remain high in the community and that the Ranch remains a great place to live, work, and play, hence our community covenants. As a covenant controlled community, HRCA is bound by the Community Declaration and other governing documents to enforce the covenants of the community. HRCA is tasked with regular residential and commercial property inspections to ensure compliance. Residents may encounter HRCA technicians walking on or around properties in the community. Compliance technicians drive HRCA-marked vehicles, or may be on foot, and always have an HRCA-issued employee badge. Technicians are happy to verify that they are visiting a property in connection with HRCA business (following up on covenant compliance violations) and will also be able to provide a business card. Many times, to verify a complaint, technicians will take photographs. Technicians will only photograph property, not persons. Technicians will never go onto a property without prior permission from or notification to the property owners.
Keep Your Property in Compliance We live in a covenant community and that requires each homeowner to comply with the Residential Improvement Guidelines and covenants of our community. Some items to note that will ensure our property and our neighborhoods are kept beautiful:
Landscaping: Please make sure your landscaping is clean and clear of weeds and your grass properly watered and maintained.
Unsightly Materials: Keep your property clean and clear of equipment, toys, and improvement supplies, by properly storing materials in an approved shed or garage.
Remove Dead Trees and Branches: It is every homeowner’s responsibility to have the dead trees and branches removed from their property in a timely manner.
Fencing: Fencing should be in good repair and stained the proper color (Highlands Ranch Fence Brown, unless you live in a sub-association that mandates its own color).
Trash Containers: Trash should be properly contained with a lid and placed on the curb (not sidewalk) the day of pick up. Containers not properly stored away after pick up are subject to fines.
Paint: Homes should be well maintained with no bare or faded spots or peeling paint anywhere on the base or trim areas. Paint colors must be approved by the committee. Homeowners with compliance issues will receive a letter of non-compliance asking that the issue be resolved promptly. Residents cited for prolonged covenant violations can incur penalties and the risk of fines and loss of recreation privileges. Questions about the Residential Improvement Guidelines or compliance questions, call the CIS staff at 303-471-8821.
Parking in the Community neighborhoods: Please be courteous to your neighbors when parking your vehicles. Park in your own driveway, or in front of your own yard and do not block right-of-ways. Public right-of-ways are under the jurisdiction of the Douglas County
