January 2021

HAPPY 40TH ANNIVERSARY HIGHLANDS RANCH! Forty years ago, Mission Viejo had a vision for a new master planned residential community just south of Denver. This new masterplanned community called Highlands Ranch had big plans that laid out several major streets and called for multiple schools, four recreation centers, acres and acres of open space, community parks, a business park as well as a town center and public library. That community is now an award-winning thriving community known for its high quality of life. The first houses in the Ranch were completed in 1981 and by 1984 we had over 2,880 residents. Today, Highlands Ranch is 22,000 acres with over 68 miles of paved and natural trails within the community, over 2,577 acres of natural open space, three community gardens, four dog parks, six ponds, six community parks, and 20 neighborhood parks. The jewel of the community is the 8,200 acres of the southernmost area of Highlands Ranch designated as the Backcountry Wilderness Area, which is dedicated for the preservation of open space, wildlife habitat enhancement and outdoor recreation. Our Highlands Ranch population now exceeds 99,000 residents and the community has almost reached full build out with over 32,000 homes. As we move into the new year, you will see the new 40th Anniversary logo throughout the community, and many of our annual events will have additional emphasis on the 40th Anniversary. We look forward to celebrating this milestone in 2021! Visit our web site in early January for more historic facts about Highlands Ranch, trivia, and much more!

HRCA RECEIVES BEST PRACTICE CERTIFICATION HRCA has received the COVID Best Practices Business Certification from Douglas County. This allows us to operate at Level Orange and increases the capacity at our recreation centers. Reservations are still required for the pool, weights and cardio areas are available on our web site at www.HRCAonline.org/Reservations.

The COVID Best Practices Business Certification Program is a voluntary local certification program that enables businesses to operate at a sustainable capacity while ensuring compliance with COVID-19 transmission controls and best practices. HR HISTORIC HIGHLIGHTS "STREET NAMES" Have you wondered how your street got its name? When Mission Viejo was developing Highlands Ranch, it hired Brock and Associates advertising firm for marketing. On short notice, Kathi Brock, owner of the firm, was asked to help name the streets of the new town. Late one afternoon, Jim Toepfer (Mission Viejo and Highlands Ranch city planner dubbed “Father of Highlands Ranch”) called her and said, “We need to have all the Phase One street names for our planning meeting tomorrow morning.” Brock exclaimed it was late in the afternoon but Toepfer pressed, “I need it!” Fueled with food and beverages from Beer and Pizza, Brock and her employees worked late into the night. “We got the thesaurus out, went through all of the wildflowers, mountain ranges and more,” she said. The grid streets, such as Broadway and University, remained the same. Brock and her advertising team named the other streets. “So if anyone has complaints, it all started with an advertising agency and probably too many beers and too much pizza late in the evening!” she said. For the full video interview with Kathi Brock about marketing the new town of Highlands Ranch as well as other oral histories, visit the Highlands Ranch Historical Society’s web site at https://www.theHRHS.org/.

JERRY FLANNERY CEO and General Manager Happy New Year! We at HRCA hope that 2021 is filled with health and prosperity for all. Get the year started off right by keeping your resolution to get fit and healthy. With New Year Resolutions comes a high volume of visitation at our recreation centers, so please be sure that you are aware of current COVID restrictions and policies.

COVID-19 UPDATE: Due to covid restrictions our administration offices are closed temporarily to the public. Drop off your assessment payments at the drop box located outside each of the recreation centers. If you need to drop off architectural submittals or checks, please use the outdoor drop box at Eastridge Recreation Center. Find submittal forms and online options at: www.HRCAonline.org. To contact the Community Improvement Services office or the Assessments office, or to make an appointment: CIS – 303.471.8821 or email covenant@hrcaonline.org Assessments – 303.471.8815 or email assessments@hrcaonline.org Masks and temperature checks will still be required. We encourage everyone entering the recreation centers to be mindful of the increased risk at this time and remember to keep your mask on, stay home when feeling unwell, maintain 6 ft. of distance between yourself and others and hand sanitize whenever possible.

EVENTS AND ACTIVITIES: This month our events will be all virtual based. These events include

the Virtual Family Magic Show on January 21, Happy Hours on the 14 and |28 and a special masterclass tasting Burns Night with Bruichladdich. Lastly, take control of your health with the UCHealth series on January 6.

VOLUNTEER OPPORTUNITIES: If one of your New Year’s Resolutions is volunteerism, HRCA has opportunities available. The Delegates will elect two Board Members on Tuesday, March 9, to serve on the five-member Board. Delegate positions will be available. 79 Delegates currently represent the different subdivisions throughout Highlands Ranch. Delegates attend a monthly meeting to be informed about community issues and vote on a variety of governing documents including the budget and bylaws. Delegates are elected by the homeowners in their own subdivisions. The deadline for candidate names to be printed on election documents is February 18. There is also an opening on the Finance Committee. All finance professionals are encouraged to apply. More information about volunteer opportunities and the election process are available on our web site at www.HRCAonline.org/Leadership.

by tax dollars and provide many of the municipal services offered in Highlands Ranch. Some examples of HRMD services include construction of public utilities such as roads, light signals and street lights; landscaping and fencing; trails and parks; outdoor sports programming and, through their sister public organization, water/sewer services through a contract with Centennial Water and Sanitation District. In contrast, HRCA serves the homeowners in Highlands Ranch through the quarterly assessment dues that are paid by each household. With the assessment dollars HRCA maintains and operates the four recreation centers; provides architectural control and covenant enforcement for more than 30,000 homes in the Ranch; manages the Backcountry Wilderness area and hosts numerous community events every year.

FINANCE COMMITTEE OPENING: HRCA currently has an opening on the Finance Committee. The committee reviews, approves, and/or make recommendations to the monthly detailed financial statements which the HRCA accounting department staff present. For more information or to apply, go to https://hrcaonline.org/hrcanews/finance-committee-opening.

MEMBER EDUCATION: For this quarter I would like to share some information about the differences between the Highlands Ranch Community Association (HRCA) and the Highlands Ranch Metro District (HRMD). We often get questions from homeowners about the different functions of the two organizations. Perhaps the main difference between our two organizations is that HRMD serves as the local government in our community. They are funded

PAYMENT REMINDER: Please remember to pay your first quarter assessment dues by January 1 for the same quarterly amount of $155.72. For business owners and qualifying homes that pay only the Administrative Assessment, the increased annual fee of $73.44 is also due on January 1. Customers who are signed up for Auto Pay with PayLease, will not need to make any changes to their accounts. The new amount will be automatically updated. All other customers will need to update their payments accordingly.
