HIGHLANDS RANCH CULTURAL AFFAIRS ASSOCIATION (HRCAA) CELEBRATES 20 YEARS Join us in celebrating 20 years of arts and culture in Highlands Ranch! The Highlands Ranch Cultural Affairs Association (CAA), a 501(c)3 managed by the HRCA, was created in 2001 as a result of community members who saw the need to provide rich cultural, educational, and entertainment experiences that would offer value and enhance the quality of life for the residents of Highlands Ranch and the surrounding communities. Over the past 20 years, the CAA has grown to serve as one of the largest SCFD Tier III organizations in Douglas County that produces educational, artistic, musical, theatrical, and dance events. This includes the development of its own signature events including the Winter Cultural Series, Chinese New Year, Summer Concert Series, Oktoberfest, and Classical Music Series as well as collaborations with other organizations like Denver Pops, the Rocky Mountain Arts Association, Colorado Ballet, Colorado Symphony, and Highlands Ranch Historic Society to offer programs and performances that appeal to people of all ages, abilities, and interests and allow them to explore their creativity. Since 2008, the CAA is proud to have also partnered with the Douglas County Cultural Council on the Art Encounters outdoor sculpture program, a year-long outdoor sculpture exhibit that showcases sculptures, in various media and styles, in highly visible areas throughout Douglas County, including nine sculptures in Highlands Ranch. HR HISTORIC HIGHLIGHTS: HIGHLANDS RANCH’S FIRST SHOPPING CENTER OPENED IN 1983 When Highlands Ranch was first built in 1981, residents had to travel outside their new community for shopping and entertainment. There were no shopping centers, let alone stores or markets. At that time, InterWest Bank was the only building on the site that was being planned for Highlands Ranch’s first shopping center. Fast forward to 1983… that shopping “center,” though very small by today’s standards, was built on Springer Drive off South Broadway. 7-Eleven anchored the new center in a 1,300-square-foot space. The iconic 7-Eleven touts itself “as the world’s first convenience store”, thus it was fitting as one of the center’s first occupants. The 7-Eleven space eventually became home to a pizza joint. Events: This month there are several exciting events being offered to kick off the warmer months ahead. The Farmers Market at Town Center is on Sundays, the Spring Trunk Sale is May 22, and Culture on the Green at Civic Green Park is on May 21. Southridge will be closed for their annual cleaning and maintenance week May 3-8. The three other recreation centers and the Backcountry trails will be open this week. Please take this opportunity to utilize one of the other facilities.

Member Education: This quarter I want to provide some basic information about HRCA’s authority and jurisdiction. HRCA is a Non-profit 501 c (4) private membership organization. We own, operate and maintain the (4) Recreation Centers in Highlands Ranch as well as the land associated with each of the facilities. We also own and manage over 8,000 acres of open space in our Backcountry Wilderness Area.

We produce almost 100 community and special events each year, we are a referral agency for commercial projects submitted within the community and we also enforce the exterior design and landscape guidelines for all homes in Highlands Ranch. In contrast, Douglas County is responsible for land use/zoning and permitting, most road construction and maintenance, adult/ child protective services, animal control, emergency services, public infrastructure, snow removal and health and human Services. COMMUNITY NEWS A Lot of Ground to Cover As Highlands Ranch celebrates 40 years, here is some helpful information about the community that you may or may not know! HRCA maintains the property at each recreation center. When issues are reported for property that is not owned or maintained HRCA, staff will report the issue to the responsible entity. From time to time, we may pass along the appropriate contact information, as it may be easier for a homeowner to report the information directly to the entity responsible Highlands Ranch encompasses approximately 22,000 acres and has over 33,000 homes and hundreds of businesses. It is a lot of ground to cover! As a result, there are multiple entities involved. Did you know that when it comes to most of the landscaped areas along major arterials the maintenance responsibilities belongs to the Highlands Ranch Metropolitan District (HRMD)? HRMD is also responsible for the entry monuments into the community and many of the arterial fences. A little about each of the entities: Highlands Ranch Community Association (HRCA) is the Master Association. All properties within Highlands Ranch fall within the boundaries of HRCA. There are a number of neighborhoods in Highlands Ranch that are subject to an additional homeowner’s association, or sub-association. As the master association, the HRCA provides the covenant enforcement, collects the assessments, plans community events, and more. HRMD has been in existence since 1981. HRMD was established pursuant to Colorado law. The HRMD was charged with the task of funding municipal infrastructure and services necessary to serve Highlands Ranch. In the early development of Highlands Ranch, the HRMD provided the construction of major roads, park installation and maintenance of landscaping, and fencing adjacent to major roads, management, and maintenance of extensive natural open space areas. Water and wastewater services for Highalnds Ranch are provided through Centennial Water and Sanitation District. In addition to the services referenced in the CEO and General Manager article on page 2, Douglas County also provides Highlands Ranch law enforcement services through the Douglas County Sheriff’s Department. Emergency services such as fire and medical are provided by the South Metro Fire Rescue. Each of these entities takes pride in the services they provide. They all work together to try and provide seamless services to the residents of Highlands Ranch. It is a lot of ground to cover, and everyone is working hard to do their part!

PUT A LID ON IT AND CURB IT When putting out your trash each week for pick up, please be courteous and remember to place the trash cans in front of your own home or driveway, not your neighbors. Remember to return your cans to appropriate storage after pick up.

COVID UNCERTAINTY New changes to COVID restrictions, will now allow the HRCA to return to a more “normal” level of operation. As of April 16, the State of Colorado COVID Dial no longer dictates restrictions within our facilities and operations. While we are no longer under public health orders, HRCA believes it is important to continue to reduce transmission of COVID while many members of our community are not yet fully vaccinated. During this time of transition, we have implemented the following: • Continue to ask anyone who is feeling sick to stay home. • No longer require temperature checks to enter our facilities. • No longer require reservations for any activities within our facilities except fitness classes. • Increased capacity at camps, classes, events, and programs, while still allowing for social distancing between participants. • Continue to use enhancing cleaning and sanitization efforts throughout the facilities. • Maintaining space between workout equipment at the facilities to allow social distancing between machines. Although there is no longer a requirement for six feet of social distancing between individuals, HRCA encourages our members to continue to practice safe social distancing, especially while participating in or viewing sports programs, classes, and events. A statewide mask order issued by the Governor’s Office on April 3, 2021, that requires that a mask be worn in public indoor spaces where ten or more individuals are present is expected to expire on May 3, 2021. At the time of publication, HRCA did not know if the mask order would be extended, so please go to www.HRCAonline.org/ COVID19 for the latest information before visiting our facilities.

Youth Fencing Camp Former gold medalist Maciej Czyzowicz brings introductory fencing to HRCA! These camps run Monday-Friday and feature 2+ hours of fencing instruction. Students learn the basic skills for fencing while also having a fun filled day. Camp competitions happen on Fridays. All equipment is provided and sani tized daily. HRCA Summer Tennis Camps- Your Passport to Fun! NEW INSTRUCTOR AND ZONE COACH! The HRCA Fitness department just added a new Specialty Fitness Instructor and Zone Coach! Emily Is a certified Barre Instructor who has over 10 years of experience under her belt. She specializes in Barre Sculpt where there is a focus on working each muscle group to fatigue using low impact movements to tone, firm, and sculpt the entire body. Check out Emily’s new Barre Sculpt class on Mondays at 9:45 a.m. at Eastridge. Josh is joining our ZONE team with vast strength and conditioning experience. Josh has worked with a variety of participants ranging from college athletes to older adults to create the most effective full body workout that is accessible to all. HRCA’s summer tennis camps are your child’s passport to a summer of fun! HRCA provides your child a safe environment to learn, play, and make new friends during those happy summer days. Specifically geared to the beginner player, ages 7- 13, these camps are offered in two formats. The morning camps are Mondays through Fridays, 9:00 a.m. - Noon at The Recreation Center at Westridge. Camp Backcountry Camp Backcountry ignites the summer vibes of staying outside from dawn to dusk, exploring with friends, and discovering your new favorite adventure. Campers spend their days on our 8,200acre wildlife habitat conservation property building forts, riding horses, trying archery, looking for Backcountry Bigfoot, making smores, and stopping by to visit our chickens, goat, and donkey! From nature to horse to art camps, there are Camp Backcountry sessions for kids (ages 5-17) with all kinds of interests. Many of our summer sessions are FULL!
