DRAFT DEVELOPMENT PLAN 1996- LAND USE Kalyan- Dombivli is an important satellite township for Mumbai city situated 54 km North of Mumbai city. City Administration is vested with the Kalyan Dombivli Municipal Corporation (KDMC) which came into existence in 1983. KDMC sprawled over an area of 67.65 sq. km. It extends up to Ulhās creek/ Bhatsa River in the north and bound by Thane Corporation in the West, Ulhasnagar Corporation in the East and Navi Mumbai Corporation in South- West. Dombivli, a town in Kalyan tahsil is located at a distance of twenty kilometers from Thane and six kilometers from Kalyan and is a through railway station on the Central Railway. Dombivli boasts a cosmopolitian population with Maharashtrians, Jains, Gujarathis, Kannadigas, Tamilians, Malayalee's and Punjabis ... and a marginal population of Khojas (The Aga-Khan cult) too. Today, Dombivli is well known for rapid Industrial growth with major Dye's, Paints, Chemical and Heavy Metal Factories based in the Industrial Part of the town. 1980's saw Dombivli growing into a crowded and saturated city due to Industrial development under the plan, which proved advantageous. Dombivli's approachability by road, rail and huge potential in land and manpower increased tremendously. The industries have been developed in two phases so far and new plans have been proposed. Dombivli also has the honour of becoming the first fully "literate" town in the whole of Asia (till very recently, Now a town in Kerala has taken over...). Over a Hundred schools offer Primary and Secondary education and over a dozen are affiliated to the University of Mumbai. A Couple of the colleges also offer Technical Education and are affiliated to the Board of Technical Examination, Mumbai. Well, Dombivli too hasn't been spared of the Computer software boom. Repercussions of improvements/ redevelopments carried out in core zone of railway station are bound to be observed in buffer and peripheral zones. Redevelopment of dilapidated buildings and private properties solely, brings about an increase in the density of area, however infrastructure catering to the same is also required to increase considerably. Hence, improvement of entire station area is essential. This can be conducted as per Section 33: Comprehensive Area Renewal of M.R. and T.P. Act, 1966.

BUILDING CONDITION
INTRODUCTION: The area around Dombivli Railway Station represents a typical railway station precinct scenario that exists outside many railway stations in Mumbai and its suburbs. Presently 2,15,769 persons use Dombivli Railway Station to commute to and from their work places every day. Along with this, the area also experiences lots of crowd and traffic issues which are created because of stake holders like hawkers, shopkeepers, offices, commercial establishments, etc. who find this place a key location for their business/ demand. It is core area in the city primarily because of heavy usage of railway station by resident as well as floating population in the city. Hence, any interventions in this area will directly affect the entire population of Dombivli at large. Hence scope of this thesis work extends to attempting to provide a better "quality of environment". This "quality of environment" could be defined as proper organization and management of pedestrian traffic, public transport, vehicular movement, hawkers, providing for shopkeepers, commercial establishments and sufficing requirements of all stake holders of the area, and potential of this space could hence be optimized. METHODOLOGY: An area of 500 metres radius around railway station was identified as impact zone of railway station. As per the intensity of activities, the area was delineated as Core, Buffer, and Peripheral and research study was conducted so as to analyze the existing situation, the issues and hence build a "need- based" design brief, which was suggested for improvement in land and building usage, traffic system, need for pedestrianization, provision for railway station parking, provision for legalised hawking zones in identified natural market area, provision for transport terminals outside railway station.
