It dawned on us that the parrot needed to be big and the volume of coins required was huge – we needed tens of thousands of coins! But our Highfield Beavers, Cubs and Scouts, joined by Highfield Rainbows, Brownies and Guides, Students from Southampton University’s SSAGO (Student Scout and Guide Organisation) and the children of Highfield Church, were prepared to take on the challenge. The families in our Scout Group and Community have collected tens of thousands of coins since Christmas.
On Sunday February 13th our Beavers, Cubs and Scouts, helped by other members of the Highfield community, assembled a giant Parrot of Coins in the Atrium of the WestQuay Shopping Centre. In doing this we raised an amazing £4,512-75 for the Childrens Cancer Ward in Southampton General Hospital and collected an astonishing 76,857 coins. “Project Parrot” was inspired by one of our Beaver Scouts who has been treated for Leukaemia in the Piam Brown Unit at Southampton General Hospital. He and his family were keen to raise funds for the Unit and our Scout Group was eager to help. The symbol of Piam Brown is a parrot – hence “Project Parrot” – the plan was to collect a large number of coins and lay them out in the shape of a parrot in a public space. Naomi, one of the Cub Young Leaders, suggested WestQuay as our venue – the authorities at West Quay were only too pleased to help and
We took 15 buckets of coins to WestQuay on the morning of Sunday 13th February together with Maggie’s large and colourful Parrot Template. And then our children went into action. They collected more than two thousand pounds from a generous Southampton public – the copper and silver parrot was surounded by a ribbon of gold pound coins. Thank you to everyone who has made Project Parrot such an outstanding success!

Children’s Rights and Scouting Earlier this year, the children’s author Michael Morpurgo gave the Richard Dimbleby Lecture on the subject of “Set Our Children Free”. Taking as his starting point the UN Convention on the Rights of the Child, he focused on three areas of concern amplified by his own stories and experiences – the imprisonment of the children of asylum seekers in Yarl’s Wood, the hopes and suffering of children on both sides of the divide in Palestine, and the need for children to have a rich education for life beyond the formal classroom. “At the heart of every child, new-born, is a unique genius and personality. What we should be doing is to allow the spark of that genius to catch fire, burn brightly and shine. What we seem to be doing to so many of our children is to corral them, stifle them, to construct a world where success and failure is all that counts – and fear of failure is what does the most damage.” And this set me wondering – if one were to write a Bill of Rights for Children in Scouting, what would be included ? Here’s some of my thoughts: Every child has the right to an adventure… Adventures are new, challenging, shared, fun, and safe. They start off with a venture into the unknown and end up with a sense of achievement. They are told in stories to friends and stay in the memory for years. And they give confidence to take on bigger and better adventures in the future. From Beaver camping to winter mountaineering to the World Scout Jamboree, adventures are at the heart of Scouting - and every young person who joins Scouting should have the opportunity to experience tons of adventures. Every child has the right to a safe and friendly environment… The weekly meetings and camps should be places where children feel safe, where they know they won’t get bullied or picked on, and where activities are within their grasp and they can have a go and taste success without fear of failure. Safeguarding should be part of everything we do and embedded in our culture, so the Yellow Card is the norm and we pass its good practice on to the next generation. And we should without fail provide the welcoming smile, the shoulder to cry on,

and the safety rope to catch children when they fall. Every child has the right to a voice… If we’re going to help young people prepare for adult life and achieve their potential as individuals, as responsible citizens and as members of their communities, we need to give young people a voice and enable them to have a say in what their Scouting is like. Through youth forums and youth councils at Group, District and County level we can open up the debate, hear feedback, and gain new ideas. And through Young Spokespeople, children can share with the media what they like about Scouting, and what really matters to them. Continuing the lecture, Michael Morpurgo added “We must remember that we are preparing children not simply for employment, though that is important, nor for the contribution they can make to the common good, which is also very important, but for the difficult decisions they will have to make in their personal lives, in those moments when they have to take responsibility for themselves and for others.” “And let’s have more trips to theatres, and concert halls, and museums. Let’s get the children out into the open air, tramping the hills, sailing the lakes, whatever. All this should be an integral part of their education. A right, not an extra.” What would you want to include in such a Bill of Rights for Children in Scouting ? And what would the young people in your Colony, Pack, Troop or Unit want you to include ? BEAVERS GET FIRED UP.
By Helen Anderson Despite the subzero temperatures Blackwater Valley Beaver Scouts could be found, in force, at Runways End in December holding their annual Campfire Carols. The air rang out with Christmas carols and some more traditional campfire songs; featuring dancing elephants and a Crazy Moose! Thanks to Kev (Pioneer ESL), who built the campfire, we were toasty warm and the freezing temperatures away from the campfire circle were the last thing we had to worry about. from 9th Farnborough, Jack Frost from 1st Aldershot and the Grand Old Santa Claus from 10th Farnborough.
ANGELIC BEAVERS OH YES! Apologies to the 2nd Chandlers Ford Beavers who sent me the photo below before Christmas which I lost in my hard drive. The picture shows them in their production of 10 Little Angels at their Christmas presentation for the Parents. DC Carolyn said “It was very well produced by Beaver leaders Heather Callum and Georgina Brockhurst and all the Beavers were absolutely fantastic with their readings and actions. I really felt that this was a true and meaningful start to our Christmas celebrations�

25 YEARS OF BEAVER SCOUTS! games and Beaver activities. In keeping with the Beaver motto of “Fun and Friends� the colonies were mixed so that the Beavers had the opportunity to make new friends and new leaders. A very special celebration cake decorated with the Beaver Mascot was made by Toni Allen and mid-way through the afternoon, everyone stopped for a round of happy birthday and a slice of the cake. The highlight of the afternoon was the traditional dressing up race, where the Beavers take it in turns to dress their team leader in a fiercely fought (by the Leaders!) race. The finalists then had to race to dress District Leaders and this was won by the team led by Ann-Marie and Sarah who dressed Andy. The afternoon ended with a traditional Scouting sing song, giving Beavers the opportunity to learn some campfire songs. On behalf of the all the Beavers that attended, a big thank you goes out to all those who gave their afternoon to help Basingstoke East celebrate this Beaver milestone

Big Beaver has been out and about in our District starting at our 25th Birthday Disco where he strutted his funky stuff with 70 Beavers and their leaders. He has quite an 1st Lymington and Pennington
appetite and worked his way through hot dogs, crisps, cake and lots of other goodies. He took the opportunity to visit some of the Colonies during the next week and was quite a hit with all the Beavers he met.

ROALD DAHL AND CUB RAMBLE By Chas Cochand
One of the Cubs asked why it was so far, and I supposed the answer is that Fordingbridge got Augustus John, and it was Gt. Missenden that got Roald Dahl! It was still a pretty jolly rollicking crowd of 28 Cubs that helped load an enormous amount of a gear into the trailor at a ridiculously early hour last Saturday. We were at the capacious HQ of the 1st Prince Risborough Guides unloading by 1100 ( there was a little routing difficulty) and pitched up at the wonderful Dhal Museum by 1200. In two groups we entered the whimsical world inhabited by the Twits, Willy Wonka and the complex man who would take one year and up to fifty re-writes to produce one story. He was a man in constant pain from a serious crash in a Spitfire, and some were able to sit in the replica comfortable chair with a bit cut out so the base of his damaged spine touched nothing. We closed with a ramble through the sites in Gt. Missenden and up to the hillside churchyard with an enormous giants footprint pointing out his simple grave. Then it was off to Combe Hill and the magnificent view from the Monument (Boer War) after only a few more routing difficulties ( i.e. getting lost again). The view of Chequers was magnificent in winds that gusted to at least 60 mph. It was suggested that there was anxious P.M. at one window, peering and waving….. Was he ever Cub Scout?
It was very close to ‘Low Scrubs’ where friends had prepared a fine campfire circle and cocao with biscuits and marshmallows to roast. Back at the H.Q. we decided take-away pizza would be the easiest and after setting out all the karrimats, self inflating beds and cuddly toys, repaired for dinner in the hall. One side was a 6’ climbing wall with excellent mats for falling bodies! And well used! The travelling electric Cub camp fyre was illuminated in the sleeping hut and after a shaggy dog story, some went to sleep… In the morning, there was hot chocolate, croissants and cereal before the task of re-packing the little people and after a romp in the King George the Vth playground, buses home! Good outing in Scouting. 10
THE CHANDLERS FORD CHESS CHAMPIONSHIP By Cecily Casey
Five packs competed in two age categories in this, the quietest of all Cub Events! (No talking is allowed during match play.) The cubs played five games each with a different competitor and any extra games were discounted. To make up the numbers in the over 9 ½ age group Leaders Andy Wray and John Leeks played the Cubs. Both were very impressed were quite happy to not have their scores recorded! At the end of the Games the District Support Unit provided squash and biscuits while the scores were totted up. The 2nd Ramalley, playing in their home HQ, swept the board in both groups with impressive wins by Harry Talbot (over 9 ½) and Peter Cogle (under 9 ½). District Commissioner Lyn Darbyshire presented the victors with their trophies.
VANESSAS’S NEWS We have nailed down a date for the Cub leaders workshop. No longer 9th April but now 11th June. I am still sorting out finer details like the venue but it will consist of a Diversity Workshop (Max of 20 people in the morning) run by the National Adviser for Diversity - Sheridan Allman and then a Special Needs Workshop in the afternoon run by Carol Sleath - numbers not restricted. I will let you all know how to book your place next month so put the date in your diary.
A BOG STANDARD PROGRAM IDEA I was looking for a hook to get the Cubs to discuss water and Sanitation for the Global Challenge when I chanced upon a website (www.toilettwinning.org) run jointly by Tearfund and Cord. The idea is that if you can raise £60 then they will twin your toilet with a new one they will build in Burundi. They also educate the local population in their use and show them how to build more of them. We started the session by describing a typical mornings ablutions in this country and then asked them to compare how a child in Burundi would start their day. We then talked about toilet designs and ways we could raise the money and they decided they would do so by charging everyone in their households a penny a time to use the loo for a week. This should raise over the £60 needed to twin a loo. This means they will have covered part of the Global Challenge and the charity part of the Community Challenge. Bonus! To fill in the rest of the evening; on the Tearfund site I found a game involving bouncing a toilet roll off a target and into a bucket. Other games we played were Air, earth and water and In the river, on the bank. As expected the toilet theme appealed to their sense of humour and they embraced the idea with enthusiasm.

EXPLORERS SURVIVAL CAMP By Gus Angus Well the venue was set at Ferny Crofts Scout Activity Centre for the weekend of Feb 1113th 2011. The work started with the organization of the survival challenge for the explorers. This was to be based and programmed on a commercial 2 day survival course. Wilderness essential survival school stepped forward and supported the organizers in putting together the whole camp.

On the survival challenge weekend the instructors from wilderness essential survival school came down from Manchester to instruct on all the main survival techniques to be taught we also had a select group of leaders who specialized in survival or bushcraft to support them. The survival challenge was restricted in numbers but was filled in 3 days with an additional 136 people wishing to attend we also allowed 6 leaders to sign up and get put through an extreme survival exercise .The weekend was a very busy weekend with lots of techniques to be taught from basic survival principles ,fires, reflectors ,shelters water purification, plant walks and uses along with much much more.

weekend rose to all that was thrown at them including the heavy rains on the Sunday and kept on smiling. The feedback from the survival challenge was all wicked with lots of the young people asking when they could do their next camp to use and practice all they had been taught.

SILCHESTER DofE AWARDS Nearly 100 young people were recognised for their achievements in The Duke of Edinburgh Awards scheme at an awards night at Everest Community College in Popley Basingstoke Among then were six Explorer Scouts, from the Gladiator Explorer Scout Unit based in Tadley who were presented with their Bronze awards. It was the first time the Explorer Scouts had attended the ceremony.
Daniel Peal, Silchester Scout District’s Explorer Scout Leader, said: “The awards recognise the hard work and commitment that these young people have put in.”

Team Penguin, a group of three Scout Network and Guide members undertook their Explorer Belt Award expedition across Serbia in August 2010. Helen and Louie tell us what it was like. The trip was for 17 days and was the biggest challenge in Team Penguin’s lives so far.

We gathered at the Serbian headquarters in Sabac ready to begin. We were very nervous as we couldn’t plan routes until the day before we were due to leave, which was nerve-racking. Our nerves increased after we planned our route and it dawned on us how far we would be walking for ten days with our really heavy bags – our first day was 22km.

We had a fantastic time during the expedition. The Serbian people were so kind to us and helped at every opportunity, even though many couldn’t speak a word of English. We were offered drinks and food wherever we stopped or even when just passing by their house. We helped on a farm doing chores, hiked

The winning Explorer team and Network team each receive a Kudu horn trophy. Remember, BP blew a Kudu horn to start the first ever Scout camp. The overall winning team is also invited to organise the County Kudu the following year.
Network members could hardly be recognised as they dressed to impress. Everyone had a good time and no doubt the Ball will be back next year. Watch this space.

I Scout because I want my children and others to experience as much as possible like Hiking to Archery, Canoeing to scaling Mount Everest and to grow into confident young adults able to work to solve what ever life throws at them. I was lucky enough to do some of these things when I was young ( as a Guide, we had excellent leaders then too). FI’S REPORT ON THE WORLD SCOUT YOUTH FORUM AND WORLD SCOUT CONFERENCE By Fiona Durrant Back in June 2010 I applied for the opportunity to attend the World Scout Conference in Brazil, and it was reported in HSN that I would be attending the Conference. Well now I am back from Brazil, and my feet have finally touched the ground, I have been asked to report back on my experience. So the experience really began with the young delegates meeting at Gilwell, where I met Craig Dewar who is a DESC and County YSP Co-ordinator, from West Lancashire. We discussed with the previous delegates some of their experiences and the challenges they had at the previous conferences, and also met Nigel Hailey (International Commissioner) and Andy Lannin (Head of Activities). This was followed up in October by a whole delegation meeting where we were introduced to the other members of the team: Wayne Bulpitt (Chief Commissioner), Derek Twine (Chief Executive), James Boyle (European Advisor), and David Morton (Trustee). The meeting was also attended by Craig Turpie (European Region Chairman), and
John May (now Vice-Chairman of the World Scout Committee). We discussed the stances that The Scout Association would take on various resolutions, and also what we hoped to gain and learn from the conference. At this point, I hoped that I would find out how Youth Participation has developed in other countries and regions around the world, and maybe have some time to have a bit of fun. So the next time we met was at the airport - I met with Craig and John on New Year’s Day for our flight to Curitiba via Frankfurt and Sao Paulo. In Sao Paulo airport we met up with Mario (another member of the World Scout Committee), and on arrival in Curitiba we were taken for cheesy bread by Oscar (yet another one...!). After a long bus ride we finally arrived in Blumenau, the venue for the World Scout Youth Forum. We were greeted by a group of very lovely Brasilian scouts, who carried our bags and escorted us to our rooms. So the next day we were up bright and early, a little anxious as we were not sure what to expect, but excited to be in the 27
website - If you are interested! Other recommendations included further development of Youth Participation, and also Human Rights, and how we as scouts can work towards “Creating a better world”. Of course, the Youth Forum was not all conferencing and talking; the evenings were a chance for us to unwind and sample Brazilian culture - favourites included Samba dancing, Brazilian BBQ, and a trip to the Oktoberfest (German festival, in Brazil?!). company of 200 other young people. The World Scout Youth Forum is an assembly of Rover Scouts aged 18-25, from all National Scout Organisation’s. Each NSO may send up to two delegates, and also a number of observers to the WSYF; some NSO’s are a federation, and are formed of two or more Scout Associations. The format of the World Scout Youth Forum is very similar in style to the Hampshire Scout Youth Council - in the way that there are 2 delegates from each country, and they attend plenary sessions in the main hall and also break out for workshops where they discuss in detail best practice and share ideas for further developing global scouting. The main functions of the WSYF are to work on producing “Recommendations” which are presented to the World Scout Committee, and also to prepare the participants for the World Scout Conference. During the 4 days of the WSYF we voted on new Youth Advisors for the World Scout Committee, and we also spent some time working on these recommendations. In preparation for this, we led a workshop for other Rovers, about the Young Spokes Person (YSP) scheme in the UK, and as a result of this workshop we were happy to second a recommendation by Finland to support the development of this, the recommendation is entitled “External Relations and Young Spokes People” and can be found on the WOSM
Between the Youth Forum and Conference, the young delegates had 3 days on an “inter-event” where we were taken to Florianopolis, a beautiful island resort attached to the mainland by a bridge, and composed of 47 beaches and beautiful clear water. We enjoyed some time chilling out and had one day at the beach, where I was unfortunately stung by a jellyfish within about 15 minutes of being there...but enjoyed the beautiful sands and 32 degrees sunshine. We were treated on our final night to a moonlit walk along the beach, following a path of candles to a scout campsite, where we were greeted by the Brazilian equivalent of “EVO”. After our chilling out we were sent back to work, and after a 6 hour bus ride we arrived in Curitiba where we met with the rest of our delegation. We went out for dinner to catch up on our stories, and wrestle Wayne’s Blog from him...(I hope you all read it!). The main World Scout Conference allowed up to 6 delegates from each NSO, with observers as well. At the Conference there was a lot more voting, this time we were voting for World Scout Committee members, the 2019 World Scout Jamboree, the 201XXXXXX World Scout Moot, and the 2014 World Scout Conference. The other main topic was the “Strategy for Scouting” and how this could be developed; we spent a beautiful day at an outdoor country club where we split into 40+ discussion groups to talk about topics such as consultation 28
and governance, unfortunately the heavens opened and we sat in pouring (warm) rain to work on these! Throughout the week we were reminded of how scouts “create a better world” and we were shown several presentations about scouting throughout the world and also introduced to the Messengers of Peace project that the World Scout Foundation are working on. The Scout Association were proud to receive a special award together with Ireland for their work on building relations across the border in Northern Ireland. The final day of conference business was taken up with the discussion of the Resolutions. The resolutions are essentially the same principle as the recommendations that we presented at the WSYF. Two of the hot topics of discussion were on whether the World Scout Committee should introduce quotas to have 2 members under the age of 30 (what do you think?), and also a resolution following the same line as the Human Rights recommendation. This was a highly debated topic of discussion because of the words “sexual orientation”, and it was at this point that I realised just how culturally diverse the world could be. Again, at the conference there was plenty of opportunity for some socialising and fun, and my personal highlight was the international evening. Each country had a table which they filled with food, drink, and culture of their country (during the forum we held international coffee mornings which were very similar
- we took English Breakfast Tea!). The opportunity to sample dried whale meat right next to Vegemite (Australia’s finest!) was purely magical. That same evening I also attended the ATAS meeting, not knowing quite what I had walked in to (because my Brazilian friends were speaking Portuguese!), I signed up to join the Association for Top Achieving Scouts. I to this day do not truly understand what this involves, but go ahead and check it out - my ATAS number is EU012! The final night came in Brazil (all too soon) and we were taken to the largest restaurant in the world, where we enjoyed a range of interesting looking food, and traditional music and dancing, followed by a party which was hosted by the European Regional Committee. Overall, Brazil was the greatest experience of my life, and I have many stories to tell and things to share (if you would like to hear more, please do contact me). It makes me very proud that I am a scout and I find it amazing that the little girl who joined 12th Gosport Scouts was in Brazil advocating on behalf of the UK alongside the Chief Commissioner. Magical things can happen in scouting, but you must take the first step and remember to “Paddle your own canoe”.

TANZANIA 2012 Applications for the Tanzania 2012 expedition came pouring in over Christmas and the New Year, and end up at a record 53 entries from across Southern England Scouts and Guides (and one from Birmingham!). This posed a bit of a problem for the leader team, as we were not expecting this level of interest. But we decided to press ahead, and invited 47 to the selection weekend at Walton Firs. The leaders decided that this wasn’t enough of a challenge, so four of us popped over to Tanzania a week beforehand to carry out a recce trip, to make contacts and to look at potential projects. We came back having had an amazing time, meet some very useful and important contacts, and seen three great projects that need help, and that really could make a change to a lot of people lives. We decided to select the project at the selection weekend, and therefore the potential team members could also have an input.. The selection weekend was held on 11th - 13th Feb. 45 very enthusiastic Scouts and Guides turned up, many not knowing a single other person in the room. Over the weekend, we did lots of team bonding fun and games, including the favourite 3am Aerobics and Cross Country running, followed by the 5.30am pioneering project. One of the highlights was the game of “find the smartie under layer of cream”. The team spent most of Saturday undertaking a massive list of site work provided by the warden (who were amazed at what the team of 45 achieved), before having fun on the assault course and maze.
that a team of 35 was chosen (of which 15 are from Hampshire), and the chosen project is to build a community hospital in the remote village of Itete, which will serve a community of around 9,000 people. The project is in conjunction with the African Space Trust, who have already started with the footings. We also selected an additional leader, making us 7 on the leader team. A big thank you to all of the leader team, and the helpers that came along to help us run the weekend. We are now looking forward to our first training weekend in March.

I helped to make 1,000 concrete blocks for a new building and helped lay the scalpings and make the concrete to lay the floor. We laid the concrete blocks up over ten courses and then poured a concrete beam around the top of the blocks for the roof trusses to sit on. We then plastered the walls but they use a mixture of water and cement.

We did a lot of painting in the schools to brighten them up and stenciled the wall to help them learn. We went camping in the bush for one night and the sleeping arrangements weren’t brilliant as we slept on the floor which was really uncomfortable.
