Ready for a physical challenge? Build a Trek cart and bring it along to race your team against teams from all over the County. Scouts, Explorers and Network teams are all welcome. Over the weekend there will be several different Trek Cart races run to suit the different age groups and fitness levels. All of which will be fun and challenging. There will be the Butser Hill challenge, drag cart challenge, an obstacle challenge and a 8k challenge (approx). We will also be running other activities over the weekend from a disco to Trek cart Volleyball (no you don’t play it on trek carts) and a Hog Roast on the Saturday evening. WELCOME This month we have more from the census report compiled by Frank and the usual round up of news and forthcoming events from around the County. Mark Langdown our activities supremo has provided you with a guide to getting an adventurous activities permit and continues to keep us all informed of any changes. The weather has been kind to most peoples St George’s Day events this year. Our Groups Scout Leader finally had a camp over Easter with no rain at all. For 5 years now all my Cub Camps have been rain free and all the Scout Camps wet. I hope this doesn’t mean that I can expect precipitation at our District Sixers Camp in May. I had better dust of the wet weather program just in case. Have a Cracking Summer term and don’t forget that we want lots of pictures of smiling Scouts and a few articles would be nice too.

r e m m u S Lazy … s g n i n e Ev I think that one of the best parts of the Scouting adventure is when after a busy day you reach the end of the activities and can take the time to reflect. Often, it’s the lazy summer evenings which seem to stay in our memories long after, perhaps because it’s when you pause that you have the chance to be more aware of yourself and your surroundings. Here’s some of my memories – I’m sure you all have thousands of other memories… • Finishing dinner on a lightweight expedition and watching the last rays of the sun cast long shadows over the stone circles on Dartmoor. • Watching the mountains glow blue and the sky pink from a mountain path high above the Kandersteg valley, miles away from anywhere and anyone. • Lazing on the banks of the River Wye, halfway through a summer camp packed with activities and realising it’s going to be an amazing success. It was one such evening a few weeks ago when the local District Commissioner and I dropped by on a Scout Troop who were camped by the side of the Kennet and Avon Canal in Berkshire. They had spent the day narrow-boating along the canal, and were looking forward to kayaking the next day. Now they were relaxing - dinner was cooking, the Scouts were the only people left at the marina, and the first flames of the campfire were starting to grow. It was just a perfect day, and the Scouts went home and told their parents that they had enjoyed themselves immensely. It’s times like these that make Scouting special, and I hope that the hundreds of camps you lead and take part in this summer will provide thousands of unforgettable memories for young people and adults alike. And a big thank you to the 4th Itchen South (Netley) Sea Scouts for their warm welcome and hospitality during our surprise visit. Adam County Commissioner

SOUTHAMPTON CITY 25TH BEAVER PARTY Our party, to mark the Silver anniversary was held on 12th March at Mansel Park School. The Party had Silver everywhere! Silver costumes, silver decorations, even silver balloons. 115 (two thirds) of the District Beavers took part, many in fancy dress, some even crowned with a silver “25” on their heads.
they travelled north eastwards through Oxfordshire, Buckinghamshire and Bedfordshire with the furthest point in Lincolnshire near the Wash. Who were the Stars of the day? Well obviously Zoe the disco lady. Rob and Russell who had been beavers at the start of Beaver Scouting and wore the Beaver uniform as it was then. Someone called “Big Beaver” brought to life by Tony, Russell and Rob. Of course the Beavers themselves who wholeheartedly enjoyed it and will hopefully remember it in the years to come.
The leaders all made an effort and sported variations of silver costumes. They gathered early to prepare the feast spread out on laden tables and to blow up over 150 helium filled balloons. Once again the Support Unit came to help sporting their new scarves. What do you do with 115 Beavers for several hours? Well a lady called Zoe brought her disco along and ran continual entertainment with dancing and games with a break only for tea. She was great and provided masses of fun as was evident on the children’s faces. Tea ended with the Beavers singing Happy Birthday around a giant cake, made by Willow, which wasn’t really a cake. Individual cakes, enough for everyone present, had been mounted in tiers each topped by a memento of the day. The day closed with a launch of 25 the balloons from the school field. The Beavers gasped as they rose up into space. All the Beavers left the party with a balloon and many of them were let loose on their way home. Each had an identifying label. Reports have come in for 5 balloons showing HSN7

First really hot day and who would have thought we would need sun tan lotion in early April. The teams, 19 on the day, all had a lot of fun and the atmosphere around the ground was great. At the end of the day we presented the University of Southampton Ground staff with a certificate to say thank you for the 27 years they have looked after us. Well done to trophy recipients. The standard of football was excellent. The final went to extra time and then sudden death for the first time in the competitions history.

Hampshire Scout Winter Camp just keeps getting bigger and better! Over 600 Scouts and nearly 60 Troops. Among them were 8th Basingstoke who appear on the front cover and on the right by the bouncy assault course :-) . Adam Picture above and the front cover picture were taken by Scouts from 8th Basingstoke. Get a camera in the hands of your young people. They often have more time than the leaders and tend to smile at the camera more if their mates are holding it rather than admit to the leaders they are having fun!
TAKE THE COUNTY EXPEDITION CHALLENGE
The aim of the weekend is to enable Scouts to complete their Expedition Challenge.
Creating an exciting and varied program is always a challenge so why not make it easy on yourselves and take advantage of County Events. The Expedition Challenge is coming up in May and now is the time to book your places.
Scouts can either undertake a hike expedition or a cycle expedition and will arrive Friday evening to plan their route, based on key locations they have to visit over the two days with an overnight stop. We will also give them refresher training on using a map, compass and safety during the evening and they will decide what their “goal” for the expedition will be.
Venue: Ferny Crofts, New Forest Date: 20th may -22nd May Times:6-7.30pm Friday -3-4pm Sunday £30 per Scout for the hike expedition £45 per Scout for the cycle expedition including the IOW Ferry Ticket
The organisers will provide the food for cooking over the weekend. Scouts can attend as full Teams (min 4) or individually or in smaller groups and we will join them up with another group. In preparation, we ask that Scouts organise their own personal kit, tents to sleep in (and cooking equipment. They will only carry a day sack with essentials during the hike/cycle, not all their equipment. Scouts should be capable of walking for 4 hours over light hilly ground or being able to cycle to IOW Ferry on hilly roads. Familiarity with a map, grid references and bearings essential although we will provide a refresher. HSN10
SAILING REGATTA 9TH JULY 2011 The regatta, which will be held at Blashford Lakes, Ringwood, is open to entries from Scout Troops and Explorer/Network Scout Units in Hampshire and Solent area, who include sailing in their programme. Entries fees per person: £5 (£5 per single handed boat and £10 per double handed boat). All entries must be on the official form which is available in the News area of the County Website and be received by the committee by the 18th of June.

GOSPORT AWARDS TEN QUEEN’S SCOUT AWARDS
At Gosport’s St Georges Day parade on the 17th April, 10 members of Gosport “Viking” Explorer Scout Unit received their Queens Scout Badge from Gary Seymour, on the right of the picture, our District Explorer Scout Commissioner, who has helped and guided them over the last 4 years and has honed the skills that they first received from their Beaver, Cub and Scout Leaders. Peter Moody County Scout Chairman placed the Silver Elephant around there necks. We have a tradition in Hampshire and that is that the New Queens Scout gets to wear the Silver Elephant, The Silver Elephant is the highest Scouting Award in India and was presented to Earl Mountbatten of Burma when he was the Viceroy in recognition for services to the Scouts of India as their Chief Scout. His family has loaned it to Hampshire Scouting.
Only a small percentage of Scouts achieve The Queen’s Scout Award and we in Gosport are proud and privileged to award not one but 10 which is a fantastic achievement. It demonstrates commitment, motivation and leadership skills. The award is challenging, but incredibly rewarding; they have seen new places, met new people and developed new skills. All 10 where Explorer Scouts when they completed there last challenge, since then 2 of them have become Network Scouts and Leaders. They will be presented with there certificates on board HMS Warrior at the County Presentation on the 1st September and will be invited to take part in the St Georges Day Parade Winsor in 2012 in front of members of the Royal Family HSN12

FANCY A SWISS TRIP IN 2013 ? This Hampshire County Explorer and Network Scouting event is for young people aged between 14 years and 25th birthday during the time of the event. The event has been known as Suisse Adventure (2009 & 2003), Hampshire Extreme Venture (1999) and Alpine Adventure (1995), will take place between Saturday 3rd and Saturday 17th August 2013. Friday 2nd to Sunday 18th for some key team members.

YOUTH COUNCIL’S SPRING MEET By: Jack Langley
The Hampshire Scout Youth Council met for their second meeting this March, with more districts than there were previously. We had an exciting and interesting programme for the weekend with talks from a selection of exciting people. It started with some games to get us all to know each other a bit more, before the main programme started the following morning. We had a session with the county programme team to discuss our ideas before finding out about our new partnership with Nepal. The afternoon saw some interesting discussions about some projects at Gilwell, including explorer empowerment. Steve Peck from Gilwell also came to visit and talked about important issues affecting scouting today
which we all found very interesting. Then a representative from the British Youth Council gave us an insight into their work. That evening some members of the heritage team came to share dinner with us and take part in a discussion dinner, which was very exciting. That night ended with a campfire to celebrate earth hour, it was a very busy but informative day. Sunday was slightly less busy but just as informative. There was a presentation from one of the youth council members about the scouting magazine before HSN paid a visit to gather our views. Another Gilwell representative came to discuss campaigning and how best to do it which was another highlight. We attempted to film some footage for the 'don't raise our rents' campaign. The youth forum then concluded the weekend where we all shared ideas about how to improve youth involvement in our county. All in all it was a very useful and interesting weekend and I think we're all looking forward to the next one!

Despite the recession, membership rose by 261 in 2010 to 19822, taking us above the levels of 2000 and maintaining Hampshire’s position as the largest Scout County. However, the gain was far smaller 2002 2003 2005 2006 than last year’s 2004 figures at 1.3% and poses some serious challenges about how we will continue to grow Scouting in 2011. The Districts are best placed to

FOREWORD TO THE CENSUS REPORT BY THE COUNTY COMMISSIONER
Nationally more girls joined Scouting in 2010 than boys, but in Hampshire only 2/5th of the gains were female youth members. Girls only form 14% of our youth membership but nearly half of our adult volunteers. No new Groups were formed in 2010, but 27 additional sections or units are now providing Scouting. Because of this, average group size rose to 72.3, but there was a wide variation in Group numbers from 256 in Hayling Island to 7 in Ropley. 121 Groups grew but 106 shrank during the year.
Congratulations on another great year of growth for Hampshire Scouting! Because of all your hard work and enthusiasm throughout the year, 726 more young people in Hampshire have been able to enjoy Scouting, supported by 179 more adult leaders. Looking forward, let me suggest four overall questions that we, as the leadership team for Hampshire Scouting, should consider and aim to answer:
Hampshire Networks grew by 17 members overall with the number of members who are also leaders increasing by 31. There is however a big drop off between Explorers and Network; theories to explain this include people starting work or moving away to University. It is crucial to retain the interest of these young people, to offer them challenges through Scouting and to encourage them into leadership roles.

During the changeover from Fellowships to Active Support concerns were expressed that we would lose a lot of our supporters, but thanks to careful nurturing the numbers have risen by 18%. As the new model beds in, we are seeing more units being created for specialist support around the County.
Numbers of course aren’t everything the quality of our Scouting is important as well. But where young people enjoy quality Scouting, more young people want to join, so numbers are a useful indicator of how we’re doing.
The Census itself ran far smoother this year and thanks must go to the numerous volunteers in the Districts who have collected, collated and uploaded the thousands of statistics to make the report possible.

INTRODUCING...... VANESSA SLAWSON
Congratulations to Vanessa who has just been appointed as Local Development Officer for Hampshire Scouts. We asked her the usual set of questions about her Scouting life and the results are below. What is your Scouting background? Joined Eling Venture Scouts in 1979 after completing my Queens Guide Award and have been with the group ever since. I offered to do a years service for my Gold DofE with the Cub Pack and have been Akela for the last 24 years! I have also held roles as DCSL and then ADC Cubs for New Forest North and for the last 8 years as County Cub Scout Advisor and ACC Cubs. What are your non Scouting Roles? I qualified as a professional photographer. Worked in a photographic laboratory before the digital era and then freelanced doing weddings, theatrical shows and numerous PR assignments. I also photograph the local football team in action. What is your favourite campsite and why? Any campsite is good – it’s what you make of your time camping that you remember.
Who would you like to be the next Chief Scout? Anyone who can live up to the previous Chief Scouts we have had. Everyone has brought something different to the job. They’re a tough act to follow. What is the worst thing about Scouting? Admin type meetings that don’t achieve anything positive. What is the best thing about Scouting? Seeing young people grow from nervous, shy individuals into ones who could take the world on and friendships. What is your fondest memory of Scouting? Investing the Cubs on the 1st August 2007 – what a privilege. The closing ceremony for the Cubs at H007 was also pretty special. How do you relax when you have spare time (this is a joke question) I volunteer – ha, ha! I work with Global Rock Challenge - a performing Arts programme to give young people the opportunity to get a natural high from performing on stage rather than using drugs. I also volunteer with the Royal Photographic Society as Chairman of the Licentiate distinction panel. Where did you go for your last holiday? Rome – to take photographs! 24
What should we set as our target for growth of the movement each year? It would be brilliant if we could give every young person who wants the opportunity to be a scout the chance whatever their circumstances may be. What’s your dream vehicle (apart from a new minibus) Chauffeur driven Bentley – don’t think the LDO budget quite stretches that far though! What’s the Funniest thing said by a Cub: I don’t like Italian food Akela [pizza]. That’s ok I said you won’t want the icecream for afters then!!!
DEVELOPMENT UPDATE By Gordon Brakewell, ACC Development
Our Local Development Project begun on the 1st April and by the time you read this Vanessa Slawson will have started her role as our Local Development Officer. Basically her job is to work with Districts and Groups to help them with their development plans in order that we can grow Scouting in Hampshire. This could be by helping a District or Group in creating a development plan, helping a Group to recruit a Leader, advising a Group on how to recruit adults, running sessions / workshops on adult recruitment or by attending an event in a District or Group where there may be an opportunity to recruit both adults and young people.
with Districts and Groups particularly those who would like to be part of the project. Firstly we are asking each District to identify a District Development Champion, someone who is enthusiastic and motivated to help the District and the Groups within it to grow. His or her role would be to act as the link between the District and the County Development Team in coordinating and implementing the many projects that we hope to be involved in within the Districts and Groups. Some Districts have already identified such a person but if you think you may like to be involved have a word with your District Commissioner in the first instance. Secondly we have created a simple form which we are using to identify and detail the various projects. We have already received some but we are very keen to receive more, so if you would like our help with a local project please fill out the form and send it to the County Office and one of the development team will contact you. The form is available electronically from the County Office and is soon to be placed on the County Website. We have been planning for this unique opportunity for some time let’s take full advantage of it by working together for the benefit of the young people in Hampshire. Together we can make a difference.
Clearly the task is a huge one to cover a County the size of Hampshire with its 27 Districts but with your help we are aiming to achieve a significant increase in the number of adults supporting Scouting in Hampshire and this in turn will enable us to offer more Scouting to more young people. In order for the project to be successful we need to make sure that there is a simple procedure in place that will enable us to communicate and liaise 25

NEW SWIMMING RULES By Mark Langdown
As part of the ongoing review of all Scouting activities, the rules on swimming have been amended. The new, simplified arrangements will ensure that running such activities is easier for leaders. The details can be found at www.scouts.org. uk/swimmingupdates. The main changes are: Paddling has been clarified and requires no qualification by leaders No further qualifications are required in instances where a lifeguard is provided (including swimming pools and beaches) Swimming in pools and Class C waters are now managed in line with other Class C water activities. No qualifications are required by leaders Swimming in all other open waters (B1 and higher) has been simplified and safety cover can be provided by either: A water activities permit holder (when following the guidelines outlined in the swimming factsheet) Or someone who holds the Royal Life Saving Society Water Safety Management Programme (WSMP) or any equivalent or higher award. Bramshill Ninjas on their new Scout Network, launched on Tuesday by an enthusiastic group of former Explorers at a barbeque on Hartley Wintney - good luck for an exciting year of activiites ! Roverang and the cast from Itchen South and North and Southampton City on an immensely enjoyable and toe-tapping show, produced by two former Brownie stars of Roverang, and this year including a special scene by the Beavers. 72nd Portsmouth Beavers on presenting Chief Scout’s Bronze Awards and for a lively and enthusiastic end-of-term meeting. The Heritage Team on a great and busy open day at Hedge End, sharing the rich history and mementos of Hampshire Scouting. Romsey Scouts and Guides on their St George’s Day parade on a glorious afternoon on Sunday, well supported by both Groups and the local community, and with five Silver Acorns presented to leaders by Mark Tarry, Deputy Chief Commissioner of England and a former Romsey leader. ODIHAM DISTRICT SCOUTERS RECOGNISED BY COMMUNITY The efforts of five scouters from Odiham District were recognised at this year’s Hart Volunteer Recognition Event held at the Harlington Centre, Fleet on Wednesday, 13 April, which was hosted by the Chairman of Hart District Council, Cllr Colin Ive. The event, which was run in conjunction with Hart Volunteer Bureau, was held to recognise and celebrate the contribution made by the large number of people who give up their time for voluntary work across the district. Nominees were called up in alphabetical order to receive a certificate of appreciation from Cllr Ives and it was great, albeit a bit of a fluke , to see four scouters in succession make their way to the stage – Jannette McElarney (ADC Cub Scouts and Akela 29th (Pondtail) Scout Group); Dave Millen (GSL 6th and 100th Scout Groups); and Ray and Pat Oldham (respectively GSL and Akela 22nd Scout Group). The fifth award winner was Dave Owen (GSL 2nd Odiham Scout Group and lately District Appointments Secretary) was unfortunately unable to attend the event to receive his certificate in person.

Congratulations to New Forest south on a very successful St Georges day parade, there were many happy faces as we met in the sun to parade to a small service at Wilverly. Afterwards a BBQ and homemade cakes were welcomed by all and a great chance to chat, well done to all involved. Congratulations to all in Itchen South district on having a very successful AGM, with a good turnout of leaders and plenty of laughter the event went well with lots of awards being given out. The beaver sign outside was wonderful, and I look forward to hearing about Itchen South’s scouting adventures. Thank you to both districts for making me feel so welcome. This is done by completion of the Learning Experience Authoristaion Request (LEAR) form available for download on the training website and sent to the CTM at least 3 weeks prior to any date - this includes all M10 - First Response Training run at District level.
I know Gene is very computer literate and will want to move towards as much being undertaken electronically as possible. He will also be able to support the project team looking at the move towards the ‘online’ management of training in Hampshire, and be able to support the system afterwards.
Please also remember that only presenters who have, or are working towards M29 - Presenting, can deliver Scouting training modules, although Red Cross/St.John’s Ambulance qualified First Aid trainers can deliver M10 - if in doubt please ask.

At Ferny Crofts we are currently looking to take on 2 Bursary Students. The scheme provides for young people to learn more about running an activity centre with the opportunity to take part in nationally recognised training schemes. Current Busary Student Jack reckons it was “awesome”. He admitted “The scheme has made me grow up a lot and made me realise what I want to do with my life.”

NEW CLIMBING WALL AT LYONS COPSE

One of the of the Lord Mayor of Winchester’s charities was Lyons Copse campsite near Fareham and with part of his donation a new traverse climbing wall (it is so called because you can climb up the wall traverse over it and down the other side) has been installed for us all to use. It is an all-weather kit and is outside throughout the year. Mick Read will be making the formal opening of the wall at 10 am on Saturday 30th April 2011 where a cheese and wine reception will be laid on. UPDATES FROM THE RUNWAYS END BLOG The roof is about halfway on on the residential block, and final coverings are starting to go onto the multi activity hall. Concrete was being poured to lay the floor of the new canoe store as well today, so all in all a LOT is happening on site. We had a visit today as well from representatives of the Southampton SSAGO (Student Scout and Guide Organisation) who have booked a camp and residential in for February, taking over the entire site with over 200 in camp. All the representatives were impressed by the work going on and are looking forward to returning in August to see the finished site. We saw today a mock-up of the final cedar wood cladding which will cover the buildings, and which will blend into the surrounding woodlands nicely.
