FINANCIAL VIEW Who’s paying for your ‘free’ current account? asks Vicky Shaw How much money would you be willing to pay for your current account? Twenty pounds a month? A fiver? Nothing at all? The debate around “free” current accounts – and whether or not customers might be better off if they paid a regular upfront fee for their banking instead – has flared up again. A report by financial services firm PwC argues that problem with the UK’s tradition of free banking is that, in reality, current accounts are not free at all. Someone is footing the bill, whether it’s ourselves or another customer. Free banking has led banks to recover their costs through other indirect and less immediately o b v i o u s means to the customer, it argues. Current accounts are funded through overdraft charges, penalty fees and uncompetitive or zero rates of interest on credit balances. This means that some customers, including those who are more likely to find themselves in debt with their banks or breaching their account terms and conditions, may be shouldering the burden of these charges more than others. The lack of transparency over how people are really paying for their bank account stifles innovation and competition as the current system does not reward banks which try to come up with new ideas, the report argues. It says a more sustainable approach would be to ask customers to pay a fair price in return for the services they get. This would reduce the risk of people being sold other products that they don’t need by banks trying to recover their costs. So why is the idea of free banking still popular? Well, there is a sense that we see a free current account as an “entitlement”. Because there is no up-front charge, people may also be undervaluing their current account and the potential for how much better off they could be if they moved to a deal which better suited their needs. Ironically, the PwC report found that most people understand the way that free banking works – but they would still prefer to go along with the “unspoken bargain” that comes with it. Two-thirds of people say they are aware that their bank
makes additional charges in order to sustain the free current account. Despite this, 62% are not prepared to pay anything at all for their current account, PwC’s research among more than 2,000 people found. Of those who would be prepared to pay some sort of upfront cost, most would only pay less than £5 a month. Some 17% of people surveyed would be willing to pay less than £5 a month and 10% would pay between £5 and £10 a month. Just one in 20 (5%) of people would pay between £10 and £20 a month for their current account and a further 1% would pay between £20 and £40 a month. If people had to pay for their current account, the most popular services they would want in return were cashback on household bill payments, free overdraft facilities and a higher rate of fixed interest for the life of the account. Banks have also been getting involved in this debate recently. At a Treasury Committee hearing, Moray McDonald, Royal Bank of Scotland’s managing director of personal and business banking products, said that ending the notion of ‘’free’’ banking would enable current account providers to innovate more. And Barclays chief executive, Antony Jenkins, told ITV News that “broadly speaking, I think having a bank account that there is a price point for is a positive”. Could current account providers ditch their free banking products? That’s unlikely to happen, according to the PwC report, which says that with peoples’ appetites for free banking still strong, any individual bank could risk being left “on its own” and at high risk of losing customers if it decided to remove its free banking products. PwC says that the most likely outcome will be a gradual decline of the free-if-incredit bank account, with a move towards tiered pricing structures and the retention of a very basic free product. Consumers are also likely to see innovative new digital challenges to the current account approach which may come from technology companies, mobile providers or payments companies, the report predicts.
