FINANCIAL VIEW Don’t be a victim of new pension scams in the rush for freedom and choice, Vicky Shaw warns The pensions revolution is now under way, giving people aged 55 and over a new level of choice over what they do with their savings pots. But, with thousands of people now having access to their lifetime savings, how good would you be at spotting a pension scam from an approach by a legitimate body? The new rules mean that people with a defined contribution (DC) pension pot can take their money how they wish, subject to their marginal rate of income tax. Previously, they would have been herded towards using the pot to buy a retirement annuity, which would give them a regular income. Everyone eligible for the freedoms is being offered free guidance to help them make sense of their choices under the Government-backed Pension Wise Scheme. But while this is the start of a new era of choice for many people, it’s also a time which could see an increase in scammers trying to trick people out of their nest eggs. Tony Neate, chief executive of national internet security awareness initiative, Get Safe Online, says: “In all walks of life there’s someone ready to give advice, particularly when it comes to big life decisions like what to do with your pension. “But unfortunately some of the advice out there doesn’t have everyone’s best interests at heart. “The new reforms will undoubtedly heighten the risk of being approached by people who aren’t who they say they are, looking to steal money from pensioners.” Neate continues: “These types of criminals are clever, manipulative and will target their victims at a time when they are making big decisions about their future, whether that’s through unsolicited phone calls, emails, texts or even face-to-face conversations on the doorstep — they will try every way possible. Luckily, there are plenty of warning signs out there that can help over-55s keep their hard-earned money safe.” As you mull over what to do with your pension pot, here are some warning signs of pension scams to watch out for: ■■ You receive an unsolicited “cold call” over the phone,

via email or text message or by a doorstep caller. ■■ You receive unsolicited approaches about accessing your personal or company pension before you are 55 years old. ■■ You receive unsolicited approaches about investing money released from your pension pot under the new rules. ■■ You receive approaches claiming to be from the government offering retirement planning advice. ■■ You are asked to provide your phone number, home address or personal financial information when you are only enquiring about products on offer. ■■ You encounter pushy advisers or “introducers”, who offer up-front cash incentives or suggest “legal loopholes”. ■■ You encounter companies offering a “loan”, or a “savings advance” or “cash back” from your pension. ■■ You are encouraged to speed up the transfer process, including the “provider” using an express courier service for documents. ■■ You are not told about the possible tax consequences of withdrawing your pension cash. ■■ Documents are withheld from you, either with or without a reason given. So how can you guard against pension fraud? Talking to Pension Wise is a good start. A Pension Wise appointment will help you understand how to protect yourself from scams and report them if you see them. Don’t hand over any personal details unless you’re absolutely sure that a company is legitimate and get as much information about the background of a firm as you can. You can check to see if an adviser is registered with the Financial Conduct Authority (FCA). And finally, never be rushed or pressured into agreeing a pension transfer. Once the money is gone, it could be too late. The former Post Office building is situated in the heart of Emley village and is the current home of Michael and Helen Downes and their family. The Downes family have spent 14 happy years at Beaumont House, but are now ready for a change. However, they still want to stay in the local area close to their children’s schools, which are part of the three-tier Shelley College pyramid system. Michael, who works for Huddersfield’s Bower & Child, said: “We think the house is well over 150 years old and was originally owned by the Savile Estate. “It’s rather nice to live in a house which is part of the local village history. I suppose our family is another chapter in the history of Beaumont House. “Apparently the Mayor of Emley lived here at some point.’’ He thinks the original part of the house was built around the 1830s and was then just a two-up, twodown property. “A large extension has made the property quite a substantial house, but this was added long before we lived here. It has been done very well however and the stonework does blend in well with the original house,’’ said Michael. Together with his wife Helen, who works for Fox’s Biscuits as a product developer, Michael has enjoyed living at Beaumont House, which is much more spacious inside than you would first imagine. Students seek top-notch halls of residence No slumming it for today’s academics

MORE than 100,000 higher education students now live in privately owned halls in the UK. As the majority of UK universities struggle to house all first-year students through their traditional halls of residence, demand for alternative accommodation has expanded dramatically. Research from the Higher Education Statistics Agency reveals that the number of students now living in privately owned halls has more than doubled in seven years. Between 2007 and 2014 the figure increased from 46,000 to 102,000, with those in the industry forecasting the trend to continue. House prices increased by 0.4% month-on-month in March as ultra-low mortgage rates and cheaper stamp duty costs helped to support demand from home buyers, Halifax reported. The monthly increase in property values took the average UK house price to £192,970 and reversed a month-on-month price dip of 0.4% seen in February. Property values were 8.1% higher than they were a year ago in March, continuing a slowdown in the annual rate of growth. In February, house prices were 8.3% higher than they were a year earlier and last summer the annual rate of property price growth was as high as 10.2%.

Martin Ellis, a housing economist at Halifax, said that on a quarterly basis, house prices in the three months to March were 2.6% higher than in the previous three months. The quarterly measure rate of house price growth, which often gives a good indication of the underlying direction of house prices, increased for the third month in a row in March. Mr Ellis said: “The recent return to real earnings growth for the first time in several years, very low mortgage rates and last December’s stamp duty changes are supporting housing demand. The rising level of house prices in relation to earnings should, however, curb house price growth.”

A LOSS of momentum in the construction sector has been blamed on election jitters as building firms delay spending decisions ahead of the May poll. The headline reading from the closely watched CIPS/Markit purchasing managers’ index survey fell to 57.8 in March – where a figure of 50 separates growth from contraction. The figure is down from 60.1 in February and the lowest in three months following a slowdown in the three sub-sectors covering housebuilding, commercial construction and civil engineering. Markit economist Tim Moore said the sector was still growing at a strong pace but had lost some of the swagger seen last year. He added: “All three main categories of construction activity saw a growth slowdown in March, in part reflecting softer new business gains as some clients delayed

spending decisions ahead of the General Election.” However, he pointed out that UK construction companies were still “highly upbeat” about prospects in the next 12 months due to improving economic conditions, strong order books and a wide range of tender opportunities. Housing was the best performing sub-sector followed by commercial construction. Civil engineering output growth eased markedly on the previous month and was the weakest performing category of activity. The latest survey highlighted signs of caution among construction companies in terms of additional job hiring, with overall employment numbers rising at the least marked pace since December 2013. Cost pressures persisted last month as anecdotal evidence pointed to stock shortages at suppliers and robust demand for construction materials.

More than one in three (36%) people planning to retire this year are providing financial support to family members, increasing the pressure on future retirement incomes, according to new research by Prudential. People retiring this year who support their family financially pay out nearly £250 a month or almost £3,000 over the course of a year on average. Nearly one in eight (12%) are paying more than £500 a month to support family members. The money being provided by retirees to their dependants is most likely to be used for everyday living costs, with 11% giving money on a regular basis

to cover essentials such as food or travel. Eight per cent of the more than 1,000 people surveyed who intend to retire this year said they contribute financially to their grandchildren’s upbringing, and 6% are helping to cover the cost of at least one family member’s university education. Stan Russell, retirement income expert at Prudential, says: “The financial pressures faced by all age groups, ranging from the cost of buying a home to the cost of funding education, mean that financial commitments to family members are now not ending when retirement starts.”

Landlords set for rich harvest says GMB Private landlords could end up making huge amounts of money from the Conservatives’ plan to grant 1.3 million housing association tenants the right to buy their homes, a leading union has warned. A study by the GMB found that two out of five council houses sold in Wandsworth, SW London in the 1980s, are now owned by private landlords, who rent them to tenants. There are almost 1,000 private landlords in the

borough, owning the 6,800 council houses sold under the flagship policy of Margaret Thatcher, according to the research. One private landlord owns over 90 houses, while a further 15 own at least 10, said the GMB. A similar picture was found in other parts of the country, especially across Southern England, said the report. The GMB warned that private landlords will reap a similar “rich harvest” from the new policy of the Conservatives.

How much cash do you have in the attic? The AMOUNT of clutter in the average household could be worth more than £560, new research suggests. The study, for website VoucherCodesPro.co.uk found that we’re hoarding many items in our cupboards that we never use. According to the results, more than three-quarters (76%) of the people taking part had unused items in their home that they could sell. Music CDs and film DVDs, furniture, mobile phones, electronics and clothing were revealed as the most common unused items. When asked to estimate the average value of the items in their home that were unused and that they knew they could sell on, the average answer given was £562. Nearly 1,500 people took part in the research.

■■ People could find themselves being bombarded with a fresh wave of spam texts and calls about the new pension freedoms – just as they have received nuisance messages in the past about payment protection insurance, the privacy watchdog has warned. The Information Commissioner’s Office (ICO) fears that the new retirement flexibilities, which will start on April 6 and give people aged 55 and over more freedom over how they access their pension pot, could prompt a spate of “snake oil salesmen” seeking to get their hands on people’s cash. It warned that unsolicited messages about the reforms could be the “next PPI”, with people finding themselves receiving spam urging them to take part in pension schemes.
