The affordability of a loan by people taking their first step on the property ladder also “worsened fractionally”, with this sector typically borrowing 3.42 times their gross income compared with a multiple of 3.41 in March. The data could add to concerns that some people are stretching their borrowing for fear of missing out on their chance to get on the property ladder as house prices continue to pick up. New figures from the Office for National Statistics (ONS) also show that
first-time buyers face having to pay 10.7% more to get on the property ladder than they did a year ago, with the typical starter home now costing £199,000. However, the CML has said that current low interest rates mean that firsttime buyers’ payment burdens remain relatively low for now, with their mortgage repayments, including capital and interest, typically representing around 19.4% of their gross income. In parallel with the typical first-time buyer loan reaching a new peak, the average income of a firsttime buyer household has also jumped to the highest levels ever recorded by the CML, with the new figure standing at £37,000.

New research from Churchill home insurance reveals a growing trend for converting downstairs rooms into bedrooms in British residential properties. A survey of UK estate agents found that over half (56 per cent) said they had increasingly seen new downstairs bedrooms being created in the past few years. More than one in ten (11 per cent) of Brits say they have either recently created, or plan to create, an extra bedroom on the ground-floor, with nearly threequarters (74 per cent) of those who have converted or are planning to convert, expecting the value of their property to increase as a result.
However, they could be extremely disappointed as only a fifth (21 per cent) of estate agents say that converted sleeping space on the ground-floor adds to the value of a home. They see the main effect as a rise in potential rental income, with an average increase of 16 per cent for swapping living space for an extra bedroom. Although nearly a quarter (23 per cent) of bedroom converters say that increased property value is the primary reason for the change, the reasons for this trend are not just financial. Many homeowners are looking to help out their family, by making best use of the space they
already have in their home. A fifth (21 per cent) wanted to create a spare bedroom for occasional guests and 13 per cent wanted the extra space for an adult son or daughter who was moving back home. Over one in 10 (11 per cent) converted sleeping space on the ground-floor for their elderly relatives and an equal amount converted it for someone who was unable to climb the stairs, or for making extra room for a child that had outgrown their previous bedroom. Martin Scott, head of Churchill home insurance, said: “Putting in a downstairs bedroom can be a very practical solution for home-
owners, whether they may be finding space for a growing child, helping to care for elderly relatives or making visiting friends feel more comfortable. The cost of converting a downstairs room is likely to be significantly less than moving home, so whilst high property prices continue to be an issue, homeowners are making sensible changes to what they already own. “Increases in the number of bedrooms or occupants within the household could affect home insurance cover and policy limits. Therefore, it is important homeowners make their insurer aware of changes to their properties.”
Consider buy-to-let to beat poor interest on savings With savings returns very low and the stock market in turmoil, people are considering property as the wise place to invest their money. This has become more attractive given the continued rise in rental income from property and the demand that rental properties are in from tenants. Conerstone estate agent says a typical twobedroomed terrace cottage in the Holme Valley with a purchase price of £100,000 with an average rent of £500 per month (£6,000 per annum) would represent a return on the
investment of 6% per annum, which is attractive, given the prospect of healthy increase in value of the house over the long term. It may also be possible to use funds held in a pension to purchase a property prior to retirement. But not everyone is lucky enough to have £100,000 in the bank or pension funds. A more likely scenario is where people would take out a buy-to-let mortgage. Taking the same example of the £100,000 house, says Cornerstone, a typical deposit would be 25% (meaning £25,000) and borrowing £75,000 on an interest-only
mortgate. Dale Mortgage Brokers (01484 864017) advises that a typical mortgage payment would be in the region of £250 per month on a two-year fixed-rate mortgage. Compared with the £500 rent, this would still generate a £250 per month surplus (£3,000 per annum), which could be a valuable top-up to current income or to pay-off the mortgage amount. Some owners may be willing to negotiate on their asking price and it is an investment worthy of serious consideration.

Payday loan borrowers are paying the price for REAR VIEW a lack of competition in the market. Vicky Shaw reports The £2.8billion payday loans industry is undergoing an investigation to discover what potential benefits consumers could gain if certain steps were taken to inject more competition into the market. While the full report won’t be out until later this year, the Competition and Markets Authority (CMA), which is carrying out the probe, has just released a snapshot of the problems it’s uncovered so far – and what it proposes to do about them. The watchdog estimates that the typical payday loan customer pays up to £60 a year over the odds because of a lack of price competition in the industry. Part of the problem is that borrowers often focus on how quickly they can get the cash rather than the overall cost. To make it easier for people to shop around to get the best deal, the watchdog is proposing that an independent price comparison website should be set up. This would present someone looking for a shortterm loan with a table of possible lenders and the overall costs involved, specifically tailored to their needs. The CMA also suggests lenders should be forced to clearly tell a customer up front what the total cost will be if they fail to pay back their loan on time and give out periodic statements showing the long-term cost of their debt. Other possible measures include clamping down on lead generators – these are “middlemen”, who sell customer applications to the highest bidder. The CMA is therefore proposing that lead generators should explicitly spell out their commercial relationship with lenders. Whatever is decided in the final report, the one thing that seems clear is that consumers’ need for short-term loans isn’t going to die down any time soon. Simon Polito, chairman of the payday lending investigation group and CMA deputy panel chairman, said: “Short-term loans like these meet a very clear need for around 1.8million customers a year.
“This level of demand isn’t going to go away so it’s important to ensure that this market works better for consumers.” Another possible ways to breathe new competition into industry, some debt advice charities believe, is for lenders which are more established on the high street to step in and fill the gap. For example, Gillian Guy, chief executive for Citizens Advice, suggests it’s time for banks to start offering “responsible micro loans”. “For consumers to have real choice in the payday loans market, they need more responsible short-term credit options, not just the ability to c h o o s e between existing providers.” However, in its provisional findings, the CMA suggested the generally negative reputation of the payday loans sector puts some financial firms off entering that market. Further clampdowns on the sector will keep coming though. The Financial Conduct Authority (FCA), which has a remit to put consumers’ interests at the heart of what it does, will launch a consultation this summer to look at what level the overall cost of a payday loan should be capped at. And from July 1, payday lenders will have to include risk warnings on print and television advertising. Payday firms will also be banned from rolling over a loan more than twice and they will only be able to make two unsuccessful attempts to claw money back out of a borrower’s account by using a recurring payment. The FCA took over regulation of the sector in April and it has previously said it expects around one quarter of payday firms will find its higher consumer protection standards too tough to meet, forcing them to quit. Certainly, this “hands on” approach by the regulators already seems to be having a strong impact. According to analysis by the Financial Times last month, at least one third of the UK’s 210 payday lenders had failed to apply for permission to operate under the new regulatory regime.
