Rightmove, which carried out the research, also estimates that fewer than one in every 100 properties currently on the market would be affected by the proposed levy. Its survey of 2,700 people carried out last week found that 38% of people believe that a mansion tax would be unfair. But more than half (52%) of those surveyed think that it would be fair to introduce such a tax. The remaining 10% were not sure either way. Rightmove’s analysis of its own website found that less than 1% of properties for sale have a price tag of over £2 million. Nearly threequarters (72%) of these properties are in London, while one in six (16%) are in the South East. Labour’s mansion tax plans were unveiled this month and would have the objective of boosting funding for the NHS. They have been criticised by estate agents as being effectively a tax on people living in southern England, which already bears the brunt of stamp duty charges due to higher house prices there. Rightmove director and housing market analyst Miles Shipside said: “If the mansion tax is introduced, those sellers who have had their homes valued at over £2 million will need to lower their expectations on the deal they’ll be able to get, in the same way stamp duty bands affect asking prices. “Whilst it could help raise funds for other causes, according to our survey there are a large proportion of people who wouldn’t be affected by it who still think it’s unfair. “Other policies that could be considered are scrapping stamp duty for first-time buyers and far more wide-reaching commitments to build a lot more ■■ Research has found various views on Labour’s proposed mansion tax houses.”
House builder and property firm Miller Group has scrapped plans to float its housing unit, blaming volatile financial market conditions. The move comes after Nationwide earlier this week said house prices in September fell back 0.2% from a record high, registering the first month-on-

The Miller Group, which also includes commercial development and mining operations, did not reveal if it would plan to float its homes unit again.
Vodafone UK has teamed up with the National Association of Local Councils and Countryside Alliance to encourage more communities to apply to its Rural Open Sure Signal programme. The national programme gives 100 rural communities across the UK the opportunity to have mobile coverage for the first time. The programme is a communityled initiative, which is giving 100 rural communities, in poor mobile coverage locations across the UK, the opportunity to receive 3G mobile access. Small businesses and community councils are urged to actively engage with their local villages to apply for the installation of Vodafone’s innovative Open Sure Signal technology. The national programme closes for applications on October 14, 2014. Using ‘open femto’ technology, Vodafone Open Sure Signal provides a Vodafone 3G signal in areas which traditional mobile coverage has been unable to reach. About the size of a domestic broadband box and in a range of colours, the units use existing broadband services to
deliver the Vodafone 3G mobile signal. The units can be installed on any number of buildings, including village halls, pubs, shops and homes across the community to ensure widespread mobile coverage. The benefits of mobile connectivity in rural communities are enormous — from all important calls to family and friends to local enterprises having mobile signal to help make their businesses work better. Jeroen Hoencamp, Vodafone UK chief executive, said: “The Vodafone Rural Open Sure Signal programme has received a tremendously positive response since its launch in July 2014. Sam Wylie-Harris rounds up the tools of the trade for hard-wearing and cutting-edge style Contemporary, cool and a little bit edgy, the industrial trend can be defined in many ways. But it’s the strong lines, raw finishes and metallic tones, designed to mirror the urban architecture, that’s inspired interior designers to create modern living schemes that are slick and hard to resist. Functional and fuss-free, but with a nod to heritage, it’s a clean look that has traditionally been seen as a masculine one. However, women have also demonstrated an equal love for industrial style in recent years, and while it lends itself well to bachelor pads, it can also be channelled by anybody hankering after a touch of loft-style living. This applies to family homes too, because, the good news is, despite bare and exposed being a key characteristic, this look can still bring warmth and comfort – without the need for expensive curtains and cushions. And best of all, it’s a great excuse to declutter. Here are some top tips from the experts to take the hard work out of mixing these tough materials, and make a style statement that flows from room to room. TOUGH LIVING Simple and understated, colour and texture are key, and the industrial look is all about metallics, distressed surfaces and raw wood. But giving your lounge or living room an industrial-style makeover doesn’t mean stripping it of all soft touches. “It’s a very tactile style, so it works well in the living room,” says Kate Hassard, marketing manager at Sofa.com. Of course, leather sofas – ideally suitably battered and brown – are most synonymous with the industrial look. And while these are an investment which will never go out of style, if the budget doesn’t stretch, or you simply don’t want leather, that doesn’t mean your industrial action is over. “Start with a relaxed corner sofa in a cool, neutral fabric with texture, such as wool,” suggests Hassard. “Soften the look with cushions, or a throw with a shimmer of silver, glow of copper or glint of brushed steel. And if you don’t have an exposed brick wall at home, make a feature with what you do have.” Indeed, some vintage and antique frames propped in a casual stack, studio floor lamps, factory-style ceiling lights and a mix of vintage and rustic pieces here and there will go a long

way, and you’ll soon realise there’s no need to call in the builders to remove the plaster and clean the bricks. “If exposed brickwork, concrete surfaces and pared-back minimalism feels a step too far, then incorporate statement pieces, such as a smart clock or statement bookends, for added emphasis,” suggests interior designer Joanna Wood. Allowing functional items that would normally be hidden away, such as a radiator, to become focal points, is an integral part of the trend for that unfinished, slightly edgy feel. Plus, the warmth they emit will form a stark contrast to the polished metals and pared-down surrounds. MEATY EATERY For a chef’s perk, and a hard-working centrepiece that combines all the elements, it has to be a range cooker. With its professional-looking stainless steel finish and top-notch cooking capacity, it oozes industrialism, yet somehow remains homely. Struggling to keep up with developments in GARDEN the housing market? Vicky Shaw attempts to cut the confusion
On the one hand, a string of headlines has brought the news that house prices have reached record highs. On the other, a wave of reports suggests demand in the market is calming down amid a growing mood of house hunter caution. Another aspect of the market which appears pretty contradictory is mortgage rates. In recent months, speculation has grown over the prospect of the Bank of England starting to increase from its historic 0.5% low, which will eventually push up costs for borrowers. But as this debate has raged, a mortgage price war has broken out, with many lenders actually making their rates cheaper. All this can make for confusing reading for people trying to keep track of the housing market. So, to cut through any confusion, firstly let’s deal with the new mortgage price war. A string of lenders, including Halifax, Metro Bank, Barclays, Nationwide Building Society, HSBC, and Virgin Money have all sharpened up their prices recently. So what’s behind the fresh wave of mortgage rate cuts? Well, experts offer various possible clues. They suggest some lenders may be looking to meet particular end-ofyear targets, so they’re ramping up their efforts to pull customers in by polishing up their mortgage deals. Secondly, swap rates, which lenders use to price their loans, have been declining, meaning that lenders’ own funding costs have reduced slightly. Thirdly, some analysts have suggested that some lenders may still be sitting on cash they received as part of a Government scheme called Funding for Lending. This scheme launched in 2012 and gave lenders access to cheap finance — on the condition they passed on the benefits of getting this money to borrowers. The initiative was refocused in 2014 away from households and towards helping businesses. It’s also been suggested that the mortgage price war is a sign of lenders getting to grips with stricter mortgage lending rules. Launched in April, the new rules introduced under the Mortgage Market Review
(MMR) force lenders to demand more evidence from people applying for a mortgage to back up what the applicant says about their spending habits. This is so that the lender can make sure that the borrower can truly afford their home loan, both now and when interest rates rise. And now to tackle another seemingly contradictory message — why have some reports shown house prices hitting new records as others have pointed to the market cooling off? Well, this is not necessarily a case of who’s right and who’s wrong. Many house price reports have a time lag of a couple of months, while other property market surveys give a more up-todate “snapshot” of current trends. This means that sometimes you need to piece various bits of information together like a jigsaw to get the full picture. So, for example, some figures released last week by the Land Registry showed London house prices have leapt by 21.6% annually in the strongest annual growth seen in the capital for 14 years. As this news emerged, a separate report from property analyst Hometrack said that the London market is seeing a pronounced slowdown. But the Land Registry figures were for the month of August, whereas Hometrack’s were more recent, covering September. The Land Registry records the prices of houses which have actually sold. Hometrack asks estate agents and surveyors about achievable selling prices, making its survey more of a forward-looking indicator of what is likely to happen next. When taken together, the two reports point to the pace of house price growth cooling in the coming months in the wake of some previous strong gains. This chimes with a recent prediction from the Bank of England, which expects the pace of house price growth across the UK to halve by next spring. And this trend of a calmer housing market which has been seen in the more immediate “snapshot” surveys is also now starting to filter through into some house price studies, with the Nationwide reporting this week that house prices edged down slightly in September from an all-time high seen in August.

There’s a real community feel and we are near to good schools, a garden centre and other amenities, yet on the edge of beautiful countryside.’’ The south-facing Stonewood House is perched on the hillside in Near Bank, which means it has fabulous panoramic views. Approached by a paved driveway, the main entrance is via spiral stairs which lead the visitor into a hallway, which is right in the centre of the tower. Laid out over three floors, this house is very spacious with something different around every corner. Entry is via the middle floor into a hallway, which leads through into a spacious lounge and conservatory that both take full advantage of the views. The lounge has a feature fireplace and a tumbled limestone floor, which continues through into the conservatory. Both these two rooms have underfloor heating.
