ever in the history of our movement have we had more at stake. Everything we’ve fought for, and everything we’re still fighting for, is on the ballot this November. And that’s why in 2016, the Human Rights Campaign hit the ground running — endorsing early, activating our grassroots army of nearly 2 million members and supporters, and ensuring voters all across this country know exactly who will fight for full federal equality and who will stand in our way. We’re mobilizing and organizing the LGBTQ electorate in this country like never before to make certain Hillary Clinton and Tim Kaine succeed President Obama and Vice President Biden as our next champions in the White House. Let’s be clear: Donald Trump and Mike Pence are the gravest threat our community have ever faced in a presidential election. They have vowed to roll back all the progress we’ve made under President Obama. Donald Trump signed the pledge to support Kim Davis-style discrimination in our federal laws. He has given a full-throated endorsement of North Carolina’s HB2, and cozied up to brutal dictators like Vladimir Putin who have relentlessly attacked LGBTQ people. Trump has promised to repeal every one of President
Obama’s executive orders, including those protecting our community from discrimination. And he has said he would appoint a U.S. Supreme Court justice to repeal nationwide marriage equality. Donald Trump has built his campaign by stoking ignorance and fear toward LGBTQ people and so many others. And we cannot allow them to succeed in November. It’s within our power to swing this election and change the course of history. If you don’t believe me, just look at the last presidential election. There are 10 million LGBTQ voters in the United States today. In 2012, President Obama won by just under 5 million votes. And in key battleground states like Florida, North Carolina, Nevada, Ohio and Virginia, the number of LGBTQ people of voting age is double the margins of victory. What we do now will determine what kind of America we wake up to November 9. That’s why we launched #TurnOUT, an unprecedented voter mobilization campaign to get LGBTQ voters and our pro-equality allies to the polls. I’m personally asking each and every one of you to vote — and then find five more friends or family members and make it your mission to get them to do the same. And we need you to not just vote for Hillary Clinton, but for pro-equality candidates up and down the ballot, because we need a pro-equality Congress too. We can’t afford to wake up November 9 wishing we had done more. The moment for action is now. Thank you for helping us make history in 2016 and beyond!

Channeling anger into action, finding common ground and strategic planning… … all of these are some of the lessons of leadership that former HRC President Joe Solmonese shares in his new book, The Gift of Anger: Use Passion To Build Not Destroy. During Solmonese’s seven years at the helm, HRC became a model for other organizations working to make change despite huge hurdles. HRC’s crucial role in passage of the federal hate crimes act, the repeal of “Don’t Ask, Don’t Tell” and the repeal of the Defense of Marriage Act were key stepping stones toward the LGBTQ movement’s power today. “Joe’s ability to take the long view is anything but effortless, yet readers will find, as I have, that with careful attention, anything is possible,” writes Judy Shepard, president of the Matthew Shepard Foundation, in the book’s foreword. “We all have something to learn from him.” [Berrett-Koehler Publishers, Inc.]

The HRC Foundation is unveiling Parents for Transgender Equality, a groundbreaking, nationwide council of parent-advocates to educate the country about the lives and needs of their transgender children. Also this fall: The HRC Foundation’s Supporting & Caring for Transgender Children, released in partnership with the American Academy of Pediatrics and the American College of Osteopathic Pediatricians, answers community members’ questions about transgender children. In addition, HRC has released two video series, Dads for Transgender Equality and Moms for Transgender Equality, telling their families’ stories.

RALLYING FOR THE VOCAL MAJORITY. Former U.S. Rep. Gabby Giffords of Arizona; her husband, retired NASA astronaut Capt. Mark Kelly; and HRC President Chad Griffin launched a 14-state, 6-week national bus tour to rally Americans who support commonsense gun violence prevention laws and urge them to vote. On Sept. 27, the first day of the 2016 Vocal Majority Tour, Griffin hosted a roundtable in Orlando, Fla., saying that 49 LGBTQ people and allies at the Pulse nightclub “were murdered simply because of who they are, and because it is too easy in America today for a dangerous person to buy a dangerous weapon.” Griffin urged Americans to “elect candidates up and down the ballot who not only stand up for the equal dignity of the LGBTQ community, but stand up for our right to live and love free from fear and violence.”
Around the world, often at great personal risk, LGBTQ activists hold Pride events that range from a handful of attendees to massive celebrations. Each year, HRC Global partners with a number of Prides to help LGBTQ communities raise their visibility. This summer, these included Lithuania, Jamaica, Uganda, Nepal and Vietnam. HRC sponsored the opening reception for the weeklong Pride celebration in Uganda, which was abruptly cut short when the police raided a subsequent evening event and arrested more than a dozen community leaders.
GOODBYE, ROY! Alabama Supreme Court Chief Justice Roy Moore has been under investigation this year for ethics charges brought against him due to his obstructionist tactics related to marriage equality. HRC Alabama led a statewide campaign, called #NoMoore, which drove attention to his anti-LGBTQ actions and record of unethical judicial behavior. HRC Alabama hosted rallies and news conferences at his hearings in Montgomery where HRC bought billboard space to unequivocally say #NoMoore to unethical, discriminatory actions by elected officials in the state. On Sept. 30, Moore was suspended over his defiance on marriage equality. WWW.HRC.ORG

he nation’s 10 million LGBTQ adults of voting age, and their supporters, have the power to swing this election and change the course of history on Election Day. The Human Rights Campaign has been mobilizing like never before to ensure that happens. HRC has rolled out the most robust get-out-thevote effort in its more than 35 year history, reaching beyond HRC’s own 2 million members and supporters for the first time with a dynamic new model that makes possible some of the most sophisticated targeting ever of potential pro-equality voters.

… HRC & THE 2016 ELECTIONS The mission of HRC’s #TurnOUT campaign has been clear: electing proequality champions Hillary Clinton and Tim Kaine to fight for our full federal equality. In stark contrast, Donald Trump and Mike Pence have promised to roll back every major piece of progress we’ve made under President Obama, waging their campaign by stirring up ignorance and fear toward LGBTQ people and so many others. HRC worked to turn out the vote for all pro-equality candidates up and down the ballot — the country needs a pro-equality Congress, too. HRC’s new model uses years of polling conducted
for the organization, public voter files and available data on voters not yet affiliated with HRC but who have demonstrated an openness to creating a more equal and fair society. It allowed HRC to reach out directly to hundreds of thousands of potential pro-equality voters in crucial swing states — including more than 400,000 in North Carolina alone, and a huge cohort of millennial voters — through both new and traditional means. HRC made phone calls and employed an online persuasive advertising campaign that is unprecedented for the organization.
HRC’s historic effort this year, including deploying more than 100 staff members to battleground states and races, reflects the reality that LGBTQ equality is no longer a wedge issue, but one embraced by a clear majority of Americans, and particularly younger Americans. Being anti-LGBTQ is now a liability. “Our GOTV effort this year represents a new dimension of our work,” said HRC President Chad Griffin. “We expect to replicate it in the years ahead as we mobilize the growing numbers of equality voters across the country to fuel our efforts to ensure full equality for LGBTQ people.”

onald Trump has made the contrast between himself and Hillary Clinton all too clear. While Trump has had to defend nearly daily controversies of his own creation, Clinton has been on the campaign trail talking to voters about the future — and not herself. In their first debate, she stood strong against a raging, incoherent Trump before millions of viewers. “Tonight, we heard from two candidates

Last year, Pence became a national disgrace for his “license to discriminate” bill that could have allowed businesses to deny service to LGBTQ people and for further defending the bill despite an outcry from the business community and a majority of Indiana voters. His bill cost up to 12 conventions and $60 million in lost revenue in Indianapolis alone, its tourism agency estimated. But Pence’s virulent anti-LGBTQ activism is no surprise. It’s a cornerstone of his entire political career. ON MARRIAGE EQUALITY Pence opposed the U.S. Supreme Court’s nationwide marriage equality ruling, saying, “Like many Hoosiers, I believe marriage is the union between one man and one woman… .” After the Defense of Marriage Act (DOMA) — which barred legally married

same-sex couples from having their marriages recognized by the federal government — was ruled unconstitutional, he urged amending Indiana’s constitution to outlaw marriage equality. ON NON-DISCRIMINATION PROTECTIONS While in the U.S. Congress, Pence voted against the Employment NonDiscrimination Act. He opposed the repeal of “Don’t Ask, Don’t Tell,” saying it would turn the military into “a backdrop for social experimentation.” He also voted against the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act, calling it a “radical social agenda.” His more recent notorious “license to discriminate” bill was no surprise. ON TRANSGENDER EQUALITY Pence opposed guidance earlier this year from the U.S. Department of Education that clarifies that transgender

students have a right under Title IX of the Education Amendments of 1972 to access restrooms consistent with their gender identity. Pence declared: “The federal government has no business getting involved in issues of this nature.” ON HIV & AIDS, CONVERSION THERAPY Pence opposed funding to treat HIV unless it was offset by cuts to programs that he claimed “celebrate and encourage the types of behaviors that facilitate the spreading of the HIV virus.” He preferred funding harmful conversion therapy programs that would seek to change “sexual behavior.” Last year, because of Pence’s moral opposition to needle-exchange programs, he dragged his feet on supporting a program in the state (to combat an HIV outbreak related to needle-sharing among opioid drug users) that was later deemed “preventable.”

Kaine’s first executive action as governor of Virginia was to sign an order banning discrimination against state employees on the basis of race, sex, color, national origin, religion, sexual orientation, age, political affiliation, veteran status or disability. While in the U.S. Senate, Kaine advocated for full federal equality and joined an amicus brief to the U.S. Supreme Court declaring the Defense of Marriage Act unconstitutional. f every eligible voter in the LGBTQ community voted on Election Day, more pro-equality candidates could take office in Washington — and advance equality as well as thwart opponents’ efforts to dismantle our successes. The Human Rights Campaign PAC has endorsed more than 200 candidates vying for the U.S. Congress. All support LGBTQ equality, saying they will push forward on issues such as non-discrimination protections, transgender rights and marriage equality.
U.S. SENATE Maggie Hassan (New Hampshire, D) While serving in the New Hampshire Senate, Maggie Hassan was a strong proponent for marriage equality, which became law through the legislature. As governor, she has strengthened the law by recognizing out-of-state licenses as of their effective date. Just this year, she signed an executive order protecting transgender people in the state workforce. Hassan would be an outspoken supporter of the Equality Act, supports HRC’s pro-equality work, and is pro-choice. Polls have shown this will be a very close race with two very well-known candidates.

U.S. HOUSE OF REPRESENTATIVES Val Demings (Florida, D-10th) For 27 years, Val Demings served in the Orlando Police Dept. and in her last three years, she was Orlando’s first-ever female chief of police. Demings, a Democrat, supports marriage equality, the Equality Act and other LGBTQ-related measures. As a result of redistricting ordered by the Florida Supreme Court, the seat became more Democratic. Incumbent Rep. Daniel Webster is seeking re-election in a neighboring district where a GOP colleague is retiring. Angie Craig (Minnesota, D-2nd) Angie Craig and her wife, Cheryl, have long been active with HRC in the Twin Cities. Craig and her former partner, Debra Langston, successfully fought — as high as the Tennessee Supreme Court — to be legal parents and have custody of their son, who was born in Tennessee. As the human resources director of St. Jude Medical, Craig led the company to adopt better, LGBT-friendly policies and become the first big company in Minnesota to oppose the 2012 anti-marriage constitutional amendment and to support marriage equality. Craig is seeking the open seat of retiring Rep. John Kline, a Republican. GOP candidate Jason Lewis — a longtime, conservative radio host — has made inflammatory, over-the-top statements about women and minorities for years. Josh Gottheimer (New Jersey, D-5th): GOP Rep. Scott Garrett holds many extreme positions, especially on issues of equality. In 2015, he told a gathering of Republicans that he would not contribute to the National Republican Congressional Committee — an organization
HRC is working tirelessly to turn out the vote across the country, especially in crucial battleground states, and has sent scores of staff into the field to work with HRC members and the community to help elect pro-equality candidates for Congress — and the White House. dedicated only to electing House Republicans — because the committee had supported an openly gay candidate in 2014. Standing up to Garrett and his bias is Democrat Josh Gottheimer, a former Clinton Administration official. Gottheimer supports equality for all and has helped shine a spotlight on Garrett’s extremism. Several major financial institutions have pulled their longtime support of Garrett over the issue, despite his chairing of a key Financial Services subcommittee. Monica Vernon (Iowa, D-1st) Having served eight years on the Cedar Rapids Council, Monica Vernon had been an outspoken proponent of marriage equality in Iowa. If elected, the Democratic nominee would co-sponsor the Equality Act and support pro-equality legislation. She faces staunch conservative Rep. Rod Blum, who won in 2014 by a 51-49% margin. Blum, whose first act was to oppose House Speaker John Boehner, has opposed HRC on every vote this Congress. He is not a co-sponsor of the Equality Act nor a supporter of marriage equality. Pundits say Blum is one the three most vulnerable incumbents in the House.
“When my husband and I got married after waiting 22 years, so many of you expressed your support. Will you now look me in the eye and say it would be OK for me to lose my job over it?” Openly gay U.S. Rep. Sean Patrick Maloney (NY, D-18th) to his colleagues before a vote on a motion to remove language allowing anti-LGBT discrimination from an annual defense authorization bill. “This is about whether we will reaffirm equal rights or rationalize discrimination,” said Maloney, co-chair of the Congressional LGBT Equality Caucus, who has been leading the charge to ensure that taxpayer dollars are not used to fund discrimination. As Election Day nears, the Human Rights Campaign is working 24/7 to remind voters of their opportunity to put pro-equality leaders into office. One state, in particular, where HRC is mobilizing voters is North Carolina. The goal: to elect a governor and state legislative leaders who will repeal HB2, one of the most horrific, anti-LGBTQ laws in the United States.
“North Carolina is Ground Zero for the LGBTQ movement this fall,” according to Marty Rouse, HRC’s national field director. If Gov. Pat McCrory and state legislators who supported HB2 are re-elected, there could be dire repercussions countrywide. When antiLGBTQ lawmakers in other states see that McCrory and the others are able to stave off pro-equality foes at the ballot box, they could push ahead with similarly hateful legislation. “The fallout could be significant,” he said. For months, HRC has been mobilizing its members and supporters across the state to go to the polls. It has worked with Equality North Carolina, the statewide LGBTQ organization, and other coalition groups to organize week-
ly phonebanking, canvassing, Days of Advocacy with state legislators and more. In August, HRC and Equality North Carolina announced their endorsement of Roy Cooper for governor. A staunch advocate for equality, Cooper has promised to work to repeal HB2, stand up for common decency and fight to pass statewide, LGBTQ-inclusive non-discrimination protections — a vivid contrast to McCrory’s long history of hateful rhetoric. As attorney general, Cooper refused to defend the constitutionality of HB2 in court and opposed the state’s 2012 marriage ban. In addition, HRC and Equality North Carolina endorsed a slate of other pro-equality candidates for state continued on p. 15

NC, a project to mobilize pro-equality voters and elect pro-equality leaders in Raleigh. “The LGBTQ vote has the power to impact elections up and down the ticket in North Carolina,” said JoDee Winterhof, HRC’s senior vice president of policy and political affairs. An estimated 331,000 LGBTQ adults of voting age live in the state — a substantial population given that the state was won in the last three presidential elections by an average margin of 180,500 votes. A national survey released in August by the nonpartisan Public Religion Research Institute found that the majority of Americans oppose anti-equality laws promoted by McCrory and others. A poll in North Carolina released that same month showed that HB2 was hurting McCrory in his re-election race. “Seven in 10 voters (70%) feel the passage of HB2 has been bad for North Carolina’s reputation,” the Monmouth University poll found. McCrory, Senate President Phil Berger and House Speaker Tim Moore rammed HB2 into law in just 12 hours and later refused to repeal it months later, despite the enormous uproar, harm to millions across the state and loss of $450 million of commercial revenue from the NCAA, ACC, NBA and others. HRC helped spearhead the push for HB2’s repeal, rallying major businesses, CEOs, leading artists and allies across movements and standing behind the U.S. Department of Justice as it took the state to court over the law.

race yourself for a deluge of hard-hitting attacks on LGBTQ people next year by a number of Texas state
legislators. After a yearlong break in 2016, the statehouse will reopen its doors in January, and its anti-equality members are sure to renew their efforts to enshrine discrimination into law. “We expect that LGBTQ issues will be front and center in Texas as legislators return,” said Jeremy Pittman, the Human Rights Campaign’s deputy national field director. “It’s going to be a key battleground state.” In 2015, HRC and its coalition partners worked nonstop to defeat more than 20 anti-LGBTQ bills in Texas, including four that directly attacked transgender people, nine that attacked marriage equality, and six that claimed that “religious liberty” could be used to authorize anti-LGBTQ discrimination. Meanwhile, powerful political leaders in the Lone Star State have used every opportunity this year to push bigotry forward. Texas Attorney Gen. Ken Paxton is leading a multi-state effort to challenge in court the Departments of Justice’s and Education’s guidance on transgender students. Further, Paxton’s office has secured from a U.S. District Judge a nationwide injunction against enforcement of the guidance. Texas Lt. Gov. Dan Patrick was one of the first state officials to attack the guidance, saying that it would go
“straight into the shredder” and vowing that such issues would be addressed in the 2017 state legislative session. He also declared that the state was prepared to forfeit billions of dollars in federal funding over the issue. Patrick — a former right-wing talk radio host popular among the state’s social conservatives — holds one of the most important positions in Texas govern-

When the Fort Worth School District rejected Patrick’s attacks on its positive transgender guidance, he applied public pressure with a flurry of news conferences and media releases. Longtime HRC volunteer leader Meghan Stabler warns that the battle over who exactly can use which bathroom is coming to Texas. This issue has become an explosive national debate: the right of transgender people — those who consistently identify with a gender that doesn’t correspond with their assigned sex at birth — to decide which bathroom to use. “This isn’t about equal rights,” Patrick has declared. “This isn’t about being against anyone or anti-any person.”

effort to help prepare them to take HIV-inclusive organizations in their state to the next level. Sherry, and her colleagues in HRC’s HIV 360° Fellowship Program, which is made possible by support from the Elton John AIDS Foundation, are all under age 35 and help head community-based groups and initiatives in two dozen states. in the city’s prison and policing policies. You describe yourself as a “trans revolutionist.” Tell us about that. I’m a trans woman who wants to change the world. I’m not someone that’s just sitting around talking about it, but actually doing what I can to bring about change! … For over the past year, I’ve been working with Positively Trans, a constituent-led initiative of the Transgender Law Center that supports transgender people living with HIV. I provide input in the survey design and strategize community organizing in Louisiana.
I’m interested in advocacy for transgender sex workers, who are most impacted by HIV and often experience harassment and violence. I work with transgender people in the South and advocate to repeal HIV criminalization. Paint a picture of the HIV epidemic in your town, since the rebuilding after Katrina. HIV has impacted many queer and trans individuals in New Orleans — many who are people of color. Housing and lack of job opportunities here are definitely a dayto-day struggle for many queer and trans youth of color. Many don’t utilize the resources (and are unaware of their HIV status) because of the stigma that’s attached to HIV, especially in low-income communities. Homelessness is a real barrier as well. Many queer and trans people have nowhere safe to store medication, let alone a place to take it. Meanwhile, inadequate healthcare because of stigma and discrimination is a struggle many of us face. Navigating through society, with its homophobic and transphobic violence, can also be very challenging. It was an underground railroad of resources created by a low-income, marginalized group of trans women that enabled me when I was 16 years old … to choose a pathway to my own survival and liberation. What is the biggest misconception about being trans? Many folks believe that trans people are disposable. This faulty way of thinking and lack of understanding is literally killing us. Just this year alone, we’ve already had 20 trans people, both men and women, murdered. How many of us have to die before you get involved? Any key takeaways from the first HIV 360° retreat, “Leading People and Organizations”? I experienced so much about myself and experienced so much growth in just five days. The workshops were informative and challenging — and I received plenty
