WELCOME LETTER
Beloved Utah Community:
These are not easy times. The political climate has gone from divisive to hostile. Intolerance is transforming into violence. Transgender children in Utah are going back into the closet at school. Utah educators hesitate discussing diversity and inclusion for risk of punishment. People fear what it means to have an unplanned pregnancy in our state. These experiences result from oppressive legislation, judicial overreach, and rhetoric designed to stoke fear, confusion, and discord. History will recall this moment in time as an erosion of our democratic institutions—but know that the Human Rights Campaign (HRC) works daily to advocate for fairness and equality for all people, including LGBTQ+ communities.
By attending tonight’s event—yes —we support the efforts of HRC to activate the equality vote and ensure protections LGBTQ+ individuals. Yes —we support the initiatives of the HRC Foundation to provide resources and supports to our most disenfranchised LGBTQ+ communities. Tonight, we also celebrate queer joy, rejoice in self-liberation, and proclaim adoration for our beloved community. Take a deep breath and notice the beauty that comes from being in this sacred space.
So, we have a lot on our agenda. We need to push back on the tides of hate. We need to acknowledge and support all dimensions of our LGBTQ+ community. We need to fundraise to support the efforts of HRC. And we need to connect with our humanity and celebrate the rich LGBTQ+ tapestry in Utah.
From the depths of our hearts, thank you for supporting tonight’s event, The Human Rights Campaign, and your local Utah steering committee.
CHRIS DAVIDS AND CHRISTINE HUBBARDUS STATE REP. JENNIFER PLUMB
Dr. Plumb is a Utah native, born in Salt Lake City. She attended UCLA for her undergraduate training and went on to obtain her Master of Public Health and MD degrees at the University of Utah. After that, she went off to complete her medical residency training in Pediatrics at Rileys Children’s Hospital/Indiana University and her Pediatric Emergency Medicine here at Primary Children’s Hospital.
In addition to seeing patients in the pediatric ER, Dr. Plumb is very active in our community as an advocate for issues surrounding substance use, abuse, and prevention. In 1996, Dr. Plumb lost her younger brother Andy to a heroin overdose. Because of that Dr. Plumb has dedicated her life to fighting the opioid crisis, over 7,000 lives have been saved by everyday non-medical community members equipped with Naloxone (an opioid reversal drug). Dr. Plumb was vigilant in getting bipartisan support from the legislature to allow all individuals to carry Naloxone and has opened Andy’s Utah Naloxone Clinic in downtown Salt Lake City. Dr. Plumb continues to educate and train physicians, medical groups, law enforcement agencies, government agencies, and community members all across the state on the use of Naloxone.
Dr. Plumb is also a proud mother to an amazing transgender daughter and an advocate for our transgender youth and community members. She has been squarely centered in guaranteeing that our transgender community members are protected against threats to their ability to receive quality lifesaving and affirming medical care and supported in all spaces to participate in all activities.
In her free time, she loves to spend time at the cabin in the mountains, fishing by the lake with her family and friends, or just being around her crew of senior rescue dogs.

THE OUT FOUNDATION COMMUNITY AWARD
The Out Foundation was started in the spring of 2017 when three gay men, all graduates of the LDS Church-owned Brigham Young University, wondered where all the other LGBTQ+ alumni were and who supported them. They knew they were not the only ones and they knew that while they had survived attending BYU, many others did not, and many others were still coping with the trauma they experienced while attending. Since then, The Out Foundation has strived to empower the LGBTQ+ students and alumni of Brigham Young University in achieving their intellectual, social, and professional potential. They do this by meeting the needs of our students and alumni through providing funding for therapy, transfers to other, safer schools and scholarships for LGBTQ+ students at BYU-Provo, BYU-Idaho, BYU-Hawaii and Ensign College. They also work diligently to document and share the stories of students and alumni in order to validate their experiences in hopes to provide support and change the way that students face the challenges caused by the policies at BYU and associated schools.

WHAT WE DO
The Human Rights Campaign is America’s largest civil rights organization working for lesbian, gay, bisexual, transgender and queer equality. Since 1980, we have been fighting for a better future for LGBTQ+ Americans. We are now working tirelessly to pass the Equality Act, which will soon head to the U.S. Senate for consideration, fight back against a multitude of anti-LGBTQ+ legis-lation in states nationwide and ensure everyone in our community is treated with dignity and respect. While our opponents are emboldened and on the attack, the Human Rights Campaign and our grass-roots army of more than 3.2 million members and supporters are energetically defending the rights we’ve gained and ramping up our fight for full equality across the board.
ANTI-EQUALITY LEADERS AND LEGISLATION
The alarming spate of anti-LGBTQ+ bills introduced across the country in 2020 has continued to surge in 2021. These include bills that would prohibit transgender youth from receiving genderaffirming care and bills that would prohibit transgender youth from participating in sports. This wave of anti-transgender legislation harkens back to the surge of anti-transgender bathroom bills that hit state legislatures in 2016, including North Carolina’s HB2. We remain committed to aggressively fighting these threats to equality by those who seek to undermine our rights. HRC will do whatever it takes to protect the rights and fundamental equality of every LGBTQ+ person in this country.
B U IL DING A ND DEM ONS TR AT ING POLITICAL P OWER
HRC’s decades-long work to build political power has uniquely positioned us to reach LGBTQ+ and ally voters who prioritize equality on the ballot, also known as Equality Voters. HRC has identified 57 million Equality Voters nationwide who, if they turn out to vote, will support pro-equality candidates. HRC’s early and sustained year-round engagement in battleground states like Arizona, Georgia, Michigan, Nevada, Pennsylvania, and Wisconsin bolstered historic turnout in 2018 and 2020 producing pro-equality outcomes at every level of government. In 2019, HRC’s mobilization of Equality Voters in Virginia, where lawmakers had repeatedly blocked proequality bills over many years, produced groundbreaking progress for LGBTQ+ Americans in the South. These victories led to the Virginia Values Act becoming law, making Virginia the first state in the South to advance statewide nondiscrimination protections for LGBTQ+ people.
ADVANCING EQUALITY IN OUR DAILY LIVES
The HRC Foundation improves the lives LGBTQ+ people by building understanding and shaping the public debate of LGBTQ+ people and the challenges they face through innovative research and public education campaigns. We also change the policies and practices in the institutions that shape our everyday lives (hospitals, schools, workplaces, and more) and empower strategic partners, community advocates, and allies through convenings and capacity-building. Guided by these theories of change and seeking to prioritize work impacting those who are multiply marginalized, we have 11 cuttingedge programs advancing equality in the U.S. and beyond.
