1 BIKE LANE - 3 PRINCIPLES WHAT DID WE LEARN FROM BAGDAT AVANUE?

FALSE - TRUE mistakes made

street design

The cycling roads were built merely as an addition to the existing roads, formed as a bizarre element for the existing streets.

road protection

Concerns regarding the safety was very high as the bicycles were forced to share the same road with other vehicles, from the left lane and without any seperators. Bike infra need to be buffered, physically separated from motorized traffic

intersection design

The weakest link of the cycling networks is the intersection between the cycling network and vehicular roads, was not considered carefully in the design.

bike & business

The cycling road is considered only as an infrastructure element and designed as a lane of additional road in a located, where traffic load and economic activity are at the peak

chain mobility

The transportation possibilities to the Bagdat Avenue should have been thought as thoroughly as the design of the cycling network. Neither the cycling network nor other means of public transport alone can be utilized as good as in the case of an integral design.

world’s’ solutions Vancouver, Canada The bike roads are considered together with the vehicle and pedestrian traffic, only differentiated with different colors on the roads and changing road levels. The street outlook is renewed by placing feasible elements into the street design.

Vancouver, Canada

PLANING & DESIGN

A correct network planning should consider several elements in combination such as the safe transportation of cyclists, organization of vehicular traffic loads and comfort of the pedestrians.

In the city of Vancouver, where the vehicular density is similarly high, the cycling roads are separated by minimizing the loss of space for the car traffic and only with small scale interventions. In order to achieve this, in some regions, bicycle parking spots are placed between the vehicle and cycling roads and in some regions, landscape features are formed as seperators.

Assen, Holland Assen in the Netherlands is filled with numerous examples for different scenarios of vehicle/cycling road intersections. There is no established, typical solution methodology but rather for ever case, a specific solution must be produced.

Copenhagen, Denmark The cycling roads are considered as a project which would support the economy of local shops, and thus the main cycling routes are selected within their vicinity and the road is designed minding the way these organization use the streets.

Houten, Holland The cycling network is designed not only as a single, specific means of transportation but rather as part of a transportation system containing buses, trains and other vehicles. The stations which are the locations of transition, are organized as centres here users can easily access to other means of transportation.

INTEGRATION TO NETWORKS Construction of cycling paths should not be thought as a mere infrastructure investment. The paths should be thought as a complete system which will shape the surrounding economic activities, improve the existing transportation possibilities and form the urban living. This way, the cycling paths will be more than just an infrastructure element, and instead will be an essential part of the complete urban experience.

Konya, Turkey

physical network

foldable paper - double sided print-out 350x500mm (English Version) - click to download

Instead of thinking the cycling roads with considerations such as the urban texture, public transportation and green areas, the route is chosen at the simplest and at the most direct location

38

communication strategy

The cycling roads in the Bagdat Avenue, is built without a pre-communication strategy among the locals and existing road users. The local community was not ready for such a change in transportation and this has led to a serious opposition.

branding

The cycling roads are built merely as an addition to the existing roads, formed as a bizarre element for the existing streets.

education

An education strategy about the use of bicycles and their integration with the existing traffic was lacking. In addition, NGOs with a certain level of expertise on the topic were not included to any sort of information sharing or education.

With the use of Smart Cycling system, people in Konya can benefit from public stations for acquiring/sharing bikes, delivering bikes back or for parking.

Bogota, Colombia The cycling network is designed in close relationship with the existing network, urban morphology, neighborhoods and open spaces. The design is adapted into the urban life by realizing the network in three stages.

Nijmegen - Arnhem, Holland For the cycling road connecting Nijmegen and Arnhem, at the project stage, a logo is designed and through this logo, a communication strategy is devised. The name of the project is decided by the public with a competition and the project name supported with visual elements gave the project a common identity. As the road became functional, the awareness among public is raised with various activities

Eindhoven, Holland De Hovenring Bicycle Bridge is located at the intersection of the Eindhoven’s cycling roads and vehicle roads. Rather than opting for a typical tunnel solution, a majestic bridge at the city entrance is constructed, expressing the importance of cycling for the city. Constructing a bridge, solely for the cyclists, and placing this at the city entrance, resembles the importance and is actually a part of the branding of the city.

Mugla, Turkey The Muğla Municipality expanded the use of bicycles among public by organizing regular cycling education activities, and by supporting cycling organizations, which in the end had led to an increased level of public awareness on the issue.

DIALOG & AWARENESS The successful implementation of a cycling network investment would require reforms on the daily transportation habits of the public and on the essentials of street use. Even though the investment itself can be an important stimulus for the public, without the support from a solid communication strategy, organized activities and subsidies, the network cannot lead a cultural transformation alone.

CREATE FUND! Subsidy For Social Development And Human Development Infrastructure Finances

Turkish Program for Financing Sustainable Energy (TurSEFF)

UNIDO Eco-efficiency Program

Zafer Development Agency

Ministry of Energy and Natural Resources

Turkish Foundation of Tech. Advancement

Eastern Anatolia Development Agency

The aim of this program is to support infrastructure projects in the less developed regions of Turkey which are aiming to improve living conditions, advance human capital and support socio-economic transformation. It is expected from the supported projects that they would create a more lively social and cultural lifestyle within the city centers.

Turseff is an organization active in Turkey since 2010 for project financing. The organization provides financial solutions for investment projects aiming to improve energy efficiency. TurSEFF is formed as a consortium of several private banks, European Bank and Ministry of Energy and Natural Resources

The program is originally founded by United Nations Industrial Development Organization in 1994 and includes Turkey as an active partner since 2008. The program is formed to support projects aiming to improve the efficiency of the use of natural resources.

The financial support program, initiated in April 2015 aims to generate communal spaces for production, trade and service sectors within the city centers and to strengthen existing infrastructure projects.

Bicycle Support to Municipalities from the Ministry of Health

REGIONAL SUBSIDES

Financial Support for Cycling Road Projects

Project Support for Public Development

Ministry of Environment and Urbanism Administrate for Environmental Works

Ministry of Family and Social Policies Administrate of Social Subsidies

The support is positioned to financially aid cycling projects which are at least 5 kilometer long and function as an essential transportation element in cities. The support can cover the costs for new constructions or maintenances of the existing roads.

The support considers projects which link and combine several complementary projects in an integral way and which aim to provide education or financial benefit for the public.

Program of Financial Support for Small Scale Infrastructure Projects Aiming to Strengthen Investment and Tourism

Note: In every regions of Turkey, there are several Development Agencies providing similar subsidies like the ones from Eastern Anatolia Development Agency (DAKA)

Ministry of Health The municipalities which have initiated their cycling road projects after January 2015 are now able to ask for bicycles, which later will be distributed to the public free of charge. There are several guidelines and pre-requisites to be followed which are published by the Ministry.

STATE FINANCES System for Investment Subsidy

LOCAL MUNICIPALITIES

Integration to the Infrastructure Projects of the Municipalities This method means the integration of cycling roads to the standard infrastructure projects with shared physical domains. The bike roads can be integrated at planning stage of infrastructure projects such as the improvement of pavements and new roads. This method aims to reduce the costs of starting from by combining the costs of two different projects into one.

“If you plan cities for cars and traffic, you get cars and traffic. If you plan for people and places, you get people and places.” Fred Kent

Located in the Netherlands and Turkey, THINK provides business development, design and consultancy services for cycling road design.

Support for the Environmental Costs

Ministry of Economy

Ministry of Economy

The system is functional since April 2010 and both public and private sector organization can be supported. The system provides financial and taxation support especially for large scale projects and after an intensive evaluation period depending on the project cost, project region and several other criteria.

The support provides financial aid for projects who are proposing the transformation of a system or organization which are harmful to the nature with new, better alternatives. The systems which is functional since 2014 has mainly attracted proposals from the private sector companies to reduce their harm to the nature but public organizations can also benefit.

General Infrastructure Projects Ministry of Culture and Tourism Administrate of Investment and Management Works The project support is positioned for the towns and cities which have a certain level of existing tourism income. The support will provide financial aid for the infrastructure projects in these urban areas and if deemed necessary, to run the projects directly from the Ministry. The support program accepts new proposals annually.

Finding Investment Partners

Yerel Belediyelerin Ulaşım Bütçeleri

Finding Sponsors for Cycling Roads

The inclusion of investment partners to a cycling network project by utilizing their social responsibility or regional development projects. These investment partners can be selected from sectors which will be directly benefiting from the construction of cycling roads (i.e. local shops, bike companies)

Providing a specific budget for the cycling networks from the complete budget of local municipalities allocated to transportation. This is the most basic and direct resource system. Most of the subsidies require a dedicated source like this as a basis for cycling road projects.

This method refers to the compensation of cycling road costs with sponsoring companies. For instance, the painting of the cycling roads in different colors is one of the significant costs at the project stage. Most of the projects in Turkey consider a paint company as a sponsor and realize the respective task with their sponsorship.

“Bicycle as a transportation vehicle” is environmentally friendly, healthy, cheap to build and it provides a basis for a livable habitat. In this document, the mistakes made in the failed Bagdat Avenue cycling road project are evaluated and solution alternatives from various examples around the world are explained. Based on these problematics, three essential principals for cycling roads are stated and by listing several funding and subsidy schemes from Turkey, a guide is offered regarding the cycling road financing.

FACTORYSCAPE / LAND-ART Major 19th-century energy production methods based on burning things. Instead of burning fuel or recycled waste we preferred algae to maintain both fresh air, clean water, and ready-to-use waste. We developed the machine to represent idea a cover it with the red balloon-like structure above our green algae farm.

Silhouette ENERGY VISION In terms of machinery and land use, the design is very flexible for accomodating a larger energy production facility. The main constraint is the size of the land used for algae cultivation. In future case scenarios, considering the possibilities for higher producitivty rate of biodiesel from algae and larger area use for algae cultivation, it would be normal to expect an exponential increase in the annual energy output. This increase would mean that the energy vision shown by the Factoryscape foresees a more feasible and accessible system for the future.
