Farmland rent ‘going through the roof’ in Shelby County BY PATRICIA ANN SPEELMAN pspeelman@civitasmedia.com Despite drought, a too-wet spring and a too-hot summer, agriculture production in Shelby County is successful enough to have cash rents for farmland “going through the roof,” according to United States Department of Agriculture Farm Service Agency County Executive Director Latham Farley. The average rent per acre per year in 2012 was $162, up 18.2 percent over 2011’s average of $137, and a
whopping 33 percent increase over 2010. “The low end for the rents is $125 per acre,” Farley said. “We’ve been hearing the high end is up to $425 per acre.” Rents are based on how good the soil is, how rocky it is, how well it drains, how large the farm is, how close it is to a home farm and how easy it is to get in and out of. Current figures rank Shelby County fifth-highest among Ohio’s 88 counties after Darke, Mercer, Van Wert and Miami counties. The amount of farmland here is
about 217,969 acres, 88.46 percent of the total acreage of the county. The number comes from a survey conducted in 2007 by USDA National Agricultural Statistic Service (NASS), the latest information available. The NASS will conduct another survey this year. There are more than 2,000 farmers working 1,050 farms and 60 of those farms are operated by women. The average size of a farm owned by a woman is 133 acres. The average size of all Shelby County farms is 208 acres. Among minority farmers in 2007,
there were two Hispanic farm owners and two African-American farm owners in Shelby County. More recent figures available for crop yields rank Shelby County 11th in the state in 2012 winter wheat production, with 13,200 acres planted, 12,700 acres harvested of an average of 74 bushels per acre and a total production of 940,000 bushels. available for livestock at press time; however, NASS information lists the following statistics for the beginning of 2012: 6,700 milk cows in Shelby County, 27,500 cattle and 1,400 sheep. There were no figures available for goats, horses, hogs, or poultry. “Every year is different,” said Roger Lentz, who retired as the county executive director in October 2012, “and (2012) was very different.” The weather surprised everyone. “March was so warm and dry, some farmers began to plant,” Lentz said. “We went to the field two or three weeks early. The crops got a good start and then it got hot and then it got dry.” Farmers were worried about their yields but August rains saved most crops, even though the “saving” was not consistent throughout the county. “Most farmers were pleasantly surprised with yields this year,” Lentz said. Newer varieties of seeds can withstand weather changes. “The livestock producers didn’t fare as well as the grain producers,” he added. Shelby County farmers look to growth of new local “windustry” JACKSON CENTER — In 1887, inventor and Ohioan Charles F. Brush invented what many believe was the world’s first electric wind turbine. “Now, more than 125 years later, technology innovation and wind energy remain part of Ohio’s tradition,” said Lena Stinsa, Mainstream Renewable Power subcontractor. Her report continues: Coupled with Shelby County’s rich agricultural heritage, the natural compatibility of wind energy production with agricultural production now offers a new window of opportunity with the development of the Montra Hills Wind Farm. In the fall of 2010, Mainstream Renewable Power began researching Shelby County as a proposed wind farm site. Focusing on the areas north and west of Jackson Center, spread-
ing to the east of Botkins and the northeast of Anna, the Montra Hills Wind Farm site would serve as the new home to a proposed 200 MW of clean, renewable energy. In the spring of 2011, the multi-year process of connecting with landowners on the wind farm and leasing requirements began. Landowners within the project area soon began doing their research into wind farms and the leasing requirements. During 2012, Mainstream established a local office in the village of Jackson Center inside the People’s Federal Bank building on E. Pike Street. Visitors are welcome on Monday, Wednesday and
Friday from 9 a.m. to 4 p.m. The numerous longterm economic and environmental benefits of wind farms are among the many reasons that area farmers are embracing this new endeavor. These include: Local investment • A new, fixed source of tax revenue which can greatly help finance vital public services • The project could add local property tax payments up to $1.8 million per year, while generating a total of $300-$400 million investment that result in economic benefits (directly and indirectly) to the state • Up to $1.1 million to local landowners in annual lease payments
• Increasing day-today local spending on goods and services • Contributing to the increased prosperity of counties, often creating a sharp increase in local business revenues during and after construction Job creation • Wind farms generate local employment throughout their lifecycle, from the earliest years of the development phase, through construction, and to the operational phase, which lasts 25 years or more • Once completed, the wind farm would employ about 10-15 full-time employees • Statewide, it is estimated that 5,000 to 6,000 jobs in Ohio are currently tied to wind power, second only to Iowa. After more than 30 years of service, Roger Lentz retired from the Farm Service Agency. Luckily, his great management skills created
a stable office for myself, the new manager. Larenda Cordial, a transfer from Champaign County, was also hired this year. Despite all of the adjustments, the experienced staff was unfazed and continued to bring the same great service to the producers of Shelby County. The Food, Conservation and Energy Act of 2008, also known as
the 2008 Farm Bill, included programs for farm commodities, food safety, nutrition, conservation, research, agricultural trade, and price support and expired on Sept. 30, 2012. Congress was unable to create a new long term Farm Bill so a nine month extension was put in effect on the 2008 Farm Bill. Currently, FSA in Washington, D.C., and

Kansas City are working hard to create the forms, software, and information needed for these programs to be administered during the 2013 crop year. Over 2,000 state and county offices dispense the United States Department of Agriculture’s Farm Service Agency programs in the continental U.S. With decreasing budgets and the federal
government looking to become more efficient, a few county offices have closed and combined with neighboring county offices. Shelby County was unaffected by the downsizing but there were 4 counties in Ohio that were not so lucky. 2012 was an exciting year at U.S. Bank Locally, U.S. Bank continues to see a strong increase in consumer loan demand. “ W e closed $67 million in new conCounts sumer l o a n s during the year,” said Andrew Counts, regional president, U.S. Bank Western Ohio. “Small business and middle market lending was also a focus of ours as we closed over $27 million in new commitments in 2012. Our business equipment finance lending also saw significant growth of 42 percent year over year. Finally, home mortgage lending was a record year for us as we hired additional staff in our markets and increased
our market share. We closed 431 loans totaling more than $50 million during the year, capitalizing on lower interest rates and an improving housing market.” His report continues: Deposits also continued their strong growth similar to what we have seen the past three years. Our deposit base grew over $74 million year over year as our customers took advantage of our consumer and business packages and our Savings Today and Rewards Tomorrow (S.T.A.R.T.) program. We saw 15 percent growth in non-interest bearing accounts and nearly 11 percent growth in our savings products. Our wealth management business also had a record year in terms of new business as we were able to provide highly personalized service to our clients to allow them to take ad-
vantage of many nontraditional investment services we offer through our Private Client Group. As always, U.S. Bank contributed to our community with volunteer efforts as well as supporting many community service programs. We supported more than 40 programs during the year through the U.S. Bancorp Foundation. Our local employees also serve on more than 50 community boards and have contributed more than 150 hours of volunteer service in our communities as we participated in the U.S. Bank Volunteer Days in our markets. We continue to strongly support early childhood education through our signature philanthropic initiative, PNC Grow Up Great, a $350 million, multi-year initiative that began in 2004 to help prepare children from birth to age 5 for success in school and life. This growth was accomplished by the bank’s increased residential mortgage activity due to continued record low mortgage interest rates that started in 2010 and continued in 2012. The deposit growth continued because of the confidence and loyalty that our local communities have in the stability and conservative nature of community banks especially when economic times are challenging. Osgood State Bank expects more challenges to come in 2013 as unemployment and economic growth are still uncertain and public confidence continues to be low concerning national economic growth. The regulatory demands in the banking industry will continue to change because of the implementation of new restrictions that limit the ability of banks to increase lending activity and profits that meet previous growth levels of four and five years ago.
As a result of implementation of the bank’s strategic plan, the bank was able to achieve a record net profit of $1,554,000 in 2012. The continuation of high residential mortgage activity and decrease of deposit rates were major factors in achieving the record income amount. The bank’s strategic plan focuses on meeting the financial needs of our customers and communities in 2013. Producers enrolled in the Conservation Reserve Program (CRP) were given the opportunity to graze livestock or bail hay with a lesser penalty since pastures were in such poor condition. Many producers got an early start planting their corn and were majorly affected by the hot, dry weather of the summer. Corn had pollination issues which created smaller ears and a lower yield. The corn planted later in the season produced a higher yield than the earlier planted corn. Soybean plants were shorter and the pods and beans were smaller, resulting in yield loss. Winter wheat had relatively normal yields and even developed a little earlier this year from last year’s warm winter. As we look into the eyes of 2013, we hope for a better crop year, a long-term Farm Bill, and a growing economy. Regardless, the Shelby County Farm Service Agency will be active in the community and provide great service for producers, landowners, and farm operators.

At the time, VPP was not only a commercial printer but published the Versailles Policy, the local weekly newspaper as well. Monnier & Co. notes significant changes are on horizon The year 2012 saw continuing improvement in the local economy encompassing the manufacturing, construction and service areas. Clients however, remain skeptical concerning the direction of the economy. As businesses become more comfortable with the direction of the economy we expect growth to occur on a continued moderate and steady pace according to John Boeckman, president and managing partner of Monnier & Co. In the auditing and accounting area partner Larry Elsner notes that significant changes are on the horizon in the area of revenue recognition, leases and the U.S. possibly adopting inter-
national accounting standards. These potential changes continue to make complying with generally accepted accounting principles more complex. Partner Tom Burns notes that assisting clients evaluating their current business position and developing long-range business plans will help clients be in a better position to adjust to future changes in the economy and to take advantage of future business opportunities as they become available leading to long-term growth of the clients business. Their report continues: Significant new tax legislation was recently signed into law. The
American taxpayer relief act of 2012 allows the Bush–Era tax rates to sunset after 2012 for individuals with income more than $400,000 and families with income more than $450,000. This change effectively increased tax rates for taxpayers at these income levels by 4.6 percent. The rate on capital gains and dividends for individuals and families in the top income tax brackets was also increased from 15 percent to 20 percent. The act did retain the 15 percent rate on capital gains and dividends for taxpayers in the middle brackets and a zero rate for taxpayers in the 10 percent and 15 percent brackets. The act permanently
“patches” the alternative minimum tax (AMT) providing relief from this tax for several million taxpayers in 2012 and in the future. A number of individual tax provisions were extended through 2013 including the state and local sales tax deductions and tax free distributions from individual retirement plans for charitable purposes. The American opportunity tax credit for qualified tuition and other
expenses of higher education was extended through 2018. Businesses saw the 50 percent bonus depreciation rules extended for one year as well as the increased expensing amounts for new or used equipment. The temporary lower social security payroll tax rate of 4.2 percent was not extended and has reverted back to 6.2 percent. The Affordable Care Act that was enacted in
March of 2010 contains provisions for two new taxes (3.8 percent on investment income and .9 percent on wage/earned income) on higher income taxpayers starting in 2013. County’s unemployment remains steady in 2012 BY RACHEL LLOYD rlloyd@civitasmedia.com Shelby County’s unemployment numbers continued on a fairly steady decline throughout 2012, with only a couple of small hiccups, starting with an 8.8 percent jobless rate in the county in January and wrapping up the year at a muchimproved 5.9 percent rate. The county’s numbers did even better than the state overall, which also enjoyed falling jobless numbers through the year. Ohio’s January unemployment rate was 7.7 percent in January, which was better than the county rate. By the end of the year, the state’s unemployment rate had fallen to 6.6 percent, but the county had surpassed that , coming in at 5.9 percent. “Looking at the unemployment numbers for 2012, we’ve got about a thousand more people employed at the end of the year than we did at the beginning,” said Mike Dodds, executive director of the West Ohio Development Corporation. “So that’s good news. And based on our conversations with business owners, that doesn’t

surprise me.” While falling unemployment might seem like it can’t be anything but a good thing, Dodds noted that it does create a bit of a problem from the business side of things. “As unemployment numbers continue to drop, the available skilled work force becomes a challenge,” Dodds said. Dodds said that skilled laborers such as engineers, CNC machinists, welders and build maintenance technicians, for example, are in high demand. “One of the things we’re trying to promote is workforce development, and establishing programs to make adults and students aware of job opportunities in the county,” Dodds said. “We feel there are a lot of qualified students in the county who may not be aware that the opportunity exists, and we want to let them know they can make a good living with sufficient training.” In addition to having the right training, Dodds mentioned that potential employees need to have the right attitude and work ethic, being willing to come in and work,

every day, and put in a full day. “The county is challenged to provide that labor force,” Dodds. For those willing to put in the work, it seems like the good news will keep on coming. “I think the trend going forward in 2013 is going to be very similar to 2012,” Dodds said. “I know there are companies that are planning to hire.”
